New Delhi: The Chief Justice of India, N.V. Ramana, said on Saturday that the government must step in in a big way to tackle breast cancer, which is becoming a leading cause of concern in the society.He also said the government should develop a roadmap to tackle this issue. Speaking at the release of a book titled 'Atlas of Breast Elastography and Ultrasound Guided Fine Needle Cytology', the CJI said breast cancer is becoming one of the leading causes of concern in the society and considering the socio-economic considerations, this disease can be a curse for the entire family.He added that from diagnosis to treatment, at every stage, the patient has to shell out substantial amounts which very few can afford.Emphasising that the need of the hour is to generate awareness, Ramana said, "It is essential to design breast cancer awareness campaigns on the scale of cervical cancer, anti-tobacco and pulse polio campaigns. Celebrities and famous personalities should be involved. The mass media plays a significant role in disseminating information."He said that primary healthcare centres lack even basic infrastructure and there is also lack of affordable treatment options. "Often, women belonging to marginalised sections lack access to information, diagnosis and treatment of the disease. We need interventions and strategies addressing inequities of cancer screening and treatment in India. If this disease is to be tackled effectively, the government has to step in in a big way. The government must give a boost to medical infrastructure and research," the CJI said. He added, "Ultimately, a roadmap is necessary to tackle up this issue. The Health Ministry, the government of India must involve doctors, leading NGOs and industrialists to prepare the same." Ramana pointed out that every four minutes, one woman is diagnosed with breast cancer, which is the most common cancer in women."As many as 27.7 per cent of all new cancers detected in women in 2018 were breast cancer cases. Every eight minutes, one woman dies of breast cancer. A total of 87,090 women died of breast cancer in 2018, which was the second highest number in the world for that year. Around 32 per cent of new cases belong to the age group of 25 to 49," he said.The CJI further pointed out that the role of doctors is also of great significance and the responsibility of gynaecologists cannot be under-stated."It is because of their active efforts that cases of cervical cancer has come down. They must play a similar role in the war against breast cancer," he added. Ramana said that women form 50 per cent of the population in the country, and they are the backbone of the family and society."Therefore, their health must find equal attention and reflection in our society and policies. But several socio-cultural factors prevent women from getting the best possible attention on health. Women often end up taking care of others. However, when it comes to their own health, it is often suppressed and ignored. It is high time that we change the attitude surrounding women's health," he said.The CJI also that he is extremely saddened to witness rising violence against doctors and several false cases are being lodged against upright and hardworking medical practitioners."They need a better, and more secure working environment. This is where professional medical associations assume great significance. They have to be pro-active in highlighting the demands of doctors," he said. —IANS

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday directed the officers of the Irrigation Department at the secretariat to plan for the developmental roadmap for the next ten years by keeping in mind the farmer's interests."A committee should be constituted under the chairmanship of Chief Development Officers in the districts in which the officers of the Agriculture and Horticulture Department should be present. The Irrigation and Minor Irrigation Department should also work in coordination with Agriculture and Horticulture Department," a statement from the Chief Minister's Office said."All the departments have been instructed to prepare a roadmap for the next 10 years and what work can be done on the ground as a best practice by 2025," said CM Dhami adding that the "Irrigation Department needs special attention in hilly areas. Horticulture needs more attention to increase the livelihood of the people in the hilly areas. In order to double the GDP of the state in 5 years, all the departments will have to work fast."The Chief Minister also directed the officers that Saung and Jamrani multipurpose projects are important for the state from the point of view of drinking water and irrigation. He said that the work related to the approval of the remaining Saung Dam drinking water project should be completed soon.He further directed the Irrigation Department officers to ensure that the projects are not delayed, and if there is any problem, they should be brought to a higher level.CM Dhami instructed the officers of the Irrigation Department to prepare a drainage plan for the urban areas of the state at the earliest and asked them to make sure that special attention is paid to water conservation. "More effective efforts are needed to increase the capacity of reservoirs," he said. New Delhi (The Hawk): “Lessons from India’s fight against the pandemic can serve as valuable beacons in our targeted policies for prevention and treatment of Cancer. Any initiative related to cancer control and management cannot be implemented in silos but needs to be taken up with "whole of govt and whole of society" approach as has been our learning from management of the pandemic, since the issue is crosscutting across various government and non-government management spheres”, Shri Rajesh Bhushan, Union Health Secretary stated this while addressing National Workshop on “Roadmap for Cancer Treatment”,here today.
Further elaborating, Union Health Secretary pointed that the pandemic has taught us that health is not the exclusive responsibility of only the Union Health Ministry but jointly addressed by various Ministries at the Centre and through state governments. He added that health cannot reside only at the tertiary healthcare centers, but has a huge footprint in the primary and secondary levels too. Tertiary health facilities of Ministries such as Labour, Railways, Steel, ONGC, Atomic Energy etc., can be pooled to make a significantly large and sustainable network of healthcare for an exponential impact of healthcare delivery, he noted. Highlighting the paradigm change that the National health Mission (NHM) has recently undergone, he noted that not only primary and secondary healthcare services, but referrals with linkages to tertiary health services are being provided through a comprehensive end-to-end delivery solution.
Shri Rajesh Bhushan identified framing, sharing and adherence of evidence based common Standards of Protocols for critical care management as another learning for cancer management. These can guide the restructuring and refinement of the National Cancer Control Programme of Union Health Ministry, he noted. Capacity building of healthcare providers is required through regular training, retraining and skill enhancement for cancer care. He mentioned thatcapacity building also to be ensured with clear communication with all stakeholders and feedback procedures put in place. “We need to adapt and promote health technology and prevention and treatment of cancer such as telemedicine for improved access to care”, he stressed. Various “Hub and Spoke” models implemented in some states such as Assam, Punjab, Andhra Pradesh,Bihar can be emulated by other states, along with detailed mapping of the facilities with the granular planning of healthcare delivery, he suggested.
Sessions on the following topics were organized in the one-day national workshop organized by Union Health Ministry:
i. Infrastructure and human resources for Cancer Care in India
ii. Affordability of Cancer Care in India
iii. Best Practices with respect to cancer care by States
iv. Review of Ongoing Projects and its related issues
Ms. Roli Singh, AS &amp; MD (NHM), Shri Vishal Chauhan, Joint Secretary (Policy), Dr Rajendra Badwe, Director, Tata Memorial Centre were also present at the event along with other senior officials from various states and medical institutes.

New Delhi (The Hawk): Union Minister of State (Independent Charge) Science &amp; Technology, Dr Jitendra Singh said, India will make significant investment in R&amp;D to develop a roadmap for design and delivery of vaccine development for future pandemic.
In his message to the two-day International meet on “Preparedness for Future Epidemics: Is India ready to meet the CEPI 100 days vaccine challenge?”, Dr Jitendra Singh said, while efforts are still on to uncover findings about the COVID-19 and the epidemiological models, India is ready to invest in future challenges.
The Conference on 5th and 6th December, 2022 has been organized by Translational Health Science and Technology Institute (THSTI), an autonomous institute of the Department of Biotechnology (DBT), Ministry of Science and Technology, Faridabad in its campus at NCR Biotech Science Cluster.
Dr Jitendra Singh said, the Department of Biotechnology was at the center of pandemic response and took unprecedented steps to curb the threat posed by COVID 19. He said, DBT was aided very ably, by its 14 autonomous institutes, the primary lead taken by THSTI as it quickly set up patient cohorts, bioassay systems, immune and cellular response assays, animal studies required for vaccine development, and supported vaccine industry in developing India's first DNA and protein subunit vaccine Corbevax.
Dr Jitendra Singh reiterated that Covid-19 has given an urgent wake up call to prepare ourselves for any future threat and it is timely that Department of Biotechnology and THSTI are leading India's IndCEPI program for future preparedness.
This meeting brought together leaders and experts from academia, industry and regulators to discuss important aspects of vaccine development for emerging infectious diseases. India as a country will take lead in providing a policy framework for pandemic preparedness especially for global south, aligning respective national regulatory processes with international processes, and enhancing and pooling manufacturing capacity for large scale production quickly. This will also help the country to garner the strength of our biotech industry to improve human health and also contribute to our economy beyond its current share of $80 billion.
Dr. Rajesh Gokhale, Secretary, DBT, reiterated DBT’s commitment to foster enterprise and innovation with new and special emphasis of enhancing manufacturing and bio-manufacturing. He added that the process for vaccine preparedness was complex and DBT would facilitate with putting into place easier scientific policy on place. The need for synchronized system such that India can combat disease dengue, Chikungunya, TB and other viral/bacterial infection, bringing more proactive solution in means of vaccine, diagnostics, curative therapeutics quickly.
Prof. Pramod Garg, Executive Director, THSTI highlighted the work that THSTI has been doing in various R&amp;D fields. Dr. Garg spoke briefly about the clinical cohorts, vaccine effectiveness studies, pan-hospital network studies, diagnostic modalities and in-house vaccine development research on infectious diseases such as SARS-CoV-2, TB, Dengue, etc. He mentioned about the newly launched MSc in Clinical Research program. Prof. Garg also emphasized having synergy between academia and industries and informed the audience that THSTI has recently got a $12 million funding from CEPI for a collaborative work on developing pan beta corona vaccine in collaboration with industry. He said that THSTI is ready to meet the academic component of the challenge of developing a new vaccine.
The keynote address was delivered by Prof. K. Vijay Raghavan, former Principal Scientific Advisor to the Government of India. He spoke about the challenges posed by the CEPI’s 100 Day challenge and the role of public health information and data flow systems, vaccine platforms, preclinical facilities, animal experiments, regulatory system, implementation system and funds in pointing out the processes for meeting these challenges that are critical. He cautioned that while we were lucky to have a strong immunogenic spike protein antigen for the corona virus, this may not be the case with other infections. Therefore, developing a sustainable and economically viable system flow for achieving100 day challenge was critical.
Dr. Soumya Swaminathan, Chief Scientist, WHO emphasized the need for India to develop road maps and target product profile for diseases important for India. She mentioned that WHO had set up a committee to prioritize viral families and pick prototypes from these families for vaccine development. For a better and more equitable approach to vaccine development and access, it was important to be collaborative, have globally aligned regulatory processes and an ethical public health policy in place.

New Delhi: Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday met Prime Minister Narendra Modi at Parliament Bhawan and shared a government roadmap to empower the state.
According to an official statement, the chief minister also invited Prime Minister Modi to visit Mayawati Ashram in Lohaghat.
The chief minister apprised the Prime Minister about rebuilding works at Kedarnath, the release informed.
"Chief Minister Pushkar Singh Dhami told the Prime Minister that Lal Bahadur Shastri National Administration Academy was organized in the month of November at the Strong Uttarakhand @ 25 theme, in which the Chintan camp was organized by the ministers including all the senior officials of the state. In the Chintan camp, there was a discussion on preparing short-term, medieval and long-term roadmap for the development of the state," the statement said.
"The state has set a goal of doubling the economy in five years. To achieve this goal, sectors that can boost the economy through employment generation and entrepreneurship incentives have been earmarked. A prestigious agency like McKinsey has been employed to draw up a roadmap towards this end," the statement quoted the CM as telling PM Modi during the meeting.
The CM added work on formation of the State Institute for Empowering and Transforming Uttarakhand (SETU) has been started.
A Cabinet meeting is proposed to be organised at Mana village in Janapad Chamoli. It will be the first such meeting in a village.
The chief minister said 15 destinations in the mountains and plains have been marked for development of a green-field city in the state.
The CM further informed at the meet that his government will also introduce a State Millet Mission to end malnutrition and promote thick grains produced locally.
The state would also roll out a cluster farming approach, as part of which agriculture and gardening would be encouraged, the CM said, adding that 13 helipads are already operational under RCSS and 19 more are proposed to be developed at major tourist sites.
Home stays are also being promoted to involve locals in tourist activities, the CM informed, adding that work on the Manasakhand Garala has started to promote religious tourism in the state.

He underlined that Geospatial Technologies give power to people by making information accessible and emphasized the need and importance of having computerized and easily accessible land records for citizens to avail multiple benefits of welfare schemes implemented by Central and State Governments.&nbsp;&nbsp;
“India is only the 3rd Nation globally that is carrying out geo-referencing in the land parcels. Now 36 percent of the land has been geo-referenced, and the target is to achieve 100 percent by March 2024,” Shri Tirkey added.
Highlighting the transformation that Bhu-Aadhaar and Matribhoomi projects based on Geospatial Technology have brought about, Shri Tirkey said that we are on the cusp of a revolution in governance. Washington: US-India Business Council (USIBC) has lauded the outcome of talks between US Secretary of Defence Lloyd Austin and Defence Minister Rajnath Singh and said the US leader's visit reflects the accelerating convergence between the world's oldest and largest democracies. In a statement, USIBC President Atul Keshap said the two sides had concluded a roadmap for US-India Defence Industrial Cooperation. "USIBC applauds both governments for establishing a new roadmap for US-India defense industrial cooperation. Our USIBC members include the top defence firms in the world, producing sophisticated defence platforms that can enhance Indian and American capabilities in border security, maritime domain awareness, space situational awareness, and more. Such strength helps ensure effective deterrence in an unsettled geostrategic environment," Keshap said. "Secretary Austin's visit reflects the accelerating convergence between the world's oldest and largest democracies. Varanasi: External Affairs Minister S Jaishankar on Monday said India has put forward an ambitious seven-year action plan for accelerating progress on Sustainable Development Goals (SDGs), which presents a coordinated, integrated and inclusive roadmap for G20 actions. In his keynote address at the G20 Development Ministers' Meeting here, the minister said the SDG agenda is a landmark not only in its universality, in that it applies to all countries but also in its integrity, in that it can only be successful as a comprehensive agenda. "If progress towards the SDGs was already falling short before COVID-19, this has only been further exacerbated by it. The climate change also continues unabated, with a disproportionate impact on Least Developed Countries and Small Island Developing States. Prospects for a global economic recovery remains dim amidst supply chain disruptions, prolonged debt crisis and pressures on energy, food and fertilizer security," he said. "The Development Ministerial is an opportunity for us as the G20 to demonstrate solidarity on these developmental issues. The decisions we make today have the potential to contribute to an inclusive, sustainable, and resilient future," he added. He said India's action plan for accelerating progress on SDGs puts forward transformative actions on the three core agendas. "India has put forward an ambitious 7-year action plan for accelerating progress on SDGs, which presents a coordinated, integrated and inclusive roadmap for G20 actions. India's Plan For Progress On SDGs Presents Inclusive Roadmap For G20 Actions: Jaishankar

It is naïve to assume that given the current geopolitical conditions in the Balkans and the psychological dimension of the conflict between Kosovo and Serbia that a resolution to their conflict can be found unless the EU and the US develop a clearly articulated cost-and-benefit strategy cushioned by a realistic process of reconciliation
New York (The Hawk): The recent demonstrations following municipal elections in the three Serb-majority municipalities in northern Kosovo, and the events that followed, strongly suggest how raw the nerves are between Prime Minister Kurti and ethnic Serbs in Kosovo, as well as between Kurti and Serbia’s President Vucic. They demonstrate how far apart they remain, and how distrustful they are of each other. The unfortunate developments that occurred before and after the demonstrations include: the dispatch of police by Kurti to quell the demonstrations; Kurti’s refusal to sign off on the Association of Serb Municipalities; Vucic’s refusal to sign the Franco-German agreement even though he agreed verbally to abide by its provisions; Vucic’s call on Kosovar Serbs to boycott the elections and “resist the occupation;” and his dispatch of a Serbian military contingency to the border with Kosovo. The violent flareup that ensued, in which 30 KFOR peacekeepers were injured, prompted intense criticism by the EU and the US of Kurti’s misguided action. To maintain stability in the Balkans and make tangible progress in the negotiations between the two sides, the EU and the US must consider the factors that continue to weigh heavily on the thinking and attitudes of both Vucic and Kurti. First, there is a need to understand and address the psychological dimension of the conflict that continues to haunt them. Second, there should be a clear framework that spells out the cost and benefit if they negotiate in good faith and deliver on the promised concessions they make. And finally, the EU must demonstrate their keenness to facilitate the process of integration and spell out what Vucic and Kurti would gain to advance their integration into the EU, to which both strongly aspire. Before delving deeper, it is necessary to have a better grasp of the character of these two leaders, their strength and weakness, what they want to achieve, and how they want to be perceived by their own publics, their allies, and their foes. Kurti is a nationalist for whom Kosovo’s independence is sacrosanct and cannot under any circumstances be compromised. This explains his resistance to the Association of Serb Municipalities and their potential implications for Kosovo’s territorial integrity. Even though he was imprisoned during the war, he was well aware of the atrocities and war crimes committed by Serbia against Albanian Kosovars and he still suffers from psychological scars the war inflicted on him and his countrymen. He resents Vucic’s continuing refusal to account for thousands of missing Albanian Kosovars believed to be buried in mass graves. Moreover, Kurti does not trust Vucic to deliver on any promises he makes, which explains his reluctance to follow through on commitments he made, including several of the provisions in the Franco-German plans. He still has an anti-American streak from the time he was in the opposition, albeit he recognizes the indispensable role of the US as the guardian of Kosovo’s security and independence. Vucic has a no less complicated personality and set of hang-ups. He is a nationalist to the core who plays at the public sentiment. He staunchly refuses to recognize Kosovo’s independence as he stated in his appearance on Happy TV: “The Serbian leadership will not sign a capitulation, will not support the membership of the self-proclaimed Republic of Kosovo in the United Nations, and will not recognize its independence.” He hardly ever negotiates in good faith, as was demonstrated by his first accepting the Franco-German plan in Ohrid, North Macedonia on March 18 but then refusing to sign it, which he in fact stated weeks in advance. “As for signing something (in Ohrid),” he said, “I’m not planning anything.” He consistently encouraged ethnic Serbs in Kosovo to defy the central government as he called on them to boycott the elections and not abide the authorities in Pristina. Moreover, although he professes to seek integration into the EU, he does not share Western values. He is authoritarian, and a denier of war crimes committed by the Serbian army against Albanian Kosovars. He has maintained close ties with Russia, Serbia’s traditional Slavic ally, especially because Belgrade still depends heavily on Russia for military hardware and training and because there are strong religious ties between the Serbian and Russian Orthodox Churches.   He relies on Moscow’s opposition to Kosovo’s independence in the UN and is fearful of Putin’s ire should he toe the Western line, particularly now as the Ukraine war is raging. Finally, he refused to join the sanctions against Russia, and is unlikely to change his position as long as Putin is in power.  What the EU should do The EU with the full support of the US should develop a new strategy that would induce both Kosovo and Serbia to cooperate and accept the eventuality of mutual recognition through a process of reconciliation and intermediate agreements in which both countries develop a vested interest. The EU needs to provide a clear horizon for both Kosovo and Serbia based on reciprocity and a full adherence to any agreed-upon issue.  In dealing with Kurti, the EU must first make it clear that integration into the bloc is a process that requires full cooperation with the EU and full adherence to the rules and agreements that bind the EU together. By dispatching the police to Northern Kosovo in an extremely sensitive context and time without consultation with the EU, he ignored the advice of the EU to reduce the tension and maintain calm, which suggests to the EU that he is not a reliable partner.  Second, since the EU and the US are the guardians of Kosovo’s security and independence, Kurti must demonstrate greater trust in their judgment as neither wants to compromise Kosovo’s independence and territorial integrity. Kurti should sign off on the Association of Serb Municipalities without any further delay. In addition, he should begin to implement the Franco-German accord and put Vucic rather than himself on the defensive.  Third, as a prospective EU member, Kurti should demonstrate considerable sensitivity regarding the West’s concerns over the stability of the Balkans, especially now due to the war in Ukraine and Putin’s determination to do everything he can to destabilize the region and engage the West in another volatile front.  Fourth, however distrustful Kurti is of Vucic, he must learn to deal with him and demonstrate to the EU that he will always negotiate in good faith. He should not allow any failure in the negotiating process to be attributed to him while enhancing his credibility with the EU, which is central to advancing Kosovo’s integration.  Fifth, Kurti ought to pay far greater attention to his domestic affairs. He ought to progressively meet the EU’s socio-economic, educational, cultural, and human rights standards. He should weed out corruption, encourage foreign investments, create jobs to prevent the brain drain which is hampering Kosovo’s growth and progress, invest in education, healthcare, infrastructure, and housing, and tend to the needs of the poor, especially children.  Since Kurti has cast Kosovo’s fate with the EU, he must now demonstrate that Pristina is worthy of EU membership, because, regardless of when that might happen, its voice will be equal to that of France, Germany, Italy, and every other member state. This will be an incredible feat for Kosovo, which also carries an awesome responsibility. His standing with the EU and the US is currently questionable; the burden is on him to prove that he is trustworthy and has the leadership quality, the acumen, and the skills to live up to the call of the hour.  The EU on its part should offer Kosovo a framework for its prospective integration by reciprocating Pristina’s commitment to follow EU guidelines and condition the process of integration to the progress that Kosovo makes on all fronts. The areas where Kosovo wants to realize important gains and where the EU and the US can play a critical role include the following:  Membership in international organizations; Recognition of its independence by the five EU states that have not yet recognized Kosovo—Romania, Cyprus, Greece, Spain, and Slovakia; Opening a dialogue with the EU in connection with the integration process; Exerting pressure on and/or persuading Vucic to fully implement the Franco-German agreement, which is central to the reconciliation process between the two countries. In dealing with Vucic, the EU is fully aware that unlike Kurti, by virtue of his connection to Putin, Vucic is not as free to act transparently to advance Serbia’s integration with the EU. But given Serbia’s aspiration to become an EU member state, he has to come around and accept the inevitability of coexistence with an independent Kosovo.  Vucic must stop defying and denying Kosovo’s independence publicly, knowing that its independence is irreversible. He must stop instigating ethnic Serbs in Kosovo to rebel against Pristina as he has recently done following the elections in the three Serb-dominated municipalities.  He should slowly and gradually distance himself from Russia and be reminded of Moscow’s growing international isolation, its military failures in Ukraine, and its much-diminished global stature and power; it is becoming an uncertain ally on whom he cannot depend.  Moreover, Vucic should actively persuade the Serbs in the north of Kosovo to return to the institutions and play a constructive role to stabilize the area. He should sign and fully adhere to the Franco-German agreement to enhance his credibility, which presently is in tatters. Vucic should also should take steps to normalize relations with Kosovo by reaching interim agreements regarding water distribution from Lake Ujmani and mining at Trepça Mine, expanding trade, and encouraging cultural ties, student exchanges, and more.  Although these activities do not constitute recognition of Kosovo, they will prepare the Serbian public psychologically for such an eventuality, especially once Putin departs the political scene.  In return, the EU should offer Serbia a roadmap that would lead to full integration and open up a dialogue towards that end. The EU should also develop and agree on a quid pro quo so that Vucic will know what he might receive in return for any concession he makes. This includes compliance to the provision of any accord, verbal or otherwise, especially the Franco-German agreement which is crucial to bring an end to the conflict between Serbia and Kosovo.  Since for the EU and the US, solving the Serbian-Kosovar conflict is critical to the stability of the Balkans, they should change the dynamic of the conflict between Belgrade and Pristina by offering a roadmap to integration with the EU that both countries aspire for.  It is now up to Vucic and Kurti to either squander the prospect of becoming an integral part of the European community, or work together, seize the opportunity, and enjoy the growth, prosperity, and security accorded to all member states of the EU.

The US And The EU Need A New Roadmap To Solve The Serbia-Kosovo Conflict

Patna: On Friday, the major Opposition party heads met here to plan the formation of an anti-BJP front in time for the 2024 Lok Sabha elections.
Nitish Kumar, of the JD(U), and Tejashwi Yadav, of the RJD, are the chief minister and deputy chief minister of Bihar, respectively, and are hosting the meeting. Kumar, as host, presided over the meeting, with Mallikarjun Kharge, president of the Congress, and Lalu Prasad, leader of the Rashtriya Janata Dal, at his side.
The meeting took place at the 1, Aney Marg, residence of the chief minister of Bihar, where it was reported that more than 30 leaders of 15 Opposition parties attended.
According to the sources, the conference was viewed as a first step towards a united front against the Narendra Modi-led BJP.
Therefore, they stated, the sensitive issue of seat sharing and leadership problems will be postponed for the time being in favour of deliberating on a basic blueprint and road map for Opposition unity.
Congress president Mallikarjun Kharge, party leader Rahul Gandhi, West Bengal Chief Minister Mamata Banerjee (TMC), her Delhi counterpart Arvind Kejriwal and Punjab's Bhagwant Mann (AAP), Tamil Nadu's M K Stalin (DMK), Jharkhand's Hemant Soren (JMM), Samajwadi Party supremo Akhilesh Yadav, Maharashtra's former chief minister Uddhav Thackeray (Shiv Sena-UBT), and NCP president Sharad Pawar are among the leaders attending the first high-level Opposition meeting.
In addition to PDP and CPI(M) and CPI and CPI(ML) and National Conference leaders, the meeting also includes CPI and CPI(ML) leaders.
Kharge tweeted in Hindi that protecting the Constitution and democracy was their "sole responsibility," along with pictures from the meeting. The purpose of our gathering is to chart a new course for the nation. Sources from the Aam Aadmi Party (AAP) said that their party will walk out of the conference if the Congress did not commit its support against the Centre's law on the control of administrative services in Delhi, which was announced a day before the important deliberations.
To what extent the Centre's ordinance on the control of administrative services in the national capital would feature prominently in the debates, as requested by the AAP, is the central question.
The Congress has been playing it coy on whether or not it will back the AAP if the BJP-led Centre puts the ordinance to a vote in Parliament.
When asked about the ordinance controversy and the AAP's ultimatum on Friday morning before he left for Patna, Kharge said his party would make a decision on it before Parliament's Monsoon session and questioned why it was being discussed elsewhere.
It's not debated or proposed on the streets; rather, it takes place in Parliament. The parties in Parliament reach consensus on the matters on which they will cooperate before the session begins. Even their top officials attend our all-party gatherings because they are aware of this fact. The outside media attention baffles Kharge.
Congress leader Rahul Gandhi addressed party members before the conference and promised that the BJP will be soundly defeated in the 2024 general election if all Opposition parties worked together.
He claimed that a battle of ideologies was taking place in India and accused the BJP of trying to "divide India and spread hate and violence."
While speaking to Congress members and leaders in Patna, Gandhi compared the Congress' "Bharat Jodo" ideology to that of the Bharatiya Janata Party (BJP) and the Rashtriya Swayamsevak Sangh (RSS).
You are aware of the futility of trying to fight hate with more hate. Only love can conquer it. He went on to say, "That is why we have come to Bihar because the DNA of the Congress is in Bihar," implying that the Congress's mission is to promote national unity and love. "All Opposition parties have come here and together we are going to defeat the BJP," Gandhi declared.
The former Congress head in Karnataka claimed that the result of the BJP's campaigning and public appearances was obvious.
As soon as the Congress came together in Karnataka, the BJP vanished. From this podium, I declare that the BJP will fail miserably in the states of Telangana, Chhattisgarh, Rajasthan, and Madhya Pradesh and that the Congress will triumph.
At the same gathering, Kharge said, "if we win in Bihar, we will win the country" in reference to the upcoming general election in 2024.
Before the gathering, Stalin, the chief minister of Tamil Nadu, called it a "war cry" against a "fascist and autocratic regime." Since BSP supremo Mayawati was not invited and Rashtriya Lok Dal head Jayant Chaudhary was unable to attend due to a family commitment, the Samajwadi Party is the only Uttar Pradesh-based political party represented at the meeting.
The state of Uttar Pradesh sends the most representatives to the Lok Sabha, a total of 80.
After arriving here on Thursday night, West Bengal's Chief Minister Banerjee met with Lalu Yadav, leader of the Rashtriya Janata Dal, as well as former Bihar Chief Minister Rabri Devi and Bihar's Deputy Chief Minister Tejashwi Yadav.

The Cabinet also initiated the process of notifying the dates of the seven-phase parliamentary elections by sending the Election Commission's recommendation to President Droupadi Murmu.  The first notification will be issued on March 20 for the first phase of polls on April 19 on 102 seats. The nomination process begins for a particular phase with the issuance of the notification.
