&nbsp;Abu Dhabi: United Arab Emirates' long-ailing President and ruler of Abu Dhabi Sheikh Khalifa bin Zayed Al Nahyan passed away on Friday, the Ministry of Presidential Affairs said. He was 73.The ministry announced a 40-day period of mourning and suspension of work in all ministries and the private sector for three days beginning on Friday, including flags to be flown at half-staff."The Ministry of Presidential Affairs condoles the people of the UAE, the Arab and Islamic nation and the world over the demise of His Highness Sheikh Khalifa bin Zayed Al Nahyan, the president of the UAE,” the official&nbsp;WAM&nbsp;news agency said in a statement.Sheikh Khalifa was the eldest son of UAE's founder President Sheikh Zayed bin Sultan Al Nahyan. He served as the President of the UAE and ruler of Abu Dhabi from November 3, 2004.He was elected to succeed his father who served as the UAE's first president from 1971 until he passed away on November 2, 2004.India declared one-day national mourning on May 14 over the demise of Sheikh Khalifa."The government of India has declared one-day national mourning tomorrow, May 14, as a mark of respect to Sheikh Khalifa bin Zayed Al Nahyan, the President of the UAE and Ruler of Abu Dhabi who passed away today," the Ministry of External Affairs said.It said the national flag will be flown at half-mast on Saturday throughout India on all buildings where it is flown regularly and there will be no official entertainment on the day.President Ram Nath Kovind and Prime Minister Narendra Modi expressed condolences at the demise of Sheikh Khalifa.In their messages, they noted that he was a statesman and a visionary leader and recalled his contribution to the strengthening of India-UAE bilateral relations and the welfare of the Indian community in the Gulf nation."I am deeply saddened to know about the passing away of HH Sheikh Khalifa bin Zayed. He was a great statesman and visionary leader under whom India-UAE relations prospered," Modi said on Twitter."The heartfelt condolences of the people of India are with the people of UAE. May his soul rest in peace," he said.Sheikh Khalifa's role had been largely ceremonial since he suffered a stroke and underwent surgery in 2014. His brother and Abu Dhabi's crown prince, Sheikh Mohammed bin Zayed, has been widely seen as the de-facto leader of the UAE, handling day-to-day affairs for the Gulf state.The death of the president has shocked the UAE's Indian community. During his meeting with the two leaders, the President thanked both of them for the warm and gracious hospitality extended to him in Saint Vincent and the Grenadines. To tackle the complex issues of today, the new world order that we seek to build, is to be an inclusive world order, where every country can express its legitimate interests. This can only happen by way of an expanded and better-designed representation system in key global institutions.The President said that our objective in advocating for an inclusive world order is to promote a universal, rules-based, open, transparent, predictable, non-discriminatory, and equitable multilateral system. The need of the hour is, therefore, reform of global institutions, with the UN Security Council at its core, to reflect the contemporary global reality.&nbsp;He noted that on this issue, India and St. Vincent and the Grenadines share common interest, approach and understanding. The President said that the Government of India’s motto is “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas,” i.e., together with all, development for all, with everyone's trust and with everyone’s efforts. But he never considered that deprivation as his weakness. He made it his strength. Sant Kabir was although deprived of bookish knowledge, yet he gained empirical knowledge through the association of saints. He himself first tried-tested, assimilated that knowledge and then revealed it to the people. That is why, even today, his teachings are equally popular among the masses as well as the intelligentsia. The President said that Sant Kabir showed the path of equality and harmony to the society. He took the initiative to remove the evils, ostentation and discrimination and also lived the household life like a saint. He always emphasized that without compassion and sympathy for the weakest section of the society, humanity cannot be protected. Without helping the helpless people, there can be no harmony in the society.&nbsp;The President said that Sant Kabir’s whole life is the best example of the religion of humanity. The message of communal unity was hidden in his Nirvana too. His Samadhi and Mazar exist in the same premise which is a rare example of communal unity. The President said that it has been the good fortune of India that saints, teachers and social-reformers have from time to time tried to eradicate the social evils in the society. Sant Kabir was one of such saints whose teachings were accepted wholeheartedly by the society.

Shimla: President Ram Nath Kovind will arrive in Shimla on June 11 to visit the Atal Tunnel, which has become an attraction for tourists from around the world. Kullu DC, Ashutosh Garg said that the district administration has started preparing for the arrival of the President and instructions are being issued to the officers of various departments here.“Instructions have also been issued to the police administration to prepare the road map so that the tourists coming here do not have to face any problems,” he added.A plan is being devised to improve the traffic system from Manali to Sissu in Lahaul Valley. These days the city of Manali is crowded with tourists. A plan is being prepared on how the presidential convoy should pass through here. The President will reach Manali on June 11 at 11 a.m. Kovind will reach Sissu helipad in Lahaul via helicopter and from there he will travel by vehicle to see the Atal Tunnel. At the entrance, senior BRO officials will brief about the tunnel and after that the President will leave for Delhi.—IANS

Srinagar: The value of the vote of a member of Parliament has gone down to 700 from 708 in the presidential poll scheduled for July 18 due to the absence of a legislative assembly in Jammu and Kashmir.The value of the vote of an MP in a presidential election is based on the number of elected members in legislative assemblies of states and Union territories, including Delhi, Puducherry and Jammu and Kashmir.Responding to a question on value of vote of each member of Parliament due to the absence of a legislative assembly in the Union territory of Jammu and Kashmir, Chief Election Commissioner Rajiv Kumar told reporters that the value of vote of each MP will be 700. "It was 708 (earlier). It has been changing. It was 702 (at one time)," he said.&nbsp; The electoral college for the presidential election comprises the elected members of Lok Sabha, Rajya Sabha and those of the legislative assemblies of states and Union territories including Delhi and Puducherry.Nominated MPs and MLAs as well as members of legislative councils cannot vote to elect the President. Before it was bifurcated into two Union territories of Ladakh, and Jammu &amp; Kashmir in August 2019, the erstwhile state of J&amp;K had 83 assembly seats.According to the Jammu and Kashmir Reorganisation Act, the Union territory of J&amp;K will have a legislative assembly, while Ladakh will be governed directly by the Centre.The government had announced that elections to the legislative assembly would be held after the completion of the delimitation of assembly constituencies.Last month, the Delimitation Commission for Jammu and Kashmir notified its final order in which it has recommended a 90-member House for the newly carved out union territory. But it may take some time to have an elected House in place in the UT.It is not for the first time that legislators of a state assembly will not be able to participate in the presidential elections.In 1974, the 182-member Gujarat assembly was dissolved in March following the Navnirman Andolan and could not be constituted before the presidential election in which Fakruddin Ali Ahmed was elected.However, Jammu and Kashmir will not go unrepresented in the presidential elections as members of Lok Sabha will be eligible to exercise their franchise to elect the First Citizen of the country.The value of the vote of a member of Parliament has been fixed at 708 since the 1997 presidential election.The value of vote of an MP for the first presidential election in 1952 was 494. It increased marginally to 496 in the 1957 presidential election, followed by 493 (1962), 576 (1967 and 1969).The presidential elections were held in 1969 due to the death of President Zakir Hussain on May 3, 1969.In the 1974 presidential election, the value of vote of an MP was 723. It has been fixed at 702 for the presidential elections from 1977 to 1992.President Ram Nath Kovind completes his term on July 24, and his successor has to be elected before that. In states, the value of vote of each MLA varies in different states. In Uttar Pradesh, the value of vote of each MLA stands at 208, followed by 176 in Jharkhand and Tamil Nadu. In Maharashtra, it is 175. In Sikkim, the value of vote per MLA is seven, while it is nine in Nagaland and eight in Mizoram.—PTI

While four had decided to cast their votes in New Delhi, another MLA would cast his vote in Kerala." He added that information about Monday's voting had been sent to all the 403 MLAs of the state."We have made all arrangements in Tilak Hall of Vidhan Bhawan. Polling booth has been set up for voting there," he said. Election Commission observer Rajiv Singh Thakur has inspected the poll arrangements. Thakur is an IAS officer of Rajasthan cadre and working as Additional Secretary with the Union government. —PTI

New Delhi: The National Democratic Alliance's presidential candidate Droupadi Murmu on Thursday crossed the crucial 50 per cent mark after the third round of counting to emerge victorious in the poll over her rival Yashwant Sinha.An official announcement on her win is expected after all votes are counted but she has already got 5,77,777 votes, which is more than the halfway mark of the total valid votes cast in the election on July 18.Returning Officer P C Mody announced that Murmu has already received over 53 per cent of the total valid votes. Ballots from 10 states and Union territories are being still counted.Sources said 17 MPs from opposition parties have cross-voted in her support.All MLAs from Andhra Pradesh voted in Murmu's favour, while in Arunachal Pradesh she got votes of all legislators except for four.Officials said the NDA candidate received two-thirds of the votes in all the three rounds of counting.So far, votes of 20 states and those cast by MPs have been counted. Votes of 10 more states and union territories are being counted as of now.Conceding defeat, Opposition candidate Sinha congratulated Murmu and said that every Indian hopes that as the 15th President she functions as the 'custodian of the Constitution' without fear or favour.In a statement, Sinha thanked the leaders of the Opposition parties for choosing him as their consensus candidate in this election."I also thank all members of the Electoral College who voted for me. The President said that the IITs proved to the world the capability of India in the domains of education and technology. In more than one way, the story of the IITs is the story of Independent India. The IITs have contributed immensely to India’s improved standing on the global stage today. Faculty and alumni of IITs have shown the world our brainpower. Some of those who studied in IIT Delhi and in other IITs are now at the forefront of the digital revolution sweeping the world. Moreover, the impact of IITs has gone beyond science and technology. IITians are leaders in every walk of life – in education, industry, entrepreneurship, civil society, activism, journalism, literature and politics.
The President noted that as one of the original IITs, IIT Delhi is a mentor to some of the recent members of the club - IIT Ropar and IIT Jammu. Thus, the IIT Delhi has contributed significantly in building up of the image of the IITs as centres of excellence across the world, she said.
The President was happy to note that the IIT Delhi has always seen itself as part of the larger community and it has been extra sensitive to its responsibility towards society. She said that the latest example of its social concern was seen during the initial phase of the pandemic. Rising to the challenge of containing the virus, the IIT Delhi initiated important research and development projects. It designed and developed rapid antigen test kits, PPEs, antimicrobial fabrics, high efficiency face masks and low-cost ventilators, among other things. The IIT Delhi’s contribution in India’s fight against the Coronavirus has been a model of how engineering and technology institutions too can play a role in a public health crisis.
The President said that by 2047, when we will celebrate the centenary of Independence, the world around us will have changed drastically, thanks to the Fourth Industrial Revolution. Just as we were in no position 25 years ago to imagine the contemporary world, we cannot visualise today how Artificial Intelligence and automation are going to transform life. With our high population numbers, we need to have a foresight and strategies in place to deal with the forces of the future where disruptions will be a new normal. The nature of employment will get completely changed.
The President said that if we take steps to protect ourselves from vagaries of the future, we can reap rich demographic dividends. We need to make our institutes adaptable to the future. This will require a new teaching-learning matrix, pedagogy and content which are future-oriented. She expressed confidence that with our famed IITs, we will be able to nurture the younger generation with necessary knowledge base and right skills to face the challenge.
Pointing to the fact that climate change poses a serious challenge, the President said that as a developing country with a high population base, our energy requirement for economic growth is very high. Hence we need to shift from fossil fuels to renewable energy. She said that in the years to come, as the world anxiously looks for technological solutions to environmental challenges, she trusts India’s young engineers and scientists will help humankind achieve a breakthrough.
Speaking on the occasion Shri Pradhan expressed gratitude to President Smt. Droupadi Murmu for her guidance. It will further motivate our education fraternity in realizing the goals of AmritKaal, he said.
The Minister congratulated IIT Delhi on its illustrious 60 years journey. It has played a crucial role in furthering national progress, he added.

He urged that IIT Delhi must strive to establish India at the forefront of industry 4.0. They must prepare students for providing solutions to challenges of the future and also for taking responsibility of the world, he added.

Jaipur: In a meeting of the Congress Legislature Party, Rajasthan Chief MInister Ashok Gehlot has indicated that he will file his nomination for the post of national president of the party. Addressing the meeting, Rajasthan CM said, "I will try to convince Rahul Gandhi for the last time, if he does not agree, then I will trouble you and follow the order of the high command." Soon after his announcement, many MLAs were seen requesting him to stay here. Answering them, Gehlot said, "Whatever I become, but I will not stay away from you, I will serve Rajasthan till my last breath." In fact, he also hinted that he shall continue as CM as he asked MLAs to start working for the Budget. Earlier, a dinner of all MLAs was held at the CM House in honour of Vice President Jagdeep Dhankhar. The Congress Legislature Party meeting was held after dinner. Earlier, the media team of Raj CM announced his Delhi visit plan. Gehlot, as per the plan, will leave for Delhi on Wednesday morning at 10 a.m. where he will meet some veteran leaders. In the evening, he will take a tour from Delhi to Kochi where he will meet Rahul Gandhi and will join the yatra symbolically. Gehlot may try to persuade Rahul to file his nomination for the post of president. Gehlot himself has indicated this in the meeting. The CLP meeting on Monday night was called on an urgent basis without any pre planned note. The Assembly session is going on. Generally, such meetings are called before the start of the session, however this time the meeting was called after two days. "Leadership, Ideological clarity, narrative &amp; transparent access to resources are pillars of 'A' political party, Given recent unfortunate events it's time to close ranks &amp; strengthen @INCIndia recalling wise words of @CitiznMukherjee Y'Y&amp; work for a Consensus &amp; effective Presidency," Tewari said in his tweet.&nbsp;
Late Thursday night G-23 leaders, including Manish Tewari, Bhupinder Singh Hooda, Prithviraj Chavan met at Anand Sharma's residence, but did not divulge the details of the meeting. After the meeting Sharma drove to the Jodhpur House to meet Rajasthan Chief Minister Ashok Gehlot who announced on Thursday that he will not be contesting the election.
But, now Mallikarjun Kharge has thrown his hat in the ring and it is likely that there may be a triangular contest.
However, the final outcome will be known only after the contestants file their nominations and the elections are held as Friday is the last day of filing nomination.&nbsp;

He will, instead, be a proposer for Mallikarjun Kharge, who is filing nomination on Friday. Speaking to the media, Singh said, “He is our senior and I have told him that I will be your proposer and my commitment is towards the Congress and the Nehru-Gandhi family.” Another Congress leader Pramod Tiwari said, “I am going to sign papers for Khargeji.” Senior Congress leader and Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge will file his nomination for the party presidential polls after meeting interim president Sonia Gandhi on Friday, the last day of filing nomination papers for the post. Earlier in the day, Congress’ Digvijaya Singh met Kharge at the latter’s residence after Kharge emerged as the top choice of Gandhis for the party presidential polls. It is being said that after Kharge’s name cropped up, Singh decided to withdraw from the race. New Delhi: The central election authority (CEA) of the Congress has issued guidelines to all the state presidents to extend courtesy to both Shashi Tharoor and Mallikarjun Kharge who are contesting for the party presidential poll.
The guidelines says that Pradesh Returning Officer (PRO) will be the Polling Officer of their respective PCCs and shall be responsible for keeping order at the polling stations and to see that the election is fairly conducted.
"Shri Mallikarjun Kharge and Dr. Shashi Tharoor are contesting the election of Congress President in their personal capacity. Therefore, delegates are free to elect any one of them, as per their choice, through Ballot Paper.
"All the office-bearers are asked to resign first if they want to campaign. AICC General Secretaries/ In-charges, Secretaries/ Jt Secretaries, PCC Presidents, CLP Leaders, Heads of Frontal Org., Chiefs of Depts./Cells and all official Spokesperson shall not campaign for or against contesting candidates. If they wish to support any candidate they must first resign from their organisational post, after that they participate in the campaign process," said the guidelines.
CEA chairman Madhusudan Mistry has said that all the state presidents shall extend courtesy to the candidates during their visits to the respective states and arrange meeting hall, chairs and other equipment for the public announcement to the candidate who wishes to hold the meeting of the delegates.
"However, no such meeting can be called by the PCC Presidents in their personal capacity. Organising the meeting is the task of the proposer or the supporters of the contesting candidates."
As per the guidelines during the election "no candidate shall use a vehicle bringing the voters nor resort to any undesired pamphlet, any other kind of publication propaganda. Violation of these procedures shall render the candidates' election invalid and make them liable for disciplinary action".
It said, "Utmost care must be taken to ensure that there is no mala fide campaign against any candidate. The same would bring disgrace to the party. The sensitivity of the election process must be upheld at any cost."&nbsp;

Islamabad: Pakistan President Arif Alvi on Thursday stated that Pakistan Tehreek-e-Insaf (PTI) Chief Imran Khan, who is also his close aide, ought to publicly denounce the May 9 events, which saw attacks on the government buildings and military sites following Khan's arrest, reported Geo News. In an interview on Geo News' "Capital Talk" programme, the president advocated for prosecuting miscreants responsible for the May 9 events. The PTI chairman, according to the president, did not oppose General Asim Munir, the COAS of the Army. The PTI leadership, which includes the party chairman Khan, has denounced the attacks in which the General Headquarters in Rawalpindi was also a target and demanded an investigation into the incidents by the Supreme Court. Following Khan's arrest in the Al-Qadir Trust case, which resulted in break out of violent protests across Pakistan, forced the government to detain thousands of PTI employees, according to Geo News. The Islamabad High Court has granted bail to Imran Khan till June 8 in cases registered against him. The army declared that May 9, 2023, the day turmoil erupted across the country following Khan's arrest, will be remembered as a "dark chapter" in history after the PTI chief supporters stormed army installations. Recently, Pakistan Army Chief General Asim Munir said that "planned and orchestrated tragic incidents" of May 9, the day military installations were attacked, will never be allowed again at any cost, ARY News reported. The army chief during his visit to Sialkot Garrison said: "No one will be allowed to disrespect our martyrs and their monuments. They are a source of inspiration and pride for the rank and file of the Armed Forces, Law Enforcement Agencies, Government officials and the people of Pakistan." Munir reassured the ranks and files that all those responsible for bringing shame to the nation on "Black Day of May 9" would certainly be brought to justice. Earlier, on Wednesday, Punjab interim government gave a 24-hour ultimatum to PTI to hand over 'terrorists', who attacked Army installations after the arrest of Khan. Punjab Caretaker Information Minister Aamir Mir while addressing a press conference, said: "30 to 40 terrorists who attacked Army installations including Jinnah House are present in Zaman Park." The Punjab minister said that the agencies were able to confirm the presence of the "terrorists" in Zaman Park through geo-fencing. New Delhi: A PIL was filed in Supreme Court on Thursday seeking a direction that the new Parliament building should be inaugurated by the President of India Droupadi Murmu on May 28.
The PIL said Lok Sabha Secretariat violated the Constitution by not inviting the President for the inauguration.
The statement issued by the Lok Sabha Secretariat on May 18, and invites issued by the Secretary General, Lok Sabha, about the inauguration of the new Parliament building, is in violation of the Indian Constitution, the PIL filed by advocate Jaya Sukin said.
"That Prime Minister is appointed by the President and other ministers are appointed by the President on the advice of the Prime Minister. The President of India is authorised to appoint constitutional functionaries such as Governors, Judges of both the Supreme Court and high court, Comptroller and Auditor General of India, chairman and manager of the Union Public Service Commissioner, Chief Election Commissioner, Financial Commissioner, and other Election commissioners," the plea said.
The Lok Sabha Secretariat, Union Ministry of Home Affairs, and Ministry of Law and Justice are made parties in the case. It stated, "Respondent's (Secretary and Union) decision is illegal, Arbitrary, high-handed, whimsical and unfair, abuse of authority and against the principles of natural justice." "Respondents has violated Indian Constitution and Constitution is not being respected. Parliament is the supreme legislative body of India. The Indian Parliament comprises of the President and the two Houses - Rajya Sabha (Council of States) and Lok Sabha (House of the People). The President has the power to summon and prorogue either House of Parliament or to dissolve Lok Sabha," it added.
