Hanoi: India and Vietnam on Wednesday inked a vision document to further broad-base the 'scope and scale' of defence ties by 2030 and sealed a logistics support pact to allow militaries of the two sides to use each other's bases for repair and replenishment of supplies.The signing of the two documents after Defence Minister Rajnath Singh's "fruitful" talks with his Vietnamese counterpart General Phan Van Giang in Hanoi, is seen as a major upswing in India-Vietnam strategic ties amid common concerns over China's increasing muscle-flexing in the South China Sea.The memorandum of understanding on mutual logistics support is the first such major agreement that Vietnam has signed with any country.After the talks between Singh and General Giang, the defence ministry said India and Vietnam continue to have the "most trustworthy relations in contemporary times with broader convergence of interests and common concerns."Singh said the close defence and security cooperation between India and Vietnam is an important factor for stability in the Indo-Pacific region."In these times of increasing cooperative engagements between the defence forces of the two countries, this (logistics pact) is a major step towards simplifying procedures for mutually beneficial logistic support and is the first such major agreement which Vietnam has signed with any country," it said in a statement.Singh, who arrived in Vietnam on Tuesday on a three-day visit, also called on Vietnamese President Nguyen Xuan Phuc and the discussions were focused on overall strategic ties between the two countries.The two defence ministers signed the 'Joint Vision Statement on India-Vietnam Defence Partnership towards 2030' that provides for expansion of defence and military ties in diverse areas, officials said."Had an excellent meeting with General Phan Van Giang, the defence minister of Vietnam. Hanoi: Adding yet another leaf to the defence ties between New Delhi and Hanoi, Defence Minister Rajnath Singh on Friday handed over a USD 1 million to Vietnam's Air Force Officers Training School for the establishment of a language and IT laboratory. "Today, I am pleased to handover a gift of 1 million Dollars for establishment of a language and IT laboratory in the School. I am confident that the laboratory shall substantially contribute to raising language and IT skills for Vietnam Air Defence and Air Force personnel," tweeted Singh.He reached Air Force Officers Training School at Nha Trang in Vietnam today which imparts English and pre-flying training to Vietnamese pilots. "I am pleased to visit Air Force Officers Training School today. I am deeply impressed with achievements of the School and its valuable contribution to training pilots of Vietnam People's Air Defence and Air Force," said Singh. He also said that prior to leaving for training in India, these Vietnamese pilots are selected and trained at this school. Indian army personnel have also been deputed to the school since 2018. "I am glad to note that prior to leaving for training in India, these Vietnamese pilots are selected and trained at this School. A two-member Indian Army Force Training Team (IAFTT) has been deputed to School since 2018 to impart English and pre-flying training to these pilots, preparing them to better absorb training to be imparted in India," said the Defence Minister. Highlighting the growing cooperation between the two countries, he said, "I am also pleased to note our growing cooperation with the Air Force Officers Training School and Vietnam's Air Defence and Air Force. We have provided basic flying training to 10 Vietnamese pilots in our Air Force Academy in India. Earlier on Thursday, Singh handed over 12 high-speed guard boats for Vietnam Border Guard at Hong Ha Shipyard made under USD 100 million lines of credit by the Indian government. We should have higher target. We're optimistic about growth in sectors like electronics, automobiles, computers, pharmaceuticals and agricultural products," Do Thanh Hai said during a roundtable session on Bilateral Trade Opportunities between India and Neighbouring countries."Trade has been further enhanced by stronger connectivity between the two countries. We also have direct maritime links," Thanh Hai added.The Roundtable session on Bilateral Trade Opportunities between India and Neighbouring countries was held on Monday in New Delhi, with a special focus on the North East Region. The event was hosted by the Confederation of Indian Industry, North East Council. Ambassador of Myanmar to India, Moe Kyaw Aung, said that India and Myanmar share good relations and a lot has to be done in the field of trade and investment.Speaking at a roundtable session on Bilateral Trade Opportunities between India and Neighbouring countries, Moe Kyaw Aung said, "India and Myanmar enjoy good relations. We've strong cultural ties and share a long land border. A lot has to be done pertaining to trade and investment." The relations between the two countries were elevated to the level of "Strategic Partnership" in 2007 when Vietnam's then Prime Minister Nguyan Jan Dung visited India.The relations were further upgraded to "Comprehensive Strategic Partnership" in 2016, as Vietnam serves as an important partner in India's "Act East" Policy and Indo-Pacific Vision. The two countries signed a cultural agreement in 1976 and since then, it has led to the creation of many channels of cultural cooperation. A recent development in this regard is the establishment of the Swami Vivekananda Indian Cultural Centre in Hanoi in 2016. Earlier, the Institute of Indian and South-West Asian Studies under the aegis of the Vietnam Academy of Social Sciences was inaugurated in Hanoi in 2012.Around 1,69,000 Indians visited Vietnam and 31,000 Vietnamese visited India before the outbreak of the Covid-19 pandemic. Vietnam is the 15th largest trade partner of India and India is its 10th largest partner with bilateral trade standing at USD 11.12 billion in 2020-21. Manila: Vietnam has emerged as a major player in the Philippines' emerging regional strategy to constrain, and roll back China's ambitions in the South China Sea, Asia Times reported. According to Asia Times, Philippine President Ferdinand Marcos Jr has not only revitalized defence ties with traditional Western allies but has also doubled down on strategic cooperation with like-minded regional states pushing back against China's South China Sea assertiveness. Marcos Jr earlier in May, held his third high-level meeting with a Vietnamese official in his first year in office. During his meetings with Vietnamese Prime Minister Pham Minh Chinh on the side-lines of the 42nd Association of Southeast Asian Nations (ASEAN) summit and related summits in Labuan Bajo, Indonesia, the two leaders vowed to enhance strategic cooperation with an emphasis on the South China Sea.  The Filipino leader specially advocated for effective agreements that prevent accidental clashes between the two sides, including their fishermen, in the disputed waters. "I have asked our foreign ministers - our foreign secretary and then the foreign minister of Vietnam - to begin talks so that we can have an agreement so there will be no more problems like this," Marcos Jr told the media, according to Asia Times, The two countries, the following week, held a Joint Permanent Working Group on Maritime and Ocean Concerns (JWG-MOC), where they underscored their commitment to jointly advocate for a "substantive" bilateral Code of Conduct (COC) on the South China Sea. Among those in attendance were senior diplomats as well as Filipino officials from all relevant agencies, including the Philippine Coast Guard, National Security Council, Department of National Defense and Bureau of Fisheries and Aquatic Resources. According to Asia Times, with Vietnam broadly supporting the Philippines' landmark arbitration award victory against China at The Hague in 2016, the two sides also agreed "to work together to protect their rights and legitimate interests under the United Nations Convention on the Law of the Sea (UNCLOS) and enhance confidence-building measures between relevant agencies." New Delhi: India and Vietnam pledged to further strengthen their shared efforts and existing frameworks in areas such as marine scientific research, Humanitarian Assistance and Disaster Relief (HADR), maritime connectivity and maritime security, including Navy and Coast Guard co-operation, maritime law enforcement and capacity building, the Ministry of External Affairs (MEA) said on Wednesday. The 3rd India-Vietnam Maritime Security Dialogue was held in the national capital, New Delhi, on Wednesday. The Indian delegation was led by Muanpuii Saiawi, Joint Secretary (Disarmament and International Security Affairs), Ministry of External Affairs and the Vietnamese delegation by Ambassador Trinh Duc Hai, Vice Chairman, National Boundary Commission. The delegations comprised senior officials from the respective ministries and services concerned with maritime affairs. During the dialogue, the two sides deliberated on ways to sustain a secure maritime environment conducive for inclusive growth and global well-being. They reviewed ongoing cooperation in the maritime domain and avenues of reinforcing international and regional mechanisms for comprehensive maritime security. India and Vietnam also discussed ways to maintain a maritime environment that is secure and supportive of inclusive growth for both nations. "3rd India-Vietnam Maritime Security Dialogue held today in New Delhi. Senior officials from the respective Ministries and Services concerned with maritime affairs participated in the Dialogue," the official spokesperson of the Ministry of External Affairs, Arindam Bagchi, tweeted on Wednesday. "Also reviewed maritime cooperation initiatives and avenues of reinforcing international and regional mechanisms for comprehensive maritime security," Bagchi added. Notably, the second India-Vietnam Maritime Security Dialogue was held in April 2021 in the virtual format while the first was held in Hanoi in March 2019. "India and Vietnam held their second maritime security dialogue in a virtual format on 6 April 2021. The consultations involved exchanges on developments in the domain of maritime security, regional cooperation activities and opportunities for cooperation between the two countries," the MEA said in a statement. The two nations share warm and cordial ties. Recently, at the G7 Summit in Hiroshima, Japan, Prime Minister Narendra Modi held a bilateral meeting with his Vietnamese counterpart Pham Minh Chinh. New Delhi: India and Vietnamese officials held the third Maritime Security Dialogue in New Delhi on Wednesday. Both sides discussed ways on how to maintain a maritime environment that is secure and supportive of inclusive growth for both nations. "3rd India-Vietnam Maritime Security Dialogue held today in New Delhi. Senior officials from the respective Ministries and Services concerned with maritime affairs participated in the Dialogue," the official spokesperson of the Ministry of External Affairs, Arindam Bagchi tweeted Wednesday. The two sides discussed ways to sustain a secure maritime environment conducive to inclusive growth. "Also reviewed maritime cooperation initiatives and avenues of reinforcing international and regional mechanisms for comprehensive maritime security," Bagchi added. Notably, the second India-Vietnam Maritime Security Dialogue was held in April 2021 in virtual format following the first round held in Hanoi in March 2019. "India and Vietnam held their second maritime security dialogue in a virtual format on 6 April 2021. The consultations involved exchanges on developments in the domain of maritime security, regional cooperation activities and opportunities for cooperation between the two countries," the MEA said in a statement. New Delhi (The Hawk): The 5th meeting of India-Vietnam Joint Trade Sub-Commission (JTSC) was held in New Delhi today. The meeting was co-chaired by the Additional Secretary, Department of Commerce, Ministry of Commerce &amp; Industry, Shri Rajesh Agrawal from the Indian side and Deputy Minister, Ministry of Industry and Trade, Ms. Phan Thi Thang from the Vietnam side. This meeting was held after a gap of more than four years since 4th JTSC meeting held in January 2019, on account of COVID-19 pandemic and other factors. Vietnam is the 23rd largest global trade partner of India and the 5th largest among ASEAN countries with bilateral trade of USD 14.70 Bn during 2022-23. Vietnam accounts for 11.2% of India’s total trade with ASEAN. Vietnam is an important destination for India’s iron &amp; steel and agricultural and animal products mainly meat products, animal fodder, cereals and marine products. Both sides reviewed the progress on bilateral trade and economic cooperation and discussed ways to unlock the vast untapped potential in bilateral trade to enable the business communities from the two sides to benefit from the partnership of two of the fastest growing economies. Both sides identified potential sectors such as agriculture, fisheries, textiles, footwear, pharmaceuticals, chemicals, fertilizers, machinery and equipment, consumer products, energy and automobile industry, for expanding trade cooperation and agreed to work together to resolve market access issues and technical barriers faced by the exporters through regular and sustained bilateral discussions. The Indian side raised the issues of pending registration of Indian fishery and meat establishments for export, restricted market access in public procurement of drugs for Indian pharmaceutical companies and high anti-dumping duties imposed on Indian polyster filament yarn products and sorbitol. The Indian side highlighted the potential in service sector cooperation and suggested cooperation in IT, financial services, education sector, tourism, healthcare, tele-medicine, medical tourism and start-up ecosystem. The Indian side also suggested Mutual Recognition Agreements (MRAs) on professional services, internationalization of RuPay card, QR based payment system, and domestic currency trade settlement. Both sides discussed logistics challenges affecting bilateral trade and agreed to continue efforts for exploring direct shipping services, collaboration in freight movement and improving air connectivity.

Hanoi [Vietnam]: Vietnam President Vo Van Thoung resigned on Wednesday amid an anti-corruption campaign from last year and raised concerns over the political stability of the nation, The New York Times reported citing state media. Thoung became the second president to step down in a little over a year, and the details of his alleged wrongdoing have not been publicly disclosed yet.
While the president is part of a leadership collective, which includes the leader of the Communist Party, the prime minister and Parliament that governs Vietnam, the post is a ceremonial one. In recent years, power has been largely consolidated in the hands of the party leader, Nguyen Phu Trong, The New York Times reported.
Still, Thuong's resignation is likely to unnerve many officials within a one-party system that prides itself on unity and stability. And it could be a sign of an internal power struggle for the future of Vietnam, Thuong, 53, was the youngest president in recent history and seen as a potential successor to Trong, 79, in ill health and had recommended him for the job. "The mere fact that two presidents have resigned within two years is not a positive sign for a country often praised for political stability," said Nguyen Khac Giang, a visiting fellow at the ISEAS-Yusof Ishak Institute, a research organization in Singapore.
He said Thuong's resignation signalled an "intensifying" period of power struggle within the Communist Party ahead of the next leadership transition in 2026. Vietnam's Communist Party has governed the country for nearly five decades since reunification. In 2021, Trong was reappointed as general secretary for an unprecedented third five-year term as party leaders failed to reach consensus on his successor. Vietnam has often been praised for the delicate balance it has struck between the United States and China. During his short tenure, Thuong met with many foreign leaders -- including President Biden and President Xi Jinping of China -- as the world's major powers courted Vietnam, home to one of Asia's fastest-growing economies. But the shake-up could spook foreign investors, who have flocked to Vietnam in recent years, believing that the country offered a stable political climate. On Wednesday, Vietnam's state news outlets reported that Thuong had asked to resign after the Central Inspection Committee found that he violated regulations for party members. It did not specify what regulations those were, but the party has often used such language to indicate corruption.
"Thuong's violations and shortcomings have caused bad public opinion, affecting the reputation of the party, the state and him personally," according to a report from Dan Tri, a state-run online publication. The report was carried verbatim by other state news outlets. Thuong's resignation comes amid a yearslong anti-corruption campaign that has led to the downfall of many top officials, including his predecessor.  Earlier this month, several top officials in Quang Ngai Province were arrested on bribery charges, fueling rumors that Thuong could soon be in trouble. That's because he had served as the party secretary of that south-central region from November 2013 to April 2014, The New York Times reported. Speculation about Thuong's downfall grew stronger in recent days, after a state visit to Vietnam by the Dutch royal family slated for next week was suddenly postponed, The New York Times reported. The sweeping anti-corruption effort was launched by Trong, the Communist Party chief, in 2016. He said graft could threaten the survival of the Communist Party, and vowed to eradicate "bad roots" and purify the party. Vietnam ranks 83 out of 180 countries on Transparency International's corruption index, below China and Cuba. The New York Times reported that thousands of party members across all levels of government have been sacked, dismissed from the party or imprisoned, though many have questioned whether some of these targets were political purges within a closed political system. The campaign has expanded to the top tier of party leadership in recent years. Thuong's predecessor, Nguyen Xuan Phuc, resigned in January 2023. His departure came after the authorities said that two deputy prime ministers and three ministers "committed violations" in relation to two scandals involving the distribution of Covid testing kits and the repatriation of Vietnamese during the pandemic. In March 2023, Thuong became president. Several analysts have said the results of the campaign have been mixed. While red tape and bribery appear to have decreased, there has also been a slowdown in decision-making. Officials have been hesitant to approve business licenses for fear of being embroiled in a possible investigation. Since 2020, about 40,000 public employees have resigned, leaving a weakened bureaucracy. Giang said it was likely that Thuong was forced to step down over accusations of graft. "Ultimately, the forced resignations of two presidents send a clear message: No one is safe," he said.
