Visakhapatnam: Severe cyclonic storm 'Asani' in the Bay of Bengal has hit flight operations with several airlines canceling flights in Andhra Pradesh's Visakhapatnam and Tamil Nadu's Chennai on Tuesday.The Met Department has predicted light to moderate rainfall across parts of West Bengal, Andhra Pradesh and Odisha with the probability of the severe cyclonic storm 'Asani' recurving.Visakhapatnam International Airport director Srinivas said that IndiGo has cancelled 23 flights, both arrivals, and departures, citing bad weather."Four Air Asia flights also stand cancelled due to bad weather at Vizag for the day," he added.As per the Chennai Airport Authority, information regarding cancellation was conveyed to the passengers yesterday.Duty Officer at the Cyclone Warning Centre of Visakhapatnam, Kumar said that severe cyclonic storm Asani is over the west-central region and the adjoining southwest region of Bay of Bengal."It is 330 km south-southeast of Visakhapatnam Likely to move further northwest till tonight, thereafter it'll recurve," he added.Further, Kumar informed that rainfall is likely over northern Andhra Pradesh including Srikakulam, Vizianagaram, Visakhapatnam and East Godavari.The India Meteorological Department (IMD) on Tuesday predicted rainfall and strong winds for three states; Andhra Pradesh, Odisha and West Bengal."It is very likely to move nearly northwestwards till May 10 night and reach Westcentral Bay of Bengal off North Andhra Pradesh coast and adjoining Odisha coast.Thereafter, it is very likely to recurve north-northeastwards and move towards Northwest Bay of Bengal off North Andhra Pradesh and Odisha coasts. Bhubaneswar: The Odisha chapter of the Indian National Trust for Art and Cultural Heritage (INTACH) has written a letter to Chief Minister Naveen Patnaik seeking his intervention to halt the controversial Jagannath temple heritage corridor project till the case is pending in the Orissa High Court. In his letter to the Chief Minister, INTACH's state convenor A.B. Tripathy said that a PIL has been filed in the Orissa High Court pertaining to violation of the Ancient Monuments and Archaeological Sites and Remains Act (AMASR Act), as pointed out by Archaeological Survey of India (ASI).He stated that the ASI has not given permission for the proposed construction of various facilities within the prohibited area. "Amid this row that has taken on political hue, the devotees of Lord Jagannath are left feeling confused and hurt," said Tripathy. "Since the High Court is hearing the case and if work is stopped in the interim period, it will make no difference to the execution of the project," he added.On May 9, the ASI told the Court that "no valid permission has been given for the Shree Mandira Parikrama Project". The ASI also highlighted that there is every possibility that the construction agency, Odisha Bridge &amp; Construction Corporation (OBCC), might have destroyed some archaeological remains of the heritage site.The court has asked the Odisha government to file an affidavit in response to the affidavit by ASI on or before June 20. The next hearing of the case is scheduled for June 22.—IANS

Patna: Bulldozers on Saturday knocked down front columns of the British-era district board building at the Patna collectorate, a day after the Supreme Court paved the way for the demolition of the complex, parts of which were built during the Dutch era, triggering grief among heritage lovers in India and abroad.Images of bulldozers clawing down the front portion of the iconic building, which has a majestic meeting hall, endowed with pilaster Corinthian columns, were widely shared on social media by history aficionados, art historians, architects, among others and INTACH, which was fighting a legal battle since 2019 to save the collectorate from demolition.The state government had in 2016 proposed to demolish the old Patna collectorate for a new high-rise complex, triggering public outcry and appeals from various quarters in India and abroad to prevent the demolition.The complex, parts of which are over 250 years old, is situated on the banks of the Ganga and is endowed with high ceilings, huge doors, and hanging skylights.The collectorate is one of the last surviving signatures of Dutch architecture in the Bihar capital, especially the record room, endowed with magnificent Tuscan pillars and the old district engineer's office.The British-era structures in its complex include the DM office building and district board building.During the hearing on Friday, the apex court said that not every building of the colonial-era needs to be preserved and dismissed an appeal filed by Delhi-based Indian National Trust for Art and Cultural Heritage.A Bench of Justices DY Chandrachud and Surya Kant said that had it been a building that housed freedom fighters, then it could have been a heritage building but it was used by Dutch to store opium and saltpetre."We have a large number of buildings from the colonial era. There are some from the British era, some from the Dutch era, and some even from the French era in Kerala and other places. There may be some buildings having historical value but not all buildings have such value", the Bench said.The state government in 2016 had proposed to demolish the old structures and build a new collectorate complex in the 12-acre complex.Soon after the proposal, the public movement 'Save Historic Patna Collectorate' led by citizens from various walks of life was launched. It has members from Patna, various other cities and from several foreign countries, including the US, UK, Italy, Canada and Bangladesh.On Saturday, the social media page of the movement was flooded with posts expressing grief over the tragic fate of the landmark.From an architect in Patna to an art historian in London, and from a conservationist in Mumbai to a environmentalist in Noida, all joined in mourning this "loss of colossal history".On Facebook, many users shared images of the old collectorate and wrote captions with wishful messages, "it should have been preserved by authorities" and "restoration and not demolition is the way forward".Appearing for INTACH in the hearing, advocate Roshan Santhalia on Friday had said that the building was not so unsafe as was projected by the state government and it needs to be protected.In 2016, the then Dutch ambassador, Alphonsus Stoelinga, had written to the Bihar chief minister, appealing to preserve this "shared heritage" of the two countries and have it listed under the Bihar state archaeology department.Some of the key scenes of the Oscar award-winning film 'Gandhi' were shot at Patna collectorate in the 1980s.—PTI

The BJD president's visit to the national capital assumes significance amid preparations for elections to four Rajya Sabha seats in the state, and the forthcoming presidential polls.The chief minister's office has not revealed the agenda of the meeting, but sources in the party said presidential elections among other matters would come up for discussions during Patnaik's meeting with the PM. This was Patnaik's second visit to Delhi in a span of 30 days. The CM had last visited Delhi for five days starting April 29. President Ram Nath Kovind tenure is set to end on July 24, 2022. Talking to a private news channel, the CM had said that his party would take a call on its course of action only after candidates for presidential polls get nominated.Patnaik had, all along, claimed that his party maintained equal distance from both the BJP-led NDA and Congress-helmed UPA, but the BJD had supported Kovind in 2017.The party is likely to play a crucial role in the presidential elections as the NDA may fall short of votes, given the fact the Akali Dal and Shiv Sena have turned their backs on the BJP, the sources in the BJD said.The BJD has 12 MPs in Lok Sabha, nine members in Rajya Sabha and 113 MLAs in the Odisha Assembly.—PTI

Patna: The Patna High Court on Wednesday directed the Bihar police to file an affidavit on the use of fake SIM cards in the state. It was hearing a Public Interest Litigation (PIL) where the complainant has pointed out several cases of cyber crime and financial frauds. Bihar police has given the charge of investigation to the Economic Offence Wing (EOW). During investigation, the EOW scanned the FIRs registered in different police stations across the state and found more than 600 fake SIM card users. “A maximum of 325 fake SIM card users have appeared in Patna district. An FIR registered in Patliputra colony police station has the names of 292 fake users,” said an official of EOW.Besides Patna, 29 FIRs related to fake SIM card users have been filed in Rohtas, 30 in Nawada, 25 in Muzaffarpur and 35 in Madhubani district. “We have demanded detailed reports from mobile phone service provider companies about the names of users. Following that we will take action against persons who are involved in the fraud,” he said.The preliminary investigation revealed that common people, criminals, liquor mafias and Naxal groups frequently obtain fake SIM cards to execute crimes. Besides, cases related to financial frauds take place through fake SIM cards,” he said.—IANS

Patnaik said this while addressing the two-day national-level conference, organised by the Odisha State Women's Commission in Bhubaneswar on Friday. He stressed on representation of women in democratic institutions as it plays a major role in their empowerment.For two days, experts in women's issues will deliberate on various issues and come out with workable solutions and findings, Patnaik said, adding: "My Government is open to accept any suggestion to further strengthen our system".He said the representation of women in institutions from the grassroots panchayats level to the Assembly and Parliament holds importance for the government.Odisha has reserved 50 per cent seats for women in panchayats. In the recently concluded local body elections, more than 55 per cent women were elected, while 21 out of 30 district presidents are women. In a first by any political party, BJD reserved one third of seats for women in the 2019 Lok Sabha elections," Patnaik said.Patnaik said that the BJD government has all along held that no household, no society, no state, no country has ever moved forward without empowering its women. At the core of our key initiatives is the effort to make girls and women financially independent and truly empowered, the chief minister said.He said that the state government's Mamata scheme empowers pregnant women by assuring them financial support. The health assurance scheme BSKY (Biju Swasthya Kalyan Yojana) has a 10 lakh coverage for women. Similarly, Sudakshya scheme provides quality technical education to girls while land right documents are issued in the name of women, he said.Patnaik also highlighted his government's flagship programme of Mission Shakti which encompasses 70 lakh women in all habitations across the state. He has been undergoing treatment at a private hospital."His son also said Patro has resigned from the speaker post and declined to take any assignment of the government as he will go for surgery.Sources in the ruling BJD said B K Arukha, who had resigned as minister is likely to be the next speaker of the assembly.Patnaik, who is all set to give a new look to his government before the 2024 elections to the Lok Sabha and assembly, had asked the ministers to resign. Bhubnaeswar: Odisha Chief Minister Naveen Patnaik on Sunday effected a major reshuffle in his three-year-old ministry inducting 12 fresh faces into his new team of 21 ministers. Patnaik, also the president of the ruling Biju Janata Dal, had on Saturday asked all ministers to resign to pave the way for reconstituting the ministry ahead of the 2024 elections to the Lok Sabha and assembly. Among the 20 ministers who quit the previous day, Patnaik re-appointed only nine. Some of those who were dropped include ministers whose resignations the opposition was demanding over various issues. Governor Prof Ganeshi Lal administered the oath of office to 21 ministers including five women. The programme was held at the new convention centre in Lok Seva Bhavan, the state secretariat.Of the new ministers, 13 were of cabinet rank while the remaining eight were appointed as ministers of state (independent charge). Three of the five women -- Pramila Mallick, Usha Devi and Tukuni Sahu -- have been given cabinet berths.Representation has also been given to leaders of the scheduled tribe, scheduled caste and Other Backward Class (OBC) categories.Besides, Patnaik has focused on western Odisha, considered the stronghold of the opposition Bharatiya Janata Party. Of the eight BJP MPs elected from the state in 2019, five are from that region. In the new team, seven ministers are from Western Odisha, one more than the previous ministry's figure.Patnaik's new ministry also included two members of the royal family of the state. Usha Devi and P K Deb were appointed as cabinet ministers.This is for the first time that Patnaik filled all the posts in the council of ministers by appointing 21 ministers as in his previous terms as CM, he used to keep one berth vacant. Now, there are 22 ministers including the chief minister.As per norms, Odisha can have a total of 22 ministers including the CM.There are also several other firsts in this entire development.For the first time in the political history of Odisha, all ministers were directed to quit. Lal is also the first governor who visited the secretariat to administer the oath of office to ministers.In fact, he is the second governor of Odisha to come to the secretariat. In 1979, the then governor Bhagabat Dayal Sharma visited the secretariat to oversee administrative work during President's Rule in the state.Sources in the BJD said that Jagannath Saraka, a noted tribal leader, was the first to take oath as he is named after Lord Jagannath.”I am blessed to get the first opportunity to take oath as a cabinet minister,” Saraka said.Incidentally, when Patnaik announced the names of BJD candidates ahead of the 2019 assembly elections, Saraka's name was first to be read out from the list.Meanwhile, the ailing assembly speaker S N Patro had also quit his post on Saturday but cited no reason for doing so. B K Arukha, a former minister who resigned on Saturday, is likely to be the new speaker, party sources said.Patro's son Biplab said that his father is suffering from kidney ailments and infection in the left eye. What started off as an experiment to see if the people of Visakhapatnam would be interested in this side of tourism, as per information operator 1345 tickets have now been sold out from Visakhapatnam," said Ratna Sekhar. One traveller from Chennai said, "It's a beautiful journey from Chennai to Visakhapatnam. It's very pocket friendly for the middle-class class to the higher class. Travelled two nights, kids thoroughly enjoyed." Patna: Three persons, including a retired police sub-inspector, were arrested after raids in the Phulwari Sharif area here which led to seizure of documents about the PFI's 'Mission 2047' for making India an Islamic state, a police officer said on Thursday.Patna Senior Superintendent of Police (SSP) Manavjeet Singh Dhillon said the arrested individuals were providing training to the youth on terror activities."During the raid, we have seized the flags of banned outfit Popular Front of India (PFI) and Social Democratic Party of India (SDPI), pamphlets, documents of making the India Islamic state till 2047 and other sensitive documents were recovered from the place," Dhillon said. Patna Police have registered FIR against 26 people and some of them were from Jharkhand, Karnataka, Tamil Nadu.In Bihar, some of the accused belong to Patna, Darbhanga and other places.The police officer said that the arrested accused including a retired sub-inspector of Jharkhand named Jalaluddin, former Student Islamic Movement of India (SIMI) member Athar Parvez and Arman Malik were arrested by Patna Police.They are facing the charges of providing training to youths on Islamic extremism and terror activitiesAccording to sources, Athar Parvez's brother Manzar Parvez was involved in an incident of bomb explosion in Patna, and he is currently in jail."The accused were giving them training of Islamic extremism in the name of martial arts and physical training. We have seized documents from the training centre where proof for working against the unity and integrity of our country are established. We are scanning the bank accounts of the accused to find out the funding aspect," Dhillon said.&nbsp;"The raids were conducted on the specific inputs for the intelligence bureau of the Delhi unit. Accordingly, a joint team of NIA and ATS conducted the raid and arrested them," Dhillon said."The preliminary investigation does not reveal any Pakistan connection. We are investigating the matter. The youth who had taken the training in the past will be arrested soon," the SSP added.During the raid, the police also recovered a register wherein the names of youth were mentioned. The arrested accused have revealed that 12 youth were from Tamil Nadu and Kerala, and they will be quizzed soon. The police suspect that it is a new terror module that was emerging from Patna.—IANS

Delhi :&nbsp;The Central Bureau of Investigation (CBI) on Saturday said that they have arrested an officer in the Union agriculture ministry along with three private persons in a bribery case.A Plant Protection Officer, identified as Padam Singh, in the Directorate of Plant Protection, Quarantine &amp; Storage Department, Ministry of Agriculture (Govt of India) at Visakhapatnam and three private persons, including a Regional Manager of Visakhapatnam-based firm have been arrested.A senior CBI official said that apart from Singh, the other three persons are -- Athi Bulli Reddiyya alias Murali, Regional Manager, Exim Logistics Pvt. Ltd, Visakhapatnam, S. Siva Rama Gupta and Myla Srikrishna Varma.Singh was allegedly demanding and collecting huge amounts of bribes from the CHAs, Fumigators and Shipping Agents for issuing Phytosanitary Certificates for exporting the goods and Consignment Release Orders for imported consignments.Singh allegedly demanded illegal gratification from Reddiyya for clearing pending applications and issuing favourable certificates to Customs for release of import, export consignments of agricultural commodities.The CBI apprehended Singh and Reddiyya and recovered the bribe amount of Rs 6,000."Searches were conducted at the premises of accused and others, including their associates at Visakhapatnam, Kakinada, Roorkee (Uttarakhand). Cash of Rs 1,29,63,450 was recovered from the premises of Singh and Rs 56,86,000 allegedly belonging to the public servant was recovered from the premises of others. Certain incriminating documents were also recovered," said the CBI official.All the arrested accused will be produced before the Court of Principal Special Judge for CBI Cases, Visakhapatnam later in the day. --- (IANS)

Patna: After a suspected terror module was busted in Patna's Phulwari Sharif, there is disagreement between Bihar's two ruling alliance partners - the BJP and the JD-U - over a ban on the Popular Front of India (PFI), which was allegedly involved.BJP leaders like state minister Jivesh Mishra, Rajya Sabha MP and former Deputy Chief Minister Sushil Kumar Modi, state President Sanjay Jaiswal and MLA Hari Bhushan Thakur and others are demanding a ban on the PFI while the Janata Dal-United's leadership is yet to decide.Minority Affairs Minister Jama Khan, of the JD-U, said: "The investigation is currently underway. There is no clarity over whether the organisation (PFI) is involved in anti- national activities or not. Hence, you can't declare an organisation illegal. How could a ban be imposed on an organisation only on the basis of the assumption of some people. The action will be taken against the organisation only after its guilt would be proven by the authorities and courts."Any organisations like the RSS, the Bajrang Dal or PFI, they are connected with political parties. The probe should take place on this line too. If any organisation is involved in wrongdoing, the state government will take action against them. Ban cannot be imposed on the demand of some leaders of a political party," Khan said.On the other hand, BJP Minister Mishra demanded complete ban on PFI."The security agencies have busted PFI terror module of Phulwari Sharif... the NIA is investigating this case. If its operatives' terror links will be proven in future, the Centre will ban it. We are already demanding a ban on such an organisation," he said."I also appeal to the Central government to identify organisations like PFI and ban it immediately. When the Narendra Modi government came to power, it made every possible effort to destroy such organisations. They have given life threats to BJP leaders but they are not worried about it," Mishra said.Jaiswal alleged that a "large number of sleeper cells" were active in Bihar."The Popular Front of India Phulwari Sharif module developed in Patna. I am hoping that the security agencies will break the chain of terror modules developed in every district of Bihar. It is an international conspiracy against the country to destroy... it will be prevented...."Whoever had taken the training under the PFI from 2016 to 2022 will be exposed and arrested," he asserted."The BJP leaders are not the soft target of terrorists but their connection from Bihar is emerging before us. Wherever terrorist activities taking place in the country, it has some connection with Bihar. This is also indicating that a large number of sleeper cells are active in every district of Bihar," Jaiswal said.BJP leader Neeraj Kumar Bablu sought that security agencies should scan all madarsas existing in Bihar."There are many madarsas in Bihar having excellent education systems while some of them have a fishy atmosphere. Hence, those madrasas need investigation and should be kept under close watch of intelligence agencies," he said.Why the Nitish Kumar government is not imposing a ban on PFI?Despite a strong demand for a ban on the PFI by BJP leaders, the JD-U believes otherwise. The party think tank believes that banning an organisation only on the basis of allegations may prove dangerous in upcoming polls.The JD-U is on the driving seat in Bihar but it is only due to the bargain and not due to its political strength. The party performed poorly in the 2020 Assembly election and won only 43 seats. It managed to win two more seats in the by-elections to reach 45, and subsequently merged an LJP MLA and an independent MLA to reach at the figure of 47. Still, it is in the third position in the house, as the RJD has 80 and the BJP has 77 MLAs.The JD-U leadership believed that the party had reached to the third position not due to opposition but the "lethal" political moves of the BJP. In the last 21 months, these two parties were often involved in mud-slinging on almost every single issue.The PFI issue has emerged as another flashpoint.In the past few weeks, BJP hardliners like Union Minister Giriraj Singh and Hari Bhushan Thakur have claimed that they have received threatg calls from militant organisations. Even a number of BJP leaders were attacked during the Agneepath protest. Following that, the Centre government has given Y-category security to 10 BJP leaders including Giriraj Singh, Thakur, Ashwini Kumar Chaubey, Tar Kishore Prasad, Renu Devi, Sanjiv Chaurasia, Ashwini Kumar Chaubey and others.Despite all provocations, no communal tension or riots occurred in Bihar under the Nitish Kumar government, which is why a sizable part of the minority community reposes faith in him. The JD-U also knows that if the state government would impose a ban on the organisation like PFI, it would be a disaster for it in the next election as the minority community will entirely swing over to the RJD.JD-U sources are claiming that the Union Home Ministry's handing over the probe to the NIA is a part of ploy to declare it an anti-national and terrorist organisation and ban it.As BJP leaders are citing the example of neighbouring Jharkhand, which has imposed a ban on the PFI, the JD-U notes that the Hemant Soren government took the decision as its "core constituency" is different.Bihar Minister and former IPS officer Sunil Kumar said: "It is a decision of Jharkhand government to impose a ban on the PFI. Bihar government will take any such decision on the basis of the investigation report and legal observations.As the ban on PFI is an extremely sensitive matter, officials of Bihar Police are tightlipped on it and avoiding recommendation to the state government for ban.Meanwhile, the RJD questioned the updates in the investigation so far.State RJD chief Jagadanand Singh said: "They (investigating agencies) are claiming that a person has a telephonic conversation with a Pakistani national. The investigators should release the transcript of the conversation in public domain. They should reveal what the act was done by youths of a particular community which turn threat for the nation. During Partition, a large number of Muslim families went to Pakistan and their relatives are living in both the countries. Can they clarify whether interacting with relatives in Pakistan is a crime?"RJD leader Tejashwi Yadav, while referring to Patna SSP M.S. Dhillon's now controversial comments, said: "RJD is saying right from the beginning that the RSS is a threat to the country. At present, whatever the poisonous and hatred spread in the society is only due to the RSS. It is in the agenda of RSS to communalise the society."Patna police have arrested 8 persons so far in these two cases, including the PFI module. In the suspected terror module case, Athar Parvez, Mohammad Jalaluddin, and Arman Malik were arrested, and have revealed the names of Margoob alias Danis and Shabbir. Margoob was running a social networking group called Ghazwa-e-Hind and connected with the youths of Pakistan and Bangladesh.The investigators claimed that Parvez was attached with the banned Students' Islamic Movement of India (SIMI) and his brother Manzar Alam was involved in 2013 serial bomb blast in Gandhi Maidan rally of then PM candidate Narendra Modi. Jalaluddin also has some connection with the SIMI. During the raid, the joint team had recovered some objectionable documents which indicate that they were allegedly involved in brainwashing Muslim youths and working on "Mission 2047" to make India a Muslim country.—IANS

PATNA: The Bihar Health Department detected a suspected case of monkeypox in Patna's Gurhatta locality on Tuesday.The victim is a woman and a team of health officials have collected her samples for testing.According to an official, the woman has all symptoms of monkeypox and is currently under home isolation."We have taken the samples of the patient and sent them for testing. She is under home isolation now and a team is monitoring her health, " he said.Previously, one case of monkeypox had been detected in Delhi and three in Kerala. Therefore, the Bihar's Health Department is on high alert and has asked medical and nursing staff, ANMs (auxiliary nurses and midwifes), and Asha workers to be prepared.The nureses, midwives and Asha workers were specially asked to keep a tab on high density areas and inform the department as soon as symptoms of the disease is detected in any patient.The World Health Organisation has declared monkeypox a global health emergency after over 16, 000 cases of the infection appeared across 65 countries.Monkeypox is either transmitted from animals to humans or from human to human. The virus generally enters the human body through mouth, nose, eyes and skin lesions of an infected person.—IANS
