New Delhi (The Hawk): Experts suggested ways of pushing forward the new Geospatial Policy and harnessing it for National Development at the two-day conference on “Geospatial Policy for National Development” held from 21-22 February 2023.&nbsp;&nbsp;
“All the Departments of the Government of India should explore, define and identify the schemes where Geospatial Technology and applications are needed and make strategy accordingly to push forward the Geospatial strategy,” said Shri Ajay Tirkey, Secretary, Department of Land Resources at the conference organised by the Department of Science and Technology (DST).
He underlined that Geospatial Technologies give power to people by making information accessible and emphasized the need and importance of having computerized and easily accessible land records for citizens to avail multiple benefits of welfare schemes implemented by Central and State Governments.&nbsp;&nbsp;
“India is only the 3rd Nation globally that is carrying out geo-referencing in the land parcels. Now 36 percent of the land has been geo-referenced, and the target is to achieve 100 percent by March 2024,” Shri Tirkey added.
Highlighting the transformation that Bhu-Aadhaar and Matribhoomi projects based on Geospatial Technology have brought about, Shri Tirkey said that we are on the cusp of a revolution in governance. Land records and Geospatial Technologies and applications together will change the way governance is talked about in the coming years.
Shri Sunil Kumar, Jt. Secretary, Department of Science and Technology (DST), and Surveyor General of India sought the partnership of all stakeholders for taking forward the citizen-centric policy, which addresses the entire geospatial ecosystem of the country and for making it a reality.
Dr. Pramod Kaushik, President AGI India, underlined the opportunities for the industry in Geospatial Policy and said there is a need to engage end users in the implementation of the policy. Meanwhile, Shri Agendra Kumar, Chairman FICCI Geospatial Tech Committee, emphasised on the importance of a robust geospatial knowledge infrastructure, which can bring knowledge from different sectors to enable sharing and building of partnerships.&nbsp;
Sanjay Kumar, CEO &amp; Founder Geospatial World, said that the way forward is to invest in developing Geospatial infrastructure through data, strategy, and positioning through a proper regulatory mechanism. Government departments like Survey of India, the Department of Land Resources, Department of Science and Technology need to play a crucial role in providing leadership and helping in hand-holding to other sectors and industries.
Participants from the government sectors and industry players discussed geospatial infrastructure, skill development, transport networks, sustainable water management, agriculture, capacity building, and plans for high-end geospatial research and development at the two-day conference geared to develop a roadmap for successful implementation of the policy.

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami approved Rs 3.25 crore for the implementation of various development schemes in the state.
According to the Chief Minister's Office (CMO), "Financial approval of Rs 59.57 lakh has been given by the Chief Minister for the beautification of Someshwar Mahadev Temple in Gram Panchayat Kalsa of district Uttarkashi under the Department of Culture and Religion."
Under Urban Development Department, Ward no. Financial approval of Rs 58.78 lakh has been given for the construction work of internal roads of 01, 02 and 03.
The Chief Minister has given financial approval of Rs 40.01 lakh for the construction of the Lingurani to Ralam track route and Ralam to Ralam Glacier track route in Pithoragarh district's Pithoragarh assembly constituency under Social Welfare Department.
"Financial approval of Rs 34.73 lakh has been given for the construction of a drain in village Vaiga of Dharchula assembly constituency under the Social Welfare Department," the CMO said in a statement.
CM Dhami has given financial approval of Rs 36.02 lakh for the beautification of Gujrukot Haruhit temple and Rs 34.40 lakh for Devi Mandir Deghat under Almora district's assembly constituency Salt under the Culture and Religion Department.
"Financial approval of Rs 31.71 lakh was given for the construction work of band from survey lake to Salawala bridge in Salawala (Hathi Badkala) hollow under the Irrigation Department of Dehradun district," it said.
Also, financial approval of Rs 30 lakh was granted by the Chief Minister for the beautification of Maa Hiramani's temple located in Malari village of Badrinath assembly constituency of Chamoli district under the Department of Culture and Religion. —ANI

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Friday made several announcements at an event organised to mark the completion of one year of his government and directed officials to implement these by April 15. The announcements include 50 per cent concession in transport corporation buses for candidates appearing in competitive examinations in the state and implementation of computer and information technology education from Class 6 and 'Lab on Wheels' mobile laboratories in all 13 districts among others.
The chief minister also announced the setting up of a sports university of international standards in Haldwani, connecting of villages with a population of 250 to the main roads and starting mobile schools to provide education to children of labourers. Instructing Chief Secretary S S Sandhu to effectively implement the announcements within the stipulated time, Sukhu said necessary steps should be taken in coordination with all departments concerned.
Dhami said during the tenure of his government, it worked with full sensitivity on important issues related to development and public interest of the state. It is now preparing a roadmap for the next 10 years for all-round development of the state and upliftment of every section of the society, he added. —PTI

The character stands for an attribute or a quality that defines persons moral and ethical actions and reactions. Though the character is used in different senses here we deal with What is Wrong and What is Right in general. Moreover, it is character education in particular that this article deals with. Character Education is an educational system imparted to kids for developing in them those qualities which are universally accepted desirable by a society. To have good character and developing such personal qualities is, therefore, the purpose of Character Education.
The concept of Character Education is very old as it is taught to us by Parents and Religion. In the west, these are vying for adoption by, schools and businesses. Some are commercial, some non-profit and many are uniquely devised by states, districts and schools, themselves. A common approach of these programs is to provide a list of principles, pillars, values or virtues, which are memorized or around which themed activities are planned. It is commonly claimed that the values included in any particular list are universally recognized. However, there is no agreement among the competing programs on core values (e.g., honesty, stewardship, kindness, generosity, courage, freedom, justice, equality, and respect) or even how many to list. There is also no common or standard means for assessing, implementing or evaluating programs.

<h2>Methods of Character Education</h2>
There is no common practice of imparting Character Education or Values Education to children. It is mainly because there is a lack of standards in character education and how and by whom it is to be imparted.
Broadly we can consider some approaches towards this education which are a part of schooling. These are mainly as follows:

Praise and Reward: This approach seeks to make virtue into habit using Positive Reinforcement. Elements include At The Spot Deliberate Praise of students and Awarding for Constructive Skills.
Forced Formality: It focuses on strict, uniform compliance with specific rules of conduct, (i.e., walking in lines, arms at one's sides), or formal forms of address ("yes sir," "no ma'am"), or other procedures deemed to promote order or respect of adults.
Define and Drill: It teaches students to memorize a list of values and the definition of each. Students' simple memorization of definitions seems to be equated with their development of the far more complex capacity for making moral decisions.
Cheerleading: It involves multicoloured posters, banners, and bulletin boards featuring a value or virtue of the month; lively morning public-address announcements; occasional motivational assemblies; and possibly a high-profile event such as a fund-raiser for a good cause.
Counselling: It requires school counsellors to impart moral values through individual or group sessions.
These approaches aim for quick behavioural results, rather than helping students better understand and commit to the values that are core to our society or helping them develop the skills for putting those values into action in life's complex situations. Also, the real significance of the student's actions is lost, as the reward or award becomes the primary focus. Though these are not useless they need Fine Tuning.
<h2>Effective Approaches</h2>
Refined Curriculum: It can be achieved by Integrating a certain amount of Character Education in the Curriculum.
Mode of Implementation: There is a need to diversify the means of implementing these can be done through faculty, bus drivers, cafeteria workers, maintenance staff, etc.&nbsp;
The sense of Enthusiasm: The education needs to be Enjoyable and Informal so that it is not Boring and Imposing. It can be done through Practical Activities outside the classroom
Parent Participation: By holding certain workshops parents can be taught to reduce the negative effects of TV, movies, video games, and other media on children’s moral growth. -- Vijay GarG

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Friday chaired the first review meeting of the Program Implementation Department at the state secretariat in Dehradun. Earlier, on Friday, CM Dhami said his government has called for a strict probe into 'love jihad' cases and exemplary action against the perpetrators. Dhami informed further that he would be chairing a high-level meeting with the Director General of Police and other officials on the issue, later on Friday. "We have called for strict probe and action in love jihad cases. Later today, I will chair a high-level meeting with the DGP and other top police officials," the Uttarakhand CM said. Tension gripped the Uttarkashi town of Uttarakhand last month over an alleged abduction attempt on a 14-year-old girl by two men, including one from the minority community, police said. New Delhi: Uttarakhand Chief Minister Pushkar Singh Dhami on Saturday said that after the legal review of the Uniform Civil Code (UCC) draft which will soon be submitted by the committee, the government will move towards the implementation process. "It's been more than a year since the UCC Committee has been functioning. They have talked to more than 2 lakh people and listed their views. They have also talked to different organizations from various regions, cultural outfits, and also other stakeholders. Many intellectuals in the society have also given their opinions. The UCC committee has complied with all the comments and opinions in the draft. The Committee informed us on June 30 that they have completed the draft. They will soon submit the final draft. After this, it will be put through for legal review and then we will move towards implementation", CM Dhami said. He further said that under the leadership of PM Modi, India has been moving forward and is being recognized worldwide. "People like Owaisi push forward Jinnah-type culture. Under the leadership of PM Modi, the country has been moving forward. India is being recognized worldwide", the CM added. Earlier on June 30, the draft of the proposed Uniform Civil Code for Uttarakhand was complete, and the report of the expert Committee along with the draft code was printed and submitted to the Government of Uttarakhand. This announcement was made by the Expert Committee, which was appointed last year to work on the Uniform Civil Code. The report will go to the state Cabinet and it will decide whether to table it in the state legislature, the committee informed. Uttarakhand UCC said that all due care has been taken in preparing the draft and the aim is to bring equality and dignity across sections. Officials stated that they have received a significant response in favor of the UCC, although some opposing views were also expressed. "We have got an overwhelming response in support of UCC, and some views also came against also, stated the panelists. The committee said that it has painstakingly taken into account all shades of opinions and looked into the various statutes and uncodified laws including the statutory framework in select countries. The expert panel said that statistical analysis and empirical data were also included in the draft. It further mentioned that 10 million is the total population of Uttarakhand. We got more than 2.31 lakh in written suggestions. It is a good sample size that has been considered. Besides the Committee has tried to understand the finer nuances of the various customary practices that prevail in different parts of the State. The committee stated that it has also interacted with the representatives of political parties, state statutory commissions as well as with leaders of various religious denominations. Doctors and experts have also been consulted, issues such as the age of marriage, and age of consent issues have been considered. Issues such as Live-in, LGBT, and child marriages all have been discussed. The Chairperson of the Law Commission of India had requested interaction with the members of the Expert Committee. This interaction was held on June 2, 2023, wherein members as well as chairpersons of both the Law Commission and the Expert Committee were present. The Uttarakhand government last year had formed a five-member committee headed by a retired Supreme Court judge to prepare a draft on the implementation of the Uniform Civil Code (UCC) in the state. New Delhi: In its performance audit report on the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), the Comptroller and Auditor General of India (CAG) has revealed that six states and one union territory (UT) had not adopted the whistle-blower policy.  The audit noted that Andaman and Nicobar Islands, Bihar, Chhattisgarh, Madhya Pradesh, Punjab, Rajasthan and Tamil Nadu had not adopted the Whistle-blower Policy, as per the CAG report on AB-PMJAY.  The report further said due to the non-adoption of the policy, the stakeholders involved in the scheme were deprived of the mechanism for complaining regarding the cases of corruption, medical and non- medical frauds, etc.
"The NHA (National Health Authority) while accepting the audit observation, replied (in August 2022) that states would be pursued to constitute these committees at the earliest and necessary directions would be issued for the implementation of whistleblower policy within defined timeline," the CAG report said.  It added, "NHA issued the PMJAY whistle-blower policy as a step towards strengthening transparency and accountability in the implementation of PMJAY."  The primary objective of the policy was to establish a mechanism to receive complaints relating to disclosure on any allegation of corruption, medical and non-medical fraud, etc., against any stakeholder involved with the implementation of PMJAY and to inquire or cause an inquiry into such disclosure and to provide adequate safeguards against the victimisation of the person making such a complaint, the report further said.  The AB-PMJAY provides a health cover up to Rs five lakh per family per year, for secondary and tertiary care hospitalisation services.  It provides cashless and paperless access to services for the beneficiaries at the point of service -- hospital.  The Ministry of Health and Family Welfare had said it was examining in detail the recommendations of the CAG performance audit report on AB-PMJAY.

Lucknow: The Uttar Pradesh education department will now teach the basics of coding, computational thinking and artificial intelligence (AI) to over 50 lakh students of Classes 6-8 in around 45,000 state-run schools.
The course will be introduced from the 2024-25 academic session.
Developed by the State Council of Educational Research and Training (SCERT), the course will be a part of the science subject.
SCERT has already prepared the books for all three classes that will soon be launched by Chief Minister Yogi Adityanath.
Once considered as a skill reserved for tech savvy people, coding and computer programming has now emerged as one of the crucial tools for the development of overall personality of students. Coding platforms have now become an integral part of learning at the school level. Considering the importance of technology in today’s competitive world, coding has been mandated under NEP-2020 from Class 6 onwards.
As part of the course, Class 6 students will learn Microsoft word, programming, python and other basics of computer science.
Students of Classes 7-8 will learn networking and cyber security, logical thinking, Microsoft excel, data and AI.
SCERT director Pawan Sachan said: “Introducing coding and increasing exposure to technology at a young age will go a long way in helping the youth lead the way to a new world of innovation and creativity, thus, giving children the opportunity to set their own goals and reach new heights.”
After developing books, SCERT is now in the process of finalising training modules for master trainers who will train teachers at district level.
Director general school education Vijay Kiran Anand said: “Following the mandate of NEP, SCERT is working with experts and organisations to ensure introduction of content and curriculum for future, training of teachers and regular assessment for financial intelligence, business intelligence, coding, and AI. This will make government school students more competitive.”

He mentioned how Shri Narendra Modi, as the Chief Minister had introduced Vidya Samiksha Kendra in the state of Gujarat. After the introduction of NEP2020, it has been extended to the entire country. With the inauguration of the Kendra in Uttarakhand, the state will be the 1st state to adopt the Gujarat Education Model, he added. He mentioned that other than data on the performance, attendance etc., content of the DIKSHA Portal and data of the District Institute of Education &amp; Training (DIET), the 360-degree information on the school education of the state will be available on the portal. Shri Pradhan also highlighted that NEP 2020 is a philosophical document for building a knowledge-based economy of the 21st century. He also mentioned that the 141 PM Shri Schools in the State work as a model for the existing Schools to achieve excellence. The Netaji Subhash Chandra Bose Residential School will cater to underprivileged children. He also congratulated the Chief Minister and Education Minister of the State for introducing the Research Scholarship in line with the National Research Foundation in which teachers of the states will be receiving grants for their research projects. He also mentioned that the scholarships presented today to the students reaffirm the commitment of the state towards strengthening their education system. He congratulated the State Education Department for extending their cooperation for the implementation of NEP2020 and translating Prime Minister Shri Narendra Modi’s vision into reality. While talking about the successful completion of India’s G20 Presidency, Shri Pradhan mentioned that Prime Minister Shri Narendra Modi has projected NEP 2020 as a global model and how it has been appreciated by member countries and international organisations. New Delhi: The Supreme Court on Wednesday fixed October 17 for final hearing on pleas challenging the constitutional validity of the Citizenship Act's Section 6A relating to illegal immigrants in Assam.
Section 6A was inserted by the Citizenship (Amendment) Act, 1985 to carve out a special category of citizens in Assam in accordance with the Assam Accord.
A 5-judge Constitution Bench, headed by CJI D.Y. Chandrachud and comprising Justices A.S. Bopanna, M.M. Sundresh, J.B. Pardiwala, and Manoj Misra said that the common compilation having a common index will prepared by the nodal counsel in accordance with the circular issued to streamline filing of soft copies.
It said that the title of the proceedings will be "In Re: Section 6A Citizenship Act, 1955."
The Assam National Register for Citizens seeks to identify the illegal immigrants in the northeastern state who migrated from Bangladesh after March 24, 1971.

Lucknow: Uttar Pradesh has completed more than 4,31,794 'gharaunis' (property ownership cards) in 45 days, crossing the target of making two lahk 'gharaunis' every month at a rate of 144 per cent, taking the total count of 'gharaunis' to 66,59,905, said a press release by the Chief Minister’s office on Thursday "With Chief Minister Yogi Adityanath monitoring the implementation of the PM Svamitva Yojana in Uttar Pradesh himself, rapid progress is being made in the making of ‘gharaunis’ (property ownership cards), in the state," the release said. More than 66 lakh 'gharaunis' have been prepared so far in the state, while the government is aiming to cover all households in 90,000 villages by December this year, of which work has been completed in over 47,000 villages, the statement said. According to the release, property ownership cards were prepared with the help of drone surveys, the work of making 'gharaunis' is underway in 90,908 villages in Uttar Pradesh, of which the preparation of property ownership cards has been completed in 47,893 villages. From April 24 to September 15, a total of 11,44,936 'gharaunis' were prepared. Since the beginning of the plan on April 24, 2020, until September 15, 2023, a total of 66,59,905 'gharaunis' have been made in the state, the release stated. Among the five top districts, Lalitpur has performed the best in Svamitva Yojana, followed by Kasganj, Muradabad, Jalaun, and Sambhal. In all these districts, more than 99 per cent of the work has been completed as per the target. On the other hand, the worst-performing districts in the state include Hardoi, followed by Prayagraj, Lucknow, Kushinagar, and Gonda districts. Chief Minister Yogi Adityanath has given strict instructions to the District Magistrates of all these districts to expedite the implementation of the plan, the release added. Under the PM Svamitva Yojana, ownership rights to their land are provided to those people in the village who are not recorded in any government records. In rural areas of the state, there are many people whose land is not documented in any government records, which always poses a risk of encroachment on their land by someone else. Moreover, they cannot get loans against this land.  In view of this situation, Prime Minister Modi launched the PM Svamitva Yojana on April 24, 2020. It aims to make the monetization of properties easier, make bank loans more accessible, reduce property disputes, and include comprehensive village-level plans. Additionally, it will enhance the socio-economic profiles of panchayats, making them self-reliant. The scheme includes every section of society, including Scheduled Castes and Scheduled Tribes, persons with disabilities, minorities, women, and other vulnerable groups. —ANI

Jaipur: Congress leader Rahul Gandhi on Saturday demanded caste based census and also promised that if Congress comes back to power at the Centre, women reservation bill will be implemented immediately.
Addressing a mammoth gathering in Jaipur, he said: “Caste census will give complete information about who are the people in India, how many women are there and, how many are OBC, how many are Dalits, tribal minorities, and how many are in general category. The Prime Minister talks about OBCs 24 hours a day. If we talk about respect for OBCs, then why is the Prime Minister afraid of caste census,” he questioned.
Rahul Gandhi alleged that the Central government wants to change the name of the country. “They wanted to rename India as Bharat, that is why they called a special session of the Parliament, but stopped it and brought the Women’s Reservation Bill when they got to know that changing name is not acceptable to public.”
He said that the entire opposition supported women reservation. “We want women reservation to be implemented from today itself, but BJP wants to implement it after 10 years.”
He said that Modi wants to give participation to OBC category, but why is he afraid of caste census. “They are also afraid of Adani. If BJP people come asking for votes, ask them why they are not conducting caste census.”
On OBC, Rahul Gandhi said: “When I did research, I came to know what is the participation of OBC, Dalit and tribal class in our institutions? Today, India is run by the Prime Minister along with 90 officers. He is the secretary of every ministry. The Prime Minister talks about OBCs, but out of these 90 officers, only three are OBCs. They have only five per cent of India’s budget.”
To instill enthusiasm among the Congress workers, Rahul Gandhi said that to see a lion in the forest, one has to work for many hours, but there are thousands of lions sitting in front of me.
He said that in Rajasthan, the government has given a health scheme like Chirnjeevi Yojana and the cylinder is given for Rs 500. “The workers should go and tell the public about all this work.”
Congress President Mallikarjun Kharge said: “If Congress government comes in 2024, we will immediately implement women reservation bill. With the new education policy, on the one hand, school education and higher education will get new dimensions; on the other hand, it will also provide opportunities to all classes of people to get education on the basis of equality. Skill development at the school level will make youth work efficiently," the Chief Minister said.  The Chief Minister said that the social and economic development of any country depends on the quality of education being provided to the students in that country. He said that Uttarakhand is the first state in the country to implement the new education policy in school education.  Through the new education policy, along with employment-oriented education, children will also be helped to achieve success in competitive examinations. New Delhi: Prime Minister Narendra Modi participating in the ‘Rozgar Mela’ on Tuesday asserted that government employees will play a key role in making the country a developed nation by 2047 and added they must always work with a citizen-first spirit. “The country has resolved to become a developed India by 2047. In the next few years, we are going to be the third-largest economy... In this period, every government employee is going to play a huge role. You always need to work with a citizen-first spirit,” PM Modi said as he virtually distributed about 51,000 appointment letters to recruits in various state and central government departments.
“You are part of a generation which has grown up with technology...You need to use the technology in your work domain,” PM Modi said. Prime Minister Modi, on October 22, last year, launched the 'Rozgar Mela', marking the beginning of the campaign to provide 10 lakh government jobs. PM Modi said that his government worked in a manner so as to achieve bigger goals, based on New Mindset, Content Monitoring, Mission Mode Implementation and Mass Participation. “In 9 years, the government has implemented policies on a mission mode.” “In the past nine years, you have witnessed how technological transformation can ease governance. Earlier, people used to stand in queues at the booking counters of railway stations. Technology has overcome this problem. Aadhaar cards, digital lockers and eKYC have eliminated the complexity of documentation,” he added. As he distributed the appointment letters, PM Modi asserted that the responsibility of implementing the government schemes lies on all the newly appointed government employees. “When millions of youth like you join government services, the speed and scale of implementing policies also increase,” he said. The recruitment drive is taking place across central government departments as well as state governments and UTs. The new recruits who received appointments today will be joining the government in various Ministries/Departments including the Department of Posts, the Indian Audit and Accounts Department, the Department of Atomic Energy, the Department of Revenue, the Department of Higher Education, the Ministry of Defence, the Ministry of Health and Family Welfare, among others.

Panaji: Goa Chief Minister Pramod Sawant on Tuesday said that his government has not received any urgent proposal to pass the ‘Women’s Reservation Bill’ at state level, however, if direction comes then they will take steps.
"At present we have not received any urgent proposal from the Centre, how it had come during passing of Goods and Services Tax (GST). In this case there is a procedure of delimitation, and others. We will pass the women reservation bill (at state level) in the next assembly session and then will send it to the Centre," Sawant told reporters here.
"If any proposal comes from the Centre to send it in urgency, then we will hold the session and send it after passing," Sawant said.  Congress leaders have attacked the BJP government over the Women’s Reservation Bill and sought its immediate implementation.  AICC Social Media National Coordinator Bhavya Narasimhamurthy on Monday alleged that BJP hasn’t had the will to implement the Women’s Reservation Bill since 2014, despite Congress leaders having extended unconditional support.  "For the last many decades our commitment has been for women empowerment. The Women's Reservation bill is our brain child and we have tried to introduce it a number of times. In 1989, it was opposed by BJP stalwarts and they voted against it," she said.  BJP leaders L. K Advani, Atal Bihari Vajpayee, Yashwant Sinha and Ram Jethmalani had voted against it, Narasimhamurthy added.

Dehradun: The draft of a Uniform Civil Code (UCC) for Uttarakhand is almost ready, Uttarakhand Chief Minister Pushkar Singh Dhami said on Friday. He added that steps to implement the code will begin once the state government receives the draft from the UCC drafting panel. "The drafting and compilation work of the UCC is almost complete. We will start taking steps towards its implementation and its various provisions as soon as its draft is submitted to us," Dhami told reporters in Haridwar. A UCC for Uttarakhand was one of the major poll promises made by the BJP in the run-up to the state assembly elections held last year. After being voted to power for a second consecutive term, Dhami gave his nod to setting up a committee headed by retired Supreme Court Judge Ranjana Prakash Desai to draft the UCC at the very first cabinet meeting headed by him. The expert panel whose tenure was extended for a third time recently till December has taken opinions from 2.33 lakh people and different organisations, institutions and tribal groups before preparing the draft. The five-member committee got its first extension of six months in November, 2022 and second of four months in May this year.

Kolkata (West Bengal) [India]: Union Home Minister Amit Shah on Wednesday said that nobody can prevent the Central Government from implementing the the Citizenship (Amendment) Act. Addressing a mega public rally here, the BJP leader lashed out at the Mamata Banerjee-led West Bengal government accusing it of indulging in "appeasement politics" and urged people to vote to power the BJP government in the next assembly polls.
Shah in his address said that the CAA is the "country's law" and the Narendra Modi-led Central government is going to implement it at any cost.  "Citizenship (Amendment) Act is the country's law, no one can stop it and we will implement it," Amit Shah said. The Citizenship (Amendment) Act, 2019 aims to facilitate the grant of citizenship to migrants belonging to Hindu, Sikh, Buddhist, Jain, Parsi or Christian communities from Pakistan, Bangladesh and Afghanistan who entered India on or before December 31, 2014. The Citizenship (Amendment) Act, 2019 was notified on December 12 and came into force on January 10 in 2020. Citing political violence, corruption, and appeasement in the state, the union minister said that chief minister Mamata Banerjee has destroyed West Bengal. "Mamata Didi came to power by removing the communists with the slogans of Sonar Bangla and Maa Mati Manush, but there was no change in Bengal. Even today infiltration, appeasement, political violence, and corruption are happening in Bengal. Communists ruled Bengal for 27 years, and Mamata Banerjee's government was formed in the third term. Both of them together ruined Bengal. Mamata Banerjee has not been able to stop infiltration in Bengal. Voter cards and Aadhar cards are being distributed openly to infiltrators in the state and Mamata Banerjee is sitting silent," Shah alleged.  The Union home minister further said that the people of the state will avenge the 'political murder' of the BJP leaders in the 2026 assembly polls. "Bengal is gripped by infiltration, appeasement, political violence and corruption...In the entire country, election violence is highest in Bengal. 212 BJP workers killed in West Bengal, people will avenge these murders with their votes in 2026 assembly polls as BJP will form a government with two-third majority in 2026," the minister added. Shah also alleged that the 'Trinamool syndicate' does not allow vast sums of money sent by PM Modi to reach the poor of Bengal. "Modi Ji sends lakhs of crores of rupees for ensuring welfare in Bengal, but the 'syndicate raj' in Bengal doesn't allow the funds to reach the poor!" the BJP leader said. Further, listing out the work done by the BJP government at the Centre, Shah said that West Bengal has been left behind from the development due to Mamata Banerjee.  "Modi ji has ended terrorism from the entire country. Modi ji abolished Article 370 for which Bengal's son Shyamaprasad Mukherjee had sacrificed his life to remove it from Kashmir. Ended leftist extremism. India's tricolor was sent to the moon through Chandrayaan 3. A new Parliament was built and Modi ji took the country's economy from 11th to 5th.... But West Bengal has been left behind because of didi's (Mamata Banerjee) politics of appeasement," he said. Shah also said that the people of the state want the BJP government in West Bengal. "The people of Bengal are saying, 'Didi, Aapka Samay Ab Samaapt Ho Chuka Hai' (Didi, your time is up now!)," he said. Shah also appealed to people to elect the BJP government in the next assembly elections. "The people of West Bengal have blessed the BJP with around 2.30 crore votes and 77 seats...their enthusiasm states clearly that they have decided to bring the BJP Government in 2026! You should remember that in order to bring the BJP government to power here in 2026, you'll have to lay its very foundation in the 2024 Lok Sabha elections...Give so many seats to BJP in 2024 Lok Sabha polls that Modi ji says I have become PM due to Bengal..." Shah said.

This will make it easier for the general public to understand public welfare schemes in simple language. He added that this book will be useful for public representatives and the general public, as well as officers and personnel. The Chief Minister said that to avail of the benefits of public welfare schemes run by various departments, information about the application process, how and where to apply, what the eligibility and selection process of the schemes are, and what the necessary documents are required for the application, including an easy explanation of the information related to this in simple language in the form of a book, will be useful for everyone. The Secretary of Programme Implementation, Deepak Kumar, said that the basic objective of publishing this book is to provide information about public welfare, self-employment, employment, skill development, training and investment schemes to the general public in simple language. Kumar further said that this book includes basic services, certificates, and portals for about 400 schemes, policies, and programmes of about 55 departments, institutions, organisations, boards, authorities, agencies and commissions. Through this book, information about the schemes run by all the departments of the state government in the interest of the general public is to be made available to the general public, he added. —ANI

CM Dhami Launches Book Outlining State's Public Welfare Schemes

New Delhi: As many as 284 gram nyayalayas (rural courts) are functional across the country out of 479 notified by different states, according to data shared by the government in the Lok Sabha on Friday.
The Gram Nyayalayas Act was enacted in 2008 to provide access to justice to citizen at their doorstep.  According to the law, it is not mandatory for states to set up such court, Law Minister Arjun Ram Meghwal said in a written reply to a question.  Citing the law, he said the state governments are responsible for establishing gram nyayalayas in consultation with the respective high courts.
"The state governments, after consultation with the respective HCs may, by notification establish one or more Gram Nyayalayas for every panchayat at intermediate level or a group of contiguous panchayats at intermediate level in a district or where there is no panchayat at intermediate level in any state, for a group of contiguous gram panchayats," he said.  The minister said it is up to the states to set up more such courts as per their requirements in consultation with their respective HC.
