Srinagar: Three non-local labourers were injured in a grenade attack by militants in J&amp;K’s Shopian district on Friday, police said. Police sources said that militants hurled a grenade at the Jawahar Navodaya Vidyalaya in Shopian where non-local labourers were engaged for some repair work.“Three labourers were injured in this explosion. They have been shifted to hospital for treatment,” a source said. Further details are awaited.—IANS

The injured women were labourers of Pabhoi tea garden and Majuli Garh tea garden in Biswanath district.The women were rushed to Biswanath civil hospital after the accident. Speaking to ANI, Dr Jonali Gogoi, Superintendent of Biswanath civil hospital said, "Out of six, three women were discharged from the hospital and three are currently undergoing treatment." New Delhi: Rise in the prices of household and kitchen items, including rice, wheat, bajra, pulses, milk, fish, onion and other items led to increase in the All-India Consumer Price Index for agricultural and rural labourers in the month of July. The All-India Consumer Price Index Number for agricultural labourers and rural labourers (Base: 1986-87100) for the month of July, 2022 increased by 6 points each to stand at 1131 and 1143 points respectively. As per the data of Union Ministry of Labour and Employment, the rise in index varied from state to state. In the case of agricultural labourers, it recorded an increase of 1 to 13 points in 20 states. Tamil Nadu with 1301 points topped the index table whereas Himachal Pradesh with 890 points stood at the bottom. In the case of rural labourers, it recorded an increase of 1 to 13 points in 20 states. Tamil Nadu with 1290 points topped the index table whereas Himachal Pradesh with 942 points stood at the bottom.&nbsp;
Amongst states, the maximum increase in the Consumer Price Index Numbers for both agricultural and rural Labourers was experienced by Assam (13 points each) mainly due to rise in the prices of rice, chillies green, vegetables and fruits, etc.&nbsp;

Meerut (The Hawk): In Meerut, Uttar Pradesh, a construction site electricity tower collapsed on two West Bengali labourers, leaving six others hurt.
The incident happened on Wednesday in the Mundali police circle, on the outskirts of Ajrana village.
Mohd Hasrat, 25, and Mohd Azmal, 24, both residents of Bengal's Malda district, have been named as the deceased.
All those hurt are also West Bengal residents.
The incident took place, according to the police, as the top portion of the tower was being built and work was being done to lay an electricity line from Kasauti to the Gulawathi area of Bulandshahr.
The post-mortem on the bodies has been ordered.
Rohit Singh Sajwan, SSP, stated: "Investigative work is being done. On the basis of the report, further action will be taken."

Kolkata (The Hawk): According to reports, two labourers from the Jalpaiguri district of West Bengal have killed in a landslide at Pelling in neighbouring Sikkim.
They were killed as they worked in Pelling on the building of a skywalk.
11 workers from the Jalpaiguri district reportedly travelled to Pelling for that construction job, with two of them dying and three others suffering injuries, according to sources in the local administration.
Two of the deceased workers and one of the three injured workers have been identified as of the most recent information available with the Jalpaiguri district administration. The deceased are Robi Roy (32) and Sudharam Oraon, respectively (42). Prashanta Roy has been recognised as the injured person.
They were all residents of the district's Jalpaiguri Sadar block, specifically the Baropatiya village panchayat. On Saturday morning, the bodies of Sudharam Oraon and Robi Roy were already brought to Jalpaiguri. In the Darjeeling district's Siliguri, a hospital is treating patients Prashanta Roy.
It is also found that two of the four people who are believed to have died in the landslide are from West Bengal.
On December 15, a group of 11 workers from Jalpaiguri arrived in Peeling and got to work on building the skywalk.
The accident happened as a result of a sudden landslide that occurred in the area on Friday afternoon.
The district administration has made arrangements for the return of the dead workers' bodies, according to the deputy chief of the Baropatiya village panchayat.
"The state secretariat has been informed of the situation. According to the guidelines, the relatives of the deceased will be eligible for compensation "said he.

New Delhi: A day after Tamil Nadu Bharatiya Janata Party chief K Annamalai held the ruling DMK party responsible for the ongoing stir over alleged attacks on migrant labourers in the state, the police have booked him on charges of inciting violence and promoting enmity between groups.
The cyber crime division have booked the BJP state unit chief under sections of inciting violence and promoting enmity between groups among others.
As per officials, a case is also registered against the BJP Bihar Twitter account holder over the incident.
Annamalai yesterday released a statement on the migrant labourers' issue saying they are safe in Tamil Nadu but the Chief Minister Stalin led-Dravida Munnetra Kazhagam and its alliance party leaders are the reason for the hate against them. He also opposed the spread of false news on the attack on the people from Bihar in the state, saying that Tamils don't support "separatism" and "vile hatred" against north Indians.
"It is disheartening to see fake news spread in social media about attacks on Migrant workers in Tamil Nadu. We, the Tamil people, believe in the concept of "The World is One" and do not endorse the separatism and vile hatred against our North Indian friends," Annamalai said in a series of tweets.
Hitting out at the state government, he said, "DMK's MPs' vile comments on North Indians, DMK minister calling them Panipuri Wala, and their alliance partners demanding their exodus has triggered what we see today." He further said that the people, the Government and the police, do not endorse the views of DMK and their alliance partners.
Besides, Annamalai, the Tamil Nadu police also booked four persons including a BJP spokesperson Prashant Umrao and two journalists.
Prashant Umrao, an Editor with Dainik Bhaskar, a Patna-based journalist, owner of Tanvir Post Twitter handle Mohammad Tanvir, and Shubam Shukla were booked at different police stations on the charges of spreading "false" news regarding attacks on migrant labourers in Tamil Nadu.
A statewide panic was created among migrant workers, working in Tamil Nadu, after several purported videos, showing attacks on migrant workers, circulated on social media.
The panic was triggered after Bihar Chief Minister Nitish Kumar on Thursday, raised concerns and took note of the purported videos of "attacks".
The panic affected the industries in Tamil Nadu, which rely on migrant workers, badly as many workers stayed off work.
Taking cognizance of the panic, Tamil Nadu's director general of police Sylendra Babu released a statement, saying that the video doing rounds of social media was "false" and "mischievous".
"Somebody in Bihar posted false and mischievous videos saying that migrant workers were attacked in Tamil Nadu. Two videos were posted. Both are false as these incidents happened at an earlier date in Tiruppur and Coimbatore. One was a clash between two groups of migrant workers from Bihar while another was from a clash between two local residents in Coimbatore," the top cop said. The DGP also said that the persons behind this rumour-driven panic will not be spared.&nbsp;

Hyderabad: In yet another shocking incident, an eight-year-old boy was mauled to death by stray dogs in Telangana.

The incident occurred near Kazipet railway quarters in Hanamkonda district on Friday morning.

A pack of stray dogs pounced on the boy, who was sleeping alone under a tree. The hapless boy could not escape and died on the spot.

The victim was identified as Chotu, son of migrant labourers from Uttar Pradesh. The family had arrived at Kazipet railway station on Thursday night and had slept at a nearby park. The boy's parents had gone to attend nature's call, leaving behind the child.

On their return, the parents were shocked to see the boy lying in a pool of blood. They took him to a hospital but he had already succumbed.

The parents were inconsolable. The family was on their way to Ajmer and had arrived at Kazipet on Thursday night.

Government chief whip Vinay Bhaskar and Mayor Gundu Sudha Rani visited the hospital and consoled the boy's parents.

Police shifted the body of Chotu to MGM Hospital for autopsy.

This is the latest in a series of such incidents in Telangana. At least four children have lost their lives and several others injured in stray dog attacks across the state during the last four months.

This is the second incident in Warangal district. A child had succumbed to his injuries sustained in an attack by stray dogs last month.

A four-year-old boy was mauled to death by a pack of stray dogs in Hyderabad on February 19. The heart-wrenching incident had occurred in a car servicing centre where the boy's father was working as a watchman.

A five-year-old boy succumbed to rabies in Khammam district in March. He was bitten by stray dogs and later developed symptoms of rabies.

A series of such incidents across the state has shocked people. After February 19 incident in Hyderabad, municipal authorities had announced several measures to check the menace of stray dogs but citizens say the measures had no impact on the ground. IANS

Kabul: The head of the International Labour Organization (ILO) has warned of an increase in the number of children who are engaged in work generally and mainly with hazardous jobs, Afghanistan-based TOLO News reported. The ILO's head in Afghanistan Ramin Behzad issued the warning on World Day Against Child Labour. Ramin Behzad said, "More than 1.06 million children were engaged in labour in Afghanistan in 2020 and 2021. We counted those between 5 to 17 years old." The United Nations had organised a gathering in Kabul to mark World Day Against Child Labour under the title of "Social Justice." Taliban-led Ministry of Public Work (MoPW) said that over one million children are engaged in hazardous work and nearly 2 million others are working on the street, as per the TOLO News report. Sharafuddin Sharaf, chief of the office of the Taliban-led Ministry of Public Work (MOPW) said that 19.5 million children exist in Afghanistan and 11.4 million of them have been enrolled in school. Sharafuddin Sharaf said, "19.5 million children exist in Afghanistan. 11.4 million of them are enrolled in school, but because of imposed wars and poverty and economic problems, 7.8 million of children are not in school. 1.2 are engaged in hazardous work and 1.9 million of them are doing normal work on the streets," TOLO News reported. Meanwhile, Sharaf Hameedi, head of the national union of labour, said that children have been facing hardships in Afghanistan and added that some of them work for over 15 hours. He said that the children should not work for over 35 hours in a week, however, the truth is that the children in Afghanistan are working for over 15 hours in 24 hours. In a tweet, UNICEF Afghanistan said that one in five children in Afghanistan is engaged in child labour. It further said, "No matter the cause, UNICEF aims to end child labour in all forms," according to TOLO News report. The international aid to Afghanistan has been reduced and the country's USD 9.5 billion assets abroad have been frozen after the Taliban took control of the country in August 2021. United Nations Secretary-General Antonio Guterres tweeted, "Shamefully, 160 million children worldwide are victims of child labour today. That's almost 1 in 10 children. On this #EndChildLabour Day we must commit to redouble efforts to stop this harmful practice &amp; protect children from exploitation." —ANI

Uttarkashi: The International Tunnelling and Underground Space Association has offered assistance to the Indian rescue team engaged in the evacuation operation of 40 labourers trapped after a tunnel collapse in Uttarakhand's Uttarkashi. A portion of the tunnel that is being constructed between Silkyara and Dandalgaon on the Brahmakhal-Yamunotri National Highway collapsed in the early hours of November 11 following a landslide, trapping 40 workers inside. Continuous operations have been going on in the area to rescue the labourers. Anshu Manish Khulko, the tunnel project director of National Highways &amp; Infrastructure Development Corporation Limited (NHIDCL), said that at present, teams from Norway and Thailand have been kept on standby for rescue operations. "The work of pipe pushing with the help of an auger machine is in progress to safely take out the workers trapped in the Silkyara Tunnel. So far, a distance of 24 metres of pipe has been laid inside the debris. To increase the retention capacity of the rescue operation, arrangements have also been made to airlift one more auger machine from Indore for backup so that the rescue operation continues uninterrupted," Khulko said while speaking to the media. Earlier, heavy auger drilling machines were airlifted from Delhi to ease rescue operations at war footing. Rescuers had prepared a platform for the auger drilling machine to insert large-diameter steel pipes into the debris-filled tunnel, which aimed to create a passage through which labourers could be brought out safely. "American augur machine is a highly advanced machine. Its work is going on in full swing. As per the latest update, four pipes have been inserted and the welding of a fifth one is underway. We can say that the auger machine is going well. If there are no hindrances by the debris, we will be able to make the tunnel and rescue them at the earliest," Uttarkashi SP Arpan Yaduvanshi said. "We can't give you a deadline as to when the operation will be complete but the technical workers are working hard round the clock and this will conclude at the earliest. All of them will be rescued," he added. There have been sporadic strikes outside the Silkyara-Barkot tunnel in Uttarakhand's Uttarkashi as workers remain concerned over the delay in rescuing 40 workers who have been trapped inside after a portion of the under-construction tunnel collapsed. —ANI

Kolkata (West Bengal): West Bengal Chief Minister Mamata Banerjee hit out at the Bharatiya Janata Party (BJP), saying that while the state government does all the work, the central government, headed by the BJP, is only focused on advertising. "We work and they advertise. If they had given the money spent on advertisements to labourers, then there would not have been the MGNREGA protests. We have never seen anything like this," the Chief Minister said at Kolkata's Posta while inaugurating the Jagadhatri Puja organised by the Posta Bazar Merchants Association.
"You can only gain some through advertisements. But these are not permanent. Seats can come and go," she added. Mamata said that the Trinamool Congress government cares about labourers and vegetable vendors. "Labourers do construction work. But after the construction of the building is over, no one thinks about the labourers. We do. We care for those who sell vegetables," she said. The Chief Minister said that though she has fought for 34 years with the CPM government in West Bengal, his struggle continues against the central government. "I had fought for 34 years with the CPM and now I have to fight against the central government. They have stopped all transactions of money, including those for the poor and the labourers," Mamata said.  Charging the BJP of inciting riots during elections, Mamata advised, "Live in unison. Do not listen to anyone. During elections, they (BJP) conduct riots." Accusing the BJP of changing the practice jersey of Indian cricket players to saffron, she said, "We are proud of our Indian players and I believe that they will be the World Cup champion. They (BJP) have even turned their practice jerseys to saffron." Mamata said that the BJP government is "selling" India and thousands of industrialists have left the country. "They are only selling India. 70000 industrialists have left India. This means the Rupee is flowing out," she said. Exuding confidence that West Bengal will lead the country to a new alternative in the Centre, Mamata said, "Let good sense prevail. Bengal will lead the country once again." The country will go to polls in 2024. Mamata Banerjee is one of the strongest opponents of the Narendra Modi-led BJP government and is a part of the opposition INDIA bloc to take on the Modi juggernaut.

Rescue efforts continue as Chief Minister Pushkar Singh Dhami visits the site.  Not much progress is made in removing the debris accumulated on the collapsed part of the tunnel as fresh rubble keeps falling from above, further complicating the task of the rescuers.  As a result, the debris accumulated in an area of around 30 metres spreads to 60 metres.  A strategy is devised to stabilise the loose soil inside the tunnel applying the method of shotcreting (spraying concrete) and then insert large-diameter steel pipes through the rubble to prepare an escape passage for those trapped.  November 14: Steel pipes of a diameter of 800 and 900 mm are brought to the tunnel site to be inserted through the rubble with the help of an auger machine for horizontal digging.  However, the efforts suffer a setback when more rubble falls from the cavity created by the cave-in and causes minor injuries to two labourers.  Meanwhile, a team of experts begins a survey of the tunnel and surrounding areas for soil testing.  The trapped workers are supplied food, water, oxygen, electricity and medicines as some of them complain of nausea and headache.  November 15: Dissatisfied with the performance of the first drilling machine, the NHIDCL asks for a state-of-the-art American auger machine, which is airlifted from Delhi to speed up the rescue efforts.  November 16: The high-performance drilling machine is assembled and installed. It starts working past midnight.  November 17: Working overnight, the machine drills about 24 metres through the rubble by the afternoon and four MS pipes with a length of six metres each are inserted. The process comes to a halt when the fifth pipe hits an obstacle. Damage to the machine is also reported.  Yet another high-performance auger machine is flown down from Indore to assist in the rescue efforts following a request from the NHIDCL.  In the evening, the NHIDCL reports that around 2:45 pm on Friday, during the positioning of the fifth pipe, a big cracking sound was heard in the tunnel and the rescue operation suspended immediately.  The sound creates panic among the rescue team members. An expert involved in the project warns about the possibility of further collapse in the vicinity. Subsequently, the drilling and pipe-pushing activity is stopped.  November 18: Drilling does not resume on Saturday as experts feel that the vibrations created by the diesel-driven 1,750-horse power heavy-duty American auger inside the tunnel might cause more debris to collapse, posing a risk to the lives of the rescue personnel.  Alternative options are explored by a team of officials from the Prime Minister's Office (PMO) and experts who decide to work on five evacuation plans simultaneously, including vertical drilling through the top of the tunnel to rescue the trapped labourers.

Uttarkashi (Uttarakhand): A six-inch pipe has been laid at the Silkyara tunnel through which nutritious food and medicines could be supplied to the 41 labourers, trapped for over a week after parts of the under-construction structure collapsed following a landslide. The Director of National Highways and Infrastructure Development Corporation (NHIDCL), Anshu Manish Khulko, said that the 'alternative 6-inch lifeline' reached the labourers after drilling 53 metres.
He said that an atmosphere of joy erupted among the trapped labourers after they came to know about this breakthrough. "This 6-inch pipe is 53 meters long. This is a breakthrough for us. Apart from being an alternative lifeline, this will give us the facility that now we will be able to send both oxygen and food. And food which has nutritional value can be sent to the trapped labourers," Anshu Manish Khulko said. On his talks with trapped labourers after the installation of 6 inch pipe, he said, "A relative of Deepak Kumar, who is one of the trapped labourers, talked with them and he told me that there is an atmosphere of happiness among the workers inside the tunnel." On November 12, it was reported that a collapse occurred in an under-construction tunnel from Silkyara to Barkot due to a muck falling in the 60-meter stretch on the Silkyara side of the tunnel, trapping 41 labourers.
The NHIDCL Director said now the rescuers will go with full force to evacuate the labourers. "Earlier there was doubt that what would happen if the first lifeline was closed. But now that we have established an alternative lifeline, now we will go with full force," Khulko said. Meanwhile, two robotics machines-- One of 20 Kg and other of 50 Kg-- of Defence Research and Development Organisation (DRDO) arrived at the site. On the use of robotics machine from DRDO, the NHIDCL Director said, "An attempt was made to use that machine inside, but as I told you, the strata and ruble inside (the tunnel) are very loose, so it was not successful there."

Uttarkashi [India]: Fifteen workers among the 41 workers trapped inside the Silkyara tunnel in Uttarakhand since November 12, have been successfully rescued. Meanwhile, Chief Minister Pushkar Singh Dhami met the workers who have been rescued along with Union Minister of State General (Retd) VK Singh.
A portion of the tunnel caved in on November 12, the debris falling in the 60-metre stretch on the Silkyara side of the tunnel, trapping 41 labourers inside the under-construction structure.  "The exact time of breakthrough was 7:05 pm. Uttarakhand CM, Minister of State for Road Transport and Highways and Civil Aviation Gen VK Singh are present there," says Harpal Singh, Project Head, Zoji-la Tunnel. CM Dhami highly appreciated the morale and courage of the workers and personnel engaged in the rescue operation. Meanwhile, NDRF and SDRF personnel entered the tunnel for rescue to rescue the workers. Earlier today, Uttarakhand CM and other officials reached the Silkyara tunnel rescue site. A portion of the tunnel caved in on November 12, the debris falling in the 60-metre stretch on the Silkyara side of the tunnel, trapping 41 labourers inside the under-construction structure.
