Srinagar: Amid unabated targeted killings in Kashmir, hundreds of government employees posted in the valley took out a march in Jammu on Thursday to demand their immediate transfer to their respective home districts. The protesters were carrying placards in support of their demand and pictures of their colleague Rajni Bala, a school teacher who was shot dead by terrorists at a school in south Kashmir's Kulgam district on Tuesday, and chanted slogans demanding relocation.The march was carried out from Press Club to Ambedkar Chowk. Assembled under the banner of ‘All&nbsp;Jammu-based reserved categories employees association', the protesters said they will not resume their duties as the government has ”failed” to stop targeted killings and provide a secure atmosphere to them. ”Nearly 8,000 employees from different districts of Jammu are working in Kashmir under inter-district transfer policy and we are not going to return and resume our duties in the present atmosphere. We are serving there for the last 15 years but are feeling insecure and tense in view of the spurt in the targeted killings,” Ramesh Chand, a teacher posted in south Kashmir's Anantnag district, told reporters.He said they have also come to pay homage to Bala and demand the government to ensure free education to her minor daughter and secure a government job for her.”We are frustrated by the deteriorating security situation as nobody, including Muslims, Hindus and Sikhs are safe there. Anyone can become a victim of terrorists anytime,” he said and referred to the latest killing of bank manager Vijay Kumar from Rajasthan in Kulgam district on Thursday.Another employee, Anjana Bala, a teacher posted in north Kashmir's Kupwara district, said, ”We do not need government accommodation or promotion, we only want our transfer from the valley as providing security to each employee is not possible.””There is no safe place in the valley and we are not ready to accept the government proposal of relocation within the valley,” she said, adding they have never faced any problem from the locals who have always supported them.She said if the government can abolish decade-old Article 370 in August 2019, what stops them from making minor changes in the transfer policy and relocating them to their home districts.”We did not support the people of Kashmir who were against the revocation of Article 370. They were right and today we regret our decision as nothing changed on the ground except that we had lost the special status,” she said.Another teacher said they have gone there to earn their livelihood and not to settle there.”The government is saying that they will relocate us to safer places but even after that if something untoward happens, who will be responsible. Today a bank manager was shot dead inside his secured office, while recently a Kashmiri pandit employee was gunned down in his office chamber,” he said.He said they have lost faith in the administration and will not return to the valley to become scapegoats.—PTI

New Delhi: Her Master’s degrees in History, Economics and Law gave Annie Mascarene (June 6, 1902 to July 19, 1963) the wherewithal to take on the powerful Dewan of Travancore, who wanted to keep the state outside of Independent India, to the extent that she brushed off Mahatma Gandhis criticism of her methods.
“Politics for her was always, more than anything else, an exercise in ethics,” author Anu Kumar writes of Mascarene in “Her Name Was Freedom ? 35 Fearless Women Who Fought For India’s Independence”.
She was one of the15 women elected the 299-member Constituent Assembly that drafted the Constitution of India. She was the first woman minister to serve in the Travancore-Cochin state post-Independence. She was the first woman MP from South India to be elected in the first Lok Sabha elections in 1951-52, one of only 10 women to be elected in those polls.
Mascarene’s bedrock lay in her beliefs “that a strong central power was necessary for a successful democracy. Too much dependency on this, however, could alter the very nature of democratic institutions. She argued for provincial autonomy and for state legislatures to maintain their autonomy in a federal structure … She believed that convenient but unfair measures and quick-fix solutions would never work in the long run ? rudimentary principles of democracy had to be set down ‘for days to come, for generations, for the nation’,” Anu Kumar writes.
Mascarene was born in Trivandrum (now Thiruvananthapuram) into a Latin Catholic family. Her father was a government official of the Travancore state. She attended the city’s Maharajas’s College, earning a double MA in History and Economics and went on to earn a degree in Law on her return from a teaching stint in Ceylon (now Sri Lanka).
Along with Akkamma Cherian, popularly known as Travancore’s Rani Jhansi, and Pattom Thanu Pillai, who went on to serve as the Chief Minister of Kerala (1960-62), and was known as the Bhishmacharya of Kerala politics, Mascarene was soon sucked into the freedom movement and became a vocal proponent of the integration of the Princely States into the Indian Union. Mascarene became one of the first women to join the Travancore State Congress (a faction which later merged into the Indian National Congress) led by Thanu Pillai whose goal was to establish a responsible government in Travancore. She was appointed to the party’s working committee and the publicity committee.
One of the working committee’s first acts was to shoot off a memorandum to Travancore’s Maharaja, Sree Chithira Thirunal, to demand the termination of the Dewan (Prime Minister), Sir C.P. Ramaswami Iyer, and establish an enquiry into his administration, appointments and financial affairs.
In a state-wide tour undertaken with Thanu Pillai, Mascarene was outspoken in her criticism of the level of participation allowed in the legislature, of the Dewan, and of the government. Her statements led to assault by a police officer as well as her home being broken into and her property being stolen. She published an account of the incident, further angering the police, as has been recorded by M. Karunakaran in “The Role of Annie Mascarene, The Freedom Fighter In The Travancore Princely State” and Priya Ravichandran in “Annie Mascarene: Freedom Fighter, Nation Builder, Guardian of Democracy and Kerala’s First MP”.
Ramaswami Iyer complained to the Maharaja against her, alleging that Mascarene was making speeches defaming the government and encouraging non-payment of taxes. The police also reported that she was dangerous and fomenting discontent. Her activism led to repeated arrests and imprisonments for various periods from 1939-1947. In 1938-39, Mascarene served on the Economic Development Board of the Travancore government, during which time she was a powerful speaker in the state legislature.
Mascarene joined the Quit India movement in 1942 and two years later was elected the Secretary of the Travancore State Congress.
However, her often acerbic tongue attracted the ire of Mahatma Gandhi, who wrote to her on February 21, 1946 following a speech in Bombay: “Even otherwise, I know that you have no control over your tongue and when you stand up to speak, you blab anything that comes to your mind. This speech also is quite a specimen, if the newspaper report is correct. “I have sent the report to Bhai Thanu Pillai. You can read it. Such indiscreet talk can do good neither to you nor to the poor people of Travancore. Besides, by your act you put the whole fair sex to shame.” Gandhi also hoped that Pillai would relieve Mascarene of her ministerial role but to no avail.
Ramaswami Iyer finally resigned in September 1947 and Travancore joined the Indian Union in March 1948. Mascarene served a lone Lok Sabha stint, being defeated from the Trivandrum constituency in the 1957 elections by S. Easwaran, who stood as an Independent, as Mascarene had done in the previous election. The constituency has since returned the likes of V.K. Krishna Menon, who served as Defence Minister in Jawaharlal Nehru’s cabinet prior to his inglorious exit in the wake of the disastrous 1962 Sino-Indian War, and P.K. Vasudevan Nair (CPI), who also served as Kerala’s Chief Minister. The constituency has been represented since 2014 by Shashi Tharoor of the Congress. Mascarene died on July 19, 1963 and is buried at the Pattoor cemetery in Thiruvananthapuram. Her bronze statue at the city’s Annie Mascarene Square was unveiled by Vice President Hamid Ansari in September 2013. —IANS

The Eagles of Carthage, who have made five prior tries but have never advanced past the group stage of a World Cup, dominated the first half as they applied constant pressure to the Danes, causing them to make errors.
Denmark, on the other hand, took some time to settle in but picked up the pace as the game went on thanks to their talisman Christian Eriksen, who managed the movement in the middle of the field.
Tunisia opened their Group D campaign with a good performance against one of the pre-tournament dark horses, propelled by the fervent support of their fans.
Early in the game, the Africans started to attack, and in the 11th minute, Mohamed Drager's long-range shot came dangerously close to tearing apart the defence before bouncing off Andreas Christensen.
Although the Danes were sluggish to get going, Eriksen kept the Tunisian defenders on their toes, and the Danes flattered when they got near to the goal.
Anis Ben Slimane attempted to score, but Kasper Schmeichel produced a sensational save to prevent it. As a result, the teams headed into the halftime break level at 0-0.
The Tunisians kept up the pressure on the Danes in the second half with some tough tackles and sporadic attacks to spook them.
Issam Jebali and Youssef Msakni attempted to combine for a move, but Schmeichel expertly deflected the ball away from the goal.

The Tunisians were still on edge during injury time as they escaped a late VAR review about a potential penalty decision based on a handball; however, the VAR review determined that no handball had been committed by Tunisian players.
The Tunisians were ultimately content with the game's single point.

Joshimath: Hours after the Chamoli District Magistrate (DM) in Uttarakhand on Sunday directed to shift people in unsafe areas of Joshimath town to safer places, many locals living in rented houses in the Singdhar ward have started moving to their native places because of increasing land subsidence.
The local residents here have asserted that the size of cracks in walls and floors has increased.
"All the people who are still remaining in unsafe places are being shifted to safe places. Sector officers have been nominated in each ward for immediate and safer shifting of the people's belongings," Chamoli DM Himanshu Khurana said. One of the locals in Joshimath's Singdhar said that all the people in rented houses have left their homes.
"I belong to this place. All the tenants have vacated their homes as the land subsidence is continuously increasing and water is seeping deep into the land," a local resident Manoj Jain said.
Citing that the NTPC's tunnel here is responsible for this condition of Joshimath, Manoj Jain said that the experts who have visited here have directed to evacuate the land as early as possible. Meanwhile, another person living as a tenant here so far, said that the situation here has turned "very scary" because of which they are vacating the land.
"I want to leave the place because I am scared because of the increasing land subsidence here," said another person Gurnam Singh Panwar.
The district administration has made arrangements for the affected families in the subsidence.
Following the appearance of cracks in the houses, a total of 66 families are reported to have migrated from Joshimath as of now.
"The district administration has made arrangements for the families affected by the natural calamity to stay in safe relief camps," the administration said on Sunday.
Meanwhile, Prime Minister Narendra Modi assured Uttarakhand Chief Minister Pushkar Singh Dhami of all possible help to the state in the wake of land subsidence in Joshimath.
"PM Modi had a telephone conversation with me asking about the situation in Joshimath and the steps taken for the rehabilitation and safety of people," said Uttarakhand CM Dhami addressing the media persons.
"The situation in Joshimath is being analysed. We'll also see if other mountainous towns have achieved their toleration limit," he added.
The town of Joshimath also called Jyotirmath, is the winter seat of Lord Badrinath, whose idol is brought down from the main Badrinath temple to the Vasudeva temple in Joshimath every winter. The holy town of Joshimath is revered by the Hindus as an important pilgrimage centre of the country. —ANI

The Uttarakhand CM commended PM Modi for performing 'Putra Dharma' (duties of son) and 'Rashtra Dharma' (duties of an administrator) simultaneously at the Public Tribute Havan Yajna programme organised in the memory of Heeraben Modi.
CM Dhami said, "I was in Kolkata for a meeting on Namami Gange project, the day PM Modi's mother passed away. After performing the last rites of his mother, PM Modi joined the scheduled programme around 11.30am on the same day. He performed the 'Putra Dharma' and 'Rashtra Dharma' at the same time."
Remembering Heeraben Modi, who died a centanarian, Dhami said, "Modi-ji's mother worked hard throughout her life and inculcated true values in him. The prime minister continues to embrace and follow the ideals that his mother instilled in him." Meanwhile, CM Dhami on Sunday participated at the inauguration programme of Maa Dhari Devi and Lord Shri Nagaraja Dev Doli Shobhayatra 2023 at Nehru Colony in Dehradun. Chamoli/Joshimath: The Uttarakhand government on Sunday declared some areas of Joshimath as a disaster-affected area, based on the recommendations of the experts who had been surveying the houses in the holy city to identify the causes of the landslides.
The decision to declare the area of about one and a half kilometre, as 'unsafe for living' was taken late on Sunday evening.
Geotechnical and geophysical study of the city will be conducted for a long term solution. Guidelines will be issued for constructing buildings in areas where no cracks have appeared in the houses.
Along with this, a hydrological study will be conducted.
Disaster Management Secretary, Dr Ranjit Sinha said that Pipalkoti, Gauchar, Koti Colony, among other places have been selected for the rehabilitation of the affected. In view of the construction of pre-fabricated houses, Sinha has sought a proposal from the Central Building Research Institute (CBRI), Roorkee.
The affected colonies have been evacuated. The Army had instructed the jawans, living in rented accommodations to vacate the premises, and they have been shifted to safer places.
Both the Indian army and the Indo-Tibetan Border Police (ITBP) have been stationed in the city.
Joshimath is the last town on the Indo-Tibetan border, from where the Niti and Mana valleys join the border.
Sinha apprised that some parts of the premises of Army, ITBP, NTPC and Jaypee Company were also in the landslide zones.
ITBP has been vacating the colony, while Jaypee has vacated some of its residences and NTPC is preparing to do the same.
The landslides have now been moving towards the Army and ITBP camps. Along with the collapse of the road to the camp, the border connecting Malari Highway has also caved in, which may create problems for the army in view of transportation and provision.
After the series of landslides and cracks in houses intensified in Joshimath, a team of experts and scientists, led by Sinha was constituted by Chief Minister Pushkar Singh Dhami.
The team interacted with the locals, inspected the sites from Thursday, and submitted its report to the government after returning on Saturday evening.
Sinha said that several precautionary steps had been taken on the basis of the report. —IANS

Chamoli: Uttarakhand Chief Minister Pushkar Singh Dhami on Saturday got emotional while meeting the affected families at Joshimath town of the state's Chamoli district.
CM Dhami met people across the ages, from old ones to children to have a first-hand account of their problems.
He said, "Our effort is to make everyone safe. Preparations are made for necessary arrangements. Our first task is to take people to safer areas."
CM Dhami also said, "We are also contemplating if people need to be migrated from here and rehabilitated. We are also finding out a location for this. As of now, this is the winter season. So, we are looking into the issues that need to be addressed immediately."
The Chief Minister informed that leading institutes like IIT Roorkee and others are in talks with the ISRO to find out the cause.
"Geoscientists are working. Apart from Guwahati institute, IIT Roorkee is also in talks with ISRO. Everyone is trying to find out the causes."
In Joshimath town, huge cracks have been seen in houses, roads, and fields and many houses have suffered subsidence. Cracks have been found at several places on the Joshimath-Malari border road, which connects the India-China border, due to landslides in Joshimath. A large part of the Badrinath National Highway is also in the grip of landslides.
Joshimath Municipal Chairman Shailendra Pawar said huge cracks appeared in the houses due to water leakage from inside the ground in the Marwadi ward.
The central government on Friday set up a panel to conduct a study of the occurrence of land subsidence and its impact on Joshimath town.
District Magistrate Himanshu Khurana said that all construction work has been halted in view of the situation in Joshimath until further orders.
According to the Chamoli district administration statement on Friday, out of 561 establishments, 153 in the Ravigram ward, 127 in the Gandhinagar ward, 28 in the Marwadi ward, 24 in the Lower Bazaar ward, 52 in the Singhdhar ward, 71 in the Manohar Bagh ward, 29 in the Upper Bazaar ward 27 in the Sunil ward and 50 in Parsari have reported cracks, due to which the operations of Hotel View and Malari Inn were restricted under the Disaster Management Act, 2005, till further orders.
On Thursday, nine families were displaced, including four families in Joshimath Municipal Corporation, one from Gurudwara Joshimath, one from Tourist Hostel, Manohar Bagh and others.
Locals of Joshimath had blocked the Badrinath Highway on Thursday morning to protest and get the government and administration to take the matter of land subsidence seriously.
A total of 38 families have been displaced so far.
Meanwhile, with the continuous land subsidence in the Joshimath, the state government has dispatched a team of experts to the area to assess the situation. The teams from National Disaster Response Force (NDRF) have also been deployed in the area as a precautionary measure, Chamoli Chief Development Officer (CDO) Lalit Narayan Mishra said on Friday. —ANI

'The Kardashians' star underwent an operation to have a precancerous melanoma removed last year and was left with a four-centimeter wound on her face, and nine months on from the surgery she's started the process of wiping away the scar which was left behind, reports aceshowbiz.com.
In a series of posts on Instagram, Khloe explained: "For those who do not know I had a skin cancer scare on my face. We had to remove a tumour from my cheek, I was Ieft with an indention. I am definitely not complaining because I would rather have an indention than melanoma any day."
Khloe insisted she waited for nearly a year to start the process of smoothing her face out with filler because she wanted to make sure it was safe.
She wrote: "I waited for over nine months to get this filled by the way. Patience is everything and of course we have to make sure medically everything is all safe."
She added that having filler injected into her cheek will have to be done on a regular basis from now on, writing, "It will always be something we have to fill due to the mass."
Khloe also thanked the surgeon who removed the tumour for minimising the scarring as much as possible, adding, "Not only did he remove the tumour and made sure that I am completely cancer free but he did such a f**king stellar job on making my scar as small and beautiful as possible ... (He) made sure to protect the stitches and make sure everything was as flat as possible so there was no stretching of the scar, incision area and we tried to avoid keloiding [a thickened, raised scar] as much as possible."
Khloe added before and after pictures to show the changes to her face after having the filler and she thanked all of the professionals who have helped her along the way.
She wrote: "I look insane in these pics but I'm just happy that my face is slowly coming back together ha."
Khloe finished by urging her followers to get regular skin cancer checks, adding, "I never imagined that this tiny spec would turn into skin cancer and I can't fathom what could have possibly happened had I not gone to the doctor to get it looked at …”

The noise was similar to a tyre burst. I also saw smoke going up near a tree."

Centurion: The Indian team on Saturday received an injury scare after seam bowling all-rounder Shardul Thakur suffered a blow on his shoulder at nets while batting.
There is the possibility of him missing the second Test in Cape Town beginning on January 3, but the extent of the hit could be ascertained through scanning if required.  At this moment, it couldn't be confirmed if his injury warrants scans.

But Thakur was in considerable discomfort and couldn't bowl during the net session.  Thakur, who was the first player to enter the throwdown nets, was hit on the left shoulder while facing throwdowns from fielding coach T Dilip.  It happened around 15 minutes into the net session when Rathour delivered a throwdown that kicked up from length.  It had Thakur in a tangle like it happened in the second innings of the first Test when pacer Kagiso Rabada generated an edge for David Bedingham to complete a catch.  Here too, Thakur couldn't fend the short ball that hit his leading shoulder (left) and he immediately shrieked in pain.  But the Mumbai all-rounder continued batting in the nets.  Once he finished batting, the physio put an ice pack sling around his shoulder and he didn't take any further part in the nets.  This might be a simple bruise but it will be interesting to see how quickly the injury subsides.  Thakur was a big disappointment in the first Test having given away over 100 runs in just 19 overs and was below par with the bat as well.

Basti (Uttar Pradesh): Nikita, a 13-year-old girl, who displayed presence of mind and fended off monkeys using an Alexa device at her home in the Basti district of Uttar Pradesh, said on Saturday that the simians started leaving the kitchen after they heard the sound of barking dog. Nikita saved her and her infant sister when monkeys entered their home.
Narrating the incident, she said a few guests visited their home and they left the gate open. "Monkeys entered the kitchen and started throwing things here and there. The kid was scared and so did I but then I saw Alexa and asked it to play the sound of a dog. Because of that barking sound, the monkeys were scared and ran away," Nikita told ANI. Nikita's mother Shipra Ojha said that Nikita's swift action saved both the girls from a monkey attack.
"Their lives were saved by good use of the Alexa device. We were in another room but due to the wisdom of daughter Nikita, she asked the Alexa to bring out the sound of a dog and hearing that the monkeys ran away," she told ANI. Alexa is Amazon's cloud-based voice interactive voice assistant.  Earlier in a similar incident in March, quick-thinking saved the life of a 12-year-old boy who had a chance encounter with a leopard that had wandered into a building in Nashik, Maharashtra. In security footage from what was reportedly a wedding hall in Nashik, the animal who was walking in the street sauntered past the boy who was sitting on a couch in an office while he was playing a video game on a smartphone device. The footage showed the boy quickly and calmly getting up from the couch, turning and shutting the door behind him, effectively trapping the predator in the room. The leopard was later tranquillized and safely removed from the area.
