Moscow (The Hawk): On Tuesday, Russian Foreign Minister Sergey Lavrov and External Affairs Minister S. Jaishankar had bilateral meetings in which they discussed both the general state of the world and particular regional issues.
Jaishankar, who had just arrived in Moscow for a two-day visit, said in his opening remarks at their meeting that "there have been strong and continuing contacts between our administrations at all levels."
"Our meeting is focused on evaluating our relationships and exchanging viewpoints on the state of the world and what it means for our different interests.
"Covid, the global economy has suffered from trade problems. On top of that, we are now witnessing the effects of the situation in Ukraine, he continued.
In terms of bilateral relations, Jaishankar stated at the meeting, "Our goal is to construct a contemporary, balanced, mutually beneficial, and long-term engagement."
Terrorism and climate change, he added, are "more persistent concerns that both have a disruptive effect on growth and prosperity."
He continued by saying that in a world that is becoming more multipolar and rebalanced, India and Russia interact with one another.
Jaishankar said, "We do so as two polities that have enjoyed incredibly steady, time-tested friendship.
Prior to this, Lavrov visited New Delhi in April of this year while Jaishankar last travelled to Russia in July of 2021.

New Delhi: On Thursday, for the first time since the Ukrainian conflict began in February of last year, US Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov met briefly.
Blinken assured Lavrov that the United States will maintain its support for Ukraine during their about 10-minute conversation on the sidelines of the G20 foreign ministers meeting in Delhi. The brief meeting occurred as tensions between the United States and Russia grew over the conflict in Ukraine.

New Delhi: Russia's Foreign Minister Sergey Lavrov on Thursday said that the country's war with Ukraine has been termed as an "invasion" by the West, because it was the Western bloc which was preparing for a war since many years, and therefore was arming Ukraine for it.
Addressing a press conference after the G20 Foreign Ministers summit, he said: "This invasion (of Ukraine as per the West) reflects the reaction to the war the West was preparing for many years and that is why it was arming the Ukrainian regime."
Attacking the West, Lavrov said that the Western nations were conquering lands and exploiting the people.
"Unfortunately, West did not drop its neocolonial habits. It is still promoting their interstes without considering interests of global community," he said.
The Russian Foreign Minister added that despite sanctions against his country by the Western nations, almost none of the developing nations joined those sanctions, as they are aware of the "kind of game West is playing". "Some of them (nations) under pressure say certain things or vote in a certain manner to relieve themselves from US pressure but almost no developing country, almost none of them, joined sanctions under Russia because they are aware what kind of game West is playing," he said.
"It is in the UN charter that every state must adhere to the sovereignty and territorial integrity of any other state," he said, adding that Russia has never stood against any state or any country developing foreign ties with any other state.
Strongly advocating reforms in the UN Security Council, he said: "It is high time to reform the UN Security Council." Lavrov appreciated Prime Minister Narendra Modi's address earlier in the day, saying, "PM Modi presented a balanced and responsible position. He was not just speaking about some isolated individual situation, because the West is trying to divide the geopolitical picture. He gave an assessment of the situation across the globe."
He described Russia's relationship with India as a "privileged strategic partnership". "This reflects the special character of the relationship. We appreciate the responsible stand India is taking on key global agendas," he added.

Jaishankar, who is in town for the BRICS (Brazil, Russia, India, China, South Africa) Foreign Ministers Meeting, met with Lavrov on the margins of the event.
Salutations, FM Russian Foreign Minister Sergey Lavrov was in Cape Town this morning for the BRICS FMM. According to a tweet by Jaishankar, their conversation ranged from bilateral issues to those involving the BRICS, G20, and SCO.
The SCO and G20 summits will be held in India in July and September, respectively.
Despite growing unease in the West over the procurement in light of Russia's invasion of Ukraine, in recent months India has become a big importer of discounted crude oil from Russia.
In the past year, India's economic ties to Russia have flourished, partly thanks to its purchase of cheap Russian oil.
India has not yet spoken out against Russia's invasion of Ukraine and has instead advocated for diplomatic efforts to end the situation.
On Wednesday, Jaishankar said it is still "early days" for conflict resolution between Ukraine and Russia, since issues including a grain corridor, nuclear concerns, and prisoner exchange are now receiving the most attention.
Jaishankar mentioned Narendra Modi's meetings with Vladimir Putin and Volodymyr Zelenskyy in an interview with DD India.
Grouping together Brazil, Russia, India, China, and South Africa (the "BRICS"), these five developing powerhouses account for 41% of the world's population, 24% of the world's GDP, and 16% of the world's commerce. Capetown: External Affairs Minister S Jaishankar on Thursday met his Russian counterpart Sergey Lavrov and discussed issues of bilateral and global interests.
Jaishankar, who is here to participate in a conclave of five-nation grouping BRICS (Brazil-Russia-India-China-South Africa), held talks with Lavrov on the sidelines of the BRICS Foreign Ministers' Meeting. "Good to meet FM Sergey Lavrov of Russia in Cape Town this morning on BRICS FMM sidelines. Our discussions covered bilateral matters, BRICS, G20 and SCO," Jaishankar said in a tweet.
India will hold the Shanghai Cooperation Organisation (SCO) and G-20 summits in July and September respectively. In the last few months, India has become a leading importer of discounted crude oil from Russia notwithstanding increasing disquiet in the West over the procurement in view of Russian invasion of Ukraine.
India's economic engagement with Russia has been on a major upswing in the last one year, largely due to its procurement of discounted Russian oil.
India has not yet condemned the Russian invasion of Ukraine and it has been pushing for resolution of the conflict through dialogue and diplomacy.
On Wednesday, Jaishankar said these are still "early days" for conflict resolution between Ukraine and Russia as presently, the focus is on problems such as a grain corridor, nuclear issues and matters related to the exchange of prisoners of war.
In an interview to DD India, Jaishankar noted that Prime Minister Narendra Modi had met both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy.
The BRICS (Brazil-Russia-India-China-South Africa) brings together five of the largest developing countries of the world, representing 41 per cent of the global population, 24 per cent of the global GDP and 16 per cent of the global trade Jaishankar is also expected to hold bilateral meetings with his other BRICS counterparts.

New Delhi: Russian President Vladimir Putin called Indian Prime Minister Narendra Modi on Monday to notify him that he would not be able to make it to next month's G20 Summit in India and that Foreign Minister Sergey Lavrov would be representing Russia instead, according to Modi's office.
An official statement from the PMO said that during their phone discussion, the two presidents discussed regional and global matters of common interest, including the recently ended BRICS Summit in Johannesburg.
The Russian president informed organisers of the G20 summit that he would be unable to make it to New Delhi on September 9-10. In a statement released by the PMO, Modi expressed his appreciation to Putin for Russia's "consistent support of all initiatives under India's G20 Presidency" while also expressing his understanding of Russia's choice.

New York: Russian Foreign Minister Sergey Lavrov on Wednesday (local time) accused the West of selectively turning to principles of the UN Charter on a case-by-case basis based on their "parochial geopolitical needs." Addressing the United Nations Security Council on Ukraine, Lavrov said Russia continues to insist on all provisions of the United Nations Charter being respected and applied fully and not selectively.  The Russian Foreign Minister said, "Thanks to the United Nations, a new world war was averted. A new world war that was fraught with nuclear disaster. Unfortunately, after the end of the Cold War, the collective West, led by the US single-handedly decided that it would determine the fates of all of humankind and with its complex of superiority began to more frequently and broadly ignore the legacy of the founding fathers of the United Nations. Today, the West turns selectively to norms and principles on a case-by-case basis, exclusively based on their parochial geopolitical needs. This has resulted in the shaking of global stability as well as the exacerbation and the fermenting of new hotbeds of tension. Risks of global conflict have heightened."  "In order to curb them, in order to bring things on a peaceful path, the Russian Federation has and continues to insist on all provisions of the United Nations Charter being respected and applied not selectively but fully in their full and interconnected way. This includes the principle of the sovereign equality of states, non-intervention in their domestic affairs, respect for territorial sovereignty, integrity and the right of peoples to self-determination and the actions of the US and their allies attest to the systematic violation of the balance of needs which have been enshrined in the Charter," he added.  Accusing the US of interfering with the domestic affairs of Ukraine since the collapse of the erstwhile USSR, he stressed that the meeting, being held uinder the Albanian Presidency, allows them to restore the chronological succession of events, particularly in the context of relations of the main acting parties and the purposes of the UN Charter.  "Since the collapse of the USSR and establishment of independent states in its place, the US and its ... have egregiously and openly interfered in the domestic affairs of Ukraine as was publicly and even with pride recognized by the Deputy Secretary of State, Victoria Newland in 2013, the USD 5 billion were spent on cultivating Ukrainian politicians in Kyiv by the west," Lavrov said.  "All of the facts are being swept under the rug. There are attempts to cancel all of what happened prior to 2014, and for this reason, the theme of today's meeting proposed by the Albanian presidency is most apt, which allows us to restore the chronological succession of events, specifically in the context of relations of the main acting parties, in the implementation of the principles and the purposes of the UN charter," he added.  He also accused the US of electing people who became key participants in the coup. He said "putschists" after the coup announced that their top priority was to deny the rights of Russian language speakers in Ukraine and Crimea. He said a "litany of Western leaders" directly encouraged participants in "anti-government demonstrations and acts of violence". "In February 2014, the US elected individuals who became key participants in the brutal coup which was organized. I would recall one day after what was reached under the guarantees of Germany, Poland and France. I referred to the agreement between the legitimately elected president of Ukraine and the opposition leaders. The principle of non-intervention in domestic affairs was repeatedly trampled upon," the Russian Foreign Minister added. "Immediately after the coup, the putschists announced that their top priority was to deny the rights of Russian language speakers in Ukraine and the residents of Crimean, southeast of the country who refused to reconcile themselves to the outcomes of the coup were labelled terrorists. A punitive operation was unleashed against them. In response to this, Crimea and Donbas conducted a referendum fully in line with the principles of equality and self-determination of peoples which are enshrined in paragraph 2 of article 1 of the UN charter. Western diplomats and politicians vis-a-vis Ukraine have been turning a blind eye to this important norm of international law. They have been trying to take all the background and the essence of what has happened and trying to distill this to the inadmissibility of violation of territorial integrity," he added.  Also accusing Ukrainian President Volodymyr Zelenskyy and former President Petro Poroshenko of adopting racist law and terming it a blatant violation of the UN charter, he said the Kyiv regime's actions directly counter the constitution of Ukraine.  "To the fact that the Ukrainian neo-Nazis who seized power in Kyiv did not represent the population of Crimea and Donbas is something that does not need to be proven. And the unconditional support from Western capitals of the actions, criminal actions, of the Kyiv regime is nothing other than a violation of the principle of self-determination subsequent to an egregious violation interference in domestic affairs," Lavrov said.  "Poroshenko and Zelenskyy adopted racist laws on the prohibition of everything Russian - education, media, culture, the destruction of books and monuments, a prohibition on the Ukrainian Orthodox Church seizure of its property. These all became blatant violations of paragraph 3, Article 1 of the UN Charter on the Respect for Human Rights and Basic Freedoms for all, without distinctions on the basis of race, gender, language and religion. Not to mention the fact that these actions directly rank counter to the constitution of Ukraine itself, the constitution which sets out the obligation of the state to respect the rights of Russian and other national minorities," he added. —ANI

West ‘Selectively’ Turns To Principles Of UN Charter Based On Parochial Geopolitical Needs: Lavrov

Moscow: Russia and India have made tangible progress in talks on plans to jointly produce military equipment, Russian Foreign Minister Sergei Lavrov said on Wednesday, after talks with his Indian counterpart S Jaishankar in Moscow.
Speaking at a news conference, Lavrov said such co-operation was of a strategic nature and was in both countries' interests and would help ensure security on the Eurasian continent.

He said Moscow respected India's desire to diversify its military hardware suppliers and was ready too to support New Delhi's desire to manufacture things needed by India in India.  Kremlin spokesman Dmitry Peskov said Russian President Vladimir Putin would meet Jaishankar later on Wednesday.  Jaishankar said he expected Putin and Indian Prime Minister Narendra Modi to meet next year.  Jaishankar said he and Lavrov had discussed the conflicts in Ukraine and Gaza, as well as bilateral trade and investment.  India has become one of Russia's core economic partners since the West in 2022 imposed sweeping sanctions on Moscow over the war in Ukraine.  Russia has diverted much of its oil exports to India and stepped up diplomacy within the BRICS group of nations, a grouping of which both countries are founding members.  According to Jaishankar, Indian-Russian trade is expected to top $50 billion this year.  He said New Delhi was keen to sign a bilateral investment treaty with Russia as well as a free trade agreement with the Moscow-led Eurasian Economic Union.
