New Delhi (The Hawk): Union Minister of State (I/C) Science &amp; Technology; Minister of State (I/C) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that in the Biotech Start-ups sector, India is moving from women specific to women-led projects. He said, today, India is looking at a growth of the Biotech sector from $70 Billion to $150 Billion in the next 4 years and added that this cannot be accomplished without the active participation of women.After releasing a book based on “Compendium of 75 Women Biotech Entrepreneurs” at Biotech Start-up Expo at Pragati Maidan here, Dr Jitendra Singh was addressing the session “The Way Forward”. He said, in the past 8 years of Modi Government, the number of female entrepreneur-owned Biotech companies has seen an exponential rise and this can be aptly described as women-led empowerment, rather than women empowerment only.The Minister said that women scientists have carved a niche for themselves in Space, Nuclear Science, Drone and Nano-technology and added that many of the big scientific projects including that of the most ambitious manned mission Gaganyaan to be launched in 2023 are being led by women scientists. He said, one of the key pillars of Prime Minister Narendra Modi's New India is the success story of women innovators in the country.Dr Jitendra Singh said, the DST and DBT in the Union Ministry of Science &amp; Technology have special schemes to attract women scientists and to provide employment opportunities to the unemployed women scientists. The Minister said, market conditions, access to varied business opportunities, and female entrepreneurs’ readiness to jump into the world of business ownership create a winning trifecta.Dr Jitendra Singh revealed that the number of Biotech Start-Ups in the country has increased from 50 to over 5,000 in the last 8 years, because of the support and enabling milieu provided by Prime Minister Narendra Modi ever since he took over in 2014. It is expected to cross the figure of 10,000 by 2025, he added. He further added that Biotechnology is the key enabling technology driving bio-economy that is recognized as a sunrise sector. He informed that India is ranked 12th in the world in biotech, 3rd in Asia-pacific and the largest vaccine manufacturer in the world.Dr. Jitendra Singh said, the role of science and technology in ensuring a just and equitable future for all has always been known, but the last few years have brought this issue to the fore like never before. He further added that in this Amrit–Kaal period, industry, both large and small, and academia have to come together to create and support this ecosystem and culture of innovation. Each partner brings its own expertise, resources and resolve to support this ecosystem, the Minister added.Dr Jitendra Singh said, the Department of Biotechnology (DBT) launched the BioCARe program to enhance the participation of women scientists in biotech research and for building capacities. He said, BIRAC launched the WinER Award (Women in Entrepreneurial Research) in association with TiE Delhi, to reward women in biotech entrepreneurship. This initiative of BIRAC along with the Women Specific Bio-incubators will be important to help all women start-ups to excel in their field.Dr Jitendra Singh released two publications, “75 Biotech products developed during 75th year of Independence” and “Compendium of 75 Women Biotech Entrepreneurs” on the occasion. He said, the booklet “Biotech Start-up Products” featuring exemplar list of product and technologies is a testimony of the unconditional support and handholding provided to different stakeholders eventually converting the efforts of innovators and entrepreneurs into tangible products.The Minister congratulated for the wonderful effort made by the entire biotech startup fraternity. Onus is on the stakeholders including Industry, Investors, and Agencies, Public procurement bodies to help them nurture and grow.Dr. Rajesh S. Gokhale, Secretary DBT thanked Prime Minister Shri Narendra Modi for sparing valuable time to preside over Biotech Start-up Expo-2022 and for inspiring the young minds to take up the challenge to innovate to make our country ‘Atma Nirbhar’. Dr.Gokhale also thanked Union Minister Dr Jitendra Singh for his support and leadership and that the DBT will make all efforts to ensure that this momentum is taken forward in the right direction. Dehradun: An MoU (Memorandum of Understanding) was signed between Uttarakhand State Disaster Management Authority and Meteorological Centre at DMMC Hall, Secretariat today.
This MoU has been signed for the next five years for the installation of equipment for collecting weather data from different places of the state, said Ranjit Kumar Sinha, Secretary of Disaster Management, Govt of Uttrakhand. The weather data collected from it will be used for further research work, confirmed the official sources.
Speaking to ANI, Sinha said, "The State government and Meteorological Centre will work hand in hand. The state will give monetary and administrative support, while the Meteorological centre will look into the technical aspect of it.'' He further added that this MoU will help to gather information to avoid flash floods, cloudbursts, and rain before the situation gets worse. This MoU is to collect location-specific information so that necessary steps can be taken to avoid untoward situations and the resources (manpower, equipment) could be utilized with their full potential. Sinha informed that they are hoping the work will be done by the arrival of the next monsoon. —ANI

Pact Signed For Collecting Location-Specific Weather Data In Dehradun

New Delhi: The Supreme Court has come to the rescue of a specially-abled lawyer and judicial services aspirant who was denied by the Uttarakhand Public Service Commission to use a scribe for the judicial services examination scheduled on April 30.

The petitioner, Dhananjay Kumar suffers from "writer's cramp (task specific dystonia, i.e., unable to write)" and is undergoing treatment at the Department of Neurology, All India Institute of Medical Science (AIIMS), New Delhi.

Kumar, as an aspirant for judicial services, filled the form for Uttarakhand Judicial Services Examination which is conducted by the Uttarakhand Public Service Commission. The examination is scheduled on April 30.

A bench comprising Chief Justice D.Y. Chandrachud and Justice P.S. Narasimha said: "Bearing in mind the principles which have been laid down in the decision of this court in Vikash Kumar Vs Union Public Service Commission &amp; Ors , we issue an ad interim direction to the Uttarakhand Public Service Commission which is in-charge of conducting the examination to ensure that a scribe is provided to the petitioner for the ensuing examination".

The bench said, "This shall be without prejudice to the rights and conditions of the parties and subject to such further orders as may be passed by this court. Issue notice returnable on 12 May 2023. Liberty to serve the Standing Counsel for the State of Uttarakhand".

The petition was mentioned in the morning before a bench headed by Chief Justice of India D. Y. Chandrachud on April 28, for urgent hearing. The top court listed the matter for hearing the same day.

Advocate Namit Saxena, representing Kumar, submitted a representation for the facility of a scribe to enable him to appear in the examination, however the Uttarakhand Public Service Commission through an email dated April 26, 2023 rejected the said request made by him.

After hearing Saxena, the top court issued notice in the matter and as an interim direction directed the Uttarakhand Public Service Commission to provide the petitioner with the facility of a scribe for the upcoming examination.

Kumar's plea said: "The Petitioner is constrained to move this Hon'ble Court by way of the present writ petition on account of unfair, unreasonable and arbitrary decision of the respondents wherein and whereby the respondents denied the representation of the petitioner requesting a scribe to attempt and write the Uttarakhand Judicial Service Civil judge (Preliminary) Examination - 2023, which is directly violative of Articles 14, 19(1)(g) and 21 of the Indian Constitution and against the basis of the Rights of Persons with Disabilities Act".

The plea said. "That the entire career of the petitioner has been jeopardised by the decision of the respondent and his performance will be compromised in the Uttarakhand Judicial Service Civil judge (Preliminary) Examination a" 2023, which is to be held on 30.04.2023, thereby directly snatching away his fundamental rights as guaranteed under the Indian Constitution". New Delhi: The Delhi High Court has stressed on the importance of remaining gender-neutral while dealing with gender-specific laws, stating that the existence of such laws should not lead to bias against any particular gender.  Justice Swarana Kanta Sharma observations came while setting aside a trial court order that framed charges against a man for outraging the modesty of a woman employee by using vulgar language against her. “…it is crucial to recognise that gender-specific laws are not meant to be ‘anti-opposite gender’but rather serve the purpose of addressing unique issues faced by a particular gender,” she said. The court said that gender-specific laws are designed to address specific concerns faced by particular genders and should not be seen as inherently biased against the opposite gender. The judge said that the foundation of any legal proceeding, regardless of gender specificity, rests on the availability of adequate evidence and adherence to due process of law. It stressed that gender specificity should not compromise the fundamental principles of fairness and justice. Justice Sharma further clarified that the fact that a piece of legislation is gender-specific should not change the role of a judge from being neutral to tilting towards a particular gender. Judicial neutrality is vital to ensuring fair and equitable treatment of all parties, irrespective of gender, she said. The judge said that while India’s criminal justice system is adversarial in nature, it should not be adversarial between genders but instead focus on the individuals involved, treating both the complainant and the accused fairly. Justice Sharma stressed that gender-specific provisions should be interpreted and applied neutrally, without presuming bias in favour of any gender unless such a presumption is explicitly mentioned in the legislation itself. —IANS

San Francisco: Four years after its debut, Elon Musk-run Tesla has finally launched the long-awaited Cybertruck at a starting price of $60,990 and delivered the vehicle to its first batch of customers.  In an event held at the company's headquarters in Austin, Texas, Musk delivered the truck to about a dozen people and predicted that it would usher in a new, more exciting era, reports The Verge.  The company also revealed updated details about the pricing, range, and features of the truck at the event.  The rear-wheel drive version of the electric truck will cost $60,990, up from $39,900 in 2019. It will have a range of 250 miles on a single charge. However, the model will not be available until 2025.  The dual-motor and tri-motor "Cyberbeast" versions will be available sooner, i.e. 2024, according to Tesla's order page -- and will be more powerful.  The AWD Cybertruck will cost $79,990, have a range of 340 miles, hit 0-60mph in 4.1 seconds, and have a top speed of 112 mph. The tri-motor trim will cost $99,990, produce 845 horsepower, 10,296 lb-ft of torque, and have a range of around 320 miles, the report mentioned.  The prices stated at the event are significantly higher than the $50,000 price range the tech billionaire had long said the vehicle would retail for.  At the event, Musk invited Tesla's chief designer, Franz Von Holzhausen, to redo the infamous window strength demonstration from 2019, where he had previously attempted to smash the supposed armour-plated glass with a ball bearing but failed.  This time, Von Holzhausen threw a baseball, and the glass successfully withstood the projectile.
