Singapore: China is continuing to harden its position along the borders with India, US Defence Secretary Lloyd James Austin said on Saturday, stressing that America stands by its friends as they uphold their rights as Beijing adopts the "war coercive" and "aggressive approach" to its territorial claims.Speaking at the Shangri-La Dialogue in Singapore, Austin noted that China is taking aggressive and illegal approaches to the territories it claims in the South China Sea and advancing its illegal maritime plans.Further to the West, we see Beijing continuing to harden the position along the borders it shares with India, he said.The Indian and Chinese troops have been locked in a tense border standoff in eastern Ladakh since May 5, 2020, when a violent clash between the two sides erupted in the Pangong lake area.China has also been building bridges and constructing other infrastructure such as roads and residential units in the border areas with India.China also has maritime border disputes with various countries in the Indo-Pacific region such as Vietnam and Japan.We remain unwavering in our mutual defence commitments," Austin assured.His comments came days after a top US General said some of the defence infrastructure that is being created by China near its border with India in Ladakh is "alarming", calling the Chinese activity in that region as "eye-opening".Flagging concerns over the Chinese infra build-up, the US Army's Pacific Commanding General Charles A Flynn, who was on a visit to India on Wednesday, also said the "destabilising and corrosive" behaviour of the Chinese Communist Party in the Indo-Pacific region is simply not helpful. Austin also told the defence delegates at the Singapore dialogue the importance of joint exercises conducted by the USS Theodore Roosevelt with the Indian Navy and the Indian Air Force in the Indian Ocean last spring.Stressing that the US remains open and fully prepared to deter and defeat future aggression, he said, We also stand by our friends as they uphold their rights that is especially important as the People's Republic of China adopts the war coercive and aggressive approach to its territorial claims.He said the US believes that India's "growing military capability and technological prowess can be a stabilising force in the region.India, the US and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China's rising military manoeuvring in the resource-rich region.China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea. China also has territorial disputes with Japan in the East China Sea.The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources. They are also vital to global trade.On the Quad or Quadrilateral Security Dialogue comprising India, the US, Japan and Australia, he pointed out that last month's summit in Tokyo had brought together the world's largest producers of prosperity and security.The Quad leaders are eager to work with ASEAN and the Pacific Islands to advance our shared goals , said Austin.He underlined that Australia, India and Japan have been holding security dialogues about maritime security cooperation since 2015.In the past few months, Japan and the Philippines launched a new 2+2 dialogue and so did Australia and India, noted the defence secretary. United Nations:&nbsp;UN Secretary-General Antonio Guterres has expressed outrage after UN peacekeepers opened fire and killed two residents of a town in Democratic Republic of the Congo (DRC) that borders Uganda.In Kasindi, North Kivu province, military personnel of the UN Organization Stabilization Mission in the DRC (MONUSCO) opened fire at residents on Sunday, reports Xinhua news agency.In addition to the two deaths, 15 others were injured in the deadly incident, said the DRC government, which strongly condemned the shooting."The Secretary-General is both saddened and dismayed by the loss of life and serious injuries sustained during this incident," Guterres' deputy spokesman Farhan Haq said in a statement late Sunday.Moreover, Guterres conveyed his deepest condolences to the victims' families, the Congolese people and the Congolese government and wished the injured a speedy recovery.Furthermore, the Secretary-General emphasized the need to "establish accountability for these events."The UN has established contact with the peacekeepers' country of origin, with the aim of "urgently initiating judicial proceedings with the participation of victims and witnesses so that appropriate sanctions can be handed down", the statement said.In a communique, the Special Representative of the UN Secretary-General in the DRC and head of MONUSCO Bintou Keita said that some soldiers of the Intervention Brigadeopened fire at the border post for "unexplained reasons".Describing the soldiers' behaviour as "unspeakable and irresponsible", the MONUSCO chief said that perpetrators were identified and arrested -- pending the conclusions of an investigation that has already started in collaboration with the Congolese authorities.The UN envoy did not mention the peacekeepers' nationalities.Since July 25, thousands of people have been demonstrating against MONUSCO in several towns across the country, particularly in Goma, the capital of North Kivu, where some of the UN mission's offices have been ransacked and looted by demonstrators.The demonstrations turned violent as protesters demanded that MONUSCO exit their country for failing to protect civilians amid rising violence.According to the Congolese government, 15 people had lost their lives during the protests in North Kivu, including a peacekeeper and two police personnel from MONUSCO in the city of Butembo.UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix met DRC President Felix Tshisekedi on Saturday in Kinshasa to discuss the cooperation between MONUSCO and the Congolese government."We have agreed to draw lessons from these serious incidents, an in-depth assessment is underway between the UN and the authorities to move forward in our collaboration to restore confidence in the Congolese people," said Lacroix.—IANS

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday participated at a review meeting in New Delhi under the chairmanship of Defense Minister Rajnath Singh.
The meeting pertained to the 'Infrastructure Development on Northern Borders of the Country'.
At the meeting, the Uttarakhand chief minister said the Pithoragarh airport would be developed by the Indian Air Force.
"Once the airport becomes operational, tourists from across the country can easily reach Pithoragarh. Apart from boosting air connectivity, the airport will open up means of livelihood for locals," Dhami said.
The chief minister added that in the border districts of Uttarakhand, work on infrastructure development such as building roads, expanding railway network, and boosting telecommunication and air services were being expedited.
"In order to finish all pending projects on priority, the district magistrates of all the border districts have been directed to organise meetings every month to ensure that the works get done as quickly as possible," he added.
He further said the Uttarakhand government was also in the process of implementing all the pending work in the border districts on priority. With an increase in tourism in the state due to all the ongoing infrastructure development in border districts, more and more locals will find jobs.
"Uttarakhand is a military-dominated state. In our state, at least one person from each family is directly/indirectly associated with the army. I myself belong to a military family. People in my state have immense love for the army. Hence, all projects for the army will be implemented on priority," the CM said. State Chief Secretary Dr SS Sandhu was also present at the meeting. —ANI

Thimphu (Bhutan): The long-awaited Hindi translations of five classical Tibetan Buddhist texts, first obtained from Tibet by famous author Rahul Sankrityayan (1893-1963) for India, are now set for printing, according to Bhutan Live. Tibetan Studies (CIHTS), undertook the arduous endeavour of translating these ancient Tibetan Buddhist manuscripts into Hindi in 2019. This project attempted to bring Buddhism's profound teachings and philosophy to a wider audience. In support of this mission, the Bihar government had set aside 19.4 million rupees (USD234,000) for the printing costs of the Hindi versions. The CIHTS has received the initial funding tranche of 1.55 million rupees (USD18,700) till now. The list of sacred texts awaiting publication includes the Karma Vibhang Sutra, the Pragyaparmitahridaya Sutra, a compendium by Acharya Dipankar Srijnana (980-1053), the Madhyamkalangkar Karika Bhashya Evam Teeka, and an assortment of other rare manuscripts, Bhutan Live reported. "These are the Tibetan versions of original Sanskrit scriptures penned on palm leaves on Buddhism and its philosophy, which were housed in the ancient Nalanda and Vikramshila universities," a researcher elucidated. "These manuscripts were transported to Tibet between the 7th and 11th centuries for their translation and dissemination of Buddhism. These were then translated into Tibetan under the supervision of scholars using handmade paper and natural ink," according to Bhutan Live.  Prof. Geshe Ngawang Samten explained that the benefits of translating this Tibetan literature into Hindi would not only benefit the people of Bihar but the entire country. Hundreds of volumes cover a wide range of topics, including astrology, tantra, meditation, medicine, philosophy, justice, and law. These translated texts have the potential to considerably contribute to the preservation and development of the old Nalanda knowledge heritage. "Our vice-chancellor, Prof. Geshe Ngawang Samten, has written to the Chief Minister twice over the past year and met him in person this April in Rajgir to discuss the project and secure the second tranche of funding," stated a CIHTS representative, Bhutan Live reported. Rahul Sankrityayan, known as the "Father of Hindi Travel Literature," was a linguist as well as a creative polymath. He was fluent in Sanskrit, Pali, and Tibetan, and he was well-versed in literature, philosophy, rare books, and art. During his four trips to Tibet, Sankrityayan collected over 10,000 Tibetan manuscripts. (ANI)

India's pledge to revive forgotten Buddhist folklore across borders

New Delhi: Delhi Police have tightened security measures along the city's borders, including Singhu, Tikri and Ghazipur, in the wake of a nationwide demonstration call by the Samyukt Kisan Morcha (SKM) in support of the country's top grapplers protesting against the Wrestling Federation of India (WFI) chief, Brij Bhushan Sharan Singh.
"Additional police personnel have been deployed, and extra checkpoints were set up to prevent any undesirable occurrences," a senior police official said on Thursday.
"Security has been heightened, and we have increased the presence of police personnel while setting up additional checkpoints at Delhi's borders. Our objective is to ensure the maintenance of law and order and prevent any untoward incidents," said another officer. The officer also mentioned that vehicles entering Delhi from neighbouring states are being subjected to thorough inspections at the borders. On Tuesday, the SKM had announced demonstrations and effigy burning of the WFI chief at villages and town centres on June 5, the day RSS workers and Mahants have called a rally in support of Brij Bhushan in Ayodhya.
The SKM also condemned the brutal repression of wrestlers protest on May 28, the day women wrestlers had called mahila mahapanchayat. "Modi Government's action against the wrestlers protesting against sexual harassment proves it's anti-woman and anti-people agenda. The crackdown against the protest infringes the citizens right to protest which has been repeatedly upheld by the Supreme Court," it said.
The SKM also demanded withdrawal of FIR against protestors and arrest of Brij Bhushan.

New Delhi: India has gained new strategic strength in recent years and its borders are more secure than ever, said Prime Minister Narendra Modi during his address to the nation from the ramparts of Red Fort on the 77th Independence Day.  He reiterated the government’s resolve to ensure national security amid the current global security scenario, asserting that a number of military reforms are being undertaken to modernise the armed forces and make them “young and battle ready” to deal with all future challenges.  The Prime Minister also emphasised that the people of the country feel safe today as there has been a drastic decline in the number of terrorist attacks.  When the country is peaceful and secure, new goals of development are achieved, he said. The Prime Minister also referred to the One Rank One Pension scheme, a long-pending demand of defence pensioners, which was implemented by the government as soon as it came to power.  “OROP was a matter of respect for the soldiers of our country. We implemented it when we came to power. Rs 70,000 crore have reached the ex-servicemen and their families today,” he added.  PM Modi, from the Red Fort today, extended the Independence Day wishes to the Armed Forces personnel at the borders, who ensure that the country is secured and its interests are safeguarded.   PM Modi today led the celebrations on Tuesday from the ramparts of the iconic Red Fort. Around 1,800 people from different walks of life and from all across the country were invited as special guests to the main celebratory event in the national capital.  India completed 75 years of independence last year and entered the ‘Amrit Kaal’, a period of 25 years for making the country a developed nation by 2047.  PM Modi’s today’s address from the ramparts was his 10th Independence Day speech. Lucknow: Bharatiya Kisan Union president Naresh Tikait on Tuesday said the Centre should hold talks with the farmers and alleged that its 'stubborn approach' is proving to be dangerous.
The BKU chief wondered whether the farmers will always be in the agitation mode, block roads or head towards Delhi.  On the proposed February 16 bandh call given by Samyukta Kisan Morcha (SKM) and various other organisations, Tikait said school vans, vehicles carrying patients and military vehicles will be exempted. The problems should be resolved through talks, he added.

Asked to elaborate on the demands of the farmers, Tikait told PTI Videos in Muzaffarnagar, "The demands are different in different states. Will the farmers always be undertaking agitation, block roads or head towards Delhi? The government also has some (share) of responsibility. What is the problem in taking cognisance in these matters? The 'ziddi ravaiyya' (stubborn approach) is proving to be dangerous. The government should think (on these issues) and hold talks with the farmers," he said, and asserted that Bharatiya Kisan Union is always with the farmers.

On borders being sealed in Delhi, he said, "The point of farmers goes unheard. The point of the government goes unheard. Whatever is the point of the farmers, it should be heard. Or stopping it, is considered as one's bravery."  Meanwhile, security in Delhi has been intensified with multi-layer barricades, concrete blocks, iron nails and walls of containers at border points to stop a 'Delhi Chalo' march of farmers from entering the national capital on Tuesday, after talks between farm leaders and the Centre remained inconclusive.  Police and paramilitary personnel in anti-riot gear have been deployed in massive numbers at the three border points— Singhu, Tikri and Ghazipur. Makeshift jails have been set up at 'specific locations' in view of the march, an official said.
The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha have earlier announced that farmers will head to Delhi on Tuesday to press the Centre to accept their demands, including the enactment of a law to guarantee a Minimum Support Price (MSP) for crops.  On Monday, tractor-trolleys set out from different parts of Punjab to join the protest.

IIT Delhi At Abu Dhabi: Excellence Beyond India's Borders

New Delhi [India]: As protesting farmers are set to resume their march once again to the capital city Delhi, to press for their demands including minimum price guarantees for their crops, the police has increased security at the Punjab and Haryana borders. The Kisan Mazdoor Morcha and the Samyukta Kisan Morcha (Non-Political), the two umbrella bodies that are leading the farmers' protests, on March 3 gave a call to farmers from across the country to reach the national capital today.
While the farmers from Punjab and Haryana will continue the agitation at Shambhu and Khanauri border points, the farmers and farm labourers from other states have been asked to reach Delhi today. Their various demands to the central government include a legal guarantee on MSP for crops, pension for farmers and farm labourers, farm debt waiver, and no hike in electricity tariffs. Farmer leader Sarwan Singh Pandher alleged that the central government was not taking the demand of farmers on Minimum support price seriously.
"They (the centre) should make it clear what they have a stand on MSP. Did they discuss this issue in their last meeting of the ministers' council? If not, it means that the Centre does not intend to give us the guarantee of MSP," he said.

Coming down heavily at the Centre, Pandher claimed it was responsible for the 'economic loss' in Punjab due to the closure of its border with Haryana in view of the protest. "Government is responsible for economic loss in Punjab due to closures of its border with Haryana. We have to sell our vegetables and other things outside the state, but due to the closure of the borders, we are not able to do so. Will the Centre take responsibility? The Centre has deployed 70,000 Paramilitary forces in Haryana, I just want to ask, what the Centre fears about. What type of danger the Centre is feared with the people of Haryana?" he said. Asserting that the protests launched by cultivators are growing day by day, the farmer leader said, "Today is the 23rd day of the protest launched by KMM and SKM (non-political). An announcement was made earlier that farmers from other states will start marching towards Delhi from today but farmers coming from far-off places will not be able to reach Delhi today. Farmers coming by road or train from Madhya Pradesh, Bihar or Southern India will not reach today, they will take a minimum of 2-3 days. Therefore, the situation would be clear by March 10. Farmers from nearby states have already decided not to move forward." He also accused the government of not paying attention to the demands of the farmers. "The central government is busy with its elections preparations and not giving the attention towards the welfare of the farmers," he said. Notably, the farmers have also called for a four-hour countrywide "rail roko" next week in support of their various demands. The protesting farmers have been staying put at the Shambhu and the Khanauri border points between Punjab and Haryana after their "Delhi Chalo" march was stopped by security personnel on February 13. During the last round of talks, which ended past midnight on February 18, the panel of three Union ministers made an offer to buy five crops -- moong dal, urad dal, tur dal, maize, and cotton -- from farmers at MSP for five years through central agencies. However, the protesting farmers turned down the demand and returned to their protest sites.
