New Delhi: The NHRC has issued notices to the Union Ministry of Youth Affairs and Sports and the Sports Authority of India (SAI), days after a woman cyclist accused the chief cycling coach of "inappropriate behaviour" during a training camp in Slovenia, according to a statement on Friday.The National Human Rights Commission (NHRC), which took suo motu cognisance of the matter, sought a detailed report from the ministry's secretary and the SAI director general."It is strange to know that instead of reining in the coach, the Sports Authority of India reportedly chose to bring the victim back to India thereby depriving her of training overseas for which she had been selected," the rights panel said in the statement.It said the right to dignity of the victim has purported to have been violated, considering the fact that a coach and sportsperson have a fiduciary relation, where a coach is reposed with the trust to look after the well-being and welfare of the sportswoman. The commission has observed that the matter, if true, amounts to human rights violation of the victim sportsperson.Reportedly, as per SAI, the complainant was immediately brought back to India mid-way through her training to ensure her safety. The SAI has prima facie found the allegation as true, it said.The commission sought to know the status of physical as well as mental health of the victim, as well as action, if any, taken against the responsible officer, including the coach concerned, within four weeks. The commission would also like to know whether any specialised counselling has been provided to her by the authorities, it said.The SAI on Wednesday had terminated the contract of the chief cycling coach after a preliminary enquiry found him guilty of "inappropriate behaviour" with the female cyclist during the training camp in Slovenia.&nbsp;The SAI had taken the decision hours after it had decided to call back the entire Indian contingent from the European nation where the cyclists had gone for a training-cum-competition trip.The victim, who reportedly had feared for her life due to the alleged harassment and requested to get back home, has already been brought to the country, keeping in mind her safety.Issuing the notices, the NHRC has further observed that the Government of India has been sincerely focusing on optimum participation of women in every field, including sports, art and culture. There have been various guidelines issued to ensure safety and security of the female sports women during their training and sports activities.The commission is also of the opinion that if the allegations mentioned in the news report are true and no action is taken by the authorities with regard to such incidents, other female sports persons will not only feel unsafe, but will be reluctant to complain against perpetrators in future for fear that they may also be called back mid way during their training, it said.The subject also falls under ambit of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act of 2013, which categorically defines in its Section 2(o)(iv) that work place includes any sport institute, stadium, sports complex or competition or games venue, whether residential or not used for training, sports or other activities relating thereto. The SAI is, therefore, also under obligation to get the matter probed as per provisions of the Act, it added.According to media reports, the woman victim was part of the Indian team that was in Slovenia to prepare for the Asian Championship, which is scheduled to be held in New Delhi from June 18-22."Allegedly, the coach forcefully tried pulling her towards him and asked her to come and sleep with him and threatened to destroy her career, if not conceded to his demands," the statement said.Reportedly, when the victim could not tolerate the advances and explicit sexual overtones made by the coach, she spoke to the CEO of the Target Olympic Podium Scheme (TOPS, who booked her return ticket for June 3, 2022. The victim has mentioned in her complaint that the coach has destroyed her mentally and emotionally, which is now impacting her sporting performance.She has reportedly sought strictest possible action against the coach and not only to ensure her safety but also the safety of all others, especially the female athletes, the statement said.—PTI

New Delhi (The Hawk): The Union Minister of State for Consumer Affairs, Food and Public Distribution, Shri Ashwini Kumar Choubey in a written reply to a question in Lok Sabha today informed that the Legal metrology (Packaged Commodities) Rules 2011 under the Legal Metrology Act, 2009 provides that an E-Commerce entity shall ensure that name and address of the manufacturer or packer or importer, maximum Retail Price (MRP), Country of Origin, Common or Generic name of the commodity, Net Quantity, Month and Year of manufacture, Customer Care details etc shall be displayed on the digital and electronic network used for e-commerce transactions.&nbsp;This is to ensure that the consumer is taking an informed and conscious decision based on the declaration of the product on the E-Commerce platform.For violations of declaration by e-commerce companies, 38 notices during the period of 16th October, 2020 to 31st December, 2020, 232 notices during the period 1st January 2021 to 31st December, 2021 and 178 notices during the period 1st January, 2022 to 11th July, 2022 have been issued by the Legal Metrology Division, Department of Consumer Affairs and an amount of approximately Rs.&nbsp;77, 90,500/- in the form of compounding fees has been realized from e-commerce companies. State Governments are also empowered to take actions in cases of violation of the Legal Metrology (Packaged Commodities), Rules 2011.

448 notices served to E-Commerce entities for violations of declaration during last one year and nine months

Chennai (The Hawk): Ten pupils fainted in the district's aided school owing to overcrowding, prompting the Madurai district Police and the Regional Transport Office to issue notices.
After several kids passed out in the bus, the police would lodge a FIR against the Yadhava Girls Higher Secondary School, Nallamani administration in Madurai. The school made mistakes, according to a joint inspection conducted by district education department officials, police, and RTO on Thursday.
The vehicle was crowded, according to the school administration, who also informed the inspection officials that the other bus wasn't in operation because of some mechanical issues.
The notice regarding the matter will also be delivered to the school by the district educational officer. RTO authorities told the media that the same school's two buses had previously been impounded for lack of fitness certificates.
In Tamil Nadu, a number of government and government-aided schools operated buses despite without the necessary fitness or maintenance certificates.
Speaking to IANS, Madurai-based think tank Socio Economic Development Foundation Director Swaminathan R., an expert in education, stated, "We are undertaking a thorough investigation of the government and private school bus fleets in Tamil Nadu and will publish a paper on the subject. Our initial observations indicate that the schools do a poor job of keeping their buses, and that many of them lack valid fitness certificates."

New Delhi [India]: Ahead of the 52nd Goods and Services Tax (GST) Council meeting on Saturday, Delhi Finance Minister Atishi criticised the Centre over the imposition of 28 per cent tax on online gaming industry, adding that the Coucil should consider withdrawing the tax evasion notices on companies in the sector. In an address ahead of the GST Coucil meeting, which is currently in progress in the national capital, Atishi said, "Despite the opposition of the Delhi government, a 28 per cent tax was imposed on the online gaming industry. Even before this tax was imposed, the GST Council sent tax evasion notices worth Rs 1.5 lakh crores to the online gaming industry over the last six years. I am going to take up this issue at the meeting today. Will demand the withdrawal of tax notices to the online gaming sector."
She added that the online gaming is considered a "sunrise sector" but the decisions being made and implemented by the GST Council will significantly and negatively impact the industry. "The online gaming sector employs over 50,000 people. Online gaming is considered a sunrise sector in the startup sector, but the GST Council recently took a decision to impose 28 per cent GST on online gaming. It will have a huge impact on this industry," she added. Union Finance Minister Nirmala Sitharaman is presiding over the 52nd GST Council meeting at the Sushma Swaraj Bhawan in New Delhi on Saturday. The meeting is being attended by Union Minister of State for Finance, MP Poonia, along with Finance ministers of various States and Union Territories (with Legislature), as well as senior officials from both the Union government and the states. The GST Council convenes periodically to deliberate on matters related to the GST regime, including tax rates, policy changes, and administrative issues. The 52nd meeting is aimed at discussing critical issues affecting the Indian tax system and finding collaborative solutions. The meeting outcomes are expected to have a significant impact on the country's economy going forward. It's part of the government's ongoing efforts to refine the GST system to enhance efficiency and promote economic growth. The decisions and recommendations arising from the 52nd GST Council meeting will be closely watched by various stakeholders, including businesses, policymakers, and the general public, as they have the potential to influence taxation, trade, and overall economic dynamics in the country.

Delhi govt to demand withdrawal of 28 pc tax on online gaming industry at GST meet: Atishi

Lucknow: The central government, responding to a contempt petition, informed the Lucknow bench of the Allahabad Court that it has issued notices to actors Akshay Kumar, Shahrukh Khan, and Ajay Devgn in connection with advertisements they do for gutka companies.
The Centre's counsel informed the High Court on Friday that the same issue was also being heard by the Supreme Court and as such the instant petition should be dismissed.
After hearing the submission, the bench fixed the hearing for May 9, 2024.  A bench of Justice Rajesh Singh Chauhan had earlier directed the central government to decide the representation of the petitioner, who had originally contended that action should be taken against the actors and dignitaries who were given high profile awards but were advertising for gutka companies.  The representation was made to the government on October 22 but no action was taken in the matter, the petitioner argued.  Thereafter, hearing the contempt petition, the high court had issued notice to the Cabinet Secretary of the central government.  On Friday, Deputy Solicitor General SB Pandey informed the High Court that the Centre had issued show cause notices to Akshay Kumar, Shah Rukh Khan, and Ajay Devgn.  The court was also informed that Amitabh Bachchan had sent a legal notice to a gutka company, which was showing his advertisement despite the fact that he had already cancelled his contract with it.

Mumbai/Raipur: Sourabh Chandrakar, one of the promoters of the Mahadev online betting app, has been put under 'house detention' in Dubai while Indian probe agencies, including the Enforcement Directorate (ED), have been 'alerted' and are working through diplomatic channels to get him deported back to India, official sources said on Wednesday.
The Enforcement Directorate may also file a fresh charge sheet in this multi-crore money laundering case soon, they said.  The development comes weeks after Ravi Uppal, another promoter of the betting and gaming app, was detained by local authorities in Dubai on a red notice (RN) issued by Interpol at the behest of the ED.  The sources said Chandrakar's location in Dubai has been intimated to the federal agency and he has been put under 'house detention'.  Indian agencies are working, through diplomatic channels, to secure the deportation or extradition of the two who are vital to the money laundering and police investigation into the alleged illegal activities of the 'Mahadev Book Online' app that also have political links in Chhattisgarh and elsewhere, the sources said.

The ED is also expected to file a fresh (supplementary) charge sheet in this case against two people arrested by it in November from Chhattisgarh — alleged cash courier Asim Das and police constable Bheem Yadav.  The agency, in its first charge sheet filed before a special Prevention of Money Laundering Act (PMLA) court in Raipur, had named Chandrakar and Uppal along with some others.  In this charge sheet, it had quoted the statement of Dilip Chandrakar, the uncle of Sourabh Chandrakar, that before Sourabh went to Dubai in 2019 he ran a juice shop named 'juice factory' along with his brother in Bhillai town of Chhattisgarh.  The ED claimed Sourabh Chandrakar got married at Ras Al Khaimah, UAE in February 2023 and about Rs 200 crore 'in cash' were spent for this event in which private jets were hired to ferry his relatives from India to the UAE and celebrities were paid to perform.  Uppal, 43, was detained last week in Dubai.

Both businessmen are being probed by the ED in the money laundering case linked to alleged illegal betting through online apps, apart from investigations by the Chhattisgarh and Mumbai Police Crime Branch.  A red notice was issued against the two by Interpol on the basis of the ED's request that was based on a court-issued non-bailable warrant.  The projected proceeds of crime in this case are about Rs 6,000 crore, according to the ED.  The agency had claimed in November, just before the first phase of Chhattisgarh assembly polls, that forensic analysis and statement made by a 'cash courier' Asim Das have led to 'startling allegations' that Mahadev betting app promoters have paid about Rs 508 crore to former Chhattisgarh chief minister and senior Congress leader Bhupesh Baghel, adding that these allegations were 'subject matter of investigation'.  Das had later submitted before the special court in Raipur that he had been framed as part of a conspiracy and he had never delivered cash to politicians.

The ED investigation has shown that the Mahadev Online Book App is run from a central head office in the UAE, officials said. It operates by franchising 'Panel/Branches' to their known associates on a 70-30 per cent profit ratio, it had said.  Large-scale hawala operations are done to siphon off the proceeds of betting to off-shore accounts, it had said.  Large expenditure in cash is also being done in India for advertising betting websites to attract new users and franchise (panel) seekers, the ED had said.  The company promoters hail from Bhilai in Chhattisgarh and the Mahadev online book betting application is an umbrella syndicate arranging online platforms for enabling illegal betting websites, it is alleged.

New Delhi: The Election Commission on Wednesday issued show-cause notices to BJP leader Dilip Ghosh and Congress leader Supriya Shrinate for their offensive remarks against West Bengal Chief Minister Mamata Banerjee and Kangana Ranaut respectively.
Ranaut has been fielded by the BJP from Himachal Pradesh's Mandi Lok Sabha seat for the parliamentary elections.  Their remarks were 'undignified and in bad taste', the Election Commission (EC) said.  The poll panel said that prima facie, the two remarks were violative of the Model Code of Conduct and its advisory to political parties to maintain dignity during electioneering.  The two have been asked to respond to the show-cause notices by March 29 evening.

New Delhi: The Congress on Friday said it has received fresh notices from the income-tax department, asking it to pay Rs 1,823.08 crore, and accused the ruling BJP of indulging in 'tax terrorism' to financially cripple the opposition party ahead of the Lok Sabha polls.
Adressing a press conference at the AICC headquarters here along with Congress general secretary Jairam Ramesh, party treasurer Ajay Maken alleged that the BJP is in serious violation of income-tax laws and said the I-T department should raise a demand of more than Rs 4,600 crore from the saffron party for such violations.  Ramesh alleged that through the 'electoral bonds scam', the BJP has collected Rs 8,200 crore and used the route of 'pre-paid, post-paid, post-raid bribes and shell companies'.
On the other hand, the BJP is engaged in 'tax terrorism', he alleged.  "Efforts are being made to financially cripple the Congress, but we are not going to be cowed down," Ramesh said.  He asserted that the Congress's campaign for the upcoming parliamentary polls will continue and the party will take its guarantees to the people of the country.  "We will not be scared of these notices. We will be more aggressive and fight these polls," the former Union minister said.  Maken alleged that the Congress and other like-minded opposition parties are being selectively targeted by the I-T department, which he described as the BJP's 'frontal organisation'.
The I-T department has launched a premeditated, diabolical campaign against the Congress by reopening matters of old returns on baseless grounds, he said.  Maken said the Congress will approach the Supreme Court soon over the I-T department's demands from it.

Alappuzha (Kerala): Senior Congress leader K C Venugopal on Monday said some leaders quit the party the moment they receive notices from Central investigating agencies and 'fell at the feet of BJP and Union government.' Venugopal, who is AICC general secretary (Organisation), however, hailed leaders like Karnataka Deputy Chief Minister D K Shivakumar and said according to him, he defeated the alleged pressure exerted by BJP through various agencies.
Citing the example of Shivakumar, he further said the Karnataka Deputy CM was a leader who had shown the courage to continue in the party despite being jailed for no reason by Central agencies.  While many other leaders quit Congress when they received notices from Central investigating agencies and 'surrendered' (before the BJP-led Union government), Shivakumar declared the Indian National Congress is his mother and he won't leave the party.

"Shivakumar was sent to prison...Sent to Tihar jail for no reason. He was told that he would be freed if he was ready to leave the party. I am aware of those who told him about it. But he told them that the Indian National Congress is like his mother, and he won't quit it," Venugopal said.
The AICC general secretary, who is contesting from Alappuzha Lok Sabha constituency, was speaking during a campaign programme attended by Shivakumar.  He said Shivakumar was a leader who showed courage to tell his political opponents that he wouldn't leave his party, even though he was jailed for months.  Some leaders could not say so, and they easily surrender and fall at the feet of political opponents when they receive notices (from investigating agencies), Venugopal further said.  "I am really happy for Shivakumar," he added.  Venugopal also slammed Kerala Chief Minister Pinarayi Vijayan for his continuous criticism of Congress leader Rahul Gandhi.  He reiterated that if Vijayan was trying to please anyone by criticising Rahul Gandhi, the Congress has no issue with it.
"The Congress is on a mission during the Lok Sabha polls...and that is to reclaim India, the country that loves and cares for everyone. For that, we have to win the maximum number of seats," the senior leader added.  Venugopal is contesting against LDF's A M Arif, the present MP, and BJP's Shobha Surendran.
