The workshop was attended by&nbsp;8 EAS member countries, and 4 knowledge partners, officials of Department of Fisheries, Government of India , Fisheries officials of different States/UTs and other invitees.In his inaugural address, Shri Swain highlighted the urgent call for combating illegal, unreported and unregulated fishing. Mr. Swain shared some of India’s efforts and initiatives to combat IUU fishing especially through working with coastal fishing communities. The Workshop began with the opening session led by India and chaired by Joint Secretary, Department of Fisheries, Goverment of India, Dr. J Balaji. During the welcome address Dr. J Balaji introduced the theme of the workshop and welcomed all the esteemed delegates, panelists and participants in the Workshop from the countries of Australia, Cambodia, China, Indonesia, New Zealand, Republic of Korea along with India and Singapore.In his opening remarks to the EAS IUU Workshop, the CEO of the Singapore Food Agency highlighted the importance of combating IUU fishing which has negatively impacted the livelihood and food security of the coastal fishing communities.The Technical Session 1 was focused on regional collaborations in combating IUU fishing and was Chaired by Singapore Food Agency. The knowledge-partners, namely, the Bay of Bengal Programme Inter-Governmental Organization (BOBPIGO), the Commonwealth Scientific and Industrial Research Organization (CSIRO), the Southeast Asian Fisheries Development Center (SEAFDEC) and the UN Food and Agriculture Organization (FAO) shared the regional efforts and the groundbreaking and continuous efforts being taken to combat IUU fishing. Singapore: Singapore says it is facing a dengue "emergency" as it grapples with an outbreak of the seasonal disease that has come unusually early this year. The Southeast Asian city-state has already exceeded 11,000 cases -- far beyond the 5,258 it reported throughout 2021 -- and that was before June 1, when its peak dengue season traditionally begins. Experts are warning that it's a grim figure not only for Singapore -- whose tropical climate is a natural breeding ground for the Aedes mosquitoes that carry the virus -- but also for the rest of the world. That's because changes in the global climate mean such outbreaks are likely to become more common and widespread in the coming years, CNN reported."[Cases] are definitely rising faster," said Singapore's minister for home affairs Desmond Tan on the sidelines of a neighbourhood inspection for dengue mosquitoes. "It's an urgent emergency phase now that we have to deal with." The outbreak in Singapore has been made worse by recent extreme weather, experts say, and its problem could be a harbinger of what is to come elsewhere as more countries experience prolonged hot weather spells and thundery showers that help to spread both the mosquitoes and the virus they carry. "The disease is now endemic in more than 100 countries," the World Health Organization (WHO) said in a global dengue report in January 2022, noting that cases had increased "30 fold in the last 50 years." Singapore's dengue surge is the result of multiple factors like the recent warm, wet weather as well as a new dominant virus strain, said Ruklanthi de Alwis, a senior research fellow at the Duke-NUS Medical School and an expert in emerging infectious diseases, CNN reported. But climate change, she said, was likely to make things worse. Sriharikota (Andhra Pradesh): India on Thursday evening successfully placed into orbit three Singaporean satellites in a text book style.This is the second successful rocket and satellite launch mission from here in 2022.At 6.02 p.m., Indian rocket Polar Satellite Launch Vehicle-C53 (PSLV-C52) blasted off from the second launch pad at Satish Dhawan Space Centre (SDSC) here. The rocket carried three satellites- the 365 kg DS-EO as its primary passenger and the 155 kg NeuSAR and the 2.8 kg Scoob-1 of Nanyang Technological University (NTU), Singapore as co-passengers.The PSLV-C53 also carried six payloads, including two from Indian space start-ups- Digantara and Dhruva Aerospace-on its fourth stage (PS4).The rocket's spent upper stage will be used as a stabilised platform for scientific payloads, subsequent to the separation of the satellites.With this successful mission, the PSLV rocket has launched 345 foreign satellites belonging to 36 countries since 1999.Congratulating Team ISRO for the successful mission, Indian Space Research Organisation (ISRO) Chairman S. Somanath said: "The PSLV C53 rocket has placed the customer satellites in precise orbit. The PS4 will write some 'POEMs' in the space."He said the control of PS4 or the fourth and final stage of the rocket will be taken over by its systems.Somanath said the PS4 with six payloads will carry out experiments in the space. The PSLV-C53 is a four-stage expendable, 44.4 m tall rocket with a lift-off mass of about 228 ton while the total weight of the three satellites is 522.8 kgd.The four stage/engine expendable rocket os powered by solid (first and third stages) and liquid (second and fourth stages) fuels alternatively.The rocket that flew on Thursday was the 55th mission of PSLV and 15th mission using the PSLV-Core Alone variant. In its normal configuration, the PSLV rocket will have six strap-on booster motors hugging its first stage.In the Core Alone variant of PSLV, the six strap-on motors will not be there as the payload weight is less.The Indian space agency has PSLV variants PSLV-DL with two, PSLV-QL with four strap-on motors, and PSLV-XL with bigger booster motors.The choice of the rocket to be used depends on the weight of the satellite and the orbit where the satellite has to be orbited. According to the ISRO, the DS-EO satellite carries an electro-Optic, multi-spectral payload that will provide full colour images for land classification, and serve Humanitarian Assistance and Disaster Relief needs.The NeuSAR is Singapore's first small commercial satellite carrying a synthetic aperture radar (SAR) payload, which is capable of providing images in day and night and under all weather conditions.On the other hand, the SCOOB-I satellite is the first satellite in the Student Satellite Series (S3-I), a hands-on student training programme from the Satellite Research Centre (SaRC) at Singapore's NTU School of Electrical and Electronic Engineering. The ISRO said the PSLV Orbital Experimental Module (POEM) activity will perform in-orbit scientific experiments using the spent PS4 stage as an orbital platform. It is the first time that the PS4 stage would orbit the earth as a stabilised platform. Attitude stabilization is achieved using a dedicated Navigation Guidance and Control system.Earlier, the ISRO has conducted experiments in space using the PSLV's final stage as an orbital platform.According to the ISRO, the POEM will be powered by the solar panels mounted around the PS4 tank and a lithium ion battery.It navigates using four sun sensors, a magnetometer, gyros and NavIC-India's satellite navigation system.The POEM carries dedicated control thrusters using Helium gas storage. Singapore: A South Africa-based rights group has submitted a criminal complaint to the Attorney General of Singapore requesting the arrest of former Sri Lankan President, Gotabaya Rajapaksa, for alleged war crimes.Lawyers from the International Truth and Justice Project (ITJP) submitted a 63-page complaint that argues that Rajapaksa committed grave breaches of the Geneva Conventions during the civil war in 2009 when he was secretary of defence and that these are crimes subject to domestic prosecution in Singapore under universal jurisdiction.The legal complaint states that Gotabaya Rajapaksa committed violations of international humanitarian law and international criminal law during the civil war in Sri Lanka."These include murder, execution, torture and inhuman treatment, rape and other forms of sexual violence, deprivation of liberty, severe bodily and mental harm, and starvation," ITJP said in a statement.Rajapaksa fled to Singapore vis Maldives in mid-July after months of mass protests calling for his resignation. The unrest was triggered due to the economic collapse of the country. Ranil Wickramasinghe has been elected as the new President of Sri Lanka."The economic meltdown has seen the government collapse but the crisis in Sri Lanka is really linked to structural impunity for serious international crimes going back three decades or more," said the ITJP's executive director, Yasmin Sooka. "This complaint recognises that it's not just about corruption and economic mismanagement but also accountability for mass atrocity crimes."The ITJP submission to the Attorney General calls for the arrest, investigation and indictment of Gotabaya Rajapaksa. It outlines the former President's role as a former military commander in 1989, in charge of a district where at least 700 people disappeared under his watch. The document focuses mainly on his role as Sri Lanka's secretary of defence, during the end of the country's civil war in 2009.According to an ITJP, detailed evidence is adduced to show that Rajapaksa issued direct orders by telephone to his former military buddies whom he appointed as Major Generals to command the offensive and watched the conduct of the battle live on surveillance and drone footage in headquarters.The rights group said that the dossier submitted by them contains accounts of repeated and deliberate strikes by the army on civilians sheltering in earthen bunkers, killed while queuing for food or receiving first aid treatment in hellish conditions lying on the floor of makeshift clinics."It details how the decision to expel aid workers from the war zone in September 2008 was Gotabaya Rajapaksa's and designed to hide the extent of human suffering from the eyes of the world. Even United Nations offices in the war zone were repeatedly hit by the Sri Lankan air force to encourage aid workers to flee and yet Gotabaya Rajapaksa himself boasted that the air force could pinpoint targets; he said they surveilled targets and planned and reviewed every air strike," ITJP said.According to the rights group, Gotabaya Rajapaksa's ministry was in charge of approving humanitarian deliveries to the war zone and although he sat in meetings with humanitarian agencies who repeatedly warned that the civilian population were in desperate need of life-saving medicine and food, he denied permission to send in supplies.&nbsp;—ANI

Singapore:&nbsp;Singapore's Changi Airport handled 2.93 million passenger movements in June this year, which is 50.3 per cent of its pre-Covid level in June 2019, authorities said.Meanwhile, the airport's aircraft movements, including landings and takeoffs, totalled 18,400, which is 58.6 per cent of the pre-Covid level in June 2019, while its airfreight throughput registered 163,000 tonnes for the month, rising 1.4 per cent year-on-year, Xinhua news agency quoted the Changi Airport Group as saying in a report.In the second quarter of 2022, Changi Airport registered total passenger traffic of 7.33 million, which is 14 times compared to the same period last year, according to the report.The airport's aircraft movements reached 50,500 during the same period.Changi Airport registered a total 469,000 tonnes of airfreight movements in the second quarter of this year, declining 1.4 percent year-on-year.The top air cargo markets for the quarter were China, Australia, the US and Japan.As of July 1, 85 airlines operate over 4,400 weekly scheduled flights from Changi Airport, connecting Singapore to some 130 cities in 46 countries and territories worldwide. —IANS

Patna (The Hawk): According to his son and the deputy chief minister of Bihar, Tejashwi Yadav, doctors in Singapore successfully transplanted the kidney of the former chief minister of Bihar, Lalu Prasad Yadav, on Monday.
For the transplant, Lalu Prasad was checked into the Mount Elizabeth hospital in Singapore. The kidney was given by Rohini Acharya, his daughter.
Tejashwi published a video from his official Twitter account after the successful transplant, stating that his sister Rohini and father Lalu Prasad were in good health.
"After a successful kidney transplant, my father and sister were moved from the operating room to the intensive care unit. They both interacted with us and were in good health. Everyone's blessings are appreciated, Tejashwi said.
The second-eldest daughter of Lalu Prasad and Tejashwi's sister, presently resides in Singapore with her husband and kids. Rohini made the decision to donate her kidney after Lalu Prasad had a severe illness in both of his kidneys.
Singaporean medical professionals examined both the donor and the receiver and approved the transplant. Since the donor and the beneficiary were members of the same family, the doctors saw no complications.
At many locations around Bihar, Rashtriya Janata Dal (RJD) supporters organised a "havan."
Tej Pratap Yadav, Lalu Prasad's eldest son, also hosted a "havan" in his Patna home. RJD MLC Qari Suhaib sold a "chadar" in the Patna High Court's "Mazaar."
Lalu Prasad had a severe illness in both of his kidneys and was incarcerated at Ranchi's Hotwar jail for the fodder scam. Dr. Vidyapati was the first to recommend that he get a kidney transplant after he was admitted to the Ranchi Institute of Medical Sciences in Ranchi. Later, he was also granted admission to AIIMS, Delhi.

Mumbai: IndiGo, a low-cost airline, revealed on Saturday that it will begin flying out of Bhubaneswar's Biju Patnaik International Airport to Dubai on May 15 and that it also has ambitions to begin service between the capital of Odisha and the Southeast Asian cities of Singapore and Bangkok.
The airline announced in a statement that it is now accepting reservations for the three weekly flights between Bhubaneswar and Dubai.

Thimphu: In order to combat climate change, Bhutan and Singapore have signed a virtual agreement on Carbon Credit, indicating both nations' willingness to explore the development of carbon markets as a means to mitigate the impact of carbon emissions, Bhutan Live reported. Carbon credit, a financial tool used to counterbalance or negate carbon emissions created by people, businesses, or governments, will be critical in this collaboration. Bhutan, known for its considerable forest cover, will be able to harness its natural resources through the generation of carbon credits for trading on the world market under the terms of the agreement.  Singapore's Minister for Trade and Industry, Gan Kim Yong, and Bhutan's Minister for Energy and Natural Resources, Lyonpo Loknath Sharma, signed a Memorandum of Understanding (MoU) on carbon credit, according to Bhutan Live. This historic deal is Singapore's first of its kind with a carbon-negative country, and it is Bhutan's first MoU on Carbon Credit. Regarding the agreement, Singapore's Ambassador to Bhutan, Simon Wong said, "Once we find out what the key areas are, we can implement them after the signing of stage two. So, we hope that in six months, we can come and announce those concrete ideas," Bhutan Live reported. In subsequent sessions, specifics, including the financial aspects of the collaboration, will be thoroughly examined. The governments of Singapore and Bhutan will work together in the next months to put the agreement's terms into effect, it said. (ANI)

Singapore: Following consecutive quarters of standout financial results, many expected Singapore Airlines (SIA) to turn in a dazzling set of numbers last week when it announced its full-year results. Singapore's national carrier did not disappoint as it reported the highest annual profit in its 76-year history. For the financial year ending March 2023, the SIA Group posted a record net profit of SGD 2,157 million (USD 1,598 million) for the year, versus an SGD 962 million (USD713 million) net loss in the previous year, an earnings gain of SGD 3,119 million (USD 2,310 million). SIA's revenue rose 133.4 per cent or by SGD 10,160 million (USD 7,526 million) year-on-year to a record SGD 17,775 million (USD 13,167 million). Although capacity was ramped up by 94 per cent, it was outpaced by traffic which rose 449.9 per cent. This led passenger flown revenue to expand by SGD 10,560 million (or 376.3 per cent) to SGD 13,366 million. Revenue per available seat-kilometre (RASK) was 10 Singapore cents, the highest yearly RASK in the carrier's history. During the financial year under review, the two airlines in the SIA group, full-service Singapore Airlines and low-cost Scoot, together served a total of 26.5 million passengers, a six-fold increase from a year ago. With capacity at only 79 per cent of pre-COVID levels as of March 2023, there is still room for the airline to do better. It said that its capacity is projected to reach an average of around 83 per cent of pre-COVID levels in the first half of the current financial year. The outstanding results is mostly because of the way SIA responded to the crisis wrought by the COVID-19 pandemic on the airline industry. As borders closed, and airlines stopped flying, SIA with the support of shareholders and its lenders managed to raise over USD16 billion of cash to shore up its balance sheet. This enabled it to retain more than 80 per cent of its staff as well as keep most of its aircraft operational. Many regional competitors had to furlough or let staff go and sell aircraft and as a result, had a slower start once borders reopened again. During COVID, SIA redeployed cabin crew to other sectors including as "care ambassadors" in healthcare facilities and as "transport ambassadors" to help manage safe practices on public transport. The carrier also took the opportunity to upgrade some of its cabins and also merged regional carrier Silkair with its main full-carrier Singapore Airlines to save costs. Digital services were also upgraded and a lifestyle rewards app Kris+ was launched. As borders reported, SIA rapidly deployed services to meet the pent-up travel demand charging above-average fares as regional competitors played catch-up. At the moment, SIA is operating at over 80 per cent of its pre-COVID levels whereas the average passenger capacity of international scheduled services of Asia-Pacific airlines is at around 58 per cent. To prepare for the future, SIA is looking into several strategic initiatives including the continued expansion of its network through deeper collaboration with like-minded airlines. One of these initiatives is the proposed merger of Air India and Vistara to strengthen SIA's presence in the fast-growing Indian aviation market. Through its ownership of Vistara and a further injection of USD 250 million in November last year, Singapore Airlines will be a 25.1 per cent owner of Air India once the merger is approved by the Indian authorities. When Tata Sons appointed Singapore Airlines (SIA) veteran Campbell Wilson as chief executive officer in the middle of last year, it was probably with a view to trying to mirror the success of SIA at the newly acquired Air India. Wilson, a New Zealander, spent 25 years at SIA rotating through various roles including chief executive of Scoot, senior vice president of sales and marketing and worked for the airline in countries like Japan, Canada, and Hong Kong. If investments committed to the new Air India are an indication, Tata is on the right track to turning Air India around to become a more modern airline, with a better on-time record, better in-flight service, better cabin environment and an all-around better customer experience. The new owners have committed USD 70 billion to aircraft, USD 200 million to IT, and USD 400 million to refit the existing fleet. In February this year, it made the largest single order for new aircraft worldwide by buying 470 planes from both Boeing and Airbus. To support the growth, the airline has recruited thousands of staff, including 10 times the number of cabin crew and 10 times the number of pilots that would have been typically recruited each year. Following years of under-investment, and lack of recruitment and training, it has already made good progress in less than a year according to Wilson. Speaking to Australian aviation blogger Sam Chui, he said, "We've changed all the menus. We've replaced seats, curtains, carpets, and seat cushions. We've repaired a lot of the inflight entertainment systems, particularly in first and business class that weren't previously working. We are making good progress in economy class despite supply chain constraints." Recently, the carrier also attained the number one ranking for domestic punctuality for the first time in eight years and has consistently been amongst the top two or three in India. "The biggest challenge for us at the moment is simply the scale and pace of growth. It is a sizable airline. We carry over 100,000 people a day already," he added. Although the impact of the changes will only be felt over time, Air India's CEO is confident that the changes he has implemented will bear fruit and lead the airline back to being a premium global carrier eventually. CEO Wilson said, "Air India was in the 1960s, one of the best airlines in the world. It's got a long 90-year history. The past few years have been a bit challenging with under-investment. But now under the Tata group, which took ownership in January of 2022, there is a very significant effort to get Air India back to the heights it once was." (ANI)

Chennai: Amid concerns over rising Covid-19 cases in the state, the Tamil Nadu health department has issued an alert to contain the spreading virus.

On Tuesday, the number of fresh infections rose to 13, which was almost double the previous day's figure.

While three persons in Chennai and two in Coimbatore tested positive for Covid-19, one each tested positive in Chengalpattu, Salem, the Nilgiris, Thoothukudi, Tirunelveli and Vellore as per the Directorate of Public Health , Tamil Nadu.

Two persons who arrived at Chennai from UAE and Singapore also tested positive.

The state public health department has directed the district health officers to tighten its vigil.

However, 16 persons recovered from the disease on Tuesday and presently 89 are under treatment.

No casualties were reported in the state due to Covid-19.

State Health Minister, Ma Subramanian while speaking to IANS said, "There is no need to worry but we are being cautious. An alert has been issued to all the district health officers for any symptoms of the cases. We are well equipped." IANS

New Delhi: According to the Ministry of Education in both countries, on Monday they decided to make knowledge and skill development a central tenet of their strategic cooperation and to promote possibilities for lifelong learning.
Dharmendra Pradhan, minister of education for the Indian government, is in Singapore for three days to deepen current connections and investigate the potential for expanded bilateral involvement in education and skill development.

Arjun and Dhruv Kapila crashing out in the second round on Thursday. Rajawat, who caused a big upset by beating World No.15 Kanta Tsuneyama of Japan in the opening round, went down to another Japanese, Kodai Naraoka in straight games at the Singapore Indoor Stadium 1. The 21-year-old Indian lost 17-21, 16-21 to Naraoka in a 47-minute encounter in the BWF World Tour Super 750 event. The doubles combine of Arjun and Dhruv were ousted by England's experienced Ben Lane and Sean Vendy 15-21, 19-21 at Singapore Indoor Stadium - 2. That leaves former World No.1 Kidambi Srikanth as the lone Indian still in the fray in the tournament. Srikanth, who defeated Thailand's Kantaphon Wangcharoen in the first round, meets Chinese Taipei's Chia Hao Lee in a second-round match later on Thursday. Earlier, India's top singles players, two-time Olympic medallist P.V. Chennai: The Indian Space Research Organisation (ISRO) will be launching seven Singaporean satellites on July 30 using its Polar Satellite Launch Vehicle (PSLV). ISRO will start the registration of the public wanting to witness the launch from Monday evening onwards. According to the space agency, the PSLV rocket with the code PSLV-C56 will carry the Singaporean DS-SAR satellite weighing about 360 kg as the main passenger. The other six co-passengers are small satellites - VELOX-AM, ARCADE, SCOOB-II are from Nanyang Technological University, Singapore; NuLIoN belonging to NuSpace Pte Ltd, Singapore, Galassia-2 from National University of Singapore and ORB-12 STRIDER from Aliena Pte. Ltd., Singapore.ISRO said the PSLV-C56 rocket is configured in its core-alone mode - without the additional strap-on motors to give additional thrust during the initial flight stage. It would launch the DS-SAR satellite into a Near-equatorial Orbit (NEO) at 5 degrees inclination and 535 km altitude. The DS-SAR satellite is developed under a partnership between DSTA (representing the government of Singapore) and ST Engineering. Once deployed and operational, it will be used to support the satellite imagery requirements of various agencies within the government of Singapore. ST Engineering will use it for multi-modal and higher responsiveness imagery and geospatial services for their commercial customers. DS-SAR carries a Synthetic Aperture Radar (SAR) payload developed by Israel Aerospace Industries (IAI). This allows the DS-SAR to provide for all-weather day and night coverage, and capable of imaging at one metre resolution at full polarimetry.On the other hand, the VELOX-AM, is a 23 kg technology demonstration microsatellite; ARCADE Atmospheric Coupling and Dynamics Explorer (ARCADE) is an experimental satellite; SCOOB-II, a 3U nanosatellite flying a technology demonstrator payload: NuLIoN by NuSpace, an advanced 3U nanosatellite enabling seamless IoT connectivity in both urban &amp; remote locations; Galassia-2, a 3U nanosatellite that will be orbiting at low earth orbit and ORB-12 STRIDER satellite is developed under an International collaboration, ISRO added. The Indian space agency said the PSLV-C56 rocket will blast off from the first launch pad at the Sriharikota spaceport in Andhra Pradesh. The proposed rocket mission is the second one for ISRO in a space of about two weeks. On July 14, ISRO rocket LVM3 put into orbit the Chandrayaan-3 spacecraft. The NewSpace India Ltd (NSIL) the commercial arm of the Department of Space has procured the PSLV-C56 rocket to launch the satellites from Singapore. Following this mission will be another interplanetary mission. And this time the Sun Mission for ISRO. The ISRO will be sending up its Aditya L1, a coronagraphy satellite, on a PSLV rocket to study the solar atmosphere towards the end of August.According to ISRO, the spacecraft will be placed into a halo orbit around the first Lagrange point, L1, of the Sun-Earth system. The satellite around the L1 point has the major advantage of continuously viewing the Sun without occultation/eclipses. The Aditya L1 mission is slated to happen a couple of days after ISRO attempts to land on the lunar soil its lander that is being carried by the Chandrayaan-3 spacecraft. After that will be the orbiting of Anwesha satellite and XPoSAT- a X-Ray Polarimeter Satellite with the ISRO’s Small Satellite Launch Vehicle (SSLV). It will be the country’s dedicated polarimetry mission to study the dynamics of bright astronomical X-ray sources in extreme conditions, the government said. The launch of the Radar Imaging Satellite- RISAT-1B aboard the PSLV rocket is planned in the second half of 2023.The Indian space agency with its Geosynchronous Satellite Launch Vehicle (GSLV) plans to orbit INSAT-3DS and two IDRSS (Indian Data Relay Satellite System) satellites. These rocketing missions apart, ISRO will be testing the various systems that will go into its LVM3 rocket for the maiden human space mission. Looking back at the year, ISRO had two successful commercial launches and three of the nation’s satellites. The two commercial missions were the launch of 36 satellites belonging to the UK-based OneWeb with the LVM3 rocket in March and the TeLEOS-2 satellite with two piggyback payloads in April. In February, ISRO launched the earth observation satellite EOS-7 with the SSLV rocket, the navigation satellite NVS-01 in April with the GSLV rocket and the prestigious Chandrayaan-3 mission with the LVM3 rocket in July. —IANS
