This will likely mean some residents will be forced to move out temporarily -- including those who have tested negative. The move comes days after people in two other Shanghai communities - Beicai and Pingwang - were ordered to leave their residences for temporary accommodations.In Beicai, an official notice issued to the residents told them to pack their belongings and leave their wardrobe doors open, BBC reported.They were also told to leave open the front door of their home and their pets behind. New Delhi: Prime Minister Narendra Modi will visit Uzbekistan on September 15-16, at the invitation of its President Shavkat Mirziyoyev, to attend the 22nd Meeting of the Council of Heads of State of the Shanghai Cooperation Or-ganisation (SCO).
The SCO Summit will be attended by leaders of SCO member states, observer states, the SCO Secretary General, the Executive Director of the SCO Regional Anti-Terrorist Structure (RATS), the President of Turkmenistan and other guests. During the Summit, the leaders are expected to review the organisation's activities over the past two decades and discuss the state and prospects of multilateral cooperation in the future. Topical issues of regional and global importance are also expected to be discussed at the meeting. The Prime Minister is also likely to hold a few bilateral meetings on the sidelines of the Summit.

Modi To Visit Uzbekistan For SCO Summit

Moscow: Prime Minister Narendra Modi will be in Uzbekistan on September 15 and 16 to attend the Shanghai Cooperation Organisation (SCO) summit where he will meet Russian President Vladimir Putin.
Both leaders will discuss Russian-Indian cooperation within the UN and G20 during the SCO summit, Presidential aide Yuri Ushakov told reporters Tuesday.
"A conversation on the international agenda with PM Modi will also take place, the sides will discuss issues of strategic stability, the situation in the Asia Pacific Region, and, of course, cooperation within major multilateral formats, such as the UN, the G20 and the SCO," Ushakov said, reported Russian news agency Tass.
It is reported that India will lead the SCO and will also chair the G20. "This is particularly important, because India will preside in the UN Security Council in December, and, in 2023, India will lead the SCO and also chair the G20," he added. PM Modi is expected to meet Chinese President Xi Jinping besides Russian President Putin. As per sources, PM Modi is likely to have bilateral meetings with Putin and Uzbekistan President Shavkat Mirziyoyev on the sidelines of the SCO summit in Samarkand.
"PM Modi's bilateral meeting with Russian President Vladimir Putin and Uzbekistan President Shavkat Mirziyoyev are almost fixed and the meetings will take place on the sidelines of the SCO summit in Samarkand," a source told ANI. The Prime Minister would also have other bilateral meetings during the summit which begins on September 14 at Samarkand in Uzbekistan. The Indian Ambassador to Uzbekistan Manish Prabhat had said earlier that Prime Minister Narendra Modi would attend the summit and hold bilateral meetings with several leaders.
"Leaders of SCO member countries are meeting after two years due to the COVID pandemic. Some bilateral meetings will take place on the sidelines of the SCO. Still, the programme of the meetings will be finalised in due course," Ambassador Prabhat had told ANI in an exclusive interview.
"Economic cooperation in the SCO is an important question, which will be discussed in the SCO meetings. When we are meeting with central Asian countries, we discuss connectivity which will promote trade, investment and other exchanges between Indian and central Asian countries," he told ANI.
Pakistan Prime Minister Shehbaz Sharif and Iranian President Ebrahim Raisi are also expected to attend the summit. Uzbekistan is the chair of SCO 2022 and India will be the next chair of the SCO. —ANI

Against this backdrop, 'we propose accelerating the process of negotiations towards an agreement on visa-free tourist travel', Putin was quoted as saying by Russia's official news agency TASS.
During the talks, Modi noted that Moscow and New Delhi have been together for several decades and thanked Putin for assistance in evacuation of thousands of Indian students from Ukraine after Russian troops launched a 'special military operation' against the neighbouring country in February.&nbsp;&nbsp;

Samarkand: Prime Minister Narendra Modi on Friday pressed Russian President Vladimir Putin to end the conflict in Ukraine soon, saying 'today's era is not of war' even as he called for finding ways to address the global food and energy security crisis.
In a bilateral meeting on the sidelines of the annual summit of the Shanghai Cooperation Organisation (SCO) in the Silk Road city of Samarkand, Modi also underlined the importance of 'democracy, dialogue and diplomacy' while calling for an early cessation of hostilities in Ukraine.
"Today the biggest worry before the world, especially developing countries, is food security, fuel security, fertilisers. We must find ways on these problems and you will also have to consider it. We will get an opportunity to talk about these issues," Modi said in his opening remarks.
It was the first in-person meeting between the two leaders after the Ukraine conflict began in February.
"I know today's era is not of war. We discussed this issue with you on phone several times, that democracy, diplomacy and dialogue touch the entire world. We will have the opportunity to talk today about how we can move forward on the road of peace in the coming days," Modi said.
In a statement, the Ministry of External Affairs said the prime minister reiterated his call for an early cessation of hostilities and the need for dialogue and diplomacy in the context of the ongoing conflict in Ukraine.
On his part, Putin told Modi that he was aware of India's concerns over the Ukraine conflict and that Russia will do everything ossible to end it as soon as possible.
"I know about your position on the conflict in Ukraine. I know about your concerns. I know that you share these concerns and we all want an end to all of these as soon as possible," Putin said in his televised opening remarks at the meeting.
The Russian President said Ukraine has refused to engage in the negotiation process and it wants to achieve its 'objectives on the battlefield militarily'.
"We will keep you abreast of everything that is happening over there," Putin conveyed to Modi.
Following the meeting, Modi described the talks as 'wonderful'.
'Had a wonderful meeting with President Putin. We got the opportunity to discuss furthering India-Russia cooperation in sectors such as trade, energy, defence and more. We also discussed other bilateral and global issues,' he tweeted.
The MEA said the two leaders appreciated the sustained momentum in bilateral ties, including contacts at various levels, adding they discussed important issues of bilateral cooperation as well as regional and global issues of interest.
'The discussions also pertained to global food security, energy security and availability of fertilisers in the context of the challenges emanating from the current geo-political situation,' it said.
In his opening remarks, President Putin said the ties between India and Russia continued to develop 'very rapidly' and both sides are actively engaged at international platforms on key issues.
"It is important that we constantly coordinate our positions," he said.
Putin also referred to increase in bilateral trade turnover.
"The trade turnover is growing, in particular due to the supplies, as you asked to do, of additional deliveries of Russian fertilizers to the Indian market," Putin said.
"Deliveries of fertilisers from Russia to India have increased by more than eight times," he added.
The prime minister said he is thankful to Russia and Ukraine for facilitating rescue of Indian students from various areas of Ukraine in the initial phase of the conflict.
"I would like to thank Ukraine and you because in the initial days of this crisis, thousands of our students were stuck in Ukraine. We managed to get our students safely out of Ukraine with help from you and Ukraine. I am thankful to both the countries," he said.
The prime minister said ties between India and Russia have strengthened manifold and New Delhi values its relationship with Moscow.
"Ties between India and Russia have grown manifold. We give importance to the relationship as we have been friends who have stayed together for many decades and the world knows what Russia's relations with India have been and what India's relationship with Russia have been. The world knows that this is an unbreakable friendship," Modi said.
In his remarks, Putin also talked about his 'warm memories' of visiting India in December last year and invited Modi to visit Russia.
Putin also greeted Modi on his birthday on Saturday.
"I also know that tomorrow, my dear friend, you are about to celebrate your birthday. As part of Russian tradition we never offer congratulations in advance. So I cannot do that right now...we wish all the very best to the friendly Indian nation and we wish prosperity to India under your leadership," he said.
In a tweet, the prime minister's office described the talks as 'productive'.
'The two leaders had productive discussions on a wide range of subjects aimed at further strengthening India-Russia ties,' it said on Twitter.
In the last few months, India has increased the import of discounted crude oil from Russia notwithstanding increasing disquiet over it by several Western powers.
India's crude oil imports from Russia have jumped over 50 times since April and now it makes up for 10 per cent of all crude bought from overseas.
Last month, Russian Ambassador Denis Alipov said Russia appreciates India for not supporting attempts to isolate it in multilateral forums and that bilateral trade between the two countries is on an upswing.
India has not yet condemned the Russian invasion of Ukraine and it has been maintaining that the crisis must be resolved through diplomacy and dialogue.

Musk suggested that Tesla may conduct a "major repurchase" next year, potentially worth $5 billion to $10 billion.

New Delhi: Defence Minister Rajnath Singh on Friday urged the Shanghai Cooperation Organisation (SCO) member nations to collectively work towards eliminating terrorism in all its forms and fix accountability on its supporters, in an oblique reference to Pakistan.
Chairing a conclave of defence ministers from SCO countries, Singh said India envisioned a robust framework of regional cooperation which "mutually respects the sovereignty and territorial integrity of all member states by taking care of their legitimate interests".
With Chinese defence minister Li Shangfu listening, Singh also said that New Delhi strives to further bolster trust and cooperation among the members of the grouping as it believes in maintaining peace and security based on the provisions of the UN charter.
Elaborating on the need to contain terrorism effectively, Singh asserted that any kind of terrorist act or support to it in any form is a major crime against humanity and peace and prosperity cannot coexist with this menace. "If a nation shelters terrorists, it not only poses a threat to others but to itself too. The radica-lisation of youth is a cause of concern not only from the point of view of security, but it is also a major obstacle in the path of socio-economic progress of society," Singh said.
"If we want to make the SCO a stronger and more credible international organisation, our top-most priority should be to effectively deal with terrorism," he added.
Except for Pakistan, the defence ministers of all other member countries attended the meeting in person. It is learnt that the Pakistani representative joined the deliberations virtually.
Sharing his insights on the vision to ensure collective prosperity, Singh called for concerted efforts by the SCO member states so that the region, with limitless possibilities in today's multilateral world, shifts to the mindset of 'great gain from win-win paradigm' from 'great game of zero-sum, win-lose paradigm'.
"India has always followed the principle of 'Let us walk together &amp; move forward together'. Every era has a zeitgeist (defining idea). The zeitgeist of the present era is 'win-win cooperation for the great gain'," he said.
India hosted the meeting in its capacity as chair of the grouping.
The SCO is an influential economic and security bloc and has emerged as one of the largest transregional international organisations.
The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.
India and Pakistan became permanent members in 2017.

New Delhi: External Affairs Minister S Jaisha-nkar on Friday greeted his Pakistani counterpart Bilawal Bhutto-Zardari, China's Qin Gang and other foreign ministers with a namaste on their arrival at the venue of the India-hosted conclave of the Shanghai Cooperation Organisation (SCO).
Though the two-day SCO Council of Foreign Ministers' meeting began at the Taj Exotica Resort in Benaulim on Thursday evening with a reception hosted by Jaishankar, the main deliberations took place on Friday. The external affairs minister greeted each visiting foreign minister with a namaste and there was no handshake. At Thursday evening's reception, Jaishankar shook hands with his Pakistani counterpart like he did with others, according to a few people who are part of Bhtutto-Zardari's entourage.
Bhutto-Zardari landed in Goa on Thursday, becoming the first Pakistani foreign minister to visit India in almost 12 years.
In 2011, Pakistan's then foreign minister Hina Rabbani Khar visited India and held talks with her then counterpart S M Krishna.
India hosted the SCO foreign ministers' conclave in its capacity as the current chair of the grouping.
The SCO is an influential economic and security bloc and has emerged as one of the largest trans-regional international organisations.
The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.
India and Pakistan became its permanent members in 2017. India was made an observer at the SCO in 2005 and has generally participated in the ministerial-level meetings of the grouping, which focus mainly on security and economic cooperation in the Eurasian region. India has shown a keen interest in deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS), which specifically deals with issues relating to security and defence.

Shanghai (China): With a chance to win qualifying spots to the World Cup final in Mexico in September this year available, the Indian archery team will go into the Archery World Cup 2023 stage 2 in Shanghai, China starting on Tuesday, with high hopes following recent good performances.
The Shanghai event will include competitions for both compound and recurve archers. Archers that win the individual events at Shanghai will automatically qualify for the Archery World Cup final to be held in Hermosillo, Mexico in September this year.
The Indian challenge will be led by two-time Olympian Atanu Das in the men's recurve section and world championships silver medallist Jyothi Surekha Vennam in the compound women's section at the Archery World Cup 2023 stage 2 scheduled from May 16 to 21.
India are fielding a 16-member team -- eight men and eight women -- for the second archery World Cup of the season.
Besides Atanu Das, the Indian team's hope will also rest on veteran Olympian Tarundeep Rai, who will also be in action.
Besides Atanu Das and Tarundeep Rai, the Indian recurve team will also include Dhiraj Bommadevara and Neeraj Chauhan.
The trio of Atanu Das, Dhiraj Bommadevara and Tarundeep Rai clinched a silver in the men's recurve team event during Archery World Cup stage 1 in Antalya, Turkey in April.
Meanwhile, the women's recurve team will include Bhajan Kaur, Ankita Bhakat, Aditi Jaiswal and Simranjeet Kaur.
In compound archery, Jyothi Surekha Vennam will be India's top medal prospect in the women's section. In the Antalya leg, the 26-year-old equalled the world record score (713 points from a maximum possible 720) in the women's compound event qualification round.
She did one better by clinching a gold medal in the women's individual compound as well as the mixed team event in World Cup stage 1.
The Indian archers finished the Antalya leg with four medals -- two gold, one silver and one bronze -- and will look to improve upon the haul at Shanghai.

New Delhi: On Tuesday, India reaffirmed its opposition to endorsing China's grandiose Belt and Road Initiative (BRI), making it the sole member of the Shanghai Cooperation Organisation (SCO) to take such a stance.
Russia, Pakistan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, and Uzbekistan all reiterated their support to the BRI in a proclamation released at the end of a virtual summit of the grouping hosted by India.
"Reaffirming their support for China's 'Belt and Road Initiative' (BRI) initiative, the Republic of Kazakhstan, Kyrgyz Republic, Islamic Republic of Pakistan, Russian Federation, Republic of Tajikistan and Republic of Uzbekistan note the ongoing work to jointly implement this project, including efforts to link the construction of the Eurasian Economic Union and BRI," it said.—Inputs from Agencies

New Delhi (India): Delhi Police on Wednesday alleged that NewsClick founder Prabir Purkayastha conspired to peddle the narrative that Kashmir and Arunachal Pradesh are disputed territories with the help of a Shanghai-based company. Delhi Police informed the Patiala House Court of Delhi that secret inputs revealed that Prabir Purkayastha, Neville Roy Singham (said to be an active member of the Propaganda Department of the Communist Party of China) and some other Chinese employees of Neville Roy Singham-owned Shanghai-based Company by the name of StarStream have exchanged emails which expose their intent to show Kashmir and Arunachal Pradesh as not part of India.
Delhi Police said such attempts by these persons reveal their conspiracy to peddle a narrative, both globally and domestically, that Kashmir and Arunachal Pradesh are disputed territories. "Their attempts to tinker with the northern borders of India and to show Kashmir and Arunachal Pradesh as not parts of India in maps amount to an act intended towards undermining the unity and territorial integrity of India," said Delhi Police. The accused persons have also conspired to disrupt supplies and services essential to the life and abet damage and destruction of property by protraction of farmers' protests through such illegal foreign funding, they added. A false narrative has been propagated to discredit the efforts of the Indian Govt to contain the COVID-19 pandemic. It was learnt that Prabir Purkayastha conspired with a group namely People's Alliance for Democracy and Secularism (PADS) to sabotage the electoral process during the 2019 general elections, as per Delhi Police. "People's Dispatch Portal, owned and maintained by M/S PPK Newsclick Studio Pvt Ltd was used for intentionally peddling these false narratives through paid news in lieu of crores of rupees of illegally routed foreign funds as part of a conspiracy," said the police in Court while seeking Prabir Purkayastha and Human Resources Head of the news portal NewsClick, Amit Chakravarty's remand. According to the Delhi Police, secret inputs have been received that foreign funds in crores have been infused illegally in India by Indian and Foreign entities inimical to India in pursuance of conspiracy with the intention to disrupt the sovereignty and territorial integrity of India, to cause disaffection against India and to threaten the unity, integrity, security of India. Since April 2018, such fraudulent funds in crores of rupees have been received by M/S PPK Newsclick Studio Pvt. Ltd through illegal means during a short span of five years from M/s Worldwide Media Holdings LLC, USA and others. The remand application moved in Delhi Court stated that Prabir Purkayastha, Amit Sengupta, Doraiswami Raghunandan, Bappaditya Sinha, Gautam Navlakha, Geeta Hariharan, Amit Chakravarty and M/S Worldwide Media Holding LLC are shareholders of "PPK Newsclick Studio Pvt Ltd" having its registered office at New Delhi. "Such foreign funds have been fraudulently infused by one Neville Roy Singham through a complex web of several entities including M/s Worldwide Media Holdings (incorporated by Jason Pfetcher, a close associate of Neville Roy Singham, People Support foundation (Jodie Evans, wife of Neville Roy Singham being director), Justice and Education Fund, M/s GSPAN LLC (owned by Neville Roy Singham), The Tricontinental Ltd Inc US, Centro Popular De Midas, Brazil." It was learnt that both Tricontinental India Pvt Ltd and GSPAN India Pvt Ltd were incorporated by The Tricontinental Ltd, USA and GSPAN LLC USA respectively to infuse funds in India by circumventing the existing rules for receipt of foreign funds by NGOs. Further, it is learnt that Gautam Navlakha who has been a shareholder in PPK Newsclick Studio Pvt Ltd since its inception in the year 2018, remained involved in anti-Indian and unlawful activities such as actively supporting banned Naxal organisations and having anti-national nexus with Gulam Nabi Fai who is an agent of ISI of Pakistan. It was also learnt that Gautam Navlakha has been associated with Prabir Purkayastha since 1991 when they incorporated Sagrik Process Analyst Pvt Ltd, stated Delhi Police. Earlier, the Court allowed the Delhi Police remand plea and sent the founder and Editor-in-Chief of NewsClick, Prabir Purkayastha and Human Resources Head Amit Chakravarty to seven days of police remand on Wednesday.
