Roorkee (The Hawk): Indian Institute of Technology Roorkee (IIT Roorkee)and Y. B. Scientific R&amp;D Solutions, Roorkee, jointly developed PRAYASPR. It is a process to produce cement free paver block and wall tiles from waste polyethylene packets/ milk packets and oil packets in an environment friendly way. The waste plastics have been used as a binder and waste stone dust has been used as additives along with some dying chemicals in the development. The PRAYASPR technology reduces CO2footprint by around one third with respect to concrete paver blocks.&nbsp;These products have also a better interlocking and aesthetic look, long lifetime.&nbsp;These are non-breakable and have fair resale value.To prepare one paver block around 250 g of waste plastics is used and to cover a 1 sq ft surface area around 1.5 kg of waste plastics will be needed. The production cost of the paver black is around Rs 45per sq ft which is highly competitive with the conventional paver blocks available in the market. Per piece, the production price is around Rs 7-8. The tiles will be more economic than the paver blocks with per square feet production cost of around Rs 14 only. Both small scale and large-scale production modules are available with an initial capital investment of Rs 25 lakhs and Rs 40 lakhs, respectively. It can be an attractive option for managing plastic wastes by the waste producers as per the Plastic Waste Management (Amendment) Rules 2021. Pointing out the necessity for PRAYASPR, Yash Dua, Y.B. Scientific R&amp;D Solution Roorkee, Ramnagar, said,“The plastic waste generated in India was close to 34 lakh tons in the year 2019-20 with an annual increase of more than 21%. And this plastic waste contains low density polyethylene (LDPE) which creates a problem by choking sewer lines. Moreover, in India waste plastics form widespread littering on the landscape due to the lack of proper management techniques producing harmful environmental consequences. Thus, a sustainable route for waste plastics management was a necessity which has been realized with PRAYASPR under the auspices of IIT Roorkee."Team member, Prof. Prasenjit Mondal, Department of Chemical Engineering, IIT Roorkee, explained, "The technology involves recycling of waste polyethylene packets for development of cement less paver blocks taking the sustainable route. Plastic packets are first shredded to form granules which are then mixed with additives to soften and further form a slurry which is then molded in a hydraulic press to form blocks. The products may be used in building premises, monument premises, landscapes, public gardens and parks, domestic drives, paths and floor tiles, among others in an eco-friendly way”.

Shimla (The Hawk):&nbsp;&nbsp;The Scientific Advisory Committee(SAC) meeting of Krishi Vigyan Kendra(KVK) Lahaul and Spiti-II at Tabo was organised recently. The meeting was chaired by Dr. Ravinder Sharma, Director of Research, Dr. Yashwant Singh Parmar University of Horticulture and Forestry (UHF), Nauni.Dr. Divender Gupta, UHF Director of Extension Education, Gunjeet Singh Cheema, SDM Spiti along with members from the different line departments and farmer members attended the meeting while Dr. Rajbir Singh, Director, ICAR-ATARI-Zone I participated virtually. In his welcome address, Dr. Gupta highlighted the work done by KVK Tabo and its impact on the farming community of Spiti valley. He focused on the need for diversification and the use of digital tools for the dissemination of technical know-how. Dr. Sudhir Verma, Head, KVK Tabo presented a brief report on the activities of the KVK carried out last year and the annual Action Plan for the upcoming year.Dr. Sharma stressed on being vocal for local and promoting local crops and products. He emphasized on the involvement of local farmers in post-harvest of products using indigenous technical knowledge. He also asked the scientists to use geo indicators for promoting indigenous products. He urged the KVK staff to work on post-harvest of local coarse grains like barley and wheat, testing different genotypes of pea for suitability in Spiti valley and promoting tribal food products.&nbsp;Dr. Sharma also advised the KVK to promote agriculture, horticulture and agroforestry among the school students for a better understanding of science and to create interest among them. The SAC members also appreciated the efforts of KVK in promoting crop diversification, providing vegetable and fruit nurseries, advisories and providing the latest technical knowledge through demonstrations and training programmes.&nbsp;The participants also visited the KVK main farm and reviewed various ongoing operations and research trials including trials on high-density apple planting under HP-HDP. Field visits to various On-farm trials and Front Line Demonstrations at farmers’ fields in different villages of Spiti were also conducted. The Kendra also organised training camps in which vegetable nurseries were distributed among farmers to promote crop diversification at Kurith, Maane, Chicham and Lossar of Spiti valley.

New Delhi: Criticising the increase in&nbsp;GST&nbsp;on scientific equipments, former finance minister P. Chidambaram on Sunday said government believes that all the scientific knowledge that we need can be gathered by gazing at the sky and re-imagining our past."GST&nbsp;on scientific equipment needed by research institutions and universities raised from 5% to 12-18%. This unkind act is after reducing the budget allocation of the Ministry of&nbsp;Science&nbsp;by 3.9% from last year," he tweeted.The Opposition has hit out at the government for hike in&nbsp;GST&nbsp;rates on household items.Tax rates have been increased from 12 per cent to 18 per cent on products such as printing, writing or drawing ink, knives with cutting blades, spoons, forks, paper knives, pencil sharpeners, and LED lamps.Five per cent GST will also be charged on hospital rooms above Rs 5,000 per day, although ICU beds have been exempted.Reacting to the development, the Congress said that these rate revisions are unwelcome at a time when inflation is putting pressure on the pockets of the common man.The GST Council, during a two-day meeting in June, had accepted recommendations for rate rationalisation made by sub-groups, resulting in tax changes effective from July 18.—IANS

He said, this change in Antarctica will get reflected in weather patterns and thereby influencing not only the world’s climate but also economies and health as well. The Minister said, it’s time for the scientific community to talk in unison and work towards common goals of Antarctic heritage and scientific temper.Dr Jitendra Singh said, India, being an active member of Antarctic Treaty System, Committee for Environmental Protection (CEP), and Convention on Conservation of Antarctic Marine Living Resources (CCAMLR) and SCAR reaffirms its commitment to conserve and preserve the Antarctic continent including the surrounding ocean through scientific studies and actions. He also added India has extended support for protecting the Antarctic environment and for co-sponsoring the proposal of the European Union for designating East Antarctica and the Weddell Sea as Marine Protected Areas (MPAs).Dr Jitendra Singh said, India has been in Antarctica for over four decades with two of our operational research bases in East Antarctica, one at Schirmacher Oasis- (Maitri) and the second at Larsemann Hills- Bharati. He also pointed out that the year 2022 also marks decade of India’s research at Bharati. The Minister said, India is also looking forward to using renewable alternatives to reduce the carbon footprints and it has already initiated green energy initiatives in the country by establishing the world’s largest solar plant - Bhadla Solar Park with a capacity of 2245 MW installed in Rajasthan, thus re-enforcing its commitment towards the sustainability.Dr Jitendra Singh underlined that it’s indeed a proud moment for India to host the 10th SCAR Open Science Conference as it coincides with India’s 75th year of Independence, which is popularly being celebrated as Azadi Ka Amrit Mahotsav. New Delhi: Senior electrochemical scientist Nallathamby Kalaiselvi has become the first woman director general of the Council of Scientific and Industrial Research, a consortium of 38 state-run research institutes across the country.Her appointment is for a period of two years with effect from the date of assumption of charge of the post or until further orders, whichever is earlier, an order of the personnel ministry said on Saturday.Kalaiselvi succeeds Shekhar Mande, who superannuated in April. Rajesh Gokhale, secretary, Department of Biotechnology was given the additional charge of the Council of Scientific and Industrial Research (CSIR) upon Mande's retirement. Known for her work in the field of lithium ion batteries, Kalaiselvi is at present director of the CSIR-Central Electrochemical Research Institute at Karaikudi in Tamil Nadu.She will also hold the charge as secretary, Department of Scientific and Industrial Research.Kalaiselvi has risen through the ranks in CSIR and had broken the proverbial glass ceiling by becoming the first woman scientist to head the Central Electrochemical Research Institute (CSIR-CECRI) in February 2019. She is currently involved in the development of practically viable Sodium-ion/Lithium-sulfur batteries and supercapacitors. New Delhi (The Hawk): Top scientific administrators across Ministries and departments discussed pathways by which science ministries can address issues and specific technology needs of the states and ways to strengthen the centre-state co-ordination for the socio-economic development of the nation.
Principal Scientific Advisor, Government of India, Prof A K Sood, highlighted the need for adequate investment in research and development from the private sector. “Some states have received substantial foreign direct investment, and some like Karnataka and Uttarakhand have made exemplary efforts in some areas like One Health Mission,” he pointed out while explaining the impact of closer linkages between the centre and states.
Showcasing the effort by DST to strengthen the State Startup Ecosystem, Secretary, DST Dr. S. Chandrasekhar said, “DST has supported startup incubation centres in places like Hyderabad and Vadodara.”
“We are working for catalysing Science Technology Innovation (STI) ecosystem in the States by facilitating human resources, S&amp;T infrastructure &amp; socio-economic development through appropriate partnerships and strengthening of the S&amp;T-based delivery system,” he pointed out.
“Indian researchers at all corners of India should pursue scientific research for the benefit of society with practical application-driven innovations,” Dr. Chandrasekhar added.
Dr. Rajesh Gokhale, Secretary DBT, underlined India’s success in combatting the pandemic and said that if such a feat can be achieved in adverse situations, much more can be done in normal situations.&nbsp;&nbsp;
“The target of bioeconomy has moved up from $150 Bn for 2025 to $300 Bn for 2030. How India needs to set out a National Bio-economy Strategy for the next 25 years,” said Dr. Rajesh Gokhale, Secretary DBT
Director General; CSIR, Dr. N Kalaiselvi, advocated for technology-enabled socio-economic development in States and a balanced approach of developing technologies for urban and rural needs.
She highlighted R&amp;D carried out by CSIR under thematic areas like smart agriculture, civil infrastructure, energy and environment, aerospace, mining, metals, minerals and materials, health care &amp; specialty chemicals, understanding the unique characteristics and specific needs of the states and regions and bringing customized solutions for critical issues of states.
&nbsp;“The Ministry of Earth Sciences is translating earth science technologies like earthquake detection, weather and climate forecasting, and exploration of non-living ocean resources to services,” said Secretary Ministry of Earth Sciences Dr. M Ravichandran.
He spoke about observatories for atmosphere and ocean and data transmission, the establishment of automatic weather stations, X band radars, monitoring of coastal erosion and pollution, and dissemination of information for different stakeholders like farmers, fishermen that have brought benefits to people across India.
Shri KN Vyas, Secretary, DAE, and Chairman, Atomic Energy, shared success stories in agriculture and water technologies such as the use of isotopes to track and recharge aquifers, use of radiation technologies for preserving packaged food materials, water ATMs, and so on which can be of use to the states.
Shri S. Somnath, Secretary, DoS &amp; Chairman, ISRO, presented ‘2047 Space Roadmap’ with a focus on pushing ahead economic aspects of space technologies.
He encouraged states to establish regional, remote sensing centres based on themes and specialties of the states. He also advocated for encouraging entrepreneurship in value-added space products. The session created a platform for discussing the key challenges for the Technology Vision for 2047 presented by the Sectoral Group of Secretaries and solutions to propel India as a vibrant knowledge economy in the 21st century.

Narrating personal stories of courage, hope, and determination, this book talks about the personal and professional struggles of women who did not have it easy but who for sure are role models for every girl who aspires to work in one of these disciplines. The CSIR is a Society under the Department of Scientific and Industrial Research, Ministry of Science &amp; Technology and the Prime Minister is the Society's President.
The Union Minister for Science &amp; Technology, Dr Jitendra Singh, being the Vice President of CSIR, Nirmala Sitaraman, Union Minister of Finance and Piyush Goyal, Union Minister of Commerce and Industry will also be present. The CSIR Society comprises eminent scientists, industrialists, and senior officials of scientific ministries. The Society meets annually to review CSIR activities and deliberate on its future programmes.
Briefing the media, about the CSIR Society meeting and achievements of CSIR, Dr Jitendra Singh said, CSIR's research efforts are now mainly focussed on green energy technologies, STI interventions to generate employment and raise income levels in rural India. He said, strengthening self-reliance across industrial sectors, facilitating infrastructure developments, and developing critical S&amp;T human resources are also the mandate of CSIR and the R&amp;D conglomerate is adopting Artificial Intelligence and Machine Learning platforms for its scientific pursuits.
Dr Jitendra Singh said, the revitalisation of CSIR as per the CSIR Vision 2030 and aligned to National Vision@2047 is being focussed on making India a scientific powerhouse and self-reliant by becoming a technology provider for the nation.
Carrying forward the vision of the Prime Minister for greater integration of schemes and themes, Dr Jitendra Singh said, at present, CSIR has strengthened its engagement with the industry, leading to increased industry partnership and collaboration in CSIR funded projects. In addition to the PPP model, being practised in Energy Theme, few CSIR labs have facilitated sustainable start-ups to promote CSIR technologies pertinent to Agri-bio- nutritech, Specialty Chemicals, Aerospace and Healthcare themes.
The Minister further informed that waste-to-wealth driven technologies of 4M theme and extraction-cum-purification of wide variety of metals have attracted few start-ups and MSMEs too. Hydrazine Hydrate production plant at Gujarat is the recent proof of CSIR’s technology from Chemicals Theme, reaching newer heights and leading to import substitution.
Dr Jitendra Singh also underlined that CSIR’s aroma mission and purple revolution in Jammu and Kashmir have changed the history as India as exporter instead of India as importer. Steel slag road in Maharashtra, water mapping using CSIR’s heliborne technology are few other examples of CSIR’s closer association with Line Ministries, driven through Civil cum infra structure and E3OW thematic projects of CSIR, the Minister added.
Dr N Kalaiselvi, Secretary, DSIR and DG, CSIR in her presentation said that CSIR's activities are carried out through 37 laboratories and 39 outreach centres spread across India. Established in 1942, CSIR completed its 80th year recently, and in its long history, CSIR has made many significant contributions to the Indian industry and society at large. During the COVID-19 pandemic, CSIR laboratories developed numerous technologies to manage the pandemic.

There is a vitality in his food, lifestyle, living,culture, entertainment, education, earning a living, sports, art, literature, customs etc. The main reason for this is that they are human friendly. And these include a scientific thinking, understanding, basis, wisdom ,knowledgeand thought. It is a small matter, not rocket science, that if something has been going on for hundreds of years, then surely it is enough to say that its roots are deep. Which could not be disturbed even by the heat of the sun, rain showers and wind gusts of years. Of course, this was possible only when there must have been a solid base pillar. Pick up any of our festivals and you will automatically understand the secret of its longevity, chiranjeevi. Some festival will be dedicated to one or the other element of nature. The environment around us in which all living beings, insects, animals live, are mutually dependent on each other. One cannot run without the other. This principle of co-existence is one of the earliest in the history of human beings and will continue to be the last.one Can't survive without it. This is what our science also teaches us. In our worship, the grass we take never gets dry, the grains of rice - like the pearl of life, after all, food is the divine, Kush grass, the removal of soil, payya leaves, basil leaves, curd, milk, ghee, butter If you look at things like honey that never gets insects, then you will find that these chemicals, pastes, medicines, sorbets,drinks ,shrubs,herbs or food are ours.It is like a panacea.That's why thousands of quesec in the Ganges river
&nbsp;flowing water, these things remain with us. These all things have made us, we have not made them. This Teej-festival of ours also teaches to save, preserve and nurture the things given by nature. Igas or old Diwali, Haribodhini Ekadashi by whatever name it is known, its scientific importance is also similar to other festivals. It is also basically a festival dedicated to animals. It is not necessary that what cannot be used for you, it is useless now. This festival prevents both from happening and from doing so. These festivals of ours have become more relevant today to ensure happiness, joy and gaiety on the part of all. The Igas festival of Uttarakhand literally connects people with forgotten distant memories, rites, cultures..An example is the realization of brave Shiromani Madho Singh Bhandari ji of Garhwal who was deprived of sixteen Shradh and twelve Bagwali. That is why everyone should have Diwali, every house should be lighted, no house should be left happily, arrangements are also made for this in the festival of Igas. Due to age-state-circumstance, productive- are no longer helpful. The cow which is not giving milk, has become infertile, those who have become incapable of ploughing the bulls are also given respect, agave's fibre decorated and with hemp fibers called flowers, saliva on the forehead of the bulls. Hanging in the cranium with the horns are tied. Because of this delusion, we give respect to our companions. On the occasion of Igas, we show our gratitude to them.
Igas is a wonderful festival of Uttarakhand. Its counterpart is not seen across the country. A festival in which there is no extravagant competition, in which the absence of the poor is not ignored in front of their happiness and in which the disadvantaged are also given full opportunity to join the joy and gaiety.

&nbsp;There was a time when people in Uttarakhand used to be convinced after the Igas that there is no such creature now whose share has not brought happiness of at least one bugle in a year. So Khas is totally logical and people-oriented, the organism is ecologically prepared.

Egas is such a folk festival of Uttarakhand which is inclusive in nature, is omniscient and is a nurturer of natural justice. Kohima (The Hawk): According to officials, a 12-person World Bank team is in Nagaland for a five-day visit in an effort to encourage scientific farming and combat the consequences of climate change.
The World Bank team, which arrived in Kohima on Sunday, has already met with the Nagaland government officials, according to a senior state government official.
On Monday, the World Bank team met with the technical committee and core committee for the Enhancing Landscape and Ecosystem Management (ELEMENT) project.
The visiting World Bank team was given an explanation of the state's agricultural situation and various farming practises by Nagaland Agriculture Production Commissioner Y. Kikheto Sema.
The World Bank representatives discussed the ELEMENT project's overview, concept, scope, preparedness, government permissions, justification, economic analysis, DEA readiness filter, and timetables.
In addition, the visiting team met with representatives from the Land Resources Department, went to the GIS campus, and had a meeting with the GIS team.
The World Bank team, which will be split into two groups, will travel to several locations on Tuesday, including the "Jhum" (slash and burn) field in Chiechama, the Naga Integrated Settled Farming-NISF project in Boke-Botsa, the Sendenyu Community Biodiversity Reserve, the Khonoma and terrace field, the traditional agroforestry field, and biodiversity protected areas in Dzuleke.
Along with meeting Nagaland Chief Secretary J. Alam on Wednesday, they would discuss the essential problems with the environment, forest, climate change, and agricultural and associated sectors.
The delegation would tour the Nagaland Bamboo Mission, Nagaland Beekeeping and Honey Mission, and the Organic Market at Chumoukedima before leaving Nagaland on Thursday.

World Bank to assist Nagaland's scientific farming

New Delhi (The Hawk): The Department of Science and Technology and the Ministry of Ayush collaborated in order to investigate evidence-based scientific intervention in the Ayush sector (DST).
The agreement, which was inked on Friday, would, according to officials, identify prospective research areas to investigate cooperation, convergence, and synergy for evidence-based scientific intervention in the Ayush sector and further implementation of these into the public health care system.
The Secretary of the Ministry of Ayush, Vaidya Rajesh Kotecha, commended DST for their commitment to collaborating with the Ministry of Ayush on the creation of new medications as well as the validation of therapies' mechanistic elements on this occasion.
DST Secretary Srivari Chandrasekhar stated: "Particularly in the field of health sciences, traditional knowledge and modern science are collaborating. We are confident that when Ayush's scientists and medical professionals collaborate, we will develop solutions that are both practical and inexpensive. I hope that this programme rises to the top in the nation."
Through the MoU, the Ministry of Ayush and DST have decided to work together on research and development projects aimed at scientifically validating Ayush concepts, practises, and products. They have also decided to build a platform for information sharing and apply contemporary science to understanding Ayush's fundamental concepts and principles.
The Ministry of Ayush would designate thrust areas including Ayush-related systems that call for comprehension of fundamental ideas, practises, the creation of newer tools, and other aspects of contemporary sciences. While this was happening, DST will coordinate the execution of the thrust areas through the Science and Engineering Research Board (SERB), using well-organized plans and concentrated efforts from all parties.
Partnerships with businesses, public and private R&amp;D organisations, and departments of government will be highly encouraged, according to officials. The MoU will also concentrate on special requests for ideas for Ayush-related research and development projects that are made to individuals or groups of national scientists who are actively working in university institutions, research organisations, government agencies, and businesses.

Bengaluru (The Hawk): C.N. Ashwath Narayan, Minister of Higher Education, announced on Friday that Help Centers would be established at all pre-university scientific institutes in Karnataka to instruct students on how to complete CET applications without making mistakes.
"The meeting discussed about integrating Student Achievement Tracking System (SATS) available at the SSLC level with that of Karnataka Examination Authority (KEA)," he said after holding a meeting with Primary and Secondary Education Minister B.C. Nagesh. "The KEA will intimate about the required information and two departments would work in coordination to find out permanent solution for the problems faced by students."
"At the moment, a lot of kids are giving incorrect information while citing their RD number, father's name, caste information, etc. Over the years, it has become customary to allow extra time for mistakes to be fixed. However, this is causing the entire process to drag out needlessly. Students will be instructed to complete the CET applications accurately to prevent this, the minister stated.
One male and one female coordinator will be chosen for every 100 students in each college. Four master trainers will also be stationed at the district centre, according to Narayan.
He stated that master trainers would only be trained by the authority, while coordinators would be trained by KEA via video conference.
Four steps will be given to students on how to complete the application. This involves giving the necessary information, such as reservation information, RD numbers, educational background, etc. By the month of February, he promised, all the knowledge students need to complete the CET application will be taught to them.
According to Nagesh, a proposal exists to combine the KEA system's data with the student data now available in the SATS system.

New Delhi (The Hawk): Union Ministry of Health &amp; Family Welfare organized National Organ &amp; Tissue Transplant Organisation (NOTTO) Scientific Dialogue 2023 today. The dialogue was organized to bring all the stakeholders under one roof to brainstorm ideas about interventions and best practices in the organ and tissue transplant field that can be taken up for saving lives.&nbsp;
Speaking on the occasion, Union Health Secretary Shri Rajesh Bhushan congratulated everyone on the positive outlook that the country is observing in organ and tissue transplants. He said that there is fast resurgence in the transplant activities post COVID and for the first time country has achieved more than 15,000 transplants in a year (2022). Along with this, there was an annual increase of 27% in transplant numbers.&nbsp;
Union Health Secretary underlined on three priority areas which include programmatic restructuring, communication strategy and skilling of professionals. Highlighting the need to update the existing structures and guidelines in place, Shri Bhushan said that “though we have existing structures at various governance levels like NOTTO at national level, SOTTOs at state levels and ROTTOs at regional level, it needs to be ensured that they work as a well-oiled machinery while performing their mandate.”
Shri Bhushan welcomed the changes that have taken place such as updated guidelines, domicile requirement being done away with. He emphasized on the rational use of technical manpower country has and training and channelizing them efficiently along with optimal utilization of physical infrastructure and equipments such as in tertiary care facilities.
Underscoring the changing demography of the country, Union Health Secretary noted that India has a growing geriatric population and to ensure quality of life for them, it is critically important to update our communication and awareness strategy, so that potential organ donors come forward. He suggested wide orientation and re-orientation through training programs, newly designed courses and digital interventions for healthcare professionals and domain knowledge experts. He further added that “ along with training programs, wide publicity and awareness through not just print and electronic media but engaging with local stakeholders and Non-Governmental Organisations (NGOs) can be taken up”. Thus, he pushed for a multi-stakeholder exercise for communicating effectively and making people realize their contribution towards a greater good.
Highlighting the need for capacity building of our medical institutions, Shri Rajesh Bhushan said that “despite having 640+ medical hospitals and colleges, transplants remain a specialized service limited to some hospitals only. There is a need to expand the number of institutions where surgeries and transplants are undertaken. Thus, to increase surgeries/transplants in the country, along with sensitization and training for healthcare professionals, our physical infrastructure must be optimally utilized. There is also a need to identify high case load institutions and bring them under the network NOTT program.” He suggested that consultations and discussions can lead to Memorandum of Understanding (MoUs) and consequentially, creation of Centre of Excellences at state and regional level where these specialized services can be provided to the needy.

Over the last 9 years the country has made rapid strides in every area of Science &amp; Technology thanks to the able leadership of the Prime Minister, he said. Dr Jitendra Singh said that the 16 research institutions in the DST family form a very special group from several points of view. Some of these are among the oldest research institutions in the country (including the oldest), some were started by eminent scientists and individuals like Mahendra Lal Sircar, CV Raman, JC Bose, Birbal Sahni and DN Wadia, some are repositories of very old and valuable scientific data, some lead the nation in niche areas like astronomy and astrophysics, geomagnetism, advanced materials and nano science and technology – and so on. Most research institutions in the DST family are basic research institutions. The only exceptions are SCTIMST-Trivandrum and ARCI-Hyderabad. TIFAC approaches technology forecasting in different sectors in a very structured fashion involving all stakeholders and has also promoted new instruments of technology development and diffusion across the country. The Technology Vision document of 2035 by TIFAC is one of its significant achievements. NECTAR is unique in sourcing technologies for finding solutions to problems specific to the North Eastern States. NIF is a unique body which scouts for grassroots innovations and helps develop them further into viable, technology-backed products or processes. Dr Jitendra Singh mentioned that all the 5 premier science and engineering professional bodies of the country, viz. INSA-Delhi, IAS-Bangalore, NASI-Allahabad, INAE-Delhi and ISCA-Kolkata belong to the DST family. Most of these are again very old organisations established by eminent scientists and individuals, including the Indian Science Congress Association which is more than a century old. The Minister said that recently, the Union Cabinet chaired by Prime Minister Modi has approved the National Quantum Mission (NQM) to aid scientific and industrial research and development in quantum technology. It’ll be implemented by the Department of Science &amp; Technology (DST). The mission planned for 2023-2031 aims to seed, nurture, and scale up scientific and industrial R&amp;D and create a vibrant &amp; innovative ecosystem in Quantum Technology (QT). The Minister said that few among AIs are working in different aspects of Quantum technology i.e IACS, Bose Institute, IASST (developed carbon quantum-based imaging and detecting probes for nuclear hydrogen peroxide detection in living cells); A cluster of labs at RRI is in the forefront for developing quantum communication technologies; (S. N. Bose National Centre for Basic Sciences (SNBNCBS) is into harnessing quantum entanglement for futuristic energy storage technology. AIs are also involved in International programmes or collaboration with other countries like the Thirty Meter Telescope (TMT), Aditya-L1 Mission, Maunakea Spectroscopic Explorer and a next generation Ultraviolet space mission. AI’s have taken the lead in supporting Startups as well as Grassroots Innovators in emerging technologies. Bose National Centre for Basic Sciences, Kolkata during FY 2015-16. The Minister urged all the R&amp;D Institutions to work in collaboration mode so that DST can utilise the resources and manpower optimally and think for the revised mandate for the Amrit Kaal.

New Delhi: The Supreme Court on Friday put on hold the Allahabad High Court directions allowing scientific survey and carbon-dating of a Shivling found inside the Gyanvapi mosque complex last year.

Senior advocate Huzefa Ahmadi, representing the masjid committee, submitted before a bench headed by Chief Justice of India D.Y. Chandrachud that the carbon dating and the scientific survey is supposed to start on Monday, as per the order passed by the high court and urged the court to not allow it, as the apex court's summer vacation will begin.

Solicitor General Tushar Mehta, representing the Uttar Pradesh government and the central government, submitted that "as an officer of the court my concern is that by doing the exercise as per high court order, if there is some damage to the structure, which one side says it is a Shivling and the other side says it is a fountain. If there is damage, we will have to see how (the exercise) can be...can consider that it ( the scientific survey) may await your lordships adjudication...and it would be better, if your lordships pass an order", said Mehta.

After hearing submissions, the apex court issued notice on the plea by masjid committee. The Chief Justice said the high court order would require closer scrutiny, "we direct that the implementations of the directions in the May 12 order of the high court shall stand deferred to the next date...".

Advocate Vishnu Jain, representing the Hindu side, submitted that four experts of the ASI have given a report that the structure will not be damaged at all and urged the court to call for the report from the ASI. Mehta said "we may also find out if there is some other technology...".

The Chief Justice said: "We are not averse to calling for report...we just felt from the solicitor's submissions, let them consider the situation.. they will also consult the ASI in the meantime... Let the government also consider what options
are... these are matters where one has to tread a little carefully, let us defer it right now".

Huzefa submitted that while an appeal filed by the Committee of Management of Anjuman Intezamia Masjid challenging the Varanasi court order on the issue of maintainability was still pending, an order for carbon dating was allowed by the high court.

Earlier this month, the Allahabad High Court directed the Archaeological Survey of India (ASI) to carry out a "scientific survey" of the "Shivling" in Gyanvapi mosque to ascertain its age. The high court asked the ASI to ensure that no damage is done to the structure during the survey. A single bench of Justice Arvind Kumar Mishra was responding to a petition filed by the Hindu side, demanding carbon dating of the Shivling. The ASI had submitted its report in a sealed envelope. New Delhi: The IIT Mandi has taken a major initiative to start an academic programme on Indian knowledge system (IKS) to address mental health issues, besides using scientific innovations. Vedas, Puranas, Upnishads and other books related to the IKS will also contribute to this programme. According to the IIT, using bio-signals such as electroencephalograms (EEGs), brain imaging, as well as virtual reality-based immersive neuron-feedback, the programme seeks scientific innovations aimed at addressing mental health with the Indian Knowledge System. This will allow both IKS and mental health challenges to benefit from a scientific approach. Professor Laxmidhar Behera, Director, IIT Mandi, during a discussion with IANS, emphasized that the very foundation of the Indian Knowledge System was built on the hypothesis that matter in its elementary (subtle) form is cognitive and thus cognitive emotion and behaviour are not emergent properties of any complex molecular combinations. Professor Behera highlighted how recent studies on IKS such as yoga, meditation, music, Sanskrit, and other forms of performing arts also demonstrate the therapeutic values they bring to human psychic nature in terms of cognitive enhancement, stress relief, alleviation of depression, and so forth. Biological signals such as electroencephalogram (EEG) and functional brain images along with the virtual reality-based neuro-feedback approaches have ushered a new age of scientific innovations where many claims of IKS can be verified and standardised for effective consumption by the general populace, he added. At IIT a proper deliberation will help this programme to get the right direction. There will be a brainstorming panel discussion on course curriculum as well as a similar discussion on enumerating relevant research agendas useful for society at large, the director added. He said, "I welcome everyone for joining in these very important deliberations that may set new standards for an inclusive paradigm for science and technology. "In a world driven by cutting-edge artificial intelligence and human-computer interaction, the Indian knowledge system (IKS) education may first seem to be an urban legend. However, recent research reveals the importance and benefits of IKS for the human body, mental health, and wellbeing. In fact, IKS has deep roots that are grounded in Indian history, philosophy, society, arts, languages, science and technology, and life sciences" The Indian Institute of Technology Mandi will teach its researchers about insights on empirical research pertaining to IKS and mental health. With the advent of leading artificial intelligence and human-computer interaction, the Indian Knowledge System (IKS) education highlights the importance and benefits of this system for the body, the mind, and the consciousness, the IIT Director told IANS. —IANS
