Punjab: Punjab Chief Minister Bhagwant Mann on Tuesday said police are investigating the explosion at the Intelligence Wing headquarters of Punjab Police in Mohali and asserted that anyone trying to disturb peace in the state will not be spared.Mann has called a meeting of senior police officials, including the Director General of Police, at his residence and also sought a report on the incident, according to official sources.“The Punjab Police is investigating the explosion in Mohali. Anybody who tries to spoil the atmosphere in Punjab will not be spared,” said Mann in a tweet in Punjabi.Mann's statement comes a day after a rocket-propelled grenade was fired at the third floor of the highly-guarded building in sector 77 in Mohali on Monday night, following which an alert was sounded.The incident is being seen as a major intelligence failure as the office houses the state counter intelligence wing, special task force and some other units.No one, however, was injured in the explosion, which political parties termed "disturbing" and "shocking".Meanwhile, Aam Aadmi Party MP Raghav Chadha dubbed the incident as an act of cowardice and said strongest possible action will be taken against those who were behind it.“Explosion in Mohali is an act of cowardice by those powers who want to disrupt the hard-earned peace of the state. Punjab government will not spare those involved and strongest possible action will be taken,” tweeted Chadha, who is a Rajya Sabha MP from Punjab.Another AAP MP Sandeep Pathak said the attack was despicable.“Attack at Punjab Police Intelligence Headquarters in Mohali is despicable. I strongly condemn this vicious attack. The incident is being investigated by police, and not a single culprit should be spared," said Pathak in a tweet.AAP chief spokesperson Malvinder Singh Kang said the perpetrators of the crime will not be spared.“Blast in Mohali is unfortunate however the situation is under control, matter is being investigated, the perpetrators of the crime will not be spared, nobody will be allowed to fiddle with hard earned peace and harmony. Chandigarh: A woman hosteller studying MBA in a private university in Punjab's Mohali was detained by police on Sunday on charges of making an Objectionable video and MMS of fellow hostellers. Senior Superintendent of Police Vivek Soni categorically told the media that no attempt to suicide was reported after the incident came to light. Also, he said, so far there was no evidence of the video being made viral.&nbsp;
"As per the investigation, the accused made her own video and no video of other students was made. There was no evidence so far. There is so much misinformation and rumours doing rounds. We should respect the modesty of the accused student as we are investigating the matter," he said.
Soni appealed to the public and the students to maintain calm and help police to investigate the matter.
As per reports, the accused hosteller illegally sent the nude images and videos to a male friend in Shimla, resulting in the footage being circulated online.
As the video went viral, a massive ruckus on the campus of Chandigarh University erupted overnight with crowds of hostellers staging a massive protest. Students shouted slogans: 'We want justice'.
During the protest, police had to cane-charge students to disperse them.
AAP chief and Delhi Chief Minister Arvind Kejriwal reacted to the incident and urged the people to act with patience.
"In Chandigarh University, a girl has gone viral by recording objectionable videos of many girl students. This is very serious and shameful. All the culprits involved in this will get the harshest punishment. Victim girls have courage. We are all with you. All act with patience," he said in a tweet.
Requesting the students to keep calm, state Minister of School Education Harjot Singh Bains said, "No one guilty will be spared. It's a very sensitive matter and relates to dignity of our sisters and daughters. We all including media should be very very cautious, it is also test of ours now as a society."
Punjab State Women Commission Chairperson Manisha Gulati, who reached the university, clarified on the rumours around victims of alleged video and MMS scandal attempting suicide.
"The probe is underway and law will take its course," she said, asking the commission to inspect all universities so that such incidents did not reoccur.
"The police are investigating the entire incident and we are assisting them," said Satnam Singh Sandhu, Chancellor, Chandigarh University.&nbsp;

Chandigarh: Students of Chandigarh University in Punjab's Mohali ended their protest in the early hours of Monday after the district administration and police assured them of a fair and transparent investigation into allegations that objectionable videos of several women students had been recorded.The university on Monday suspended two wardens for negligence and also declared "non-teaching days" till September 24.Further, it formed a joint committee comprising students and senior functionaries to address certain issues pertaining to hostel timings and other demands of the students, sources in the varsity said. "They (students) ended their protest at around 1:30 am," Mohali Senior Superintendent of Police Vivek Sheel Soni said. He told reporters that a special investigation team headed by a senior police officer will be formed to probe the case.The university in a tweet said, "We are always with our students, be it their academic aspirations or their safety and well-being. We will leave no stone unturned to live it upto this commitment towards our students."Protest had rocked the campus on Saturday night over allegations that objectionable videos of several women students were recorded by a hosteller. Some students claimed that the videos were even leaked.Police, however, had said the woman student appeared to have shared a video of only herself with a 23-year-old man, stated to be her boyfriend, and no objectionable video of any other student was found. She was arrested from Punjab itself while the man was held in Himachal Pradesh and handed over to the Punjab Police. Officials said the woman's mobile phone has been seized for forensic analysis and added that there was no suicide attempt by any student.The university authorities had also rejected as "false and baseless" reports that claimed videos of several women students in the hostel were made and leaked on social media and that distraught students had attempted suicide. The students, however, had accused the university authorities of "suppressing facts" and held a fresh protest on Sunday evening, which continued till late night. An FIR under Section 354-C (voyeurism) of the Indian Penal Code and Information Technology Act has been registered in the matter and further probe is on, police said.&nbsp;—PTI

Chandigarh: Punjab Police have arrested four shooters of the Davinder Bambiha gang, including two assailants of Uttarakhand Mining Trader from Mohali, said Director General of Police (DGP) Gaurav Yadav here on Friday.
Mining trader Mehal Singh (70) was shot dead outside his house on October 13.
The operation was jointly carried out by the Anti-Gangster Task Force (AGTF), Counter Intelligence (CI) Punjab, the District Police of Udham Singh Nagar Uttarakhand, the Special Cell Delhi and the District Police of Mohali.
The arrested persons are Sadhu Singh, Jagdish Singh, alias Disha, Manpreet Singh, alias Mani, Jaspreet Singh, all resident of Mansa district.
The police have also recovered one .30 caliber pistol along with two magazines and seven cartridges; one 9 mm pistol along with one magazine; and one Turkey-made 9 mm machine-pistol along with three magazines, including one magazine of 31 cartridges capacity and 19 cartridges and one Apache motorcycle from their possession.
DGP Yadav said during investigations it has come to light that accused Sadhu Singh and Manpreet Singh along with their associates killed trader Mehal Singh on the directions of gangsters-turned-terrorists Arshdeep Singh, a.k.a. Arsh Dalla, and Sukhdool Singh, a.k.a. Sukha Duneke.
The two arrested persons have provided them weapons, logistics support and conducted recce of deceased's house.
He said the arrested persons were further hatching conspiracy to commit crimes in Punjab and neighbouring states.&nbsp;

New Delhi: The recent attack on a police station in the border district of Taran Tarn was the fifth of its type in the last 12 months. As in all the earlier attacks, the targets were high profile and important police establishments like the Mohali Intelligence Headquarters, Crime Investigating Agency and Pathankot Cantt Police Post. Another  serious dimension, was the  insidious and targeted killing  of three police protectees. Just about a month ago, Bhupinder Singh was shot dead at Jalandhar, and the armed constable deployed for his protection, sustained gunshot injuries and he also succumbed to the injuries in hospital. Pradeep Singh was killed in Faridkot. Shiv Sena activist, Sudhir Suri was gunned down in Amritsar. In the case of Bhupinder Singh, the family informed the police that the gangsters were demanding a ransom of Rs 30 lakhs from them.
This is an extremely grim situation and it is absolutely crystal clear that the nexus between Pakistan’s ISI, the local gangsters of Punjab and the pro-Khalistani elements operating from USA, Canada, UK, Hong Kong, Germany etc are working in close coordination to create disturbances in Punjab, using the 1984 anti-Sikh riots, the Covid pandemic, the farmers agitation and the poor job opportunities in the state. This is borne out by the fact that narco terrorism is an evil that has spread its dreaded  tentacles all across the state, drone incursions carry payloads of narcotics, weapons, fake Indian currency, foreign currency, have become brazen and frequent. Drug addiction in Punjab, especially in the youth, has assumed alarming proportions.
In a confidence building measure, DGP Punjab Gaurav Yadav stated that 404 gangsters have been apprehended in recent months. On the face of it, this may be of  some consolation as a sign of proactive action- but in the light of the fact that almost 4000 persons of Punjab have been identified as  being involved in radical activities, it is also alleged that of these more than 200 received money from the banned pro Khalistani  outfit SFJ(Sikhs for Justice). Although it is a matter of satisfaction that almost 1000 were short listed by the Punjab Police for their deradicalization programme, with some success. But again the pro-Khalistani elements, mostly from outside India and at the behest of the ISI are hell bent on creating disturbances in Punjab.
There seems to be an eerie similarity between the present condition and the early days of Punjab terrorism of the 980’s. Full credit to the mature leadership provided by the then Directors General of Police, Mr Julius Francis Ribeiro and the late Mr KPS Gill, that terrorism was wiped out. I was fortunate to receive able and timely guidance from Mr Ribeiro and Mr Gill during my tenure in Nainital and Moradabad; we were fortunate to receive contingents of the Punjab Police for close and coordinated action, which worked wonders in stamping out terrorism after years of persistent action against terrorists and their support systems. If in those times it was Jagjit Singh Chauhan trying to print the ridiculous Khalistan currency, today it’s the Sikhs for Justice and the likes of Pannu, and other anti-national outfits who started merely by creating a Facebook page, website and under the ISI‘s patronage and guidance, they have started aggressive vitriolic campaign on the social media platforms like the Twitter, YouTube, Facebook, Instagram etc and also using highly sophisticated and encrypted customized apps for in-house communication.
The time to act was yesterday not today. We are already late in addressing the problems in totality, this problem, obviously, is not to be nipped in the bud but crushed in the bud. A TV commentator of the ruling party mentioned that we have stepped on the tail of the  cobra and naturally it will raise its hood! The obvious combatant’s solution, the world over has been to chop off the head of the cobra, especially those bred and fed by the ISI and Pakistan. In this grim situation all the intelligence agencies like the IB, Raw, Military Intelligence, BSF the Punjab Police and the Police forces from the neighbouring states, like Kashmir, Haryana, Uttar Pradesh and other sensitive states must share intelligence and ensure pre-emptive strikes on the terrorist hideouts and their support systems. The nexus between the gangsters and the anti-national elements has to be broken once and for all. Till now the decisive  assault like action under the National Security Act, UAPA etc, confiscation of movable and immovable property does not seem to be happening on a war footing. To the contrary the Supreme Court expressed dissatisfaction over the lax investigation and prosecution of Excise Act cases in Punjab. It must be borne in mind that these are horrible fault lines that must be addressed- the accused of the Excise Act, in all probability would be directly or indirectly related to those involved in narcotics and other anti-national activities. The requirement of the day is a ruthless drive against all such elements with a no-nonsense attitude.&nbsp;

 Alarm bells ringing in Punjab

Chandigarh: Five-time former Punjab chief minister and Shiromani Akali Dal patriarch Parkash Singh Badal, known for his winsome humility and strong rural roots, died on Tuesday. He was 95.
Badal, who had not been keeping well for sometime, was admitted to Mohali's Fortis Hospital over a week ago after he complained of uneasiness in breathing.
"Mr Badal passed away at around 8 pm," hospital Director Abhijeet Singh told PTI over the phone.
He was also the chief minister in 1977-80, 1997-2002, 2007-12 and 2012-2017.
At 94, Badal last year became the country's oldest candidate to fight a state election when he entered the electoral battle for the 13th time but could not save his pocket borough of Lambi in Muktsar district, only second defeat in a political career spanning more than seven decades.
During the 2022 state polls, the SAD patriarch had said he wanted to serve people till his last breath.
His last rites will take place Thursday afternoon at his native village Badal in Lambi in Muktsar.
The central government announced two days of state mourning on April 26 and 27 across India as a mark of respect to the former chief minister.
On the days of mourning, the national flag will be flown at half mast and there will be no official entertainment, the Ministry of Home Affairs said in a communication to all states.
President Droupadi Murmu, Prime Minister Narendra Modi, several central ministers and chief ministers and leaders cutting across party lines condoled his demise and hailed his immense contributions to the state as well as the country.
President Murmu said Badal was one of the tallest political stalwarts since independence.
'Though his exemplary career in public service was largely confined to Punjab, he was respected across the country. His demise leaves a void. My heartfelt condolences to his family and admirers,' the Rashtrapati Bhavan tweeted.
Prime Minister Modi described his demise as a 'personal loss' and said he was a colossal figure of Indian politics and a remarkable statesman who contributed greatly to the nation.
Badal worked tirelessly for the progress of Punjab and anchored the state through critical times, the prime minister said.
"Parkash Singh Badal's passing away is a personal loss for me. I have interacted closely with him for many decades and learnt so much from him."
Defence Minister Rajnath Singh said Badal played a significant role in Punjab's politics for decades and made several noteworthy contributions towards the welfare of farmers and other weaker sections of the society.
"Badal Sahab was the son of soil who remained connected to his roots, all his life. I fondly remember my interactions with him on several issues," he added.
As the news of his demise broke, a large crowd of party workers and well-wishers gathered outside the hospital.
Many leaders cutting across party lines also reached there to offer their condolences to the bereaved family.
Some party workers said Badal was not a politician but a statesman who was loved and respected by all, including his political rivals.
In the last stage of his career, Badal handed over the reins of the SAD to son Sukhbir Singh Badal, who also became the deputy chief minister under him.
Badal's wife Surinder Kaur Badal died of cancer in 2011. They had two children -- Sukhbir Singh Badal, the heir to his political legacy, and Parneet Kaur, who is married to former minister Adesh Pratap Singh Kairon.
SAD chief Sukhbir Badal's wife is Bathinda MP Harsimrat Kaur Badal.
Born on December 8, 1927 in Abul Khurana near Malout, Parkash Singh Badal graduated from the Forman Christian College, Lahore.
His political journey began in 1947 when he became the 'Sarpanch' (village head) of Badal village, then in Bathinda district. Thereafter, he became the chairman of the block samiti.
He became an MLA for the first time in 1957 when he was elected to the Punjab assembly from Malout constituency as a Congress member.
He then moved to the Gidderbaha assembly seat from where he was elected as an MLA on a SAD ticket during the 1969 mid-term poll.
When Gurnam Singh, the then chief minister, defected to the Congress, the SAD members regrouped themselves overnight and chose Badal as their leader on March 27, 1970 and formed a government with the support of the Jan Sangh.
But owing to constant squabbles and infighting, he advised the governor on June 13, 1971 to dissolve the assembly.
Badal was re-elected in the 1972 elections, but as the SAD could not form a government, he became the leader of the Opposition.
Badal was chief minister for 15 months in 1970-71 and for 32 months in 1977-1980.
During the 1977 elections, he again won from the Gidderbaha constituency and became the chief minister of the SAD-Janata Party government.
He was again elected to the state assembly in June 1980 and September 1985 elections from Gidderbaha assembly constituency.
Badal courted arrest during the Operation Bluestar in June 1984 when the Army had entered the Golden Temple complex at Amritsar to flush out militants.
He refused to become the deputy chief minister under Surjit Singh Barnala after the 1985 elections and later quit the party as the rift widened. In 1986, Badal formed Shiromani Akali Dal (Badal).
Badal after shifting to Lambi constituency was elected legislator in 1997 and became the chief minister on February 12 that year as the leader of the SAD-Bharatiya Janata Party government.
In this tenure, his government took the decision of providing free electricity and waiving land revenue for farmers.
Badal was re-elected from Lambi seat in 2002, 2007, 2012 and 2017.
In 1967, he lost the Gidderbaha seat to Congress' Harcharan Singh Brar by a margin of just 57 votes. This was his first electoral loss. The second came last year.
Badal's governments focused on farmers. One key decision was introducing free electricity for agriculture.
His party broke off ties with the BJP over the farmers' agitation against the Centre new agri laws in 2020. He also returned the Padma Vibhushan award he received in 2015.
The grand old man of Punjab politics has not been keeping well for the past few years.
He was hospitalised in June last year following complaints related to gastritis and bronchial asthma.
The Fortis Hospital in its bulletin issued on Tuesday evening said, "Despite appropriate medical management S Parkash Singh Badal succumbed to his illness. Fortis Hospital Mohali deeply condoles the death of S Parkash Singh Badal."
SAD leader Daljit Singh Cheema said the mortal remains of Badal will be brought to the party head office here on Wednesday morning at 10 am where party workers and the public can pay their last respects.
At 12 pm, the mortal remains will be taken to his native Badal village via Rajpura, Patiala, Sangrur, Barnala, Rampura Phul, Bathinda and Badal village.
En route too people can pay their last respects, said Cheema.
The cremation will take place at 1 pm on Thursday.

Mumbai: Bollywood actors Ayushmann and Aparshakti Khurana's father, P Khurana died in Mohali on Friday. He was battling a prolonged ailment which led to his demise.

P Khurana was a well-known astrologer and numerologist. Both Ayushmann and Aparshakti often posted pictures with their father, thanking him for the love and guidance. Ayushmann had also credited him with helping him achieve his dreams.

Aparshakti Khurana's spokesperson in a statement said: "It's with our deep sadness to inform that Ayushmann and Aparshakti Khurana's father, Astrologer P Khurana passed away this morning at 10.30 a.m. in Mohali, owing to a prolonged incurable ailment. We are indebted for all your prayers and support during this time of personal loss".

According to media reports, P Khurana had been battling heart problems for a while and was being treated at a private hospital in Mohali.

P Khurana also wrote books based on his knowledge on astrology. IANS

New Delhi: On Tuesday, authorities at AIIMS-Delhi confirmed that the CBI has opened an investigation into the possible leak of exam materials for a nursing officer recruitment exam held on June 3.
They said that the federal government had arrested Ritu and the Gian Jyoti Institute of Management and Technology, both in Mohali.
All of the All India Institutes of Medical Science (AIIMS) and four other institutions in Delhi hired nursing officers through the Nursing Officer Recruitment Common Eligibility Test (NORCET-4).—Inputs from Agencies

Chandigarh: Punjab Tourism Minister Anmol Gagan Maan on Wednesday said there would be no alliance of the Aam Aadmi Party with Congress in the state.&nbsp;
“There would be no seat-sharing of AAP with the Congress,” she told the media here, meaning her party would contest on all 13 parliamentary seats alone.
Without mincing words, she clarified, “This (INDIA alliance) is party leadership’s call at national level. But we will not forge any alliance with the Congress in Punjab. Things could be different at the national level as all parties have come together to save the country from the BJP.
“However, at state level AAP will not go with the Congress. We will not tolerate any seat sharing with Congress in Punjab,” said the minister.
She clarified that they would contest the election under the leadership of Chief Minister Bhagwant Mann and the decision of not having an alliance with the Congress was taken by the state unit of AAP under the leadership of Mann.
The Tourism Minister said a Tourism Summit and Travel Mart would be held in Mohali from September 11-13.
“Tourist operators, investors from the hospitality sector and entertainment industry will be participating in the summit,” she added.&nbsp;

New Delhi: A team of researchers from IISER Mohali has uncovered the secrets behind the cold wave conditions in North India. In their study, which was published in the journal Weather and Climate Extremes and led by Professor Raju Attada they emphasize that the main cause of the freezing weather is the infiltration of dry air from the Siberian high.  The Siberian High is a weather phenomenon characterized by an accumulation of cold and dry air in northeastern Eurasia between November and February. It plays a role in shaping North Indias winter climate. The study investigates the causes and worrisome patterns associated with this ongoing cold wave.  By analyzing normalized minimum temperature anomalies the research team identifies cold waves when there are four or more consecutive days with a standard deviation below minus 2. On Wednesday Delhi and other northern regions experienced cold accompanied by rainfall and snowfall in various areas. According to the India Meteorological Department (IMD) Delhi recorded a temperature of 18.6 degrees Celsius four degrees below average for this season and a minimum temperature of 7.3 degrees Celsius slightly lower than normal.  The study attributes this prolonged wave to the intrusion of cold and dry air, from the Siberian High, which is intensified by atmospheric blocking caused by high latitude weather systems. This phenomenon leads to the build up of air resulting in extremely chilly conditions in northern India.  The research team, which includes KS Athira from IISER Mohali and V Brahmananda Rao from the National Institute for Space Research, Brazil mentions that this years winter atmospheric blocking has intensified waves causing them to persist longer from December to January.  By analyzing data from 1982 to 2020 the study highlights a decrease in the occurrence, duration and intensity of cold wave events during this period. This decline is attributed to increasing winter temperatures due to global warming and a reduction in the number of western disturbances (WDs) which are storms originating from the Caspian or Mediterranean Sea that bring non monsoonal rainfall to northwest India.  The researchers emphasize the impacts of cold waves on human health as well as agriculture, livestock and transportation. The risk of hypothermia and frostbite among groups underscores the need for clear policies, at different administrative levels.  Attada stresses the significance of understanding features and dynamics for accurate predictions of cold wave events. They urge actions aimed at saving human lives during such weather conditions.
