Delhi: The unified Municipal Corporation of Delhi formally came into existence on Sunday, with IAS officers Ashwani Kumar and Gyanesh Bharti assuming charge as the new civic body's special officer and commissioner, respectively. The MCD was trifurcated in 2012 during Congress leader Sheila Dikshit's tenure as the chief minister.It is now reunified by merging the three civic bodies -- North, South and East municipal corporations. With the special officer and the new commissioner taking charge, the exercise to reshuffle and reorganise the municipal staff will begin. The erstwhile SDMC's central establishment department will act as the nodal department for the transfer and posting of officials and staff for the unified MCD. According to municipal officials, Kumar will be the top authority in handling the civic affairs till a new House is elected. He said providing the best civic amenities to the public and improving sanitation services will be among the focus areas. "Sanitation is a basic and obligatory function of any civic body and its impact is always clearly visible on ground. So, my priority will be to further improve sanitation services in the city," Kumar told&nbsp;PTI. Kumar's appointment as the special officer of the unified MCD is considered significant as he is expected to play a vital role in its functioning in the run-up to the civic elections. A 1992-batch IAS officer of the AGMUT cadre, Kumar was the chief secretary of Puducherry. He had recently been transferred to Delhi by the central government and was awaiting posting. He assumed charge as the special officer at the Civic Centre, the MCD headquarters, on Sunday. He had also served as the principal secretary of the Public Works Department in the Delhi government in 2017. Bharti, a 1998-batch IAS officer also of the AGMUT cadre, was the commissioner of the South Delhi Municipal Corporation prior to this assignment, and he was the senior-most among Delhi's erstwhile three municipal commissioners. Soon after assuming the charge, Bharti issued an order saying that erstwhile SDMC's Central Establishment Department will act as the nodal department for the transfer and posting of officials and staff for the unified MCD. He also ordered that erstwhile SDMC's office of CA-cum-FA and the accounts department will act as the nodal finance and accounts department of the unified MCD. "My priority will be to provide the best municipal services delivered to the people of Delhi in a transparent manner," Bharti said. The erstwhile North and East Delhi Municipal Corporations were severely hit by a fund crunch as they were unable to pay their staff a regular salary. The situation was slightly better in the South Delhi Municipal Corporation. Making the unified MCD financially stable will be among the key challenges before Kumar and Bharti, according to sources.The three civic bodies have been merged into one MCD through the Delhi Municipal Corporation (Amendment) Act, 2022. A bill to unify the three civic bodies was approved by the Lok Sabha on March 30 and by the Rajya Sabha on April 5. The bill became an Act after President Ram Nath Kovind gave his assent to it on April 18.The Act reduces the number of wards in the national capital to 250 from the existing 272, which means that the MCD will have to undergo a delimitation exercise before the election.The Centre will form a delimitation commission to carry out the demarcation of wards.—PTI

New Delhi: Some of the Municipal Corporation of Delhi-run schools are 'horror houses', the Delhi Commission for Women (DCW) remarked after it conducted surprise inspection and found them without adequate security and sanitation facilities. In one of the school premises the DCW inspected on May 20 and 21, the panel claimed it found syringes, drugs, cigarette cases,&nbsp;gutka&nbsp;wrappers and even broken liquor bottles. The inspection came days after the panel initiated an inquiry into the condition of safety and security of students in schools after two girls allegedly faced sexual assault in an Municipal Corporation of Delhi-run school in Bhajanpura earlier this month. Bhai Mandeep Nagpal Nigam Vidhyalaya, Aruna Nagar (North), Nigam Pratibha Sah Shiksha Vidhyalaya, Kewal Park (North), Purvi Dilli Nagar Nigam Pratibha Vidhyalaya, Mustafabad (East) and Dakshini Dilli Nagar Nigam Prathmik Sah Bal Balika Vidhyalaya, Sanjay Colony, Bhati Mines (South) are the schools that were inspected. The DCW said its teams found the gates of all these four schools open and there were no security guards.After it found syringes, drugs and broken liquor bottles among other substances at the premises of the Kewal Park school, the panel said it has 'recommended filing an FIR in the matter urgently'.Most of the school buildings were severely damaged and unsafe for children, it said. 'Parts of the ceiling and walls have fallen several times in the school at Aruna Nagar and there have been several narrow escapes. In Bhati Mines, the children were forced to sit in a tin shade in scorching heat,' it said. The DCW observed that the schools did not have a single CCTV camera that was operational and that the toilets were 'extremely dirty'. 'Also, there were several toilet doors that were broken or could not be locked from inside, which raises serious concerns regarding the safety and privacy of children. In the school at Bhati Mines, the girl toilets were locked, and the boys and girls were forced to defecate in the open, as there was no water connection in the toilets,' it alleged. Further, the panel said the four schools were overcrowded and it was clear that the norms for teacher-pupil ratio were not being followed.'The DCW was informed that MCD is running summer classes for the children studying in its schools from 7.30 am to 11am. However, the mid-day meal is presently not being served in any of its schools,' it said. During the inspection, it was also found that proper benches were not available in schools. The DCW has issued a notice to MCD commissioner in this connection and sought a detailed action report by May 30. It panel has also sought details of the officials responsible for the 'dismal' condition of schools and has asked the MCD to take action against them.'These schools are horror houses where students and teachers are extremely unsafe. How can a school exist without a security guard and CCTV? In today's world, MCD is running schools where girls are forced to defecate in the open! So much so for the Total Sanitation Campaign! The situation is extremely alarming and urgent steps need to be taken to safeguard the future of the children,' DCW chief Swati Maliwal said.—PTI

New Delhi: The structure of the unified Municipal Corporation of Delhi (MCD) started taking shape on Monday with the appointment of five departmental heads and allotment of office spaces to officials of erstwhile north and east civic bodies at its headquarters at the Civic Centre here, officials said.The unified MCD formally came into existence on Sunday, with IAS officers Ashwani Kumar and Gyanesh Bharti assuming charge as the new civic body's special officer and commissioner, respectively. According to senior officials, nine additional commissioners have been allocated departments and office spaces at different floors of the Civic Centre, while three deputy commissioners were also appointed. They said the unification process started by bringing some officials of the erstwhile east corporation into its head office at the Civic Centre and also by making a single website for the three MCDs. IAS officer Ankit Mishra was appointed as the deputy commissioner of Rohini zone, while IAS officer Prince Dhawan has been given charge of Civil Lines zone, an order later said. DANICS officer Jitender Kumar has been made deputy commissioner (Hackney Carriage, Language, Disaster Management and Election), it added. The order also said the unified MCD will also have three engineer-in-chiefs. While KP Singh will be the EnC for various zones, including Rohini, Narela, Keshavpuram, SP-City, Karol Bagh and Civil Lines, PC Meena was appointed EnC for central zone, south zone, west zone and Najafgarh zone, the order said. It added that Dilip Ramnani will look after the works of EnC for Shahdara (south) and Shahdara (north) zones."Appointment of five head of departments have been finalised and the rest will be appointed soon. The departments for which HODs have been appointed include education, law, vigilance, IT and Press and Information (P&amp;I)," a senior official of the MCD told PTI. An order issued by the MCD said AK Sharma will be the chief law officer of the unified MCD, Vikas Tripathi will be the MCD's director, education, while Amit Kumar has been appointed as director (P&amp;I). Sanjay Sahay has been appointed as director vigilance and IAS Prince Dhawan will be the new Director (IT), the order said. Another order issued by the civic body said that nine additional commissioners have been distributed departments and given offices spaces at different floors of the Civic Centre. The order said that IAS Shilpa Shinde will be the additional commissioner (engineering) and will also be the zonal incharge of Keshavpuram and Narela zones. IAS Sonal Swaroop will be the additional commissioner (DEMS) and zonal incharge of south zone while IAS Harleen Kaur has been appointed additional commissioner (Land and Estate) and zonal incharge of Karol Bagh Zone, the MCD order said. IRAS Randhir Sahay has been made additional commissioner (finance and toll tax) and will also be the zonal incharge of Najafgarh zone. Similarly, Dr Brijesh Singh has been appointed the additional commissioner (law, public health and horticulture) and will be the incharge of Shahdara (North and South) zones, the order said. It added that Alka R Sharma will be the additional commissioner (education) and also look after SP-City zone. New Delhi: Thirty-nine stray cattle were impounded in two days as part of a civic drive in Delhi, municipal authorities said on Thursday.These animals were rounded up from the Keshavpuram Zone of the Municipal Corporation of Delhi (MCD).Acting tough against stray cattle, MCD authorities have impounded 39 cattle from the Keshavpuram area. The two-day drive was conducted by the Veterinary Department from May 31 to June 1. To execute the task, the help of the local police was also taken, officials said.The move was aimed at ensuring hassle-free movement for residents and avoid traffic obstructions on roads, they said.During the drive, 15 cattle were caught from Sawan Park and 24 from the Rana Pratap Bagh, Gudmandi and Lalbagh areas, the MCD said.The stray cattle impounded by the civic agency were rounded up, earmarked and sent to a "gaushala" (cow shelter), it added.—PTI

New Delhi: As part of the restructuring of the unified MCD, the office of Shahdara South Zone will be shifted from Vishwas Nagar to the headquarters of the erstwhile East Delhi Municipal Corporation (EDMC) at Patparganj, officials said here.According to civic officials, the headquarter building of the erstwhile EDMC had been lying vacant after the merger of the three civic bodies in Delhi. Last month, the major staff and offices of the EDMC were shifted to the Civic Centre, which now houses the headquarters of the Municipal Corporation of Delhi (MCD).The move comes days after the visit of the MCD Commissioner Gyanesh Bharti to the erstwhile EDMC headquarter building where he had directed officials to shift here the zonal office of the Shahdara South Zone.The unified MCD has 12 zones which include Shahdara South, Shahdara North, Central, South, West, Najafgarh, City-SP, Civil Lines, Keshavpuram, Karol Bagh, Rohini and Narela.Currently, the zonal office of the Shahdara South Zone is situated in Vishwas Nagar area of east Delhi.An order in this regard was also issued by the MCD on Tuesday.The order had asked officials concerned to complete the exercise of assessment of space requirement of each department of the zone by June 9 and submit the same to the executive engineer-II (building) of the MCD."After collecting space requirement of each department, the executive engineer-II (building) will prepare a plan for shifting the zonal office to erstwhile EDMC (HQ) office," the MCD order said.It said that the requirement of each department should be such that offices functioning outside the zonal office should also be accommodated at single location.The unified MCD came into existence on May 22 with senior IAS officer Ashwani Kumar taking charge as the special officer and Gyanesh Bharti as the commissioner of the civic body.—PTI

New Delhi: Work on desilting of drains is underway on "war-footing" ahead of the onset of monsoon and it is expected to be completed by June 15, officials said on Friday.So far, workers have removed more than 87,000 metric tonnes of silt from 688 drains, the Municipal Corporation of Delhi said in a statement."The MCD has been working on a war-footing to meet the target of cleaning all the drains under its jurisdiction before the onset of monsoon."Taking forward the steps, the corporation has successfully completed more than 96 per cent work of desilting and all set to complete the work of desilting before June 15," the civic body said in the statement.Silt taken out from drains is being sent to the landfill site, and its monitoring is being done through RFID tags, it added.The MCD has also requested PWD, DSIIDC and Irrigation and Flood Control Department of the Delhi government to complete cleaning of drains falling under their jurisdictions before the monsoon, officials said.—PTI

New Delhi : &nbsp;Over 140 dengue cases have been reported in the national capital so far this year, including 32 in June, a civic report said on Monday.Till June 27, the city had logged 134 cases of dengue. Delhi recorded 23 dengue cases in January, 16 in February, 22 in March, 20 in April, 30 in May and 32 in June, it said, adding zero cases were reported this month till July 2. As such, the count of dengue cases reported in the national capital this year stood at 143 till July 2. No death due to the disease have been reported so far, as per the report by the Municipal Corporation of Delhi (MCD). The count of dengue cases reported in Delhi between January 1 and July 2 last year was 36. The corresponding figure was 20 in 2020, 26 in 2019, 33 in 2018 and 60 in 2017, the report said. Cases of vector-borne diseases are usually reported between July and November, but the period may stretch till mid-December. Civic officials said dengue cases were being recorded earlier this year due to a congenial weather for mosquito-breeding. Last year, 9,613 dengue cases were recorded in the national capital, the highest since 2015, along with 23 deaths, the highest since 2016. In 2016, 10 deaths due to the disease were reported in the city. Delhi had recorded two deaths due to dengue in 2019, four in 2018 and 10 in 2017. According to official data, 4,431 dengue cases were recorded in Delhi in 2016, 4,726 in 2017, 2,798 in 2018, 2,036 in 2019, and 1,072 in 2020. In 2015, the city had witnessed a massive outbreak of dengue with the number of cases crossing 10,600 in October alone. It was Delhi's worst dengue outbreak since 1996. Delhi also has reported 27 cases of malaria and eight cases of chikungunya so far this year, the report said. (PTI)

New Delhi (The Hawk): Akhilesh Pati Tripathi, an Aam Aadmi Party (AAP) MLA from Model Town, has been summoned by the Delhi government's Anti Corruption Bureau (ACB) to participate in the investigation into the MCD ticket selling issue.
AAP MLA Tripathi's relative was one of three people the ACB detained earlier on Wednesday for allegedly selling MCD tickets for Kamla Nagar Ward (No. 69) for Rs 90 lakh.
Tripathi has been asked to join the investigation because the complainant brought up his name. On Thursday, he must appear before the investigation team by 11 a.m.
The AAP MLA Tripathi's alleged brother-in-law Om Singh, as well as Prince Raghuvanshi and Shiv Shankar Pandey, Tripathi's personal assistant, were detained by the ACB.
They were detained in accordance with the necessary sections.
According to Madhur Verma, DCP, ACB, "the accused were arrested for accepting bribe for giving AAP ticket to Shobha Khari wife of the complainant Gopal Khari for Ward No. 69, Kamla Nagar."
Gopal Khari, a Kamla Nagar, Delhi resident and the complainant, approached ACB on November 14 with the "grievance" that he had been an active member of the AAP since 2014 and had met Akhilesh Pati Tripathi on November 9 to ask for a council seat for his wife Shobha Khari.
The complainant added that Tripathi demanded a Rs 90 lakh bribe in exchange for the same.
"At his request, Khari paid bribes totaling Rs 35 lakh to Tripathi and Rs 20 lakh to Rajesh Gupta (MLA Wazirpur). Khari assured Tripathi that he would pay the remaining 35 lakh once he received the ticket. As the ticket from his ward had been given to someone else, Khari was unable to locate the name of his wife in the list of Councillors running for office that the AAP released on November 12.
"Om Singh then got in touch with the complainant and gave him the assurance that he would get the ticket for the upcoming elections. He also offered to give him his cash back (bribe amount). According to the ACB official, Khari also provided audio and video recordings of his alleged interactions during the payment and return of the bribe money.
The ACB assembled a team to find the accused after receiving the complaint.
When the accused Singh and his associates Pandey and Raghuvanshi came to return the bribe amount of Rs 33 lakh out of the total 35 lakh received by them on behalf of Tripathi, MLA from Model Town, they were caught red-handed in the presence of independent witnesses after the ACB team set up a trap at the residence of Khari on the intervening night of November 15 and 16.
"The Rs 33 lakh worth of bribe money has been seized. In order to uncover the truth and gather evidence for this case, more investigation is being done, according to the official.

New Delhi (The Hawk): Gopal Khari, the complainant in the MCD ticket selling case, was referred to by AAP MLA Akhilesh Pati Tripathi on Thursday as a "agent" who is involved in 50 cases and has implicated at least 10 people in rape cases.
"He is a party to 50 cases. He had assaulted his own relatives and was blackmailing a DDA Director-level official. He claimed that Gopal Khari is the one who has falsely accused at least ten people of rape.
Tripathi was contacted to join the investigation while he was speaking to the media at the Anti Corruption Bureau (ACB) office.
He called the accusations "vague" and added, "Om Singh is also not my relative. Regarding his brother-in-law, he clarified, "My wife's last name is Pandey.
Currently being questioned by the ACB team is senior officials.
Testimonies and digital evidence gathered during the investigation are being shown to him.
The ACB detained Prince Raghuvanshi, Om Singh, Shiv Shankar Pandey alias Vishal Pandey, and another person on Wednesday for allegedly trying to sell Kamla Nagar Ward (No. 69) MCD tickets for Rs 90 lakh.
They were detained in accordance with sections 171 (E) of the IPC and 7/13 of the POC Act.
Madhur Verma, the DCP ACB, stated that the suspects were detained "for accepting bribes for giving AAP ticket of MCD election to Shobha Khari, wife of the complainant Gopal Khari, for Ward No. 69, Kamla Nagar."
The MLA has been called to the pobe after the complainant mentioned him.
Gopal Khari, a resident of Kamla Nagar, filed a complaint with the ACB on November 14 claiming that he had been actively involved with the AAP since 2014 and had met Tripathi on November 9 to ask for a council seat for his wife Shobha Khari.
The complainant added that Tripathi demanded a Rs 90 lakh bribe in exchange for the same.
"At Khari's request, he gave Tripathi a bribe of Rs 35 lakh and Rs 20 lakh to Rajesh Gupta (MLA Wazirpur). Khari assured Tripathi that he would pay the remaining 35 lakh once he received the ticket. Khari could not locate his wife's name in the party's list of council members running for election on November 12.
"Om Singh then got in touch with the complainant and gave him the assurance that he would get the ticket for the upcoming elections. He also offered to give him his cash back (bribe amount). According to the ACB official, Khari also provided audio and video recordings of his alleged interactions during the payment and return of the bribe money.
The ACB put together a team of its top officials to find the accused after receiving the complaint. They set up a trap at Khari's house on the nights of November 15 and 16, and in the presence of impartial witnesses, Singh and his accomplices Pandey and Raghuvanshi were caught in the act. They had gone to return the 33 lakh rupees of the 35 lakh rupees in bribes that had been paid on Tripathi's behalf.
"The 33 lakh rupee bribe has been confiscated. The official stated that the case is still being investigated.

At a public event held by Delhi's deputy CM Manish Sisodia and AAP national convenor Arvind Kejriwal in the Paharganj neighbourhood of Delhi, former MP and Congress leader Mahabal Mishra switched parties ahead of the MCD elections.
Notably, Vinay Mishra, an AAP legislator from Dwarka, is the son of Mahabal Mishra, a powerful purvanchali politician in the Congress.
When his son Vinay Mishra switched over to the Aam Admi party ahead of the 2020 Delhi assembly elections and was declared as a candidate by AAP from Dwarka, Mahabal Mishra's affiliation with the Congress party was dissolved back in 2020.
Arvind Kejriwal, the chief minister, spoke at a public rally earlier today in Paharganj in preparation for the upcoming MCD elections.
In the party manifesto for the elections on December 4, Kejriwal promises that his administration will endeavour to fulfil 10 "guarantees."
Notably, the BJP has been in charge of the civic organisations since 2007.
The BJP won 181 of the 270 wards in the most recent city body elections in 2017. While the Congress had only able to capture 27 wards, the AAP had won 48. Due to the passing of the candidates, voting was not conducted for two seats.
Prior to this, a Ministry of Home Affairs notification caused the total number of civic wards in the national capital to drop from 272 to 250.
On December 4, voting will take place for the 250-ward Municipal Corporation of Delhi (MCD), and on December 7, results will be tallied.

With 507 candidates, Independent candidates have the most nominations overall. AAP is second with 492 candidates. In the approaching elections for civic bodies, the AAP, BJP, and Congress, three major parties, will face off against one another.

The AAP responded to the matter by issuing a statement in which it stated that "the party strongly condemned the threats in bold words stating that the BJP is "horrified" by the enormous public support AAP is receiving from Delhi and Gujarat. Arvind Kejriwal, the Chief Minister of Delhi and the National Convenor of the party in charge of two state governments, is being threatened with death, which is an insult to the people of Delhi and the nation.

New Delhi (The Hawk): With less than 10 days until voting in the Municipal Corporation of Delhi (MCD), the Aam Aadmi Party (AAP) is attempting to capitalise on the fact that Manish Sisodia's name was omitted from the first chargesheet submitted by the Central Bureau of Investigation (CBI) in connection with the Excise Policy scam.
The opposition Bharatiya Janata Party (BJP) has often asserted that Manish Sisodia was at the centre of the alleged anomalies and the Excise Policy fraud as a whole. However, not even his name was mentioned in the CBI's chargesheet.
The public will now judge the party on this in the MCD polls on December 4, according to an AAP source, who described it as "like a certificate of honesty for the party."
The source claimed that Manish Sisodia, who had previously been named as the first culprit, was not even mentioned in the chargesheet.
Gopal Rai, the state chairperson for the AAP in Delhi, claimed that for the past six months, both the BJP leadership and the federal government have claimed that there is sufficient proof against Sisodia.
"However, despite all of this, Sisodia's name was not even mentioned in the chargesheet because there is no evidence. In advance of the MCD and Gujarat elections, a plot was hatched to malign Sisodia and the party.
"The BJP was in a position where they would lose terribly in the MCD elections in March, so they delayed it under the guise of a merger of the MCD. A few months later, when Arvind Kejriwal began campaigning in Gujarat and the party was enjoying significant support there, the BJP launched a campaign to disparage Manish Sisodia in an effort to divert attention from the AAP, the speaker claimed.
The AAP leaders spoke to the media on Friday following the CBI's filing of its chargesheet and emphasised the party's sincerity. They also targeted the BJP for making up tales to discredit the group.
"The BJP was misleading the entire country for the last six months to malign AAP and the Arvind Kejriwal-led Delhi government," AAP leader Atishi claimed in a briefing.
AAP leader Saurabh Bhardwaj stated in a different briefing that the BJP should apologise to Delhi's schoolchildren and their parents for targeting Sisodia.
As the scandal continued, Manish Sisodia demanded an apology from the Prime Minister and the dismissal of the Chief Secretary and Lieutenant Governor of Delhi.
In a tweet, Delhi's chief minister Arvind Kejriwal stated: "Manish Sisodia's name is not even in the ED's chargesheet. If Sisodia, who helped India become known for its educational revolution, was falsely accused, shouldn't PM Narendra Modi apologise to the nation? Will the nation advance if those who carry out good deeds are imprisoned?
Kejriwal stated to the media on Saturday that "the MCD election has now become apparent."
"Now, the populace must choose between 10 works by Arvind Kejriwal and 10 BJP videos. On December 4, the MCD elections would be decided by the general population, he announced on Saturday.

New Delhi: Uttarakhand Chief Minister Pushkar Singh Dhami on Sunday launched a scathing attack on the Aam Aadmi Party (AAP) and said that Delhi will vote for the Bharatiya Janata Party (BJP) in the upcoming municipal polls in the national capital.
In a conversation with ANI, CM Dhami exuded confidence in the victory of the BJP in the upcoming elections of the Municipal Corporation of Delhi in the national capital and said that the party will win with a majority of votes as people have seen the work of Prime Minister Narendra Modi and the BJP.
"People have seen the work of Narendra Modi and the BJP. Delhi is also observing how the party which promised to uproot corruption has been establishing it. The videos of their ministers are out regularly," CM Dhami said.
Dhami attacked the AAP by mentioning the latest released videos of its Health Minister Satyendar Jain where his purported CCTV footage inside the Tihar jail showed housekeeping services being provided to him in his jail cell.
The purported footage that emerged according to the sources on Sunday morning was dated September 13, 15 and October 1 in which the visuals show men sweeping the floor of the jail cell and also arranging the minister's bed. In the visuals dated September 12, Jain was seen interacting with other people inside his jail cell.
This is ostensibly the fourth CCTV footage that has emerged relating to the jailed Delhi minister.
The first purported visuals, which appeared on November 19, showed Jain getting a full body massage. The second purported footage surfaced on November 23, a day after Jain's counsel claimed inside the trial court that the minister had lost 28 kgs of weight during his custody. In the footage, Jain was seen having an elaborate and extensive meal. Interestingly, sources had said that the minister had gained 8 kgs of weight instead.
In the third purported footage that came out on November 26, the minister was seen having a conversation with some people, including currently suspended Jail superintendent Ajit Kumar.
On Saturday, Bharatiya Janata Party (BJP) national spokesperson Shehzad Poonawalla slammed AAP over the November 26 video of Jain and termed it as "AAP ka darbar of Bhrashtachar".
Dhami, further in his conversation, mentioned the recently disclosed Rs 1,300 crore scam in Delhi schools.
The Delhi government's vigilance directorate (DoV) on Friday recommended a "detailed investigation by a specialized agency" into the "grave irregularities and corruption" by the Arvind Kejriwal government in the construction of 2,405 classrooms in 193 government schools in the national capital. It also recommended "fixing the responsibilities of the concerned officials of the Education Department and PWD" who were involved in the alleged bungling to the tune of nearly Rs 1,300 crore.
"People in Delhi are witnessing the disclosure of scams in the Education department and the Excise department, hence BJP will come to power in MCDs once again," Dhami said. In the alleged scam in the new liquor policy of the Delhi government, the ED and the CBI alleged that irregularities were committed while modifying the Excise Policy, undue favours were extended to licence holders, licence fee was waived or reduced and L-1 licence was extended without the competent authority's approval. The beneficiaries diverted "illegal" gains to the accused officials and made false entries in their books of account to evade detection. The Excise Department had decided to refund the Earnest Money Deposit of about Rs 30 crore to a successful tenderer against the set rules. Even though there was no enabling provision, a waiver on tendered licence fee was allowed from December 28, 2021, to January 27, 2022 due to COVID-19.
This allegedly caused a loss of Rs 144.36 crore to the exchequer, which has been instituted on a reference from the Union Home Ministry following a recommendation from Delhi Lieutenant-Governor Vinai Kumar Saxena.
The election to 250 wards in the MCD is slated to be held in the national capital on December 4, and the counting will take place on December 7. Uttarakhand CM Dhami has been in the national capital to campaign for ensuring BJP's victory here.
Earlier in the day, Dhami held a door-to-door campaign in Delhi's Moti Nagar area for the upcoming MCD elections.
The civic polls are shaping up to be a two-way contest between the BJP, which currently holds the civic reins in the national capital, and the AAP, which is in power in the state. —ANI
