Delhi: Ministry of Ports, Shipping and Waterways aims for robust investor confidence by&nbsp;underpinning strong vision and leadership from long term strategic infrastructure plan including a pipeline of investable projects that are economically, socially and environmentally sustainable and practically deliverable. One of those visionary initiatives is capital intensive project at Paradip port which will transform the port into a world-class modern port which will have capability to handle capsize vessel. The decision has been taken with a futuristic approach as Prime Minister has been laying emphasis on development of eastern states.The project involves deepening and optimization of inner harbour facilities including development of western dock on build, operate and transfer (BOT) basis under Public-Private Partnership (PPP)mode at Paradip Port. The estimated cost of the project is Rs 3,004.63 crore. This includes development of the new Western Dock on BOT basis and capital dredging by the selected concessionaire at a cost of Rs 2,040 crore and Rs 352.13 crore respectively; and Paradip Port’s investment will be to the tune of Rs 612.50 crore towards providing Common Supporting Project Infrastructure.Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal&nbsp;said the success of the project is a milestone towards Paradip Port becoming a Mega Port. He said this is in line with Prime Minister’s vision of development of Eastern States.&nbsp;The minister said the project will enhance the Port’s ability to handle Cape Size vessels, will contribute to Port’s capacity addition of 25 MMTPA and will result in improvement in the Port efficiency, better cargo handling, increased trade and also lead to socio-economic growth including employment generation.The project will facilitate de-congestion of the port, reduce sea freight making coal imports cheaper, and boost the industrial economy in the hinterland of the port leading to creation of job opportunities.&nbsp;The port, after the project, can easily handle very large ships for which 18 metre draft is required resulting in reduction in logistics cost and will boost EXIM trade in the current global competitive environment.Paradip Port Auhtority was commissioned in 1966 as a mono commodity port for export of iron ore. In the last 54 years, the Port has transformed itself to handle a variety of EXIM cargo which include iron ore, chrome ore, aluminium ingots, coal, POL, fertilizer raw materials, lime stone, clinker, finished steel products, containers, etc. Paradip Port Authority (Concessioning Authority) shall provide the common supporting project infrastructure works like breakwater extension &amp; other ancillary works to facilitate handling cape size vessels by the selected BOT concessionaire with an ultimate capacity of 25 MTPA (million tonnes per annum) in two phases of 12.50 MTPA each. The concession period shall be 30 years from the date of award of concession.It shall cater to the requirement of coal &amp; limestone imports besides export of granulated slag &amp; finished steel products considering the large number of steel plants established in the hinterland of Paradip Port. - PIB

California: In a recent study, astronomers from the University of California, Irvine explain how the possibility of extraterrestrial life exists on far-off exoplanets within a special region known as the "terminator zone," which is a ring on planets that have one side that is always facing its star and one side that is always dark. "These planets have a permanent day side and a permanent night side," said Ana Lobo, a postdoctoral researcher in the UCI Department of Physics &amp; Astronomy who led the new work, which has just been published in The Astrophysical Journal. Lobo added that such planets are particularly common because they exist around stars that make up about 70 per cent of the stars seen in the night sky -- so-called M-dwarf stars, which are relatively dimmer than our sun. The terminator is the dividing line between the day and night sides of the planet. Terminator zones could exist in that "just right" temperature zone between too hot and too cold. "You want a planet that's in the sweet spot of just the right temperature for having liquid water," said Lobo, because liquid water, as far as scientists know, is an essential ingredient for life. On the dark sides of terminator planets, the perpetual night would yield plummeting temperatures that could cause any water to be frozen in ice. The side of the planet always facing its star could be too hot for water to remain in the open for a long. "This is a planet where the dayside can be scorching hot, well beyond habitability, and the night side is going to be freezing, potentially covered in ice. You could have large glaciers on the night side," Lobo said. Lobo, alongside Aomawa Shields, UCI associate professor of physics &amp; astronomy, modelled the climate of terminator planets using software typically used to model our own planet's climate, but with a few adjustments, including slowing down planetary rotation. It's believed to be the first time astronomers have been able to show that such planets can sustain habitable climates confined to this terminator region. Historically, researchers have mostly studied ocean-covered exoplanets in their search for candidates for habitability. But now that Lobo and her team have shown that terminator planets are also viable refuges for life, it increases the options life-hunting astronomers have to choose from. "We are trying to draw attention to more water-limited planets, which despite not having widespread oceans, could have lakes or other smaller bodies of liquid water, and these climates could actually be very promising," Lobo said. One key to the finding, Lobo added, was pinpointing exactly what kind of terminator zone a planet can retain liquid water. If the planet is mostly covered in water, then the water facing the star, the team found, would likely evaporate and cover the entire planet in a thick layer of vapour. But if there's land, this effect shouldn't occur. "Ana has shown if there's a lot of land on the planet, the scenario we call 'terminator habitability' can exist a lot more easily," said Shields. "These new and exotic habitability states our team is uncovering are no longer the stuff of science fiction -- Ana has done the work to show that such states can be climatically stable." Recognizing terminator zones as potential harbours for life also means that astronomers will need to adjust the way they study exoplanet climates for signs of life because the biosignatures life creates may only be present in specific parts of the planet's atmosphere. The work will also help inform future efforts by teams using telescopes like the James Webb Space Telescope or the Large Ultraviolet Optical Infrared Surveyor telescope currently in development at NASA as they search for planets that may host extraterrestrial life. "By exploring these exotic climate states, we increase our chances of finding and properly identifying a habitable planet in the near future," said Lobo. —ANI

Visakhapatnam (Andhra Pradesh): A massive fire broke out at the Visakhapatnam fishing harbour on the intervening night of Sunday and Monday, police said. Nearly 40 fiber-mechanized boats were reduced to ashes, said police, adding that no casualties or injuries were reported in the incident.
Firefighters were alerted by locals, who promptly arrived at the scene to extinguish the fire. The fire, which started with one boat, quickly spread to others in the vicinity, said the official.

Local fishermen suspect foul play, alleging that unknown individuals may have intentionally set the boats on fire. Also, the police have registered a case and launched an investigation into the incident.

Deputy Commissioner of Police, Visakhapatnam, Anand Reddy, said, "The fire broke out on a boat at Vishakhapatnam fishing harbour and then spread to nearly 35 fiber-mechanized boats at midnight. The police and fire teams responded immediately. The fire was successfully brought under control. The cause of the fire is yet to be ascertained. No casualties or injuries were reported in the incident. An FIR has been filed and an investigation is underway."
