New Delhi: Two teams of Bharatiya Janata Yuva Morcha (BJYM) -- the BJP's youth wing -- visited Sikkim and Uttarakhand to explore and understand the governance system of NDA-ruled states.The visit was a part of BJYM's 'Bharat Darshan Sushasan Yatra' started for its ground level workers to introduce them to governance, the country's cultural diversity and tradition.Last month, Union Home Minister Amit Shah launched the programme in Karnataka.A team of 20 youths representing 12 states led by Darjeeling MP and BJYM national general secretary Raju Bista visited Sikkim for four days, while another team led by national vice president Neha Joshi went to Uttarakhand.The BJYM team which went to Sikkim made a visit to the Indo-China border - 'Nathula Pass' and got a chance to interact with the Indian Army officials and understand the historic as well as current relations of India with China on the ground. It also learnt various initiatives organised at the borders around seven times a year to improve relations between two countries. The team visited the biggest tea estate - Timmi, hydropower plant and pharmaceutical company Glenmark.The Uttarakhand team visited the Nehru Institute of Mountaineering - Uttarkashi which has trained over 35, 000 mountaineers, Patanjali Food Park in Haridwar and Tehri Hydro Power Project.BJYM national president and Lok Sabha member Tejasvi Surya said: "With the power of double engine governments of good governance at the Centre and the state, states can set new records for development. This is reflected in the progress of Sikkim and Uttarakhand."Surya claimed that difference is also evident from the status of development works in the states where there is no double engine government. The Bharatiya Janata Party hit back, calling the Congress a "torn old party" moving towards a stage where its relevance and necessity will be completely lost.Addressing a joint press conference New Delhi, Congress leaders Randeep Surjewala and Ajay Maken claimed the BJP government has broken all records of "hoodwinking" its own people with fake 'jumlas' and slogans during its eight years of rule.They alleged that the promise of "achche din" made to people has only turned out to be "achche din" for the BJP and a select group of crony capitalists and industrialists whose wealth has increased manifold.Asked about the row over Rahul Gandhi's visit to the UK, Surjewala asserted that FCRA permission has been taken by him for his visit and that he does not require political clearances from the government.The government had claimed that every MP holding a diplomatic passport is required to apply for prior political clearance directly to the Ministry of External Affairs and ensure that before proceeding abroad the requisite political clearance is obtained.The Congress also released a booklet in Hindi "8 saal, 8 chhal,&nbsp;BJP&nbsp;sarkar viphal" (8 years, 8 deceits, BJP government failed) to highlight what it called the "failures" of the BJP government on various fronts. You will see better functioning of the Congress in the coming times, but highlighting the failures of the government is very important," he said.Surjewala said the eight years of BJP rule has seen continuous threats to the sovereignty and security of the country, with China continuing to infiltrate the borders, and the prime minister remaining silent."What happened to the PM's 56'' chest and 'laal ankh' (red eyes)," he asked, referring to Modi's remark made ahead of the 2014 elections that one needs to have a 56-inch chest to take on China.Surjewala said the slogans given by the BJP ahead of 2014 polls are now being assessed by the people of the country as all have proved wrong.He cited several such slogans given by Modi to attack the previous UPA government on issues of price rise, unemployment, economy, deteriorating value of the rupee and on India's sovereignty and integrity, and said "all those slogans, promises and 'jumlas' highlight the failures of the Modi government".Citing the slogan "achche din aane wale hain", he asked "whose 'achche din' have come" and claimed good days have arrived only for the BJP and crony capitalist friends of Modi whose wealth has multiplied at a time when the average income of every Indian has gone down during the Covid times.Surjewala also claimed that 84 per cent Indians have seen reduced incomes and 12 crore people have lost their jobs, even as 60 lakh MSMEs have shut shop, with unemployment touching a 45-year record. But two-three industrialists have seen their incomes rise by Rs 1,000 crore every day and 142 super-rich made gains of Rs 30 lakh crore in the last one year during Covid."While high prices are upsetting the budgets of common people on the one hand, on the other communal fires are flaring and the BJP is trying to benefit politically from it," he alleged.The Congress leader also highlighted the atrocities and crimes against women under the BJP rule.He accused the government of depriving MGNREGA workers of wages, especially weaker sections of the society including the SCs/STs/OBCs and minorities for months, and said by doing so they are actually defeating the whole purpose of MGNREGA.Maken also accused the BJP of garnering votes in the name of bravery of soldiers but not even recognising their services by giving them one rank, one pension as promised by the previous UPA government.Accusing the BJP of spreading hatred in society through communal polarisation, he alleged that 10,000 incidents of communal clashes took place during the last eight years of the Modi government. Citing government data, he claimed, during 2016 to 2020 there have been 3,400 communal clashes. The two leaders said while there is an attack on national security and territorial integrity of India by China, which continues to occupy Indian territory, Modi and his government are silent.They also claimed there has been an increase in Naxal attacks in the country, even as large consignment of drugs are being smuggled in with impunity at privately managed ports, apparently referring to seizure of enormous quantities of drugs at the Mundra port.—PTI

He also interacted with Kisan drone pilots, witnessed open-air drone demonstrations and interacted with startups in the drone exhibition centre.The Prime Minister talked about his fascination and interest in the drone sector and said that he was deeply impressed by the drone exhibition and the spirit of the entrepreneurs and innovation in the sector. The Prime Minister also talked about his interaction with farmers and young engineers. “The energy and enthusiasm in the drone sector are visible and indicate India’s strength and desire to leapfrog into a leading position. The sector shows great possibilities of a major sector for employment generation,” he said.The Prime Minister said, “This was the time eight years ago when we started implementing new mantras of good governance in India. Following the path of minimum government, and maximum governance, we have made ease of living, and ease of doing business a priority. We connected every citizen of the country with the facilities and welfare schemes by moving forward on the path of ‘Sabka Saath Sabka Vikas’.” The Prime Minister pointed out that during the earlier governments, technology was considered part of the problem and efforts were made to portray it as anti-poor and due to this, there was an atmosphere of indifference regarding the use of technology in governance before 2014. “Technology could not become part of the mood of governance. The poor, the deprived, and the middle class suffered the most due to this,” he said. He also mentioned the complicated procedures for availing of basic facilities leading to a sense of deprivation and fear.“Progress is possible only when we change with time. Technology has helped a lot in furthering the vision of saturation and in ensuring last-mile delivery. And I know that we can achieve the goal of Antyodaya by moving forward at this pace and are able to provide the poor segment with their entitlement by the use of Jan Dhan, Aadhar, Mobile (JAM) trinity. Experience of the last eight years further strengthens my belief,” he said.The Prime Minister noted that his government has made technology a key tool to impart new strength, speed and scale to the country. The Prime Minister informed the gathering that today with the help of the Robust UPI framework developed by the country, lakhs of crores of rupees are being transferred directly to the bank account of the poor. Women, farmers, and students are now getting help directly from the government. He cited PM Swamitva Yojana as an example of how drone technology is becoming the basis of a major revolution. Under this scheme, for the first time, every property in the villages of the country is being digitally mapped and digital property cards are being given to the people.“Promotion of drone technology is another medium of advancing our commitment to good governance and ease of living. In the form of drones, we have got a smart tool that is going to be part and parcel of common people’s lives,” he said. New Delhi: The ministry of electronics and IT (MeitY) has issued a draft National Data Governance Framework to mobilise non-personal data of citizens for use by both public and private entities to improve services. The draft policy proposes the launch of a non-personal data based India datasets program and addresses the methods and rules to ensure that non-personal and anonymised data from both government and private entities are safely accessible by the research and innovation ecosystem.Minister of State for Electronics and IT Rajeev Chandrasekhar said the National Data Governance Framework is of interest for artificial intelligence (AI) startups, AI research entities and government departments. 'Its imp piece of policy framework thats being devlopd to catalyze #India's $1 Trillion #DigitalEconomy (sic),' he tweeted.Asking stakeholders to comment on the draft framework, the minister said the National Data Governance Framework will also accelerate digital government and digitisation of government with common standards, rules and guidelines for data storage and management across all departments.The draft said during the COVID-19 pandemic, digital governance played a big part in India's resilient response to the pandemic and its impact on lives, livelihoods and the economy.In the post-COVID era, digitisation of government is accelerating faster and data generation is also increasing exponentially which can be used in turn to improve citizens' experience and engagement with the government and governance as a 'Digital Nagrik'.The digital government data is currently managed, stored and accessed in differing and inconsistent ways across different government entities, thus attenuating the efficacy of data-driven governance, and preventing an innovative ecosystem of data science, analytics and AI from emerging to its full potential, the draft said.'The power of this data must be harnessed for more effective Digital Government, public good and innovation, thus requiring a National Data Governance Framework Policy (NDGFP),' the draft said.The proposed policy will be applicable to all government departments and entities and rules and standards prescribed will cover all data collected and being managed by any government entity.It proposed to cover all non-personal datasets and data and platform, rules, standards governing its access and use by researchers and startups.'State Governments shall be encouraged to adopt the provisions of the Policy and rules, standards, and protocols as applicable,' the draft said.The draft also proposes setting up of an 'India Data Management Office (IDMO)', under the Digital India Corporation, which shall be responsible for framing, managing and periodically reviewing and revising the policy.'The IDMO shall be responsible for developing rules, standards, and guidelines under this policy that shall be published periodically,' the draft said.MeitY has fixed June 11 as the deadline for submission of comments by stakeholders on the draft available on its website.—PTI

New Delhi (The Hawk): During "Good Governance Week," from December 19–25, the Center organised a week-long national campaign called "Prashasan Gaon Ki Aur" to address public complaints.
Officials claim that during this one-week campaign, around 54 lakh public concerns, 315 lakh service delivery applications were disposed and 982 innovations in governance were documented.
From October 2 to December 31, 2022, the Special Campaign 2.0 on Swachhata and decreasing backlogs in government offices was effectively carried out in more than one lakh offices run by the Central Government nationwide as well as Indian Missions and Posts abroad.
"By getting rid of office waste, the initiative was able to free up 89.85 lakh square feet of space and generate Rs 370.73 crore in money. During the programme, about 29.40 lakh files that had reached the end of their retention period and 4.39 lakh public complains were eliminated. During the campaign, several Ministries were able to completely dispose of the target "According to an official, the campaign's scale was 16 times greater than that of the Special Campaign of 2021, and it garnered four billion impressions and nine lakh social media engagements.
17.50 lakh complaints were sent to the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) in 2022, and 96.94% of them were resolved. In 2022, the Central Ministries and Departments' average turnaround time was 27 days.
While this was going on, the Central Secretariat focused on delayering, delegation, the desk officer system, and digitization while redesigning its decision-making procedures.
The Central Secretariat Manual of Office Procedure (CSMOP) 2022 was updated and released in Hindi for the first time.

New Delhi: The Municipal Corporation of Delhi (MCD) is scheduled to hold elections for the positions of mayor and deputy mayor on Wednesday.

The outcome of the elections will likely have significant implications on the composition and functioning of the Standing Committee, which plays a crucial role in local civic governance and is responsible for making important decisions related to the city's development and management.

Despite lacking adequate numbers in the House, the Bharatiya Janata Party (BJP) had fielded Shikha Rai and Soni Pandey as the candidates for the mayoral and deputy mayoral elections in the MCD.

Shikha Rai is currently serving as the councilor from Greater Kailash-1 ward, while Soni Pandey represents the Sonia Vihar ward in northeast Delhi in the civic body.

The Aam Aadmi Party (AAP) named Shelly Oberoi and Aaley Mohammad Iqbal as the mayoral and deputy mayoral candidates respectively for the MCD elections. The party decided to renominate the two and the decision was taken by Chief Minister and AAP National Convenor Arvind Kejriwal, in recognition of their performance in the MCD, Delhi government.

The AAP, as the ruling party in the MCD, has expressed confidence that its candidates will emerge victorious in the upcoming election.

The MCD elections for mayor and deputy mayor are held by secret ballot, and anti-defection laws do not apply.

In the civic elections held on December 4, the Aam Aadmi Party won 134 out of the 250 municipal wards, giving it a clear numerical advantage. IANS

Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Bhutan, Myanmar, Nepal and Cambodia. These trainings were found to be highly useful by the participating officers of different countries. Also, NCGG has been involved in the capacity building of civil servants from various states in the country. These programmes are much sought after and with the support of the MEA, NCGG is expanding its capacity to accommodate a higher number of civil servants from more countries as demand is on the rise. NCGG has affected a 7-fold increase i.e. from imparting training to 236 officers in 2021-22 to more than 2,200 in 2023-24 in these highly sought-after programmes.  In this programme, the NCGG shared various initiatives taken in the country such as changing paradigm of governance, rejuvenation of rivers with special reference to Ganga, leveraging digital technology: public-private partnership in infrastructure development, land administration in India, the constitutional foundation of policy making and decentralization in India, public contracts and policies, public policy &amp; implementation, election management, Aadhar: a tool of good governance, digital governance: case studies of passport seva &amp; MADAD, e-governance and digital India UMANG, disaster management with special reference to the coastal region, ethics in administration, project planning, execution and monitoring – Jal Jeevan Mission, Swamitva scheme: property validation for rural India, vigilance administration, anti-corruption strategies among others.    During the programme, the participants were also taken on exposure visits to the Parliament of India, Pradhan Mantri Sanghralaya, and a few cities to see the administration. The courses were conducted by Dr. A. P. Singh, Course Coordinator (Bangladesh) and Dr. B. S. Bisht, Course Coordinator (Maldives) along with Co-Course Coordinator Dr. Sanjeev Sharma. Mumbai: Reserve Bank of India has come across gaps in corporate governance for certain banks said Governor Shaktikanta Das pointing out that it is necessary that Boards and the managements do not allow such gaps to creep in since they have the potential to cause volatility in the overall banking sector.
The apex bank's Governor made the remarks at the inaugural address at the Conference of Directors of Banks organised by the Reserve Bank of India for Public Sector Banks here on Monday. Das said a robust governance structure is the first and the most important requirement for ensuring the stability of a bank as well as sustainable financial performance while listing out some of the guidelines for banks.
The Reserve Bank has issued guidelines listing out seven critical themes which need to be discussed in the Board meetings, Das said.
They are business strategy, financial reports and their integrity, risk, compliance, customer protection, financial inclusion and human resources. The central bank has also issued guidelines on the appointment of a chairperson and conduct of meetings of the board; composition of important committees of the board; age, tenure and remuneration of directors; and appointment of the whole-time directors.
"It is, however, a matter of concern that despite these guidelines on corporate governance, we have come across gaps in governance of certain banks, with the potential to cause some degree of volatility in the banking sector," Das said.
"While these gaps have been mitigated, it is necessary that Boards and the managements do not allow such gaps to creep in."
During his address to the bankers, he added it is the joint responsibility of the Chairman of the Board and the Directors, both whole-time as well as non-executive or part-time Directors, to ensure robust governance in banks.
Das' address to the bankers came at a time when there has been instability in some banks in the US. One of the most prominent lenders in the world of technology startups, Silicon Valley Bank, which was struggling, first collapsed on March 10, after a run on the bank by the depositors. Its closure led to a contagion effect and the subsequent shutting down of other banks - Signature Bank and First Republic Bank. The collapse of a few regional banks in the US has sent ripples across the global banking industry and posed fears of a contagion effect across economies.—ANI

New Delhi: Delhi Chief Minister Arvind Kejriwal stated on Thursday that Delhiites are happy with the work initiated by the MCD led by the Aam Aadmi Party (AAP).  Kejriwal's comments were in response to a survey conducted by the AAP, which claimed that approximately 85 per cent of Delhiites were content with the work of the AAP-led MCD.  "I'm delighted to hear that people in Delhi are pleased with the work of our government in the MCD. This is just the beginning. Now, we have an honest government in the MCD. We have extensive plans to make Delhi clean and beautiful. We will implement each plan step by step and transform Delhi into the cleanest and most beautiful city in the world," Kejriwal posted on X. According to the survey shared by the AAP, people are happy with the cleanliness and improvement initiatives of the AAP-led MCD. As per the AAP survey, people were asked two questions. The first question was whether they were content with the cleanliness drive in the area; to this, 86.72 per cent responded positively. The second question was whether they believed that improvements occurred after the AAP formed the government in the MCD. In reply, approximately 85.15 per cent of people answered yes.

Bengaluru: Karnataka IT Minister Priyank Kharge on Wednesday came out strongly against Narendra Modi-led BJP saying that the party came to power in the Centre claiming to be a “game changer” but has been reduced to a mere ‘name changer’ government.  
He was reacting to the Centre’s decision of replacing “Republic of India” as “Republic of Bharat”.
Taking to the social media, Minister Kharge said before 2014, India was competing with developed countries like America, Russia and Britain.
They (BJP) have sown the seeds of hatred between castes and ethnic groups in the name of Gujarat and Uttar Pradesh models. Now, they have created a ‘Manipur model’, he stated.
“What more can be expected from BJP which has brought down the country to compare itself with powerless ones like Pakistan, Bangladesh and Srilanka?” Kharge wondered.
The efficient rulers in Bharat brought changes on ground without changing the names, he taunted.
Meanwhile, Chief Minister Siddaramaiah has said that the Modi-led Central government’s move to rename the country as Bharat is not required.
He maintained that the Constitution mentions the name of the country as India and is a name which is agreed upon by one and all. “There is no need for renaming it,” he added.
Deputy Chief Minister D.K. Shivakumar said that “the Central government and Prime Minister Narendra Modi, out of fear of our Indian National Democratic Inclusive Alliance (INDIA), are up to changing the name of Republic of
India into Republic of Bharat”.
“One can observe that the BJP and Central government are seeing their defeat in the upcoming Lok Sabha elections. The Indian currency has the name India on it and attempts are made to change it,” Shivakumar stated.&nbsp;

Sonepat: In a rare instance, Ashoka University co-founder Sanjeev Bikhchandani has created a flutter on social media after he cited the use of drugs by students at the campus premises.
In a post on X (formerly Twitter), Bikhchandani said: “The problem of title inflation The corporate sector, a few decades back, pioneered the concept of title inflation. Don’t increase salaries, don’t enlarge the role or the responsibilities, just change the title so as to make the person feel more important than he or she actually is.”
He said that so General Managers were out and Vice Presidents were in, account directors superseded account supervisors.
“That way you made people feel good, happy and motivated. And there was apparent career progression and professional growth. In education institutions such as the IITs and the IIMs there isn’t any title inflation because being reasonably ossified government type bureaucracies they are stuck with the titles of the 1960s. Therefore the Student Society is called the SAC – the Students Activities Centre.”
He further said that the elections were held to the SAC.
“No confusion here – the General Secretary SAC and his or her team run student activities. At St. Stephens College, where I studied, there has been title inflation from the beginning – there was a President and a Chancellor of the Exchequer and if I remember correctly there was a cabinet and various ministers etc. etc. Some delusions of grandeur here. However there was still no confusion on the role – it was to run student activities and student life.
“So there was a Minister of the Interior (if my memory serves me right) part of whose job was to ensure the hot water boilers were working well in the student residences. And an External Affairs Minister whose job was to interface with other colleges regarding college festivals etc. We were pompous and possessed of self importance and quite happy to be so. We were gods of small things,” he said.
He further said that “at Ashoka with the Founders being from the Corporate Sector I am afraid there has been title inflation”.
“There is a Student Government not an SAC. The problem with title inflation is that sometimes people who get elected to these positions actually believe that that is their role unless they are disabused of the notion. The Student Government at Ashoka seems to be labouring under the impression that their mandate is to govern the University. It isn’t. Their mandate is to work on student activities and student life.”
Bikhchandani said that he was disappointed for instance that the Student Government has had little to say or do about the problem of substance abuse by students at Ashoka.
“I think it would add a lot of value to Ashoka if the Student Government were to focus on this and assist the University administration in its ongoing efforts to tackle this issue. From what I have heard this is a growing problem at Ashoka. I have heard stories of deliveries of drugs by drones and room delivery in the hostels. I hope these stories are apocryphal,” he said on the use of narcotics.
He also said that likewise there are several other areas that the Student Government needs to focus on that will improve student life at Ashoka.
“Just some loud thinking,” he added.
Ashoka University recently came in news after Professor Sabyasachi Das resigned from the university after his Professor Pulapre Balakrishnan, who had also resigned, said that there was a grave error of judgement in response to the attention received by Das’ after his paper suggesting voter manipulation in 2019 elections sparked a controversy.

Haridwar: Uttarakhand Chief Minister Pushkar Singh Dhami on Friday laid the foundation stone for various projects at a cost of Rs 941.39 lakh in the Bhalla Stadium complex in Haridwar.  This includes the construction of a cricket pitch, and tennis courts, the repair of a badminton court at the city sports complex, and beautification works among others.  These projects have been proposed to be taken up by the Haridwar-Roorkee Development Authority (HRDA).  CM Dhami said that the overall development of the state is our objective.  According to officials, in the financial year 2023-24 under the Pradhan Mantri Awas Yojana (Gramin) (PMAY-G), 33, 558 additional houses were allotted to Uttarakhand by the central government.  Chief Minister Pushkar Singh Dhami on behalf of all the people of the state, expressed his gratitude to Prime Minister Narendra Modi and Union Rural Development Minister Giriraj Singh for this public welfare decision, an official statement read. New Delhi (The Hawk): India assumed the G20 presidency in December 2022, at a time when the world stood on the precipice of a climate emergency, grappling with the pandemic's impact, and torn amidst escalating polarization, geopolitical conflicts, and power dynamics. Compounded by the setback in the progress of the Sustainable Development Goals (SDGs), governments and policymakers faced an added burden. In this complex landscape, the role of multilateralism encountered challenges to its effectiveness, becoming an ongoing struggle to cultivate and strengthen international relations. The divergent paths of nations over time have prompted the formation of various plurilateral forums such as BRICS, QUAD, ASEAN, facilitating regional cooperation, and enhancing the intricacies of a fragmented multilateral order. Within the backdrop of these cascading crises, the call for reforming and reinforcing multilateralism gains urgency. This endeavour involves not just the task of equipping multilateral institutions for their role but also the delicate navigation of global politics and power dynamics. The G20, as a premier platform for economic and multilateral collaboration, representing a broad spectrum of advanced, emerging, and developing economies, carries the responsibility of signalling its ambition to address the world's most pressing challenges through robust multilateral engagement that benefits all member states. During its presidency, India has championed this agenda as one of its foremost priorities, dedicating itself to steering global discussions towards a promising future for the avenue of multilateral diplomacy. Throughout the year, tangible progress was achieved on various fronts of this agenda. While the annual G20 Foreign Ministers Meeting has been a customary event since its inception under the German presidency, India has taken the lead by being the first to deliver a fully negotiated and embraced G20 Foreign Ministers Outcome Document and Chair Summary (FMM ODCS). This comprehensive document highlighted critical themes relevant to member states, including the strengthening of multilateralism, countering terrorism, and addressing global health concerns, among others. This achievement underscores the commitment demonstrated by foreign ministers to collaboratively build a robust multilateral system that serves the interests of all nations. Furthermore, India effectively revitalized discussions surrounding reforms within the United Nations (UN), particularly focusing on the restructuring of its principal organs, including the UN Security Council. These reform efforts were emphasized in the FMM ODCS, signifying India's dedication to promoting a more representative and contemporary structure within the UN. The ongoing evolution of global realities and the current geopolitical landscape underscore the importance of aligning the UN Security Council with the needs of today. Additionally, the disruptive influence of ongoing conflicts has hindered the council's operations, reinforcing the urgency of comprehensive reforms to ensure its efficacy. The presidency diligently pursued endeavours to fortify multilateralism. Reforms within the realm of Multilateral Development Banks (MDBs) gained momentum with the establishment of an Independent Expert Group (IEG) under the presidency's guidance. The IEG's mission was to provide recommendations for bolstering MDBs and outlining a roadmap to update the MDB ecosystem, ensuring its efficiency in confronting 21st-century challenges. The initial volume of the two-part report, titled 'Strengthening Multilateral Development Banks: The Triple Agenda,' has already been presented to the membership. The second volume is anticipated to be submitted in October 2023, coinciding with the 4th Finance Ministers and Central Bank Governors Meeting (FMCBG). These reports will be evaluated in conjunction with each other and will be encouraged for discussion and implementation by MDBs in alignment with their governance frameworks. Moreover, the G20 Roadmap for Implementing the Recommendations of the G20 Independent Review of the MDBs Capital Adequacy Frameworks (CAFs) has garnered endorsement and support from Finance Ministers for its ambitious implementation. Additional efforts are underway to organize a high-level seminar on strengthening the financial capacity of MDBs on the side-lines of the 4th FMCBG meeting. This seminar is poised to infuse fresh momentum into global discussions aimed at fortifying MDBs and upholding their creditor status. Under the visionary leadership of Hon'ble Prime Minister Narendra Modi, the presidency played host to the inaugural 'Voice of the Global South Summit.' With participation from 125 countries across ten sessions spanning two days, this landmark event provided a platform for participants to voice the concerns, ideas, challenges, and priorities of the developing world. The intention behind this gathering was to foster unity of purpose and collaboration among nations. Aligning with our theme of 'Vasudhaiva Kutumbakam,' the presidency achieved a significant milestone by facilitating discussions regarding the expansion of the grouping. This fruitful deliberation resulted in the welcoming of the African Union (AU) as a permanent G20 member, signalling a new chapter of inclusivity and global cooperation. It has been made clear that the contemporary challenges of today are not restricted by national boundaries. As Hon'ble Prime Minister Narendra Modi reiterated in his message at the G20 Foreign Ministers' Meeting in March, "Multilateralism is in crisis today," and that "the experience of the last few years - financial crisis, climate change, pandemic, terrorism, and wars - clearly shows that global governance has failed in both its mandates." Thus, collective, and decisive action, cooperation, and an inclusive human-centric approach to combating threats to multilateralism are essential now more than ever. In the words of our PM - "When the world has changed, our institutions too must change. Or risk getting replaced by a world of rivalries without rules." In the spirit of 'One Earth, One Family, One Future,' born from ancient Indian texts and PM Modi's guiding vision of the world, shared challenges must be met with shared solutions - where the collective wellbeing of humanity prevails over divisions and uncertainties. To restore faith in institutions of the 21st century, we must harness the spirit of cooperation, inclusiveness, and adaptability that has defined our G20 Presidency.

India's G20: A Giant Leap Towards Making Multilateralism Work For All

Chennai: Makkal Needhi Maiam (MNM) of Tamil super star Kamal Haasan is planning to forge political alliances with parties opposed to BJP in the run up to the 2024 general elections.  The party, according to sources, is focusing on three Lok Sabha seats: Coimbatore, Madurai and South Chennai. It may be noted that in the 2019 Lok Sabha elections and in the 2021 assembly elections, the MNM had performed well in these three Lok Sabha constituencies.  Sources in the party told IANS that Kamal Haasan has briefed his party district level functionaries regarding the political steps the party is about to take.
In the 2021 assembly elections, MNM secured 3.43 per cent of the total vote share in the state and the party leadership is pitching that in an alliance, the party would win seats.  The party is aiming for a minimum of three Lok Sabha seats in the 2024 elections and is planning electoral alliances on the basis of this. However, party functionaries confirmed with IANS that MNM will never have an alliance with the BJP in the next elections.  The MNM youth wing will conduct a two wheeler rally across all the assembly constituencies of the state to create awareness among the people on the political position taken up by the party.  The party leadership will also be communicating with people in all the assembly constituencies regarding the party’s position on better governance.

New Delhi: Congress leader K.C. Venugopal on Tuesday dubbed party MP Rahul Gandhi’s meeting with former Norwegian Prime Minister Erna Solberg and other lawmakers as “extremely significant for India’s development story”.
In a lengthy post on X (formerly Twitter), Venugopal said that Rahul Gandi’s trip to Europe “is not just a courtesy visit, but a global conversation on welfare and social justice”.
“India’s welfare measures have been exceptional since independence, be it the mid-day meal scheme, MGNREGA or the Congress’ current policy direction,” he said in the X post.
“Norwegian and Scandinavian policymaking routinely informs our scheme designs, and a mutually beneficial conversation on these issues will go a long way in poverty alleviation and achieving better indicators across the board.
“When we come to power in 2024, our governance will be well-thought out, progressive and singularly focused on helping the downtrodden,” Venugopal added.
As part of his trip to Europe, Rahul Gandhi has already visited Belgium, France, the Netherlands and Norway.
He held an interaction programme at Oslo University, SciencePO Universoty, Leiden University, Inalco University and also met businessmen and members of the Indian diaspora.

Kolkata: The Governor’s House has issued a fresh notification intimating West Bengal Governor C.V. Ananda Bose's decision to form a new committee for all state universities with an intent to accelerate the pace of administrative decisions and actions.
The committee christened "Speed Programme" constituted by the Governor, by virtue of being the chancellor of all state universities, is being seen as leading to yet another round of tussle between the Raj Bhavan and the state secretariat, as the announcement has been made keeping the state education department in the dark.
On Tuesday evening, Calcutta High Court’s division bench of Justices Indra Prasanna Mukerji and Hirnamay Bhattacharya sought an affidavit from the Raj Bhavan on a Public Interest Litigation (PIL) filed against the Governor’s decision to not give assent to the West Bengal University Laws (Amendment) Bill, 2022.
As part of the "Speed Programme", there will be 25 committees for expediting actions relating to faculty appointments for these state universities. At the same time, the Raj Bhavan has announced the Governor’s decision to form an advisory committee to oversee and ensure quick completion of the pending administrative work there.
The decision to form "Real-time Monitoring Cell" within the Raj Bhavan premises, will enable the vice-chancellors and interim vice-chancellors of state universities to maintain a line of communication with the Governor.
Complaints and grievances related to functioning of state universities can also be registered with this monitoring cell.

Gandhinagar: Gujarat Assembly on Saturday passed the Gujarat Public Universities Bill, which aims to streamline the governance of 11 universities in the state and ensure the effective implementation of the 2020 National Education Policy.
The passage of this bill signifies the repeal of 11 separate acts governing these universities, and unifying them under common guidelines.
The bill, approved by a voice vote, aims to promote "smooth governance among these institutions by fostering better coordination, cooperation, and efficient utilization of higher education resources".
The bill limits the tenure of a Vice-Chancellor (V-C) to five years at a single university. If deemed competent, an individual may be appointed as a V-C at another university for an additional term of five years.
Under the provisions of this bill, the Gujarat Governor will serve as the Chancellor for ten of these universities, with Shubhangini Raje Gaekwad, a member of the erstwhile royal family of Baroda, being designated as the Chancellor of Maharaja Sayajirao University of Baroda.
The bill explicitly states the need to address errors, deficiencies, obstacles, and limitations identified through experience in various sections of University Acts.
It replaces the senates and syndicates with a 'board of management' that will serve as the principal executive and final decision-making authority, responsible for administering all university affairs. Members of the board of management will have a term of two and a half years.
The bill establishes a board of management as the top decision and policy-making body, alongside an executive council and an academic council.
Eligibility criteria for authority members can be determined by the government.
