New Delhi (The Hawk): In view of the situation created by the pandemic COVID-19 reverse migration of labourers, including construction workers, to their native places and break in supply chains of construction material, construction activities of real estate projects across the country were adversely impacted. However, exact details of the quantum of job loss and financial loss in the Real Estate Sector are not maintained centrally by the Ministry of Housing and Urban Affairs (MoHUA).&nbsp;&nbsp;In view of global pandemic COVID-19, under ‘AtmaNirbhar Bharat’, Government has taken various measures for revival of construction and realty sector across the Country including Tamil Nadu.The Ministry of Housing and Urban Affairs (MoHUA) had issued an advisory to all States and Union Territories (UTs) and their Regulatory Authorities for extension of completion date or revised / extended completion date for all real estate projects registered under Real Estate (Regulation and Development) Act, 2016 [RERA] for a period of 6 months, and further extension of 3 months, if the situation so demands.Further, MoHUA recommended to the State Governments and UT Administrations to consider reduction in stamp duty rates on transaction of sale/purchase of immovable property for a specific period of time to encourage the home buyers and sellers to expedite their transactions. Many States/UTs responded positively by reducing the rates of stamp duty on transactions involving sale/purchase of immovable property.In order to give relief to homebuyers, developers and other borrowers, the Reserve Bank of India permitted lending institutions to grant a total moratorium of 6 (3+3) months on payments falling due between 1st March, 2020 to 31st August, 2020.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Moreover, infusion of ? 75,000 crore for Non-Banking Financial Corporations (NBFCs), Housing Finance Companies (HFCs) and Micro Finance Institutions (MFIs) and ? 18,000 Crore additional outlay for Pradhan Mantri Awas Yojana - Urban have also helped in revival of construction and realty sector.The Real Estate (Regulation and Development) Act, 2016 (RERA) was enacted in March, 2016 to ensure regulation &amp; promotion of the Real Estate Sector in an efficient and transparent manner and to protect the interest of homebuyers. Under the provisions of the RERA, as on 2nd April, 2022, 31 States/UTs have established Real Estate Regulatory Authorities, 28 States/UTs have established Real Estate Appellate Tribunal, 78,225 real estate projects and 61,551 Real Estate Agents have been registered under RERA and 87,633 Complaints have been disposed-off by the Real Estate Regulatory Authorities across the country. Latehar:&nbsp;Maoists set ablaze 10 vehicles that were being used for the construction of roads and bridges in Jharkhand's Latehar district, police said on Sunday.The Maoists torched eight vehicles, including excavators and tankers of a construction company, in Baskarcha in Mahuadanr police station area on Saturday night, they said.These vehicles were engaged in the construction of roads in the area, they added.Two more vehicles, including a mixer machine, were set ablaze in Potmadih a while later, police said.These vehicles were being used for the construction of a bridge, they said."Maoists took the responsibility for the incident, issuing a leaflet," Deputy superintendent of police (DSP) Rajesh Kujur said.The vehicles were burnt over extortion, he said."Police are conducting raids to nab the ultras," Kujur said.—PTI

Prayagraj: An FIR has been filed against former Samajwadi Party MP Atiq Ahmad for an alleged illegal construction on his ancestral land without permission.The FIR was filed by the Dhumanganj police on the complaint of the Prayagraj Development Authority on Sunday.In the FIR it has been alleged that Ahmad, who is currently in jail, had undertaken construction once again after the PDA carried out a demolition drive on his ancestral house at Chakia in 2020 as it was said that the construction was undertaken without the approval of the authorities.The PDA officials had given a written complaint in the police station against the same.In the complaint, PDA official alleged no permission was taken before the construction of a boundary wall and two tin shades at the former MP's residence in Chakia.&nbsp;—ANI

New Delhi: The Supreme Court on Friday said the construction activity being carried out by the Odisha government at the famed Shree Jagannath temple in Puri is necessary in the larger public interest as it dismissed pleas opposing the work. A vacation bench of Justices B R Gavai and Hima Kohli rejected the PIL with costs, and said the state cannot be prevented from making necessary arrangements to provide basic facilities to lakhs of devotees visiting the temple. The top court said there is no merit in the contention raised by the appellants.The bench also took exception to the filing of frivolous PILs, and said most of such petitions are either publicity interest litigation or personal interest litigation."We are of the considered view that public interest litigation other than being in public interest is detrimental to public interest. In the recent past, it has been noticed that there has been mushrooming growth in PILs. Many such petitions are either publicity interest litigation or personal interest litigation. "We highly deprecate the practice of filing such frivolous PIL as it is nothing but abuse of the process of the law. They encroach upon valuable judicial time which could otherwise be utilised for considering genuine concerns. It is high time that such petitions are nipped in the bud so that development work is not stalled," the bench said.The top court said that a hue and cry was made that construction carried out is contrary to the inspection report carried out by ASI. However, the note of the director general of ASI clears the position."It can thus be seen that even if the appellant had genuine concern the same is already taken care by the high court in the impugned order. Inspite of that matter was mentioned for obtaining urgent orders before the vacation bench on Monday. Till the matter was not listed again a hue and cry was made as if heavens are going to fall if the matter is not heard. Activity undertaken is in sync with our earlier orders," the bench said.Earlier, senior advocate Mahalakshmi Pavani, appearing for the petitioner, had said there's a clear embargo and there can be no construction in the prohibited area."They (state government) did not even take permission to construct in the regulated area," she had submitted.The state, she had said, got a no objection certificate from the National Monuments Authority (NMA) and went ahead. She said the NMA could not have granted a valid certificate and this is something only the director of archaeology in the Central or the state government can do.&nbsp;Advocate general for Odisha Ashok Kumar Parija had submitted that under The Ancient Monuments and Archaeological Sites and Remains Act, the authority is the NMA, and the competent authority has been notified to be the Odisha government's director culture."Construction does not mean repair or remake existing structures or clean the sewage, drains etc. This is how it is understood and DG ASI also understands the same way."Grant of permission was by director culture... the director culture of the government of Odisha is the competent authority. What was prohibited within 100 metres was construction. New Delhi (The Hawk): Union Minister for Road Transport&nbsp;and Highways Shri Nitin Gadkari has said the project for the construction &amp; maintenance of a Cable Stayed Bridge across River Chambal on Kota Bypass on NH-76 of East-West Corridor in Rajasthan is completed.In a series of tweets he said Government under the visionary leadership of Prime Minister Shri Narendra Modi is working round the clock to enhance infrastructure in our country.Shri Gadkari said the 1.4 Km long Cable-Stayed Bridge across Chambal river was built with a total CAPEX of approximately Rs. 214 Crore and inaugurated in 2017 by the Prime Minister.He said the bridge is the part of Kota Bypass and part of the East-West corridor from Porbander (Gujrat) to Silcher (Assam).The bridge comes with a state-of-the art system such as-capable of handling extreme traffic-jam situations and is built to handle heavy rains, winds, storms and is even equipped with earthquake notification which is sent to the control room of the bridge. The cables of the bridge are aerodynamic in nature and have the ability to be neutral in stormy winds, he added.The Minister said to prevent disturbance to wildlife, a 7.5 m Noise Barrier with approx 70% visibility in 700 m length on both side of the bridge has been installed.He said the project has not only benefitted residents of Hadoti region of Rajasthan but has also contributed to reducing the traffic congestion in Kota city.&nbsp;

Prayagraj: Stung by criticism over the demolition of the house of Javed Mohammad, the alleged "mastermind" of the June 10 violence in Prayagraj, the Prayagraj Development Authority (PDA) has said that the house was demolished as it was built against the provisions of the UP State Planning and Development Rules of 1973 and was illegal construction.The house, which is registered in the name of Javed's wife Parveen Fatima, was demolished two days after a June 10 protest against objectionable comments made by now-suspended BJP spokesperson Nupur Sharma against Prophet Muhammad turned violent. This has triggered accusations that it was a targeted act in which due procedure was not followed.In a statement, the PDA said that on May 4, 2022, some residents of J.K. Ashiana Colony, Kareli, complained that a two-storey building had been constructed by Javed without getting building plans approved by the development authority and that he was running the Welfare Party of India office there. "People would visit the office at odd hours and were parking vehicles illegally all over the road which was creating problems for residents. Some anti-social elements were also visiting the party office which was spoiling the environment of the colony. Running an office in a residential area was leading to problems for the residents and the development authority was also facing losses since the plan was not approved. Therefore, an appeal was made to get the building investigated and take legal action," the note said.The PDA statement further said that on the basis of the complaint, a site inspection was carried out where it was found that no setback had been left in the building, which was on a corner plot, and that it had been constructed on additional land. On May 10, 2022, the date of hearing for this case was set for May 24, 2022 and a show cause notice was issued to Javed. When he refused to accept the notice, it was pasted on the building.The PDA said as per the notice served on Javed, the owner himself was required to demolish the unauthorised construction and provide information of demolition to the PDA within 15 days or by June 9, 2022.This was, however, not done. Subsequently, a letter giving notice for vacating the property to allow for demolition by 11 a.m. on June 12 was sent by a postal peon. As per the local supervisor, he went to the property on June 11 with police force and met the family members who refused to accept the notice which was then put up on the building. "As soon as the time allowed for vacating the property, 11 a.m. on June 12 was over, the building was demolished," the note added. —IANS

Prayagraj Development Authority Defends Demolition Of Accused Javed's House

New Delhi: At least 5 people were killed and several others sustained injuries after a boundary wall of an under-construction godown collapsed in the national capital on Friday afternoon, an official said."Over a dozen people were rescued from the accident site, of which five people have succumbed to their injuries," a senior Delhi Police official told. Delhi Fire Service chief Atul Garg said that they received a call about the incident around 12.40 p.m. at Bakoli village, near Chauhan Dharamkanta in the Narela area after which six fire tenders were immediately pressed into service.Around 15 injured people that were trapped under the debris were rescued by the firemen and immediately rushed to the Raja Harish Chand Hospital. The rescue operation is still underway, the official said.The local police have set a perimeter for the people to keep them away from the incident site as an intense rescue operation was going on to save any person who might be still trapped under the debris. Meanwhile, two JCB cranes were deployed to remove the debris of the collapsed wall.—IANS

Ayodhya: The construction work on the superstructure of the grand Shri Ram Temple in Ayodhya including the Garbh Griha and five Mandaps has started full swing after the plinth construction work was completed.
According to a statement by the Shri Ram Temple trust, the superstructure is being constructed on the 6.5m (21 ft) high plinth.
The consortium of engineers for Shri Ram temple had selected granite stone for the plinth work as most of the ancient temples were constructed on natural rocky strata.
"Approximately 17,000 granite stone blocks of size 5ft x 2.5ft x 3ft were used in the construction of the plinth by interlocking arrangement between the stones. The weight of each Granite stone block is approx. 3 tons. Four tower cranes, several mobile cranes and other equipments were deployed for the erection and laying of the Granite Stones Blocks in the Plinth. The Plinth area is approx. 3500 sqmt which will act like a solid rock. Proven and tested quality of Granite Stone was procured from mines of Karnataka and Andhra Pradesh," said the statement.
"National Institute of Rock Mechanics (Organization under the Ministry of Mining), Bangalore was engaged as an expert for monitoring the quality of the Granite Stones at mining place as well as at Shri Ram Temple workplace," it added.
The superstructure of the Temple is being constructed by using carved Rajasthan Sandstone from Bansi Paharpur in District Bharatpur. The carving and erection work of Bansi Paharpur stone has started and approximately 1,200 skilled technicians are engaged at mines, and workshops in Rajasthan and at the Shri Ram Ram Temple workplace. Approximately, 4.75 lakh cubic feet of Bansi Paharpur Stone shall be used in the superstructure of the Shri Ram Temple and till date, 40 per cent have been carved and available for erection. White Makrana Marble Stone from Rajasthan has been finalised for Garbh Griha, flooring, arches, railing and door frames in the main temple. The superstructure of the Parkota is proposed to be constructed by using carved Red Rajasthan Sandstone from Bansi Paharpur District Bharatpur. Construction work of RCC retaining wall and foundation of Parkota is in progress as per schedule, informed the statement.
"For the convenience of devotees visiting Shri Ram Lalla Temple, Pilgrimage Facilitation Centre is being constructed. In Pilgrimage Facilitation Centre, the facility of depositing shoes and other personal belongings, waiting for halls for 5,000 devotees, drinking water, toilets, and other utilities have been planned," it said. The masterplan in the remaining area of Shri Ram Janm Bhumi Complex is under finalization in which Temples of Rishi Valmiki, Acharya Vashisth, Rishi Viswamitra, Agastya Rishi, Nishad, Jatayu, Mata Sabri are planned in addition to other facilities like Yagya Mandap, Anusthan Mandap, Sant Niwas, Museum, Research centre, library, etc.
"Considering the darshan of Shri Ram Lalla to devotees will open in the month of December 2023, construction work of the Pilgrimage Facilitation Centre, other utilities and infrastructure services in the Complex have started," the statement said.
"The construction work of the Temple is progressing according to the plan and by December 2023 devotees will have the opportunity of offering prayers before Lord Shri Ram," it added. As per the present estimate, the total construction cost of the temple and Complex will be approximately Rs. 1,800 Crores. —ANI

Lucknow: Uttar Pradesh has emerged as the first state in the country with regards to the construction of 8,462 Amrit Sarovars (lakes).
This is a part of the Prime Minister Narendra Modi's ambitious Mission Amrit Sarovar, aimed at conserving water for the future.
Madhya Pradesh is ranked second, Jammu and Kashmir third, Rajasthan fourth and Tamil Nadu fifth in the mission implementation, according to a state government statement.
Within Uttar Pradesh, Lakhimpur Kheri has secured the first position by constructing 256 Amrit Sarovars, while Gorakhpur and Pratapgarh have got second and third positions, with 244 and 231 lakes, respectively.
Director of rural development department G S Priyadarshi said that on the instructions of chief minister Yogi Adityanath, 15,497 Amrit Sarovars were identified in different village panchayats of which 8,462 have already been developed, which is almost twice the total number of Amrit Sarovars developed collectively in Madhya Pradesh, Jammu and Kashmir, Rajasthan and Tamil Nadu.
Uttar Pradesh is the only state in the country where the development work of Amrit Sarovars, is going on a war footing. In all 1.20 lakh Amrit Sarovars will be developed in the state, which is the maximum in the country.
In Lakhimpur Kheri, work on 256 Amrit Sarovars out of 315 has been completed whereas construction of 25 is underway.
Similarly, the construction of 244 out of 312 Amrit Sarovars has been completed in Gorakhpur while work is going on 18.
Moreover, the construction of 231 lakes out of 282 has been completed in Pratapgarh and work is underway on the rest. Priyadarshi said that in the first phase of the mission, under the Mahatma Gandhi National Rural Employment Guarantee Scheme, a target was set to develop 75 Amrit Sarovars in 75 districts of the state, which was completed ahead of schedule.
The Yogi Government also seeks to develop at least two Amrit Sarovars in 58 gram panchayats (approximately 1.20 lakh) in the second phase.

At the conference key actors committed to sustainability as one of the key principles of recovery.
The WWF-BCG report provides a pathway to achieve these sustainability goals. It shows that, while circumstances are dire, if sustainability is at the core and reforms are properly implemented, this effort could shape a sustainable model of economic development for Ukraine, Europe and the world. Developed with WWF-Ukraine, who work closely with other social and environmental organizations, academia and businesses, the report aims at bringing a civil society voice into the reconstruction agenda.
Modernizing Ukraine’s economy and infrastructure in a way that works with nature rather than against it would generate many benefits, including enhanced security with less dependence on imports of fossil fuels and accelerated economic development and job creation. Such reconstruction can accelerate Ukraine’s integration in the EU and alignment with key policies such as the European Green Deal, to which Ukraine has already committed.

Invest in the future, don’t reconstruct an unsustainable past
The recovery plan should not simply aim to rebuild what has been destroyed, but rather focus on the future: investments must be transformative and sustainable, working with rather than against nature. Starting with climate change, the plan should ensure that Ukraine can at least deliver on, and potentially raise, its pre-war ambitions to reduce GHG emissions by 65% by 2030 vs. 1990 and reach Net Zero by 2060 — all while adapting to a future with growing impacts from climate change. The natural environment is the foundation of a strong and resilient economy as well as a healthy society. Ecosystem goods and services are valued at ~$185 bn/year, which is roughly equivalent to Ukraine’s GDP. In every sector covered by the report (covering two-thirds of GDP and ca 90% of exports), there are opportunities to de-carbonize, reduce resource use and leverage nature-based solutions.&nbsp;
The report defines ten key recommendations as well as further specific recommendations regarding three environmental issues (Forests, Wildlife Biodiversity, Freshwater), six economic sectors (Housing, Transport, Energy and Power, Agriculture, Industry, Tech &amp; Digital) as well as Governance.
Tomislav Corak, Managing Director &amp; Partner at BCG, declared:&nbsp;
“Having grown up in Croatia, I have experienced firsthand the difficulties and uncertainties of recovery after the Homeland War ended in 1995. We expect the analysis and ideas presented here to develop further as this dialogue unfolds,” Dr Vykhor said.

New Delhi (The Hawk): Arvind Kejriwal, the chief minister of Delhi, on Wednesday ordered Manish Sisodia, the minister of labour, to give Rs 5,000 to each worker as financial assistance due to the city's ban on building activities because of pollution.
The Centre's air quality panel had on Saturday ordered authorities to impose a ban on construction and demolition activities in Delhi-NCR, save from necessary projects, and other limits under the GRAP III. This was due to the deteriorating pollution levels.

The incident happened on Wednesday in the Mundali police circle, on the outskirts of Ajrana village.
Mohd Hasrat, 25, and Mohd Azmal, 24, both residents of Bengal's Malda district, have been named as the deceased.
All those hurt are also West Bengal residents.
The incident took place, according to the police, as the top portion of the tower was being built and work was being done to lay an electricity line from Kasauti to the Gulawathi area of Bulandshahr.
The post-mortem on the bodies has been ordered.
Rohit Singh Sajwan, SSP, stated: "Investigative work is being done. On the basis of the report, further action will be taken."

Greater Noida (The Hawk): In Delhi-NCR, where construction work is entirely prohibited, the regulations under Stage 3 of the Graded Response Action Plan (GRAP) have been put into action.
As many as 150 group housing societies and their purchasers have been impacted by the restriction, which has an impact on the hundreds of projects being built in the area.

Dehradun: A former forest official was arrested for his alleged involvement in the illegal tree felling and construction in the Corbett Tiger Reserve, officials said on Saturday.
Former DFO Kishan Chand from Vaishali in Ghaziabad on Friday, SP vigilance (Haldwani) Prahlad Meena said on Saturday.
He was accused of being involved in the illegal felling of trees and constructions carried out in Morghatti and Pakhro ranges in Kalagarh forest division of the Corbett Tiger Reserve and has been arrested from Ghaziabad.
The suspended DFO who is now retired was on the run since October.
The Uttarakhand High Court had turned down his anticipatory bail plea earlier in the case.
Chand is accused of being involved in the construction of buildings in Morghatti Forest Rest House and a bridge in Pakhro without taking due financial and administrative clearance from the authorities.
He was also involved in the alleged construction of tiger enclosures in the Pakhro range without taking prior permission from the National Tiger Conservation Authority of India (NTCA) in violation of norms. —PTI&nbsp;

Chamoli: Amid protests by a group of residents in Joshimath, the Chamoli administration on Thursday put a ban on all construction activities in and around the 'sinking' town even as nearly 50 families staying in houses at risk have been evacuated so far.
The town observed a bandh to protest against administrative indifference to the plight of residents and the 'NTPC projects which have led to its gradual sinking'.
People descended on the streets shouting slogans against an 'idle administration' and staged a chakka jam while the business establishments remained closed, Joshimath Bachao Sangharsh Samiti convenor Atul Sati said.
Additional District Magistrate (ADM) Abhishek Tripathi came to persuade the agitators staging a dharna but he was told that it will continue until decisive action is taken on their demands.
The demands include immediate rehabilitation of residents, stopping construction of an NTPC tunnel and a bypass road between Helang and Marwadi for Badrinath and fixing responsibility of this disaster on the NTPC's Tapovan-Vishnugad hydel project, he said.
The district administration subsequently put a ban on the construction of Helang bypass by the Border Roads Organisation (BRO), work of the Tapovan-Vishnugad hydel project and other construction work undertaken by the municipality with immediate effect till further orders.
The NTPC and the Hindustan Construction Company (HCC) have also been asked to build 2,000 pre-fabricated houses each in advance for the affected families.
The district administration is taking all steps to ensure the safety of affected people.
So far 47 families living in houses at risk after developing cracks have been shifted to safer locations temporarily including Nagar Palika Bhawan, a primary school building, the Milan Kendra, BKTC guest house, GIC, Gurudwara, inter college building and ITI Tapovan, District Disaster Management Officer N K Joshi said.
A team of senior officials, including Garhwal Commissioner Sushil Kumar, Disaster Management Secretary Ranjit Kumar Sinha, Disaster Management CEO Piyush Rautela, NDRF deputy commandant Rohitashva Mishra and Earthquake Minimisation Centre's Shantanu Sircar and IIT Roorkee professor B K Maheshwari visited Joshimath and held a meeting with officials to assess the situation.
A detailed survey of the situation is being done and houses particularly at risk are being identified, the official said.
District Magistrate Himanshu Khurana is constantly monitoring the situation and the SDRF, NDRF and police have been asked to be on the alert. Located at a height of 6,000 feet in Uttarakhand's Chamoli district, the town on the route to Badrinath and Hemkund Sahib falls in high-risk seismic 'Zone-V'. So far, 561 houses in different areas of the town have developed cracks, including 153 in Ravigram, 127 in Gandhinagar, 71 in Manoharbagh, 52 in Singhdhar, 50 in Parsari, 29 in Upper Bazar, 27 in Suneel, 28 in Marwadi and 24 in Lower Bazar, Joshi said.
The degree of damage to the houses differ and till now 47 families from the most affected houses have been shifted temporarily to safer places from the town, he said, adding that more families could be evacuated if required.
Some of the families have also been shifted for the time being to the places of their relatives, Joshi said. Chief Minister Pushkar Singh Dhami said the situation in Joshimath is being closely monitored and he will visit the place soon to assess the situation.
The officials said a team of experts has also been set up to conduct a survey of the place that falls in the high risk seismic 'Zone-V'. —PTI

Joshimath: A team of experts and scientists conducted a house-to-house survey in the landslide affected areas of Joshimath in Uttarakhand. Chief Minister Pushkar Singh Dhami has called a high-level meeting to assess the situation.
Singh will be leaving for the city soon. The team included Disaster Management Secretary Ranjit Kumar Sinha and Garhwal Commissioner Sushil Kumar, among others. Kumar has authorised all the technical personnel of the Project Implementation Unit division, Public Works Department, working in the Badrinath Master Plan till further orders, for immediate assessment of the buildings, hotels and other structures in the affected areas.
Along with this, in view of the increasing problem, instructions have been given to deploy National Disaster Response Force (NDRF) personnel in the city.
Cracks have appeared in 561 houses, hotels and shops of the city, which is said to have been established by Shakaracharya centuries ago, due to frequent landslides.
Seventy seven families have left their homes and shifted to safer places.
The NTPC's Tapovan-Vishnugarh hydropower project and the Marwadi-Helang bypass motor road have been shut with immediate effect, till further orders by the administration.
Along with this, the Joshimath-Auli ropeway has been closed citing security reasons.
A ban has also been imposed on the construction work being carried out in the city areas.
The district administration has issued orders to the NTPC and HCC companies to prepare 2,000 pre-fabricated houses each, in advance, as a precautionary measure to shift the affected families.
Arrangements have been made by the administration for them to stay at municipality, block, BKTC guest house, GIC, Gurudwara, Inter College, ITI Tapovan and other safe places.
The buildings which are in danger due to increasing landslides are being identified to prevent loss of life.
Nodal officers have been given the responsibility of arranging water, electricity, food, toilets and other basic facilities in the relief camps.
The State Disaster Response Force (SDRF) and the NDRF have been alerted to deal with the landslides. —IANS

New Delhi: Indian National Science Academy (INSA) Emeritus Scientist DM Banerjee on Sunday said that the construction of four-lane highways is making the whole system weak and they should not have been made.
Speaking to ANI, Banerjee said, "Joshimath is a part of the lesser Himalayas, the rocks are from the Precambrian era and the territory is of seismic zone 4. Apart from this, people should not have made houses on this land especially not the big ones with 3-4 storeys."
He said that the fundamental problem of Joshimath is the fact that it is located on very weak ground.
"The whole town is located on a major slip what you call a landslide which has taken place about 6000-7000 years ago. The whole mountain range wherever the mount house is there, they are not in a proper position. So, obviously, when it slips from its original position, it will always be unstable. So, right in the beginning when the people started living there, they were living in an unstable zone and it shouldn't have grown like a big city or big town, the way it has become. It should have remained small, helmeted, or just like the village," he added.
Banerjee said there is enormous pressure on the government to make the place accessible and approachable for devotees to offer prayers at religious places like Badrinath and Kedarnath. "There is enormous pressure on the present government to make religious places accessible. People have been going to Badrinath and Kedarnath, but they have to walk and travel. Now the government wants all these places approachable so that they can go there by car and bus, which is a wrong step. The Himalayan terrain is fragile, soft, and structurally weak and it is affected by tectonic forces, and therefore it is an unstable zone. The whole region falls in an earthquake zone of 4 which makes it unstable," Banerjee said.
Banerjee said that the four-lane roads right up to the Himalayas and different places should not have been done because they make the whole system weak. "Besides the material which has been excavated from the mountains for the construction of the road has been dumped in the river and the river has become narrow. Everybody blames the glacier, but the glacier is one of the causes. The main cause is damming of the river. The material comes from the muck which has been produced by the blasting. This is a long approach. The Geological Survey of India has already submitted a report and other independent organizations also submitted the report about 10 years ago. Either these reports were not shown to the authorities or the authorities never bothered to know about it," he added.
Speaking about how expert opinions are not considered, he said, "The problem with the engineers is they are the people who construct all these things, but they don't bother about the geologists. They think they know everything and don't bother about the geological activity. Not taking geological inputs into consideration the situation has become like this. This is going to happen in many other aspects of the Indian system where the expert opinion is not taken care and then you destroy the system."
Talking about measures that can be taken, he said, "We can stop the highway construction which is very dangerous even the tunnels which are being built. Everybody is happy that his tunnels are being made. Ladakh and Spiti areas are being connected and enough security measures have been taken, but these are all fragile zones and there is always a danger of collapse. If it does not collapse, there will be groundwater. The water which will seep through it, will make the material weak. This is happening in Atal Tunnel also. The water will always find its place downhill and make the rock weak. —ANI

New Delhi: The Congress on Monday demanded that the land subsidence situation in Uttarakhand’s Joshimath should be declared a national calamity and all developmental projects in the area halted till a report by experts and environmentalists is submitted on the issue.
The opposition party described it as a man-made disaster and sought enhanced compensation for each house affected due to the “unbridled development” in the area. It asked the government to preserve the old Joshimath town and develop a new town to rehabilitate the residents.
Congress president Mallikarjun Kharge said, “Protect nature. The whole country is worried and is with the people of Joshimath, where unbridled development has created cracks in Uttarakhand’s ‘Devsthal’.” “We have three demands from the Modi government – The Joshimath tragedy should be declared a “national calamity”.
“Stop all new projects, including of railways and hydel power, until a newly appointed high-level committee of experts, scientists, environmentalists and local people submits its report,” he said in a series of tweets in Hindi.
“The oustees of Joshimath be given adequate compensation from PM CARES fund, instead of only Rs 5000,” Kharge also said.
Addressing a press conference, Congress spokesperson Pawan Khera said all development projects in the vicinity of Joshimath should be stalled till the advice of experts and locals is sought.
“We demand that after what is happening in Joshimath, the government should declare it a national calamity, as the state government is unable to handle the situation.
“This is a man-made disaster as all this is happening because of the tunnel of the NTPC that is being dug up and that should be filled up,” he told reporters, adding that the problem has erupted due to the blasting in the NTPC tunnel that is being dug up in the area.
He also alleged that the compensation given by the state to those whose houses have developed cracks is a “cruel joke” on the people of Joshimath.
Devendra Yadav, the Congress in-charge of Uttarakhand affairs, alleged that the BJP government in the state does politics in the name of religion and is playing with the sentiments of people.
“The manner in which the BJP government in the state has acted on the Joshimath incident shows its insensitivity and callousness and we condemn its attitude.
“A Congress delegation will meet the chief minister soon and also submit a memorandum to the governor in this regard,” he also said.
Former chief minister Harish Rawat has also demanded that the compensation be increased to Rs 50,000 per victim and a ‘new Joshimath’ be established while preserving the old town.
The district administration has put red cross marks on more than 200 houses in the sinking town to declare them unsafe for living. It has asked their occupants to either shift to the temporary relief centres or rented accommodation for which each family will get assistance of Rs 4000 per month for the next six months from the state government.
Congress leader Manish Khanduri said the first cracks in Joshimath had appeared in 2019 but the response of the BJP government in the state has been “shoddy and inadequate” and the chief minister was “found lacking”.
He also demanded that a comprehensive policy needs to be designed for the hills and the area be declared a national disaster zone.
Sujata Paul, a social worker active in the area, demanded that the work of the NTPC tunnel in the area be stopped immediately and claimed that the Char-Dham yatra route is a cause of what is happening in Joshimath. —PTI&nbsp;
