Azamgarh Campaign For Bypoll Touches A Crescendo

New Delhi: The central election authority (CEA) of the Congress has issued guidelines to all the state presidents to extend courtesy to both Shashi Tharoor and Mallikarjun Kharge who are contesting for the party presidential poll.
The guidelines says that Pradesh Returning Officer (PRO) will be the Polling Officer of their respective PCCs and shall be responsible for keeping order at the polling stations and to see that the election is fairly conducted.
"Shri Mallikarjun Kharge and Dr. Shashi Tharoor are contesting the election of Congress President in their personal capacity. Therefore, delegates are free to elect any one of them, as per their choice, through Ballot Paper.
"All the office-bearers are asked to resign first if they want to campaign. AICC General Secretaries/ In-charges, Secretaries/ Jt Secretaries, PCC Presidents, CLP Leaders, Heads of Frontal Org., Chiefs of Depts./Cells and all official Spokesperson shall not campaign for or against contesting candidates. If they wish to support any candidate they must first resign from their organisational post, after that they participate in the campaign process," said the guidelines.
CEA chairman Madhusudan Mistry has said that all the state presidents shall extend courtesy to the candidates during their visits to the respective states and arrange meeting hall, chairs and other equipment for the public announcement to the candidate who wishes to hold the meeting of the delegates.
"However, no such meeting can be called by the PCC Presidents in their personal capacity. Organising the meeting is the task of the proposer or the supporters of the contesting candidates."
As per the guidelines during the election "no candidate shall use a vehicle bringing the voters nor resort to any undesired pamphlet, any other kind of publication propaganda. Violation of these procedures shall render the candidates' election invalid and make them liable for disciplinary action".
It said, "Utmost care must be taken to ensure that there is no mala fide campaign against any candidate. The same would bring disgrace to the party. The sensitivity of the election process must be upheld at any cost."&nbsp;

Bengaluru: In the run-up to the May 10 Karnataka Assembly polls, the high-voltage campaigning by national leaders in the state is set to continue on Wednesday as well.

Prime Minister Narendra Modi, who held a series of public rallies on Tuesday, is scheduled to address three public meetings during the day.

The national leaders are expected to spar over the Congress manifesto promising to take decisive action against organisations spreading hatred like the "Bajrang Dal" and the banned Popular Front of India (PFI).

Priyanka Gandhi Vadra is set to participate in two public meetings in Indi and Bidar South. Besides, she will participate in a roadshow in Kalaburagi.

Meanwhile, Narendra Modi will tour communally sensitive coastal Karnataka and address a public meeting at Moodbidri near Mangaluru in Dakshina Kannada district. He will also address a massive public rally in Ankola of Uttara Kannada district.

At 4 p.m, Prime Minister Modi will also campaign in Bailhongal of Belagavi district. Belagavi is an important district for BJP as it has 18 Assembly segments. The saffron party is facing rebellion. Former DCM Laxman Savadi from BJP is now contesting as Congress candidate. He is fighting from Athani seat in the district.

The BJP, which has consistently highlighted India’s rising stature on the international stage under the leadership of Prime Minister Narendra Modi, now aims to leverage the presence of world leaders from the wealthy countries in Delhi for the G-20 Summit.

Hyderabad: The Congress Working Committee (CWC) on Saturday began its crucial meeting here on Saturday to discuss and evolve a strategy for upcoming Assembly elections in five states and the 2024 Lok Sabha polls.
The meeting of the highest decision-making body of the party started at Taj Krishna hotel with the flag hoisting by party president Mallikarjun Kharge in the presence of Sonia Gandhi, Rahul Gandhi, Priyanka Gandhi and other top leaders.
After the ceremony, the CWC members began deliberations on the agenda. The meeting which started after 3 p.m. is likely to continue till the evening.
A festive atmosphere prevailed at the hotel with the leaders being welcomed with traditional dances by a group of artistes. Congress MLA Seethakka also joined the tribal dancers for some time.
Hectic activity was seen at the hotel in the heart of the city with the arrival of top leadership of the party for the first-ever CWC meeting in Hyderabad.
This is the first meeting of CWC after the 84-member body was reconstituted last month by Mallikarjun Kharge, who was elected party president in October last year.
The meeting will deliberate and formulate a strategy for the upcoming Assembly polls in Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram.
It will also discuss the strategy for 2024 general elections in the light of formation of Indian National Developmental Inclusive Alliance (INDIA) to take on the BJP-led National Democratic Alliance(NDA) unitedly.
AICC General Secretary K. C. Venugopal said that the upcoming elections in five states, discussion on election preparedness and INDIA alliance will be among the agenda.
The CWC will continue deliberations on Sunday (September 17) at an extended session with all state party chiefs and CLP leaders. Over 140 leaders, including chief ministers of Congress-ruled states, will attend the meeting.
The party will also hold a mega public rally near Hyderabad on September 17 evening.
To be addressed by the top leadership, the meeting will unveil five guarantees for the Telangana Assembly election. The meeting coincides with September 17, which marks the anniversary of erstwhile Hyderabad State’s accession to the Indian Union.
After the public meeting, the Congress president will flag off the cavalcade of CWC members, PCC presidents and CLP leaders who will visit each of the 119 assembly constituencies of Telangana, for a night stay and participate in the party programmes on September 18 in the respective Assembly segments allotted to them.
The leaders will participate in door to door distribution of five guarantees and chargesheet against the BRS government. They will also have a community lunch with influencers and in the evening participate in Bharat Jodo March.

New Delhi: The Election Commission on Wednesday issued a show-cause notice to the president of Rajasthan Congress for allegedly camouflaging political advertisements in newspapers as news reports.
It asked state Congress chief Govind Singh Dotasra to respond to the notice by 3 pm on Thursday.  "...in the interim, refrain from utilising this format, content, language and placement of advertisement, which as per your own party's complaint in March, violates the spirit of the Representation of the People Act and the model code of conduct...," the notice read.  The BJP had moved the EC against the Congress advertisements ahead of the November 25 assembly polls.

New Delhi [India]: Taking note of the various trends and cases of plummeting levels of political campaign discourse in recently held elections, the Election Commission of India has issued further advisory to all political parties to maintain decorum and utmost restraint in public campaigning and raise the level of election campaigning to "issue"-based debate. The poll body has also put the 'Star Campaigners' and candidates on a 'notice' in case of violations that followed the previously known methodologies during elections to avoid breaching the Model Code of Conduct.
The Election Commission will assess any indirect MCC violations as per advisory as a fair basis to rework the notices to be given in terms of time and content in issue in the forthcoming elections. For the general election to the Lok Sabha and four state Legislative assemblies, all phases and geographical areas of the elections shall be the basis for determining "repeat" offences. It may be recalled that Chief Election Commissioner Rajiv Kumar recently emphasised that political parties should foster ethical and respectful political discourse that inspires rather than divides and promotes ideas instead of personal attacks. The Commission's proactive advisory now formally sets the stage for ethical political discourse, and cuts clutter in the 2024 General elections. Commission's methodical approach to MCC violations prepares ground for civilised campaigning in 2024 General Elections While acknowledging the need to keep a balance between freedom of expression and level playing field, the advisory noted that the Commission has been following a self-restrained approach since the previous few rounds of elections, presuming that its notice would serve as a moral censure to the candidate or star campaigner. The orders issued by the Election Commission are carefully crafted to ensure minimal disruption to campaigning activities, rather than outright prohibitions. However, the objective to check on the level of discourse, using MCC notices in a judicious way, akin to a moral censure, may not be misunderstood and repeated in the next election cycle. Additionally, the advisory has acknowledged that the evolving landscape of information technology and social media platforms has blurred the lines between pre-MCC and the 48-hour silence period, leading to the persistent circulation of content across multiple phases of campaigning and even unrelated elections. The Commission has urged all the political parties, their leaders, and the contesting candidates to remain within the confines of the Model Code of Conduct and the legal framework. It has been emphasised that any genre of surrogate or indirect violation of MCC and surrogate means to plumate level of election campaign will be dealt with stern action by the Commission. Political party leaders designated as "star campaigners" under Section 77 of the Representation of the People Act, 1951, deliver speeches during significant political rallies. It is essential to interpret this within the framework of harmonious and purposeful construction, as the Model Code of Conduct (MCC) and statutory provisions of the Act complement each other. Therefore, while enjoying the privileges granted by Section 77, star campaigners also bear the responsibility of upholding the highest ethical standards during election campaigns.

New Delhi: Alleging misuse of state resources for the poll campaign of Prime Minister Narendra Modi, the Congress on Thursday complained to the Election Commission against 'Modi Parivaar' and 'Modi ki Guarantee' advertisements and sought their immediate removal and action against those behind it.
A delegation of Congress leaders comprising Mukul Wasnik, Salman Khurshid and Supriya Shrinate met the Election Commission and handed over a set of complaints about alleged violations of the model code of conduct for the Lok Sabha polls and demanded immediate action.  The Congress delegation also lodged a complaint against the BJP's "false advertisements" invoking the 2G allocation issue and alleged that the party was pursuing a decade-old narrative that had been thoroughly discredited through a comprehensive judicial process.
The party prayed for removal of the advertisement and action against its authors and publishers.  In another complaint, the Congress sought removal of 'Modi Parivaar' advertisement, alleging that it highlights how state resources are being misused for a veiled campaign advertisement.  "The brazen use of the armed forces violates multiple directives of the ECI. The fact that the Ministry of I&amp;B is being compelled to produce and broadcast the same also needs to be addressed. We seek the removal of the advertisement and action against the guilty parties," the Congress memorandum read.  In a separate complaint, the Congress demanded a probe into an unsolicited letter being circulated on social media purportedly from the prime minister himself and asked how the official letterhead of the PMO can be used for what is an obvious campaigning material.  "We demand an inquiry into the group circulating the same and the takedown of the material along with other appropriate action," the memorandum said.  The Congress also sought action against the BJP's advertisements on the Delhi Metro with the tagline 'Modi ki Guarantee' and removal of such advertisements.  The party also sought the removal of all images of the prime minister from government bodies, offices, petrol pumps for the duration of the elections as the same violates multiple safeguards iterated in election law.  Another complaint by the Congress highlighted the "vile and obscene" posts targeting a senior congress leader, being run from the official social media handle of the BJP. "Strict action is sought against the authors and the publishers for multiple violations of the Indian Penal Code 1860 and the Representation of the People Act, 1951," the party said.

As soon as Patwari finished his address, Lodhi burst out weeping before Patwari reached over, hugging and hushing him. Asked about being overcome with emotion, Lodhi told reporters, "Being in a family and made to feel loved can make you emotional."

 However, scoffing at the emotional moment of the Congress candidate, the BJP's pick from Damoh, Rahul Lodhi said it was, perhaps, a political stunt aimed at playing up emotions for votes. "I must say that I was surprised to see the Congress candidate tearing up as he did. After reaching Damoh, he, perhaps, realised that this is a BJP stronghold as we have been winning this seat for the last 40 years. Or it could also have been a political stunt aimed at playing on people's emotions for votes. The real reason behind his emotional moment would be known in time. But I was surprised that he cried," Lodhi said.
On the Congress labelling him as a dishonest leader, Rahul Lodhi said when a party has nothing to say, they start making personal attacks. "When a party has nothing else to say, they start making personal attacks and allegations. This state had a Congress government for 18 months...what did they do? Nothing. The state and the country have seen significant development strides under the BJP. We are committed to carrying forward the work and the vision of Prime Minister Narendra Modi," Lodhi said. "I believe we should avoid making personal allegations in politics. We connect with people through our work. We are here for development and making a difference to people's lives, not make personal attacks on anyone," he added. Damoh will poll on April 26 along with six other parliamentary seats in the state. The Lok Sabha elections in Madhya Pradesh are scheduled to be held in the first four phases--April 19, April 26, May 7, and May 13.

Hema Malini is fielded by the Bharatiya Janata Party (BJP) for the third consecutive time from the Mathura Lok Sabha seat. From 1991 to 1999, Mathura was the BJP's stronghold four times. In 2004, Mathura went to Congress's account. In 2009, RLD's Jayant Chaudhary became an MP from Mathura. In 2014, the BJP fielded Hema Malini who won. In the 2019 elections, Hema's husband, actor Dharmendra, also campaigned for her and gathered a huge crowd in her favour. Due to the public welfare schemes of the double-engine government, once again in 2019, lotus bloomed in Mathura and Hema Malini became an MP. Uttar Pradesh, which sends the maximum number of MPs, 80, to Parliament, will vote in all seven phases.Voting for phases one and two will be held on April 19 and April 26. Next, the state will once again poll in phases three and four on May 7 and May 13. New Delhi: A Delhi court on Friday issued notice to the ED and the CBI on AAP leader Manish Sisodia's plea seeking interim bail in excise cases for campaigning in general elections.
Special Judge for the CBI and ED, Kaveri Baweja, directed the central probe agencies to file their replies by April 20, when the court is likely to take up the application for hearing.  The CBI as well as the ED have alleged that irregularities were committed while modifying the Delhi excise policy, undue favours were extended to licence holders, licence fee was waived or reduced and licences were extended without the competent authority's approval.

The Enforcement Directorate (ED) arrested Sisodia in a money-laundering case stemming from the CBI FIR on March 9, 2023.  Sisodia resigned from the Delhi cabinet on February 28, 2023.

Thiruvananthapuram: Senior Congress leader and Lok Sabha candidate Shashi Tharoor has been booked for allegedly carrying out a false campaign against union minister and rival candidate Rajeev Chandrasekhar, police said here on Sunday.
The case was registered by the Cyber Police here on April 15, but its details were revealed only today.  According to police, the case against Tharoor was registered based on a complaint lodged by BJP leader J R Padmakumar who accused the Congress leader of carrying out a false campaign against Chandrasekhar during a television programme.
The complainant alleged that Tharoor, during the programme, had made defamatory statements against Chandrasekhar with regard to influencing voters of coastal regions in the upcoming Lok Sabha election.  The case was registered under Sections 171-G and 500 of the Indian Penal Code and Section 65 of IT Act, a cyber police official said adding that an investigation is going on in the matter.  IPC 177-G refers to raising false statement in connection with an election, while IPC 500 relates to defamation.  Tharoor, who is contesting from Thiruvananthapuram Lok Sabha constituency, is yet to react on the registration of the case.
