Shimla: As part of its ambition to make Himachal Pradesh a "green state" in three years, the state's Congress government delivered its maiden Budget on Friday, proposing a monthly allowance for more than two lakh women, a "milk cess" on alcohol, and subsidies on electric vehicles.

Sukhvinder Singh Sukhu, the chief minister of Punjab, promised to fill 30,000 government positions that are now open during his almost two-hour Budget speech to the state assembly. The official goal is to generate roughly 90,000 additional jobs in the private sector.
