Unlock 3: Schools, Colleges, Metro, cinema halls, recreation parks to remain closed till Aug 31

New Delhi: Schools, colleges and other educational institutions, operation of Metro trains, cinema halls, entertainment parks, theatres to remain closed till August 31, the Ministry of Home Affairs (MHA) guidelines for Unlock 3 issued on Wednesday said.

According to the new guidelines, the restriction on movement of individuals during night or night curfew has been removed, while the Yoga institutes and gymnasiums will be allowed to open from August 5, with the Standard Operating Procedure (SOP) of the Health Ministry for ensuring social distancing and to contain the spread of COVID-19.

The Unlock 3 guidelines will be effective from August 1.

The Independence Day functions will be allowed with social distancing and by following other health protocols, such as wearing of masks and recent guidelines issued by the MHA for celebrating the Independence day functions.

International air travel of passengers has been permitted in a limited manner under the 'Vande Bharat mission'. Further opening up will take place in a calibrated manner.

Under the Unlock 3 norms, swimming pools, theatres, bars, auditoriums, assembly halls and similar places, social, political, sports, entertainment, academic, cultural, religious functions and other large congregations will remain closed till further orders and the dates for opening of these will be decided separately, based on the assessment of the situation.

The lockdown shall continue to be implemented strictly in the Containment Zones till August 31, while the containment zones are required to be carefully demarcated by the State and Union Territories (UTs) Governments with a view to contain the spread of COVID-19, after taking into consideration the guidelines issued by Ministry of Health and Family Welfare (MOHFW).

Within the Containment Zones, strict perimeter control shall be maintained and only essential activities allowed.

MHA's new guidelines also said that these Containment Zones will be notified on the websites of the respective District Collectors and by the States or UTs and information will also be shared with the MOHFW.

All activities in the Containment Zones shall be monitored strictly by State and UT authorities, and the guidelines relating to containment measure in these zones shall be strictly implemented, the Unlock 3 guidelines said, adding that the MOHFW will monitor the proper delineation of Containment Zones and implementation of the containment measures.

'The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations, held with related Central Ministries and Departments,' the MHA said, while issuing the new norms for 'Unlock 3'.
